This paper investigates the return on investment (ROI) paradigm from fundamental educational research grant funding perspectives. The researchers conducted a wide-ranging literature search regarding the educational research grant funding ROI from public policy and economics viewpoints. The preferred reporting items for systematic reviews and metaanalyses (PRISMA) were utilized to identify and analyze research articles and original reports related to ROI from educational research grant funding. The research data were screened through a literature review based on the inclusion criteria, namely study focusing on return on investment of educational research funding and study published between 2001 and 2021 (as of December 2021). This study found evidence that ROI calculation from fundamental educational research grants is not straightforward and varies. Besides, most available research focuses on research impact rather than economic and intrinsic research value. Based on the compiled literature on research-related performance attributes, this study identified three distinct deliverables of educational research funding: tangible output, intangible output, and research outcome. The present research proposes more robust and reliable methods for measuring the ROI of fundamental educational research impact, potentially generating a much-inform decision-making and resource allocation in educational research grant funding. In a wide variety of applications, including healthcare, bidding in first price auctions, digital recommendations, and online education, it can be beneficial to learn a policy that assigns treatments to individuals based on their characteristics. The growing policy-learning literature focuses on settings in which policies are learned from historical data in which the treatment assignment rule is fixed throughout the data-collection period. However, adaptive data collection is becoming more common in practice from two primary sources: (1) data collected from adaptive experiments that are designed to improve inferential efficiency and (2) data collected from production systems that progressively evolve an operational policy to improve performance over time (e.g., contextual bandits). Yet adaptivity complicates the problem of learning an optimal policy ex post for two reasons: first, samples are dependent and, second, an adaptive assignment rule may not assign each treatment to each type of individual sufficiently often. In this paper, we address these challenges. We propose an algorithm based on generalized augmented inverse propensity weighted (AIPW) estimators, which nonuniformly reweight the elements of a standard AIPW estimator to control worst case estimation variance. We establish a finite-sample regret upper bound for our algorithm and complement it with a regret lower bound that quantifies the fundamental difficulty of policy learning with adaptive data. When equipped with the best weighting scheme, our algorithm achieves minimax rate-optimal regret guarantees even with diminishing exploration. This paper shows that consumers prefer organic listings in the top-ranked positions to sponsored listings of the same product/position in an online marketplace. Sponsored product listings on online marketplaces are third-party sellers' ads blended in organic product listings. This paper investigates a seller's managerial questions: whether a sponsored listing outperforms an organic listing and how the performance varies by positions. Our large-scale field study on a mobile app with experimental and natural variation finds that consumers prefer organic listings in the top-ranked positions to sponsored listings of the same product/position. Consumers become indifferent between sponsored and organic listings in the lower-ranked positions. A mechanism check suggests that top-ranked organic listings are perceived as more credible than seller-subsidized sponsored listings. Despite consumers' preference for organic listings, a simulation analysis shows that an advertising seller may benefit financially if a lower-ranked organic listing can be replaced with a top-ranked sponsored listing. This paper studies the impact of international business coaching via virtual collaboration technology on the strategies and sales of emerging market entrepreneurs. This paper studies the impact of international business coaching via virtual collaboration technology on the strategies and sales of emerging market entrepreneurs. It sheds light on three novel research questions. (1) What is the effect of virtual business coaching on firm sales? (2) What is the mechanism through which this effect occurs? Specifically, does virtual coaching stimulate shifts in marketing strategy? (3) Do entrepreneurs benefit more from virtual coaching when they are less strategic in their decision making? We conducted a randomized controlled field experiment with 930 entrepreneurs in Uganda to examine the impact of a virtual coaching intervention that connects management professionals in primarily advanced markets and entrepreneurs in emerging markets with the aim of improving business performance. The analysis finds a positive and significant main effect on firm sales; treatment entrepreneurs increase monthly sales by 27.6% on average. In addition, entrepreneurs who receive virtual coaching are 52.8% more likely to have shifted their marketing strategy in a new direction. Moreover, consistent with this mechanism of inducing strategic business changes, the results show that entrepreneurs who receive virtual coaching tend to do better when they (ex ante) lack strategic focus. These results have important implications for the development of marketing strategies by entrepreneurs and multinational managers, as well as for policy makers interested in improving the performance of small firms in emerging markets and beyond. This paper studies the cost of capital effect of a major regulatory technology, or RegTech, event: the staggered implementation of the Electronic Data Gathering, Analysis, and Retrieval (EDGAR) system of the Securities and Exchange Commission in the period from 1993 to 1996. This event represents a largely exogenous shock to corporate information dissemination technologies, resulting in a considerable reduction in information acquisition costs for investors. Using a difference-in-differences research design, we show that the cost of equity capital declines substantially after a firm switches from paper filing to mandatory electronic filing in EDGAR. The effect is stronger for small firms and firms with low analyst coverage and low institutional ownership. We identify three channels through which EDGAR affects a firm's cost of capital: the liquidity, risk-taking, and corporate governance channels. EDGAR implementation also improves a firm's investment efficiency significantly. This paper points out the error in the HJB equation in a previous published paper and presents the correct HJB equation. We show that the Hamilton-Jacobi-Bellman (HJB) equation for the salesperson's problem is not correct because of the effect of a positive discount factor for the infinite-horizon risk-sensitive control. As a result, their analyses and insights are incorrect. We present the correct HJB equation for the salesperson's problem, which is a partial differential equation. This paper investigates gender bias (if any) when teams are formed. We use data from the European Science Foundation to estimate if female scientists have the same opportunities as their male colleagues to join a team when applying for funds. To assess gender bias, we construct a control group of scientists with the competencies for being invited to join the team but who do not join. By comparing the proportion of female scientists in the control group with the one in the observed teams, we find a gender bias against female scientists. Exploring heterogeneity across teams, we find that gender bias is less pronounced in teams led by women, junior scientists, and in more recently formed teams. We explore the consequences of limiting executive pay on voluntary executive turnover by exploiting a Chinese government policy restricting executive pay at a subset of firms. Affected firms experience an increase in voluntary executive turnover, with executives increasingly moving to firms not bound by the pay policy. Executives that leave are of higher quality as suggested by their stronger stock and accounting performance in the year prior to the turnover. Affected firms suffer firm value losses, especially when talented executives leave. Our findings demonstrate the importance of compensation contracts in retaining executives and suggest a need for regulatory caution, since mandated constraints aimed at trying to "fix" executive pay can hurt firm value and ultimately, hurt shareholders. Recent financialization in commodity markets makes it easier for institutional investors to trade a portfolio of commodities via various commodity-indexed products. We present several pieces of novel causal evidence that daily exposure to such index trading results in price overshoots and reversals, as reflected in negative daily return autocorrelations, only among commodities in that index. This is because index trading propagates nonfundamental noise to all indexed commodities. We present direct evidence for such noise propagation using commodity news sentiment data. With the increasing reliance on competitive grants to fund research, we see a review system under pressure. While peer review has long been perceived as the cornerstone of self-governance in science, researchers have expressed distrust in the peer review procedures of funding agencies. This paper draws on literature pointing out ability, benevolence, and integrity as important for trustworthiness and explores the conditions under which researchers have confidence in grant review. Based on rich survey material, we find that researchers trust grant reviewers far less than they trust journal peer reviewers or their colleagues' ability to assess their research. Yet, scholars who have success with grant proposals or serve on grant review panels appear to have more trust in grant reviewers. We study the problem of dynamic batch learning in high-dimensional sparse linear contextual bandits, where a decision maker, under a given maximum-number-of-batch constraint and only able to observe rewards at the end of each batch, can dynamically decide how many individuals to include in the next batch (at the end of the current batch) and what personalized action-selection scheme to adopt within each batch. Such batch constraints are ubiquitous in a variety of practical contexts, including personalized product offerings in marketing and medical treatment selection in clinical trials. We characterize the fundamental learning limit in this problem via a regret lower bound and provide a matching upper bound (up to log factors), thus prescribing an optimal scheme for this problem. To the best of our knowledge, our work provides the first inroad into a theoretical understanding of dynamic batch learning in high-dimensional sparse linear contextual bandits. Notably, even a special case of our result—when no batch constraint is present—yields that the simple exploration-free algorithm using the LASSO estimator already achieves the minimax optimal O˜(s0T) regret bound (s0 is the sparsity parameter or an upper bound thereof and T is the learning horizon) for standard online learning in high-dimensional linear contextual bandits (for the no-margin case), a result that appears unknown in the emerging literature of high-dimensional contextual bandits. In this paper, we consider optimization problems over closed embedded submanifolds of Rn , which are defined by the constraints c(x) = 0. We propose a class of constraint-dissolving approaches for these Riemannian optimization problems. In these proposed approaches, solving a Riemannian optimization problem is transferred into the unconstrained minimization of a constraint-dissolving function (CDF). Different from existing exact penalty functions, the exact gradient and Hessian of CDF are easy to compute. We study the theoretical properties of CDF and prove that the original problem and CDF have the same first-order and second-order stationary points, local minimizers, and Łojasiewicz exponents in a neighborhood of the feasible region. Remarkably, the convergence properties of our proposed constraint-dissolving approaches can be directly inherited from the existing rich results in unconstrained optimization. Therefore, the proposed constraint-dissolving approaches build up short cuts from unconstrained optimization to Riemannian optimization. In this paper, we consider online learning in generalized linear contextual bandits where rewards are not immediately observed. Instead, rewards are available to the decision maker only after some delay, which is unknown and stochastic. Such delayed feedback occurs in several active learning settings, including product recommendation, personalized medical treatment selection, bidding in first-price auctions, and bond trading in over-the-counter markets. We study the performance of two well-known algorithms adapted to this delayed setting: one based on upper confidence bounds and the other based on Thompson sampling. We describe modifications on how these two algorithms should be adapted to handle delays and give regret characterizations for both algorithms. To the best of our knowledge, our regret bounds provide the first theoretical characterizations in generalized linear contextual bandits with large delays. Our results contribute to the broad landscape of contextual bandits literature by establishing that both algorithms can be made to be robust to delays, thereby helping clarify and reaffirm the empirical success of these two algorithms, which are widely deployed in modern recommendation engines. Bilateral trade, a fundamental topic in economics, models the problem of intermediating between two strategic agents, a seller and a buyer, willing to trade a good for which they hold private valuations. In this paper, we cast the bilateral trade problem in a regret minimization framework over T rounds of seller/buyer interactions, with no prior knowledge on their private valuations. Our main contribution is a complete characterization of the regret regimes for fixed-price mechanisms with different feedback models and private valuations, using as a benchmark the best fixed price in hindsight. More precisely, we prove the following tight bounds on the regret: Θ(T) for full-feedback (i.e., direct revelation mechanisms). More than 40 years ago, Lions and Mercier introduced in a seminal paper the Douglas–Rachford algorithm. Today, this method is well-recognized as a classic and highly successful splitting method to find minimizers of the sum of two (not necessarily smooth) convex functions. Whereas the underlying theory has matured, one case remains a mystery: the behavior of the shadow sequence when the given functions have disjoint domains. Building on previous work, we establish for the first time weak and value convergence of the shadow sequence generated by the Douglas–Rachford algorithm in a setting of unprecedented generality. The weak limit point is shown to solve the associated normal problem, which is a minimal perturbation of the original optimization problem. This paper studies the optimal design of a paywall when consumers endogenously determine their amount of content consumption. Digital content platforms increasingly implement paywalls to generate subscription revenue, but putting content behind paywalls can reduce consumption and advertising revenue. We analyze optimal paywall design when consumers are heterogenous in their valuation for and satiation with content and endogenously determine their consumption. We find that, under moderate ad rates, a metered paywall offering a limited amount of free content is optimal when consumers display sufficient heterogeneity in satiation. When ad rates increase, one might expect platforms to offer more free content to generate higher ad revenue. Instead, we find that sometimes offering less free content and lowering the subscription price is optimal to attract new subscribers. Further, depending on ad rates, the optimal amount of free content may increase or decrease in consumers' valuation for content. As valuation increases, consumers' willingness to pay for subscription and desire for content consumption increases. The former effect dominates under low ad rates and incentivizes the platform to provide less free content, but the opposite is true under high ad rates. Counterintuitively, we also find that total content consumption can increase with the proportion of users who become satiated relatively faster because the platform may strategically raise its meter limit to increase ad revenues from nonsubscribers. We also explore the impact of a more appealing outside option for consumers, competition between media platforms, and correlation between valuation and satiation on the optimality of paywalls. With the increasing presence of smart services in the servicescape, customers' actions have become the foundation of the value formation process, which can either significantly foster or hinder it. This paper presents the development and validation of a customer value co-destruction behavior scale designed to assess customer behaviors that impede resource integration and lead to resource misuse within smart service encounters. Grounded in service-dominant logic, we employed both deductive and inductive approaches to develop the preliminary items, which were drawn from existing works on co-destruction and user-generated content (UGC). These items underwent purification and validation across four different samples from China and the United States. The final scale has a two-dimensional structure with 14 items: eight items for resource non-integration behavior and six items for resource misintegration behavior. The results confirm its reliability, validity, and measurement invariance across cultures. Background: Undertaking Patient and Public Involvement (PPI) when developing health and social care research grant applications is critical. However, researchers may not have any funding to undertake PPI when developing grants. In response, the National Institute for Health and Care Research- Research Design Service for Yorkshire and the Humber in the United Kingdom, provided Public Involvement Fund Awards of up to £600 to fund PPI activity when researchers were developing grant applications. Researchers provided post-activity reports about how they utilised the Public Involvement Fund. These reports were analysed with the aim of evaluating the usefulness of the Public Involvement Fund and to provide learning about supporting researchers to undertake PPI when developing grants. Methods: The project was a qualitative document analysis of 55 reports. Initially a researcher coded four reports and three Public Contributors provided feedback. Researchers coded the remaining reports and identified key findings. A workshop was held with the three Public Contributors to develop the findings. Results: Researchers accessing the Public Involvement Fund award were generally early career researchers or clinicians who did not have other sources of funding for pre-grant PPI input. Researchers felt the award was useful in enabling them to conduct PPI, which strengthened their grant applications. Some researchers found that the award limit of £600 and guidance encouraging expenditure within three months, made it difficult to undertake PPI throughout the full grant development process. Instead, the majority of researchers consulted Public Contributors on one or two occasions. Researchers struggled to recruit diverse members or run group sessions due to the time pressures of grant deadlines. Researchers wanted training on undertaking PPI alongside the financial support. Conclusions: Researchers, especially early career researchers found having a Public Involvement Fund award instrumental in enabling them to undertake PPI when developing grant applications. It would be beneficial for similar schemes to be widely available. Schemes need to provide sufficient funding to enable meaningful PPI and allow researchers to hold the award for long enough to facilitate involvement during the whole grant development process. Many felt their grants were improved from consulting Public Contributors. For example, helping them to decide a topic, changing their research method or choosing a questionnaire. However, researchers sometimes struggled to recruit Public Contributors, particularly when the research was not about a specific health condition. Researchers wanted to be able to have the award for long enough to enable them to involve Public Contributors throughout the whole grant development process. Alongside funding, researchers also need specific training about undertaking PPI when developing grants. For example, how to recruit representative Public Contributors quickly. Thus, there is a need to understand what factors dampen the spirit of the academician in conducting academic clinical trials. Aims and Objectives: The aim of the study is to evaluate the investigator's perception of obstacles to carrying out academic trials and to identify factors that will motivate investigators in conducting academic trials Materials and Methods: We conducted a prospective observational study in a tertiary care hospital for 6 months. Faculty members working in academic institutes were selected. A structured questionnaire was designed for the study and administered using google forms. Responses were taken on a Likert scale. Validity and reliability assessments were carried out. Mann-Whitney test was applied to assess differences between demographic groups. P <0.05 was considered significant. Results: Most of the participants rated applying for research grants (76%), obtaining funding for the study and making arrangements for compensation for trial-related events (75%) as extremely challenging. We found that the degree of challenge is significantly lower in the faculty members who conducted clinical trials in the past as against those who did not (P = 0.00069). We also found that the degree of challenge is significantly higher in the faculty members with <10 years of experience than those with >10 years of experience (P = 0.00001). Conclusion: Thus, to conclude the challenges faced by investigators were at multiple levels, most common being applying for research grants and making arrangements for the funds for payment towards participation or study-related injury. Faculty members with exposure to conducting clinical trials and with experience of more than 10 years had perceived a reduced degree of challenges. [ABSTRACT FROM AUTHOR]

Worldwide women have increased their participation in STEM, but we are still far from reaching gender parity. Although progress can be seen at the bachelor's and master's level, career advancement of women in research still faces substantial challenges leading to a 'leaky pipeline' phenomenon (i.e., the continuous decrease of women's participation at advanced career stages). Latin America exhibits encouraging rates of women participation in research, but the panorama varies across countries and stages in the academic ladder. This study focuses on women's participation in research in natural sciences in Colombia and investigates career progression, leadership roles, and funding rates by analyzing data on scholarships, grants, rankings, and academic positions. Overall, we found persistent gender imbalances throughout the research ecosystem that were significant using classical statistical analyses. First, although women constitute >50% graduates from bachelors in natural sciences, <40% of researchers in this field are female. Second, women win <30% of research grants, and in turn, their scientific productivity is 2X lower than that of men. Third, because of the less research funding and output women have, their promotion to senior positions in academic and research rankings is slower. In consequence, only ~25% of senior researchers and full professors are women. Fourth, the proportion of women leading research groups and mentoring young scientist in Colombia is <30%. Our study deepens our understanding of gender gaps in STEM research in Colombia, and provides information to design initiatives that effectively target gender disparities by focusing on key areas of intervention, and then gradually building up, rather than tackling structural inequities all at once. Scientific research is often supported by public funds for the public good, and there is a trend toward using public funds to support actionable science that can be integrated into policy or practice. Funding agencies can set research priorities through the focus and timing of their research calls and funding decisions. There is a need to study funding models to better understand the relationship between agency priorities and scientific discourse. We present a case study of the National Sea Grant College Program's research funding. Sea Grant is a federally funded network of 34 stateor territory-based programs that fund research and perform education and outreach work on coastal environmental and natural resource issues. Individual Sea Grant programs set research priorities based on local needs, often focusing on actionable science. To assess the contributions of Sea Grant-funded research, we analyzed available citations and abstracts from Web of Science and examined patterns in article authors, journals, citations, keywords, and abstracts. The study shows that Sea Grant has significantly contributed to the scientific literature while being effective on costper-publication and cost-per-citation bases. The results illustrated how targeted funding can address important local issues while substantially contributing to the broader scientific literature. [ABSTRACT FROM AUTHOR]

Studies of the grant proposal tend to conflate academic research grant proposals with other kinds of nonprofit grant proposal genres, even though research and nonprofit grant proposals have different audiences and goals. To address this gap, this study draws on the Aristotelian concept of topoi (or typical arguments) and uses corpus analysis, interview, and coding methods to answer the question, what topoi distinguish the academic research and nonprofit grant proposal genres? Study Design: Case control study Objective: Micro-lumbar discectomy or Interbody fusion procedure are work-horse surgical procedures in management of lumbar disc disease. Spine surgeon in their early years of practice gets confused in choosing ideal surgical plan when dealing with a complex scenario. A clinical score is needed to guide spine surgeons in choosing an optimal surgical plan. Materials and methods: Study was done with research grant approval from AO Spine. A predictive score was formulated as per hypothesis following a pilot study. Two fellowship trained spine surgeons-one using the score (Group A) and other not using score (Group B-control) treated 40 patients included in their respective group. All patients were analysed preoperatively, post-surgery at 12 months follow-up with Visual analog scale score for back pain, leg pain, Oswestry disability index score, SF-36 score. Change in parameters at 12 months follow-up were analysed statistically. P ≤.05 was considered statistically significant. Success rate of individual surgeon who managed respective group of patients and Difficulty index of surgeon who managed without using score was evaluated at 12 months follow-up. Results: Success rate of Group A-surgeon was higher than Group B-surgeon.15% of Group B patients had poor surgical outcome at follow-up. Statistically significant improvement in Group A patients were seen in all 3 evaluated parameters when compared to Group B patients at 12 months of follow-up (P ≤.05). Difficulty index of surgeon who didn't use the score was 15%. Conclusion: The proposed predictive score comprising all risk factors, can be used by spine surgeons when they are confronted with difficult scenario in decision-making. Background: Despite three decades of policy initiatives to improve integration of health care, delivery of health care in New Zealand remains fragmented, and health inequities persist for Māori and other high priority populations. An evidence base is needed to increase the chances of success with implementation of large-system transformation (LST) initiatives in a complex adaptive system. Methods: This research aimed to identify key elements that support implementation of LST initiatives, and to investigate contextual factors that influence these initiatives. The realist logic of enquiry, nested within the macro framing of complex adaptive systems, formed the overall methodology for this research and involved five phases: theory gleaning from a local LST initiative, literature review, interviews, workshop, and online survey. NVivo software programme was used for thematic analysis of the interview, workshop, and the survey data. We identified key elements and explained variations in success (outcomes) by identifying mechanisms triggered by various contexts in which LST initiatives are implemented. Results: The research found that a set of 10 key elements need to be present in the New Zealand health system to increase chances of success with implementation of LST initiatives. These are: (i) an alliancing way of working; (ii) a commitment to te Tiriti o Waitangi; (iii) an understanding of equity; (iv) clinical leadership and involvement; (v) involved people, whānau, and community; (vi) intelligent commissioning; (vii) continuous improvement; (viii) integrated health information; (ix) analytic capability; and (x) dedicated resources and time. The research identified five contextual factors that influenced implementation of LST initiatives: a history of working together, distributed leadership from funders, the maturity of Alliances, capacity and capability for improvement, and a continuous improvement culture. The research found that the key mechanism of trust is built and nurtured over time through sharing of power by senior health leaders by practising distributed leadership, which then creates a positive history of working together and increases the maturity of Alliances. Discussion: Two authors (KMS and PBJ) led the development and implementation of the local LST initiative. This prior knowledge and experience provided a unique perspective to the research but also created a conflict of interest and introduced potential bias, these were managed through a wide range of data collection methods and informed consent from participants. The evidence-base for successful implementation of LST initiatives produced in this research contains knowledge and experience of senior system leaders who are often in charge of leading these initiatives. This evidence base enables decision makers to make sense of complex processes involved in the successful implementation of LST initiatives. Conclusions: Use of informal trust-based networks provided a critical platform for successful implementation of LST initiatives in the New Zealand health system. Maturity of these networks relies on building and sustaining high-trust relationships among the network members. The role of local and central agencies and the government is to provide the policy settings and conditions in which trust-based networks can flourish.
