Abstract

The accelerated global expansion of higher education in the twenty- first century is accompanied by the emergence of a shrinking sector in many matured systems. It is argued that the expansion possibilities are higher in the least developed region of Africa. Despite the stated policies promoting internationalization, many countries follow inward- looking strategies of higher education development.
