У статті подано аналіз роботи Центральної адміністративно- територіальної комісії при ВУЦВК щодо здійснення реформування адміністративно-територіального устрою УСРР в 20-ті рр. ХХ ст. Особливу увагу приділено ліквідації губернського поділу, районуванню та національному районуванню. В статье проанализирована работа Центральной административно- территориальной комиссии при ВУЦИК по осуществлению реформирования административно-территориального строя УССР в 20-е гг. ХХ в. Внимание уделено ликвидации губернского деления, районирования, национальному районированию. The article gives an analysis of the work of the Central administrative-territorial commission of the All-Ukrainian Central Executive Committee concerning the implementation of the reform of the administrative-territorial structure of the Ukrainian Socialist Soviet Republic in the 20-th of the XXth century. The spontaneous changes of 1919-1920; the transition to a three-tier system of governance under the following scheme - region, district, village in 1922- 1925; transformation into a two-tier system of governance, according to the scheme district, village - in 1930; the return to the principles of the division witch were laid in the days of the pre-revolutionary provincial division in 1932 were analyzed. Particular attention was paid to the elimination of the provincial division, zoning and national regionalization that are: the activities of the All-Ukrainian Central Executive Committee and local administrative commissions on the introduction of the district division of 1923, the detection of mistakes and their leveling in 1924; the formation of national districts in Katerynoslavsky, Donetsk and Odesa provinces (german) and the Autonomous Moldavian Socialist Soviet Republic within the Ukrainian Socialist Soviet Republic (1924).

У статті проаналізовано сучасні підходи науковців до визначення поняття децентралізація. Визначено спільні риси систем місцевого самоврядування в Угорщині, Польщі, Чехії та Словаччині. Проаналізовано причини завдяки яким досвід проведення децентралізації, та реформування місцевих органів влади у країнах Вишеградської четвірки становить інтерес для врахування його в процесі проведення децентралізації в сучасній Україні. Визначено, що в Угорщині органи місцевої влади для реалізації свої повноважень можуть приймати місцеві закони та відповідні рішення, здійснювати окремі адміністративні повноваження, визначати свої власні організаційні рамки та правила процедури, здійснювати майнові права щодо місцевої державної власності, формувати та затверджувати бюджет і використовувати його самостійно. З’ясовано, що в Польщі одним з головних є принцип субсидіарності за яким «повноваження передаються гмінам, а делегування завдань на вищий рівень здійснюється тоді, коли його продуктивність перевищує можливості нижчого рівня. Місцеве самоврядування в містах республіки Польща здійснюється через триступеневу управлінську систему – воєводство, повіт, гміна. Децентралізація в Чехії здійснювалася шляхом проведення адміністративно-територіальної реформи в результаті якої вона відмовилась від трирівневої структури адміністративно- територіального устрою і повернулась до дворівневої структури. Громади отримали право обирати муніципальні уряди й проводити місцеві референдуми; формувати й розпоряджатися бюджетом; забезпечувати соціально-економічні, культурні та комунальні потреби громадян. У результаті децентралізації змінився розподіл повноважень між центральними та місцевими органами влади. У Словацькій Республіці реформа децентралізації була закріплена конституційно та схвалена деякими законами. У цій країні діє система територіального державного устрою, яка передбачає існування низової ланки самоврядування – муніципалітетів і другої ланки – адміністративних областей. Обидва рівні є самостійними само управлінськими і адміністративними одиницями, юридичними особами з власним майном і фінансовими коштами. The article analyzes modern scientific approaches to the definition of decentralization. It determines common features of local governments in Hungary, Poland, the Czech Republic and Slovakia. The authors analyze the reasons why the experience of decentralization and local government reform in the “Visegrad Four” countries is interesting for its consideration within the decentralization in modern Ukraine. In Hungary, the local government can adopt local laws and appropriate decisions, can exercise administrative powers to determine its own organizational framework and rules of procedure, can have property rights on the local state property, as well as form and approve the budget and use it independently. In Poland, one of the main principles is subsidiarity, in which “the powers are transferred to the gmina, and delegation of tasks at a higher level is carried out when its performance capabilities exceeds the lower level. Local government in the cities of Poland has a three-stage management system – voivodeship, powiat, gmina. Decentralization in the Czech Republic was carried out by means of administrative-territorial reform that refused the three-tier structure of the administrative-territorial system and returned to the two-tier structure. Communities obtained the right to elect municipal governments and to hold local referendums; to form and manage the budget; to ensure socio-economic, cultural and communal needs of citizens. Thus, the decentralization changed the distribution of powers between central and local authorities. In the Slovak Republic, the decentralization reform was enshrined constitutionally and approved by some laws. This country has the territorial state system, which provides for two levels of governments – municipalities and administrative regions. Both levels are independent local governments and administrative units, legal entities with their own property and financial resources.
