This paper examines the impact of urban afforestation on infant health outcomes by exploiting a quasi-experimental setting where one million new trees were planted in New York City (NYC), but not in counties surrounding NYC over the same time period. Using a near-universal birth record of NYC and surrounding counties over 2004–2015 and employing both the synthetic control method and a difference-in-differences model, we find that an approximately 20% increase in urban forest cover decreased prematurity and low birth weight among mothers in NYC by 2.1 and 0.24 percentage points, respectively, relative to similar mothers outside of NYC. The low birth weight finding is equivalent to getting a mother smoking two cigarettes a day during pregnancy to quit. An internal validity test suggests that changes in the composition of NYC mothers cannot explain the observed effects. Additionally, we find evidence that declines in PM 2.5 concentrations and increases in outdoor walks are potential causal mechanisms. Reducing greenhouse gases in the atmosphere is becoming a pressing issue for the global community. Afforestation and reforestation are promoted worldwide as an effective means of sequestering carbon. For its national interest and global concerns, China has made great efforts to protect its existing forests and develop programs of afforestation and reforestation. Based on two surveys recently conducted in Liping County, Guizhou province, this paper investigates the economic changes associated with the implementation of the “Grain For Green” policy. Based on the analytical framework of benefit cost analysis, this paper concludes that the implementation of the reforestation of sloping agricultural land policy would not be possible if there were no government subsidies for the peasants. The short term economic returns of land and labour from forestation are substantially lower than those generated from grain or cash crop production on the steep slope lands. The government subsidies provide great economic incentives for peasants to take part in the project. The subsidies in fact have elevated peasant income in rural Liping. The estimated potential economic returns of plantations over the long run indicate that the removal of the government financial subsidies would not create an economic crisis for the peasants if the current market conditions continue. Significant climate finance gaps exist for small islands in transitioning to net zero, as climate commitments far outweigh the government budget and international financing. To create alignment between resource allocation and climate commitments, a roadmap for strategic and cost-effective decarbonization is of supreme importance. This paper presents a geographic carbon accounting model which incorporates emissions from electricity, transportation, food systems, and human respiration, whilst accounting for the carbon uptake by the terrestrial biosphere in view of identifying high-intensity aggregated emissions estimated in the range of 200–215 ktCO 2e in the coastal and inland urban regions of the remote island of Mauritius. An estimated 4641 ktCO 2e , representing 79.4% of overall emissions, has been observed to originate from buildings, food, and waste systems. About 1150 ktCO 2e , accounting for a share of 19.7%, is derived from transport systems. The study advocates for the enhanced participation of local authorities to better contribute to climate governance, whilst supporting legislative, financial, technological, and behavioural reforms. Despite the relatively low sequestration potential of forests replacing all non-habitable lands, which is estimated at 1002 ktCO 2e and representing about 17.1% of annual net emissions, afforestation programmes are encouraged owing to multiple ecosystem services provided by trees. • A GIS-based Carbon Accounting framework is developed for a remote island. • High-intensity emission hotspots are identified for strategic management responses. • Enhanced participation of local authorities in climate governance is encouraged. • Legislative, financial, technological, and behavioural reforms are proposed. Targeting agri-environmental measures (AEM) improves their effectiveness in the delivery of public goods, provided the necessary coordination with other incentives. In less favoured areas (LFA) measures focusing on the conservation of extensive farming contribute to sustainable land management in these areas. In this paper we investigate the implementation of a possible AEM supporting the improvement of permanent pastures coordinated with the extensive livestock and single farm payments actually in place. Through applying a spatially-explicit mixed integer optimisation model we simulate future land use scenarios for two less favoured areas in Portugal (Centro and Alentejo) considering two policy scenarios: a ‘targeted AEM’, and a ‘non-targeted AEM’. We then compare the results with a ‘basic policy’ option (reflecting a situation without AEM). This is done with regard to landscape-scale effects on the reduction of fire hazard and erosion risk, as well as effects on farm income. The results show that an AEM for permanent pastures would be more cost-effective for erosion and fire hazard mitigation if implemented within a spatially targeted framework. However when cost-effectiveness is assessed with other indicators (e.g. net farm income and share of grazing livestock) ‘non-targeted AEM’ implementation delivers the best outcome in Alentejo. In Centro the implementation of an AEM involves important losses of income compared to the ‘basic policy’. ‘Targeted AEM’ tends to favour farms in very marginal conditions, i.e. targeting is demonstrated to perform best in landscapes where spatial heterogeneity is higher. The results also show the risk of farm abandonment in the two studied less favoured areas: in all three scenarios more than 30% of arable land is deemed to be abandoned. [ABSTRACT FROM AUTHOR]

Soil erosion and desertification are the main problems faced by the Bou-Hedma National Park in South-Tunisia. Restoration of the original woodland cover, particularly by afforestation and reforestation with Acacia tortilis ssp. raddiana , has been recognized as efficient to combat further degradation of the environment in this protected area. In order to study effects of woodland restoration and future trends in Bou-Hedma, it is essential to accurately assess its current situation. This paper addresses a monotemporal assessment of the population structure of A . tortilis . An extensive field inventory was performed to provide deeper insight into the dendrometric characteristics of this keystone species. Next, a spatially explicit and repeatable method is developed to model key tree attributes like crown diameter, volume and tree height from which the structural composition of the A . tortilis population in the Bou Hedma National Park is derived. This method involves analysis of a very high resolution (VHR) GeoEye-1 image within an OBIA (Object-based Image Analysis) framework. The remote sensing (RS) results show that the population of A . tortilis is typified by an irregular population structure and confirm the findings of Noumi and Chaieb (2012) suggesting regressive population dynamics. Abstract: The effect of roads on forests is ambiguous. Many studies conclude that building and upgrading roads increases pressure on forests but some find that new and better roads may reduce the rate of deforestation. In this paper we use satellite remote sensing images of forest cover in Jiangxi Province, China, to test whether the existence and the size of roads (ranging from expressways to tertiary roads) in 1995 affected the level of forest cover in 2000 or the rate of change between 1995 and 2000. To account for road access for each of our 1km2 (“pixel”) units of forest cover we measure whether or not and what type of roads penetrate the “watershed” in which the pixel lies. These watersheds allow more plausible measures of accessibility than do traditional “crowfly” distance measures that ignore topography. To account for possible confounding we also use 12 additional covariates: geographic and climatic variables (e.g., elevation, slope, rainfall, temperature, soil properties); demographic and economic variables (e.g., local population and GDP per square kilometer); and distance variables (e.g., distance to the nearest provincial capital). Although simple univariate OLS regressions show that forest levels are lower and deforestation rates higher either when there is a road, or when there is a higher quality road, these results are not robust. Controlling for all of the covariates and also using recently developed covariate matching techniques to estimate treatment effects, we find that roads in China’s Jiangxi Province can most safely be described as having no impact on the level of forests and no impact on the rate of deforestation. Abstract: Establishing forest cover in arid or drought-stricken regions is a challenging task facing countries with a high degree of desertification or risk of desertification. China''s Loess Plateau is one such area, an extremely dry climate, especially in spring, and that has a highly dissected topography. A new tree-planting technique to improve drought resistance, in which planting holes are lined with biodegradable plastic to reduce drainage and evaporation, was tested in an arid, erosion-prone, hilly area of the Loess Plateau between 1997 and 2006, during a period of lower-than-normal precipitation. In this paper, we report the survival and growth of 15 tree species grown with and without the new plastic lining. The new tree-planting technique promoted root growth in the topsoil by keeping the soil moisture than the surrounding soil evident during the first 4 months after planting. Tree survival rates, branch growth increment per year, tenth-year canopy area, and tenth-year canopy density in trees planted using the new method increased by an average of 41.4%, 29.0%, 16.9%, and 65.3%, respectively, compared with the values for the conventional planting technique. This suggests that the new planting technique is more suitable than the conventional method for the study area''s soil environment and climate, and may prove suitable for similar areas elsewhere in the world where survival and growth rates are low. In Australia, problems of dryland and stream salinity have recently become the focus of a National Action Plan. In many river catchments, preliminary stream salt load and salinity targets have been set to define maximum permissible export levels in 2015. Afforestation has been proposed as a strategy for meeting these targets, although several studies suggest that widespread commercial tree plantations are likely to deliver net dis-benefits. However, the impacts on stream salt loads of more localised tree plantings in high salt yielding areas have not been quantified. In this paper we use a simple empirical model to predict the effects of various strategic and non-strategic tree planting scenarios on flows and salt loads in the mid-Macquarie catchment, New South Wales. A simple salt routing model is then used to estimate the effect of these changes on salt loads at the end-of-valley monitoring site for the Macquarie catchment.Results suggest that widespread land management interventions will be required to meet the preliminary salt load targets for this catchment. On their own, small-scale, strategic tree planting in high salt export areas of the mid-Macquarie area will not have a significant impact on salt loads at the end-of-valley monitoring site. While widespread tree plantings may reduce salt loads in the longer term, they are likely to cause streamflow losses in the shorter term. Thus, stream salinities are expected to rise initially, due to the different response times of groundwater and surface water systems to land use change. [Copyright &y& Elsevier]

In Ireland, agriculture accounts for 33% of national greenhouse gas (GHG) emissions. Ireland faces significant challenges in terms of emissions reduction and is well off course in terms of meeting binding European Union targets. Flexibility mechanisms will allow Ireland to offset 5.6% of its commitment via sequestration in biomass and soils and land use change. Agricultural emissions in Ireland are largely driven by livestock production. As such, the purpose of this research is to estimate the net GHG emission benefit resulting from a land use change with forest replacing livestock systems (dairy, beef cattle and sheep). We estimate the total carbon sequestration in biomass and harvested wood products, along with the total emissions avoided from each livestock system on a per hectare basis. In addition, the paper compares the social cost of carbon to the average income per hectare of each livestock system. Finally, a hypothetical national planting scenario is modelled using plausible planting rates. Results indicate that the greatest carbon benefit is achieved when forest replaces dairy production. This is due to high emissions per hectare from dairy systems, and greater sequestration potential in higher-yielding forests planted on better quality soils associated with dairy production. The inclusion of harvested wood products in subsequent rotations has the potential to enhance GHG mitigation and offset terrestrial carbon loss. A hypothetical national planting scenario, afforesting 100,000 ha substituting dairy, beef cattle and sheep livestock systems could abate 13.91 Mt CO 2 e after 10 years, and 150.14 Mt CO 2 e (unthinned plantations) or 125.89 Mt CO 2 e (thinned plantations) over the course of the rotation. Determining appropriate management strategies to reduce greenhouse gas emissions using optimization techniques to understand how forest management activities affect the carbon dynamics is critical in implementing effective carbon management policies. This paper quantitatively analyzes the long-term effects of different management policies and silvicultural interventions using linear programming. In the analyses, afforestation targets for bare forest lands, tree species, carbon prices, planning approaches and sets of various targets and constraints on carbon dynamics were evaluated. The results were based on twenty-five forest management scenarios formulated for the Korucu Forest Planning Unit of Turkey. The results showed that, compared to timber-based planning strategies (TM), ecosystem-based planning approach (EM) contributes to a significant reduction in carbon sequestration in many cases. When different afforestation targets were incorporated into forest management strategies, cumulative carbon sequestration increased constantly compared to baseline scenario without any afforestation areas. In addition, the highest total carbon sequestration was observed when black pine (P. nigra) was used in afforestation activities rather than oak species (Quercus sp.) and other available tree species. While total timber production and timber net present value (NPV) decreased, carbon sequestration increased significantly with increasing carbon price. As a result of increasing carbon price from $20/ton to $100/ton, joint NPV increased by about five times.
