Pesticides are critical for protecting agricultural crops, but the off-site transport of these materials via spray drift and runoff poses risks to surface waters and aquatic life. California's Central Coast region is a major agricultural hub in the United States characterized by year-round production and intensive use of pesticides and other chemical inputs. As a result, the quality of many waterbodies in the region has been degraded. A recent regulatory program enacted by the Central Coast Regional Water Quality Control Board set new pesticide limits for waterways and imposed enhanced enforcement mechanisms to help ensure that water quality targets are met by specific dates. This regulatory program, however, does not mandate specific changes to pest management programs. In this study, we evaluate the economic, environmental, and pest management impacts of adopting two alternative pest management programs with reduced risks to surface water: 1) replacing currently used insecticide active ingredients (AIs) that pose the greatest risk to surface water with lower-risk alternatives and 2) converting conventional arthropod pest management programs to organic ones. We utilize pesticide use and toxicity data from California's Department of Pesticide Regulation to develop our baseline and two alternative scenarios. We focus on three crop groups (cole crops, lettuce and strawberry) due to their economic importance to the Central Coast and use of high-risk AIs. For Scenario 1, we estimate that implementing the alternative program in the years 2017–2019 would have reduced annual net returns on average by $90.26 – $190.54/ha, depending on the crop. Increased material costs accounted for the greatest share of this effect (71.9%–95.6%). In contrast, Scenario 2 would have reduced annual net returns on average by $5,628.12 – $18,708.28/ha during the study period, with yield loss accounting for the greatest share (92.8–97.9%). Both alternative programs would have reduced the associated toxic units by at least 98.1% compared to the baseline scenario. The unrelenting surge in global warming in the current era suggests the inevitable need for governments across the globe to embark on policy measures that will help flatten the curve of the surging emissions. Consequently, the concept of carbon neutrality has become a vital policy approach for countries to achieve sustainable development. The present study extends the debates on carbon neutrality by examining the extent to which prominent factors such as natural resource dependence, eco-innovation, and green energy (biofuel and renewable energy) facilitate or hinder strides toward achieving carbon neutral environment in G7 economies. The study considers the additional roles of carbon tax, environmental policy stringency, and financial development in longitudinal data ranging from 1997 to 2019. The verification of the stated hypotheses hinges on a battery of estimators comprising cross-sectional ARDL, common correlated effects mean group, augmented mean group, and panel quantile regression. The empirical findings show that green energy, carbon tax, and environmental policy support the drive towards carbon neutrality by reducing the stock of CO 2 emissions. On the other hand, natural resource dependence and financial development hinder the carbon neutrality agenda by escalating the surge in CO 2 emissions. Robustness analyses are conducted from the angle of an additional outcome variable and estimation technique of which the results corroborate the empirical regularity of the main findings. Abstract Climate change actions in cities worldwide are driving deep changes in urban governance. We ask whether new capacities for transformative climate governance are emerging in two cities that have experimented with urban climate governance: Rotterdam, the Netherlands, and New York City (NYC), United States. Transformative climate governance creates the conditions for developing integrated and innovative climate mitigation and adaptation policies and interventions that respond to and shape urban transformation dynamics and contribute to sustainability and resilience. The comparison of capacities for transformative climate governance in Rotterdam and NYC offers insights into the emerging features of urban climate governance vis-à-vis existing urban governance regimes: how urban climate governance is driven and delivered, what new governance conditions emerge, and whether these conditions enable transformative climate governance. In both cities, an integrated, experimental and inclusive approach to climate governance is emerging, which crosses multiple policy sectors and domains (e.g. transport, energy, health, justice), involves a variety of actors and facilitates innovative solutions. Envisioning, long-term goal and knowledge integration, experimentation and tapping into coalitions for change help to provide the basis (including guiding principles, urgency, actor networks, innovative solutions) for transformative climate governance. However, these transformative approaches tend to be still subordinate to business-as-usual interests and policy and planning approaches, which favour isolated, incremental and short-term responses. The challenge for strengthening transformative climate governance will be to develop rigorous institutional and organisational conditions that decisively stipulate a prioritisation of climate change across scales and sectors, provide action mandates and enable wider coordination, collaboration and learning. Countries and cities are increasingly recognizing the value of adopting Sustainable Stormwater Management (SSWM) goals and measures. SSWM serves multiple hydrological, ecological, social and economic goals and can replace substantial parts of conventional drainage infrastructure. Following international experience in the socio-technical nature of transitions in stormwater management, this research investigates how socio-institutional factors enable the transition from conventional to sustainable stormwater management over time. The research is based on analysing available relevant documents, semi-structured interviews and focus groups, all in a single country case study (Israel). We found significant changes in professional awareness and discourse, some advances in professional standards of work and changes to the regulative system, supporting infiltration practices in particular. We concluded that the three-pillared socio-institutional framework, composed of cultural-cognitive, normative and regulative changes, was insightful for mapping factors supporting transition from conventional drainage to SSWM. Elements within the three pillars can work simultaneously and synergistically to achieve widespread change. At the same time, while SSWM always strives to achieve multiple goals, the order of priority of the various goals may differ from place to place and may change over time. Thus the transition process across the socio-institutional pillars should be renewed if and when the priority of goals changes. The urban and regional planning system can play a crucial role in enhancing the transition process from conventional to sustainable stormwater management. Despite an increasing number of third-party logistics service providers (3PLs) regard environmental sustainability as a key area of management, there is still great uncertainty on how 3PLs implement environmental strategies and on how they translate green efforts into practice. Through a multiple case study analysis, this paper explores the environmental strategies of a sample of medium-sized 3PLs operating in Italy and the UK, in terms of environmental organizational culture, initiatives, and influencing factors. Our analysis shows that, notwithstanding environmental sustainability is generally recognised as a strategic priority, a certain degree of diversity in the deployment of environmental strategies still exists. This paper is original since the extant literature on green strategies of 3PLs provides findings predominantly from a single country perspective and mainly investigates large/multinational organizations. It also provides indications to help managers of medium-sized 3PLs in positioning their business. Economic and environmental policy actions are often substitutionary in their impacts, as one man's food could be another's poison. One of the critical emphases at the recent Conference of Parties 26 (COP26) is the need for coal to be phased out in the energy consumption basket of nations to achieve environmental sustainability, but this could be at the expense of the positive performance of other socio-economic fundamentals. The best bet could then be to maintain an optimal consumption level to strike a balance. Relying on this, we examine the environmental, economic, and health impacts of coal consumption in the world's highest coal-consuming countries, putting the latter's threshold level into consideration. In summary, we find that there is a trade-off between pushing for a sustainable environment through a reduction in coal consumption and achieving better growth and health status. This implies that phasing out of coal totally will have severe economic and health costs. However, based on our threshold regression model results, it is most reasonable to maintain a lower level of coal use in the overall energy mix of these countries. This will definitely yield a relatively low level of carbon, but will still assure a certain level of economic growth and health performance. Striving for long-term sustainability in catchments dominated by human activities requires development of interdisciplinary research methods to account for the interplay between environmental concerns and socio-economic pressures. In this study, we present an integrative analysis of the Lake Simcoe watershed, Ontario, Canada, as viewed from the perspective of a socio-ecological system. Key features of our analysis are (i) the equally weighted consideration of environmental attributes with socioeconomic priorities and (ii) the identification of the minimal number of key socio-hydrological variables that should be included in a parsimonious watershed management framework, aiming to establish linkages between urbanization trends and nutrient export. Drawing parallels with the concept of Hydrological Response Units, we used Self-Organizing Mapping to delineate spatial organizations with similar socio-economic and environmental attributes, also referred to as Socio-Environmental Management Units (SEMUs). Our analysis provides evidence of two SEMUs with contrasting features, the “undisturbed” and “anthropogenically-influenced”, within the Lake Simcoe watershed. The “undisturbed” cluster occupies approximately half of the Lake Simcoe catchment (45%) and is characterized by low landscape diversity and low average population density <0.4 humans ha −1 . By contrast, the socio-environmental functional properties of the “anthropogenically-influenced” cluster highlight the likelihood of a stability loss in the long-run, as inferred from the distinct signature of urbanization activities on the tributary nutrient export, and the loss of subwatershed sensitivity to natural mechanisms that may ameliorate the degradation patterns. Our study also examines how the SEMU concept can augment the contemporary integrated watershed management practices and provides directions in order to promote environmental programs for lake conservation and to increase public awareness and engagement in stewardship initiatives. Participatory techniques are widely recognized as essential in addressing the challenges of agri-environmental policy and decision-making. Furthermore, it is well known that stakeholder analysis and social network analysis are useful methods in the identification of actors that are involved in a system and the connections between them. To identify key stakeholders and improve the transfer of information from national-to farm-level, we compared a stakeholder analysis with farmer-centric networks for primary productivity, carbon regulation and biodiversity through the case study of Latvia. Farmer-centric networks show a higher number of stakeholders communicating on the topic of primary productivity network comparing to other topics. We found three pathways for improving knowledge transfer in agri-environmental governance: horizontal strengthening of farming community, horizontal strengthening of policy departments, and vertical strengthening between policy departments and farmers. The first step is to ensure that policy-makers have a common understanding of the results that should be achieved. The second step is the transfer of know-how between farmers to develop new solutions. The third step is the training of advisers in the land multifunctionality and the strengthening of communication and knowledge transfer between policy departments and farmers in order to jointly achieve the desired direction at that national level. Long-term cooperation between many stakeholders, including knowledge transfer, the development and implementation of solutions, and monitoring are essential in order to adequately address global societal challenges. The application of our mixed methods approach to elucidate pathways for improved governance of knowledge and information is of direct relevance to other jurisdictions seeking to transition towards multifunctional and sustainable land management. The importance of sustainability considerations in contaminated land management (CLM) is highlighted in policy frameworks all around the world. It means that while the reduction of risks to human health and the environment remains the main goal of CLM, a variety of other environmental factors as well as economic and social aspects have an increasing role in decision making. The success of finding the right balance between these considerations and incorporating them in the risk management approach defines the overall sustainability of the outcome. Although the concept and principles of sustainable CLM are already widely accepted, they have not been fully realized in national procedures. According to several studies this often results from the lack of explicit policy measures. A sound policy framework in conjunction with functional policy instruments is therefore a prerequisite for the attainment of sustainable practices. In Finland, the environmental administration along with other key stakeholder groups, including regional authorities, landowners, consultants, industries, research institutes and academia, has developed a national strategy and associated policy measures in order to promote sustainable CLM. The UK 2007 floods resulted in damages estimated to exceed over £4 billion. This triggered a national review of strategic flood risk management (Pitt, 2008) with its recommendations informing and implemented by the Flood and Water Management, Act (FWMA, 2010). Estimating that up to two-thirds of properties flooded in the 2007 event as a direct result of overloaded sewer systems, the FWMA set out an ambitious overhaul of flood risk management approaches including identifying bodies responsible for the management of local flood risk (local municipalities) and the development of over-arching Lead Local Flood Authorities (LLFAs) at a regional level. LLFAs duties include developing local flood risk management strategies and, aligned with this, many LLFAs and local municipalities produced sustainable drainage system (SUDS) guidance notes. In parallel, changes to the national planning policy framework (NPPF) in England give priority to the use of SUDS in new major developments, as does the related Town and Country Planning Order (2015). However, whilst all three pieces of legislation refer to the preferential use of SUDs, these requirements remain “economically proportionate” and thus the inclusion of SUDS within development controls remain desirable - but not mandatory - obligations. Within this dynamic policy context, reignited most recently by the December 2015 floods, this paper examines some of the challenges to the implementation of SUDS in England and Wales posed by the new regulatory frameworks. In particular, it examines how emerging organisational procedures and processes are likely to impact on future SUDS implementation, and highlights the need for further cross-sectoral working to ensure opportunities for cross-sectoral benefits– such as that accrued by reducing stormwater flows within combined sewer systems for water companies, property developers and environmental protection – are not lost. Using adaptive management to manage desired flows of ecosystem services may seem on the surface to be a good fit, but many social, economic, environmental, legal, and political factors influence how good a fit. One strongly influential factor is the land use regime within which the profile of ecosystem services is being managed. Shaped largely by legal mandates, market forces, and social and cultural practices, different land use regimes present different opportunities for and constraints on goals for ecosystem services and pose different decision making environments. Even where all other conditions appear amenable to using adaptive management, therefore, it is essential to consider the constraining (or liberating) effects of different land use regimes when deciding whether to adopt adaptive management to achieve those goals and, if so, how to implement it. Environmental cost-benefit analysis has traditionally assumed that the value of benefits is sensitive to their timing and that outcomes are valued higher, the sooner in time they occur following implementation of a project or policy. Though, this assumption might have important implications especially for the social desirability of interventions aiming at counteracting time-persistent environmental problems, whose impacts occur in the long- and very long-term, respectively involving the present and future generations. This study analyzes the time sensitivity of social preferences for preservation policies of adaptation to climate change stresses. Results show that stated preferences are time insensitive, due to sustainability issues: individuals show insignificant differences in benefits they can experience within their own lifetimes compared to those which occur in the longer term, and which will instead be enjoyed by future generations. Whilst these results may be specific to the experimental design employed here, they do raise interesting questions regarding choices over time-persistent environmental problems, particularly in terms of the desirability of interventions which produce longer-term benefits. The EU Soil Thematic Strategy calls for the application of sustainability concepts and methods as part of an integrated policy to prevent soil degradation and to increase the re-use of brownfields. Although certain general principles have been proposed for the evaluation of sustainable development, the practical application of sustainability assessment tools (SATs) is contingent on the actual requirements of tool users, e.g. planners or investors, to pick up such instruments in actual decision making. We examine the normative sustainability principles that need to be taken into account in order to make sound land-use decisions between new development on greenfield sites and the regeneration of brownfields – and relate these principles to empirically observed user requirements and the properties of available SATs. In this way we provide an overview of approaches to sustainability assessment. Three stylized approaches, represented in each case by a typical tool selected from the literature, are presented and contrasted with (1) the norm-oriented Bellagio sustainability principles and (2) the requirements of three different stakeholder groups: decision makers, scientists/experts and representatives of the general public. The paper disentangles some of the inevitable trade-offs involved in seeking to implement sustainable land-use planning, i.e. between norm orientation and holism, broad participation and effective communication. It concludes with the controversial assessment that there are no perfect tools and that to be meaningful the user requirements of decision makers must take precedence over those of other interest groups in the design of SATs. The development of expressway construction projects (ECPs) poses overwhelming challenges to the physical environment around the world. The challenges are supposed to be addressed with the enforcement of environmental policies (EPs). In this regard, developed countries have gained rich experience in EP formulation while developing countries are making efforts to improve policy decision-making on environmental sustainability. This study compares ECP-related EPs (EREPs) between China and the US by conducting a historical analysis with materials from 1960 to 2018 and text mining-based evaluation with materials from 2009 to 2019. The comparison results indicate that (1) an EREP framework is composed of two systems, namely outer factors and inner EPs; (2) the upper-level EPs exhibit a periodic and plan-dominating trend in China and an explanatory tendency in the US; (3) Chinese EPs are focused on pollution mitigation, whereas US EPs highlight the impacts on human health; (4) Both attach less importance to environmental protection measures at the project-level EPs. This paper provides a longitudinal comparison and analysis of EREPs in two huge countries, implying that EREPs are a snapshot of national rules and backgrounds. Abstract: Is local participation always optimal for sustainable action? Here, Local Agenda 21 is a relevant case as it broadly calls for consensus-building among stakeholders. Consensus-building is, however, costly. We show that the costs of making local decisions are likely to rapidly exceed the benefits. Why? Because as the number of participants grows, the more likely it is that the group will include individuals who have an extreme position and are unwilling to make compromises. Thus, the net gain of self-organization should be compared with those of its alternatives, for example voting, market-solutions, or not making any choices at all. Even though the informational value of meetings may be helpful to policy makers, the model shows that it also decreases as the number of participants increase. Overall, the result is a thought provoking scenario for Local Agenda 21 as it highlights the risk of less sustainable action in the future. [Copyright &y& Elsevier]

This paper introduces a collection of four articles describing the San Luis Basin Sustainability Metrics Project. The Project developed a methodology for evaluating regional sustainability. This introduction provides the necessary background information for the project, description of the region, overview of the methods, and summary of the results. Although there are a multitude of scientifically based sustainability metrics, many are data intensive, difficult to calculate, and fail to capture all aspects of a system. We wanted to see if we could develop an approach that decision-makers could use to understand if their system was moving toward or away from sustainability. The goal was to produce a scientifically defensible, but straightforward and inexpensive methodology to measure and monitor environmental quality within a regional system. We initiated an interdisciplinary pilot project in the San Luis Basin, south-central Colorado, to test the methodology. The objectives were: 1) determine the applicability of using existing datasets to estimate metrics of sustainability at a regional scale; 2) calculate metrics through time from 1980 to 2005; and 3) compare and contrast the results to determine if the system was moving toward or away from sustainability. The sustainability metrics, chosen to represent major components of the system, were: 1) Ecological Footprint to capture the impact and human burden on the system; 2) Green Net Regional Product to represent economic welfare; 3) Emergy to capture the quality-normalized flow of energy through the system; and 4) Fisher information to capture the overall dynamic order and to look for possible regime changes. The methodology, data, and results of each metric are presented in the remaining four papers of the special collection. Based on the results of each metric and our criteria for understanding the sustainability trends, we find that the San Luis Basin is moving away from sustainability. Although we understand there are strengths and limitations of the methodology, we argue that each metric identifies changes to major components of the system. [Copyright &y& Elsevier]

We outlined a methodological framework for sustainable water resource management comprising of ecological monitoring, quantified water quality and an ecosystem model. We tested the proposed framework on the subtropical Lake Kinneret (Israel), a major national water resource. Methodologically, this study linked the economic activities in Lake Kinneret and its watershed (i.e. nutrient loads and water supply regimes) with lake water quality, sustaining of which was considered as the management objective. Based on analysis of the monitoring data and model scenario simulations we established quantitative relationships between changes to lake water level and nutrient loading and water quality. We assessed a set of ranges of nutrient loads from the watershed and water levels that will allow conservation of the lake water quality within pre-defined limits thereby defining limits for a sustainable management policy for the lake water resources. The defined sustainable management policy is in good correspondence with the loads and water level permissible ranges estimated from the ecological monitoring of the lake. [Copyright &y& Elsevier]

Environmental law plays a key role in shaping policy for sustainability of social–ecological systems. In particular, the types of legal instruments, institutions, and the response of law to the inherent variability in social–ecological systems are critical. Sustainability likely must occur via the institutions we have in place, combined with alterations in policy and regulation within the context of these institutions. This ecosystem management arrangement can be characterized as a panarchy, with research on sustainability specific to the scale of interest. In this manuscript we examine an opportunity for integrating these concepts through a regulatory rebirth of the National Environmental Policy Act (NEPA). NEPA currently requires federal agencies to take a “hard look” at the environmental consequences of proposed action. The original intent of NEPA, however, was more substantive and its provisions, while currently equilibrium based, may be reconfigured to embrace new understanding of the dynamics of social–ecological systems. The Ecosystem Approach to environmental management, with its explicit acknowledgment of the environmental, social and economic elements within ecological systems, is becoming increasingly adopted by managers and policy makers. However, there are few specific prescriptions as to exactly how these different elements should be integrated, or examples where historical changes have been tracked. Here, we assess the potential benefits and challenges of applying an Ecosystem Approach to management using one particular method, the Holistic Ecosystem Health Indicator (HEHI), which integrates data from the ecological, social and interactive dimensions into a single composite index of ecosystem ‘health’. We apply it to one of the best-documented catchments in the UK, the Ythan Estuary in Aberdeenshire, Scotland, based on a 50-year time series of data. The evaluation of ecosystem health over time is lacking in previous applications of HEHI, yet is crucial for the assessment of the utility of this approach to ecosystem management. The application of HEHI yielded different insights to those revealed from the traditional application of biophysical approaches for managing the Ythan. Overall, ecological health declined through the 50-year period, although it increased marginally in the last decade, while social and interactive dimensions followed the opposite trend. HEHI indicated a steady increase in ecosystem health overall except for the last decade, when it declined marginally. Our evaluation of the application of ecosystem health for the Ythan revealed major data gaps. For the approach to be used more widely, issues of data availability and the temporal and geographical mismatch between ecological and social research boundaries need to be overcome. The European-wide environmental obstacles of inefficient and unsustainable recycling systems and flows constrain household waste (HW) management, endangering the circular economy. The European 2020 strategy and ongoing environmental disasters indicate the ineffectiveness of the current HW sustainability practices. This paper introduces an artificial intelligence (AI) approach for calculating urban residual waste, based on its generation level. It reforms the current diverse and high discrepancy levels of HW residual for EU-countries and Ukraine. Adopting a k-means clustering method with a multi-criteria taxonomic development level index (TIDL), it produces uniform clusters with higher accuracy and manageability. Findings discover and remedy opaque managerial practices, enabling sustainable and environment-friendly development at national and regional levels for EU-countries. Results reveal an increased number of clusters in crisis, contributing to a methodological reference for environmental planning. In conclusion, this AI approach could have a European-wide impact on sustainable economic value-chain, converging toward an eco-friendly economy. In doing so, green technology innovations (GTIs) and clean energy are the essential factors that can help to achieve the carbon neutrality goal. Therefore, this paper examines the linkages between green technology innovation and renewable energy and carbon dioxide emissions based on the STIRPAT model in Turkey during the time of 1990–2018. The study used testing like "unit-root" to verify the variables' integrative properties containing the information for structural breaks. Also, the bootstrapping ARDL-bound testing technique is used to analyze the relationship between the variables. The causal relationship between green technology innovation, energy consumption, renewable energy, population, income per capita, and carbon dioxide emissions is tested through a Granger causality test. The empirical findings show that green technology innovation, renewable energy, energy consumption, population, income per capita, and carbon dioxide emissions are co-integrated for the long-term association. Additionally, green technology innovation and renewable energy decline carbon dioxide emissions, whereas energy consumption, population, and per capita enhance carbon emissions. In this paper, as part of a diptych, we discuss the factor space as a means of improving the environmental performance of building projects. There are indicators for space use efficiency and several more or less broadly supported methods for assessment of environmental issues such as ecological quality, use of building materials and energy consumption. These are discussed in this paper. Assessment methods coupling space use to environmental indicators had not been available until now. Beforehand, plans with different spatial properties could therefore not be environmentally compared. We present a method for the implementation of space use in assessments concerning sustainability. This method was applied to the urban case study presented in our second paper in this journal. In this paper, we also present solutions for improved environmental performance through intensive and multiple use of space in the second, third and fourth dimension. [Copyright &y& Elsevier]

The practice of hair dyeing is a rapidly expanding industry on a global scale; however, it has become a major concern for Asian countries because they have been undergoing rapid transformations of their environment and lifestyles. While the socio-economic benefits and impacts of this globalization trend are widely understood, the environmental effects are largely unknown. In particular, commonly available oxidative dyes potentially pose specific environmental risks due to their use of a toxic aromatic amine p-Phenylenediamine (PPD). In investigating the environmental impacts of PPD chemicals, we first provide context to the study by setting out the socio-psychological drivers to industrial expansion in Asian countries along with an overview of research into its effects, to show that its environmental impacts are under-researched. We then investigate the environmental toxicity of PPD by focusing on the role of microbes in metabolizing waste products. Results show that Acinetobacter baumannii EB1 isolated from dye effluent prevents autoxidation of PPD under oxygen-enriched (shaking) or oxygen-deficient (static) conditions representing different environmental settings. Microbes transformed PPD into more toxic metabolites, which then significantly reduced plant growth, thereby having a direct bearing on ecosystem services. Based on the findings, we argue that stricter regulatory controls on hair dye wastewater are necessary, particularly in newly industrialising Asian countries where the expansion of commercial practice is most prevalent. • Bacteria transform paraphenylenediamine (PPD) into more toxic by-products. • Changing life-style has increased environmental exposure of PPD in Asia. • Besides human-health, PPD shows ecotoxicity - a hidden threat to ecosystem services. • Some Asian countries suffer unequally from PPD due to lax regulations on hair dyes. • Globally uniform regulations on hair dyes are required to protect the environment. Rapid and large-scale industrial growth has imposed tremendous challenges to the sustainable development of cities in China. The evaluation of the environmental sustainability of industrial planning has become a top priority for improving urban sustainability. In this regard, a goal-oriented framework, called three-line environmental governance, was proposed in the latest Chinese environmental management policy. Three lines, consisting of an ecological conservation red line, an environmental quality bottom line and a resource utilization upper limit line are to be taken into account when evaluating the potential effects of an urban industrial development plan. In this paper, the fuzzy axiomatic design system was applied in the development of an evaluation process and an indicator system that can be used to evaluate industrial alternatives that are established based on the three lines requirement. In an application of this methodology, the Industrial Green Development Plan of the city of Ordos was taken as a case study to recommend an optimal alternative. The target accessibilities of five alternatives were evaluated by conducting a comprehensive comparison among the alternatives meeting the environmental sustainability objectives of all of the indicators. This research shows that the evaluation of environmental sustainability on the basis of the three-line environmental governance policy is an effective way of promoting industrial green development and integrating environmental management requirements into urban industrial planning. Water stress is an increasing burden in regions with arid climates, aquifer vulnerability, and erratic rainfall. Population growth and competing domestic, industrial, and agricultural uses are also stretching the capacity of water supply systems. Beyond groundwater extraction, surface water overuse, and inter-basin transfers, governments are exploring alternative sources amidst looming supply threats. These alternatives include desalination, greywater recycling, and reclaimed or recycled wastewater. The latter, also known as water reuse with varying levels of treatment, has been applied for irrigation, street cleaning, industrial processes, and groundwater recharge. However, reused water for potable purposes has seen limited uptake, due in part to lack of public acceptance. This article examines the dynamics of public acceptance for potable water reuse. The article's theoretical contribution is a formal mathematical model for understanding public acceptance of water reuse. The model conceptualizes how governments, water utilities and the public interact to facilitate or hinder acceptance of water supply sources, including potable reuse. The article concludes by applying the model to cases of water reuse in Windhoek, Namibia, and Singapore. • Lack of public acceptance is limiting adoption of water reuse programs. • A formal model describes public and government behavior regarding water reuse. • Governments can foster support through investment, urgency, and communication. • Water reuse cases in Windhoek, Namibia, and Singapore illustrate this dynamic. Strategies that integrate conservation and development objectives are increasingly common, albeit still controversial, at the global scale. There are information gaps regarding their overall reach and sustainability through an integral assessment approach. Therefore, the objectives of this study were: 1) to design a Methodological Framework of Sustainability Evaluation (MFSE) that could be applied to the assessment of conservation and development strategies; and 2) to apply this MFSE in an empirical exercise with management units for wildlife conservation (UMAs, by its Spanish acronym), a major environmental policy in Mexico. The UMAs confer legal rights to landowners for the exploitation of wildlife and protection of ecosystems. The MFSE had five hierarchical levels (three sustainability dimensions, general and specific criteria, indicators and metrics), which are grouped into a Sustainability Index (SI). Data was collected from official databases, structured interviews with official managers and landowners, and field observations in six UMAs in Tabasco, Mexico. According to the findings, the SI in the social dimension showed the highest values, followed by the environmental and economic dimensions. The key aspects for sustainability in the six UMAs are: 1) local governance norms, 2) active participation and interinstitutional linkage, 3) capacity for initial economic investment and long-term vision and 4) project liability and appropriation from their design. Free-ranging and intensive UMAs pose different objectives, since the former are focused on the management and conservation of ecosystems where the species of interest are found, while the latter are focused on species-based management, mostly those of economic interest. For this reason, they may require separate governmental appraisal as different management systems. • A methodological framework of sustainability evaluation was developed for the UMAs. • Sustainability strengths are related to building local capacities. • Sustainability challenges are related to limited wildlife business profitability. • All types of UMAs can contribute to wildlife knowledge and values. • Only free-ranging UMAs can contribute to the conservation of ecosystems.
