The essence of efficiency measurement is to model and estimate the performance of a complex system in a comparable form, and the key to modeling is to make the model as close to reality as possible. Based on data envelopment analysis (DEA) methods, this research proposes a layer-by-layer investigation framework for the black box. To illustrate the rationality of this logical framework, this paper presents a triple-opened dynamic recycling model with a series-parallel structure that allows us to assess the efficiency of the industrial water-related system in China. We obtain and compare the system efficiency under different scenarios for opening the black box. The results show that: (1) China's efforts to improve the performance of the resource use sub-stage through industrial production technology and management have been effective. (2) The performance of China's industrial water-related system strongly relates to the water supply subunit with a positive linear correlation. The evaluation of regional water resource carrying capacity has been repeatedly conducted to provide a scientific basis for the local water resource management and the sustainable development, in particular in the water-limited regions. However, the definition of regional water resource carrying capacity and its evaluation method are still arguable. Through a case study of Inner Mongolia, located in the arid and semi-arid northern China, this paper developed an improved method to calculate regional water resource carrying capacity by the combination of the water supply-demand analysis and the S-shaped curve threshold analysis. The spatial and temporal patterns of the regional water resource carrying capacity in Inner Mongolia during 2000–2019 was evaluated at three scales, namely the province scale, the basin scale and the city scale. The results showed that the average regional water resource carrying capacity of the whole province was 0.25 (the full mark is 1.00); at the basin scale, the Yellow River Basin had the lowest regional water resource carrying capacity (0.17) among all the basins, showing that the utilization of the water resources was unreasonable; at the city scale, the average regional water resource carrying capacities in Hulunbuir and Xilingol were both over 0.25, while those in Alxa, BayanNur and Wuhai were below 0.1; Hulunbuir had 25.48 billion m3 water surplus, while BayanNur suffered from an average water deficit of 4.51 billion m3 from 2000 to 2019. This paper has provided a reasonable way to measure the regional water resource carrying capacity using an improved method by incorporating S-shaped curve threshold analysis, which may have a wider application for the clustering and optimization of regional water management. Abstract Dietary-related risks rank top among all the health risks in many countries. The 2nd United Nations Sustainable Development Goal aims to end hunger, achieve food security and improved nutrition and promote sustainable agriculture. Yet whether improving nutritional quality also benefits the environment is still under-explored, particularly for developing countries. China is an interesting and important case because of its rapidly changing dietary patterns distinct from the western countries studied in the literature, sub-national level heterogeneity, socio-economic characteristics and lifestyles, as well as its considerable population. This paper evaluates greenhouse gas (GHG) emissions, water consumption, and land appropriation resulting from shifting the Chinese population to healthy diets. We quantify the environmental impacts of individual diets using the latest available data of China Health and Nutrition Survey (2011), and compare them with the environmental impacts of suggested healthy dietary patterns in accordance with the 2016 Chinese Dietary Guidelines. If all Chinese would follow healthy diets rather than their current diets revealed in the survey, GHG emissions, water consumption, and land occupation would increase by 7.5% (63.9 Mt CO 2 e annually), 53.5% (510 billion m3), and 54.2% (1256 billion m2), respectively. Urban and high-income groups have higher diet-related environmental impacts but could achieve less additional environmental impacts when moving to healthier diets. These findings indicate an expense of increased GHG emissions, and consumption of water and land resources in improving health. They also highlight the need to focus on the effects of improved economic conditions and urbanization in reconciling environmental impacts and human nutritional adequacy. The significance of water resource spatial equilibrium (WRSE) research is to maximally remove the spatial restrictions of water on regional development, including social development, economic development and eco-environmental maintenance. Although great achievements have been made, national-scale WRSE research is rare; besides, the spatiotemporal patterns and decoupling effects of WRSE have been poorly studied in current research. Thus, the aim of this research is to measure the WRSE in China for the period 2008–2019 by using an improved coupling coordination model and to empirically analyse its distribution dynamics and decoupling effects. The results show that the WRSE status of China's 31 provincial administrative regions from 2008 to 2019 is at a moderate level. Based on the spatiotemporal patterns and decoupling effects analysis, areas in urgent need of improving WRSE status are identified, and tailored countermeasures are provided for each area. As a basic natural and strategic resource, water is of great significance to the sustainable development of economies and societies. Owing to population growth, industrialization, the acceleration of urbanization, and global warming, water poverty is gradually increasing in some parts of the world. Effectively assessing water poverty from different dimensions is still a serious challenge for global water resources planning. This paper establishes a framework of multidimensional water poverty (MWP) from six dimensions: water management, water technology, water assets, water welfare, water resources, and water environment. The measurement model of MWP is built based on the Back Propagation Neural Network (BPNN), and the Spatial Correlation Analysis tool is used to visualize the spatial effects of MWP. The Yangtze River Economic Belt (YREB) was used as a case study and the main factors affecting the MWP of the YREB were determined by the Geodetector. When analyzing the results the following observations were made: (1) In terms of time distribution, the level of MWP in the YREB has gradually increased, and the poverty gap between the upper reaches, as well as the middle and lower reaches, shows an increasing trend. (2) With respect to spatial distribution, there is a continuously increasing agglomeration effect that shows a gradient-increasing distribution pattern of "West-Central-East." (3) The MWP in the YREB is mainly affected by these indicators in the three dimensions consisting of water resources, water technology, and water management. Specifically, R&D expenditure as a percentage of GDP, the proportion of water-saving irrigation area in the cultivable land area, the urban daily wastewater treatment capacity, the land surface water resources per capita, and the groundwater resources per capita play an important role in the MWP. Abstract: Water stress in Northern China is characterized with major, inefficient irrigation water use and rapidly growing non-agricultural water demands, as well as limited water quantity and declining water quality. Water use in the region is undergoing transfer from agricultural to municipal and industrial sectors. Currently, part of the economic loss and environmental damage due to water stress can be considered as a consequence of water transfer failures, including the current transfers, which hurt farmers’ livelihood and income, and the needed transfers, which industry and cities have been waiting for but have not received. This paper starts with a discussion of the causes of water stress in Northern China, which is fundamental to understand the necessity and complexity of agricultural water transfers. Following that, it reviews water transfers in Northern China as a cause for concern over the social stability, economy and environment of the region. Based on an integrated analysis of economic, environmental, fiscal and social implications, this paper begins by identifying critical barriers to smooth water redistribution; and ends with implications for policy reforms, ensuring that farmers can and will save water. It is concluded that the decisions of water reallocation under water stress should be shared by communities at all levels, from the local to the national, to ensure equal access of water, especially the availability of the basic water need for all groups. The threshold level method for drought identification is challenging due to the problems of selection of drought index reflecting the drought process associated with water supply and demand as well as the underlying physical meaning of drought thresholds. The frequently used hydrological drought indices (e.g., runoff) are susceptible to being affected by human activities, and drought characteristics are incapable of revealing spatial and temporal comparability. Furthermore, the drought process with the same severity but a longer duration is more likely to be evaluated as a more severe event, which contradicts the actual drought situation. In this study, the Palmer drought severity index (PDSI) method, in which the meteorological factors less influenced by human activities were taken as the input, was adopted to determine the dry/wet states and the PDSI value at each period firstly. The dry/wet states were defined with dry period, wet period, transition period, transition period in dry spell, and transition period in a wet spell. Following that, drought identification criteria were established through the dry/wet states and PDSI value according to the consistency of the identified results and the actual drought situations. Particularly, drought severity and peak intensity were taken as drought characteristics in this paper, and the joint return periods of the characteristics were estimated based on the Gumbel-Hougaard copula function. And eventually, a case study was conducted in Huaibei Plain, China. The results showed that the most severe droughts identified by PDSI had a good consistency with the actual drought situations, drought severity and peak intensity were applicable to reflect the drought impacts. It is worth noting that the implications of the joint return period and the relationships among different types of them. The occurrence probability of a multi-characteristic drought event should be calculated by the integration of joint probability density function over the region corresponding to the event of interest, and the joint frequency of drought characteristics should not be used as the occurrence probability of the drought disaster losses greater (or less) than that caused by the drought with the same characteristics. In addition, drought processes identified by PDSI and standardized precipitation indices (SPI) from monthly and seasonal scales were compared, indicating the drought identified results through PDSI are almost consistent with the actual situations. In this paper, a hybrid method integrated unbiased grey model (UGM) and artificial neural network (ANN) into an interval two-stage fuzzy credibility-constrained programming (ITFCP) framework is proposed for water resources allocation of the Yalong River research area. Through the grey correlation analysis and the eXtreme Gradient Boosting (XGboost) algorithm, the economic and social indicators are related to the water demands of different water sectors in different regions can be obtained for building water demand prediction model. According to the unbiased grey prediction of the socio-economic development data of each region in the Yalong River Basin (YRB), water demand prediction models are constructed by using neural network. The establishment of a hybrid two-stage interval fuzzy credibility-constrained programming model can analyze the uncertainties existing in the process of water resources allocation. Taking 2020, 2025, and 2030 as the planning years, the developed model studies and reveals the system benefits at different credibility levels, the water shortage of each user in sub-regions and the water resources allocation situation to provide suggestion for managers to optimize the allocation of water resources. The uncertainty of the hydrological environment and unbalanced water resource allocation result in a high risk of irrigation water shortages in regional agriculture, which seriously affects the sustainable development of agricultural systems. In this paper, we propose a risk regulation based modeling approach for the optimal allocation of agricultural water resources in a complex stochastic environment. The approach includes a conditional value-at-risk (CVaR) model, two-stage stochastic programming (TSP) model, two-dimensional joint distribution probability (JP) model, fractal criteria, and a multiple forms of chance-constrained programming (CCP) model. The model can weigh the contradiction between the intended target and associated penalties attributed to unknown hydrological events, measure the risk between system benefits and expected losses in agricultural water allocation at different confidence levels, and address the randomness in the objective function and constraints (including the left end term, right end term, and left and right end terms). To verify the applicability of the method, it is applied to the Jinxi Irrigation District in China to optimize the allocation and risk regulation of limited water resources under the variable runoff conditions of the Songhua River and crop water demands in the irrigation area. By adjusting parameters such as risk preference and probability of violation, the risk of water shortages in the irrigation area can be regulated, and the multidimensional impacts of different water allocation schemes on agricultural economic benefits, social benefits, ecology and environment can be determined. The conservation and efficient use of water resources are directly related to the sustainable and high-quality development in China. This paper regards the pilot policy of water-saving society construction as a quasi-natural experiment, and employs a differences-in-differences approach to evaluate the effectiveness of urban water-saving policies and exploit its drive mechanism by using the panel data of 263 cities in China from 2001 to 2016. Findings show that the pilot policy of water-saving society construction can achieve better water-saving effects, which can not only promote the reduction of urban water consumption in intensity and total amount, but also improve the efficiency of water resources utilization. And this policy has brought long-term dynamic effects on the urban water resources conservation. Heterogeneous effects exist in different types of cities, that is, the water-saving performance is more significant in cities with sufficient water resources and in central China. Besides, this paper finds that the impact of this water-saving policy on urban water resource conservation is mainly through two channels such as water resources infrastructure investment and water resources pricing. Small hydropower (SHP) possesses significant economic, technical, and environmental advantages, and accounts for a large proportion of hydropower development in China. However, the concentrated, cascaded, and diversion-type development of SHP has resulted in long-distance dewatering of river sections, and inter-basin water transfers have led to severe exploitation of water resources and damage to river ecosystems. In this paper, the Datong River Basin, a secondary sub-basin of the Yellow River Basin in China, was selected as the illustrative case, which includes 22 hydropower projects (HPPs) and three inter-basin water diversion projects (WDPs). A nexus system model was established that used weighted multi-objective programming to consider three main objectives: the water resources utilization (local water withdrawal and inter-basin water transfer), energy production (by cascaded HPPs), and riverine environmental conservation. The Tennant method was used to estimate the environmental flows (e-flows) at the cross-sections immediately downstream of the dam/sluice gate and immediately downstream of the hydropower plant of diversion-type HPPs. The decreased percentage of regulated flow in comparison with runoff and the guaranteed rate of e-flow at the control cross-section were introduced to assess the degree of environmental impact to the river. Using a historical series of runoff data during 1956–2016 as the model input (i.e., implicit stochastic method), the Multi-start solver of nonlinear programming of LINGO software was used to conduct optimizations and analyses for multiple scenarios (with/without e-flow, with consideration of various levels of e-flow, and with/without water resources utilization). The sectoral linkages relating to the water-energy-ecosystem (WEE) nexus were quantitatively identified. The possible influences of different boundary conditions (i.e., initial/final reservoir storage, inter-basin water diversion capacity, and climate change) on the WEE nexus were further explored. The present study aims to provide an exemplar for the optimal operation and scientific management of a complicated water resources system in a regulated river with cascaded SHP and inter-basin WDPs. Located in the hinterland of the Eurasian continent, the inland areas of northwestern China have an arid climate and are confronted with continuing challenges in water resources quantity and quality. Reclaimed water plays an important role in maintaining the sustainable use of urban water resources, especially in arid regions. In this paper, a system dynamics urban reclaimed water model (SDURWM) considering the status of arid regions in northwestern China was constructed. The supply and demand balance index (RWB) and the utilization efficiency index (RWUE) of reclaimed water were proposed as evaluation indicators. The potential of reclaimed water utilization (2016–2025) in three typical cities with similar natural environments and population sizes but with large economic differences were estimated by the SD model. Then the relevant values of reclaimed water quota, supply and resident awareness were adjusted within the range of 10%–20%. The predicted results from intervention demonstrate that the RWB of three cities will be closer or maintain to the ideal value, and that the RWUE will increase by about 0.1, compared with the non-intervention results. This indicates that a minor change of the targeted policies can invigorate the capacity of reclaimed water use in droughty cities. There are nearly two million ha of red jujube in the arid inland agricultural region south of the Tianshan mountains in China that produce approximately 37.2% of the global red jujube market. This paper provides an insight into the spatiotemporal variation of the water footprint and economic water productivity of red jujube cultivation in six main red jujube-producing areas. The effects of regional policies, industrial clusters, planting structures, irrigation methods and brand values studied extensively in this paper and shows how these driving factors affect the variation. Time series data covering the period of 2003–2015 was used for the study. The results showed that the annual variation of yield, cultivated areas, water footprint and economic water productivity of red jujube cultivation have experienced upward trends in the Tianshan regions, but that there were also few differences between different growing areas. The blue water makes the largest contribution (more than 70%) to the components of the red jujube water footprint in each red jujube producing area. The contribution of grey water footprint to the total consumptive WF was quite small (less than 10%) and the remaining 10%–15% was due to the green water. The water footprint and overall economic water productivity through the red jujube in various producing areas are affected by local government management and performance. Household consumption activities affect energy and water consumption directly and indirectly. Based on input-output modeling, this paper divided Chinese urban and rural residents into 12 groups, and investigated the impact of the consumption activities of residents with different levels of income on China's energy and water consumption from the perspective of consumers. Two main results were found. 1) In 2012, the energy consumption caused by the consumption activities of the highest-income urban residents accounted for 17.3% of the total energy consumption. For water resources, the per capita water withdrawal and consumption of the highest-income urban residents reached 481.21 m3 and 284.45 thousand m3, 6 times more than that of the low-income rural residents. 2) We identified medium and medium-high income urban residents as the key groups of residents. From the perspective of the industrial sectors, the key sectors for high energy consumption and water usage included the Electricity and Agricultural sectors, and we identified the Electricity sector as the key sector for the water and energy nexus of the residential sectors. Abstract: The nonparametric Mann–Kendall test was used to detect the trends of major hydroclimatic variables in the Tarim River Basin, the largest inland river basin in China for the period of 1960–2007. Results showed that both mean annual air temperature and precipitation experienced an increasing trend, while annual streamflow demonstrated a mixed trend of decreasing and increasing: The mountainous region upstream showed an increasing trend and the region downstream exhibited a decreasing trend. Impacts of the increased air temperature on streamflow have shown different characteristics depending on location and seasons: it has positive effect on the runoff at mountainous region due to snowmelt and glacier-melt in spring, but negative effect on the runoff at plain area due to the increase of actual evaporation in summer. In addition, human activity contributed to the declining of streamflow in the arid plain oases at downstream of the Tarim River Basin. Abstract: Water is a critical issue in China for a variety of reasons. China is poor of water resources with 2300m3 of per capita availability, which is less than of the world average. This is exacerbated by regional differences; e.g. North China''s water availability is only about 271m3 of per capita value, which is only of the world''s average. Furthermore, pollution contributes to water scarcity and is a major source for diseases, particularly for the poor. The Ministry of Hydrology [1997. China''s Regional Water Bullets. Water Resource and Hydro-power Publishing House, Beijing, China] reports that about 65–80% of rivers in North China no longer support any economic activities. Previous studies have emphasized the amount of water withdrawn but rarely take water quality into consideration. The quality of the return flows usually changes; the water quality being lower than the water flows that entered the production process initially. It is especially important to measure the impacts of wastewater to the hydro-ecosystem. Thus, water consumption should not only account for the amount of water inputs but also the amount of water contaminated in the hydro-ecosystem by the discharged wastewater. In this paper we present a new accounting and analytical approach based on economic input–output modelling combined with a mass balanced hydrological model that links interactions in the economic system with interactions in the hydrological system. We thus follow the tradition of integrated economic–ecologic input–output modelling. Our hydro-economic accounting framework and analysis tool allows tracking water consumption on the input side, water pollution leaving the economic system and water flows passing through the hydrological system thus enabling us to deal with water resources of different qualities. Following this method, the results illustrate that North China requires 96% of its annual available water, including both water inputs for the economy and contaminated water that is ineligible for any uses. Inter-basin water transfers are intended to have a positive impact on the development of a region, but are always accompanied by huge energy consumption. The feasibility and effectiveness of water transfer projects have not yet been clearly evaluated, especially in the light of their energy consumption and effects on social development. This paper develops a method that combines life cycle approach and system dynamic model to reveal the effectiveness of different water supply alternatives (transferred water, reclaimed wastewater and rainwater harvesting) when they are all constrained to consume equal energy. This approach is applied to the case of Jinan city in Shandong province, China, the main water-receiving city on the Eastern Route of the South-to-North Water Transfer Project (ER-SNWTP). The results show that in normal years, Jinan's reclaimed water and rainwater harvesting supply are effective replacements for transferred water under the constraints of equal energy consumption and capital costs; even in dry years these two alternatives still play an important role. To help minimize urban industrial water consumption and realize the goal of a water-saving society, this paper develops a method for the dynamic optimization of the input production factors in an urban industrial water supply model. A negative exponential curve describes the urban industrial water consumption per Yuan of urban industrial value added, the latter being described by a Gompertz curve. The product of the two describes the urban industrial water demand. The production function of urban industrial water supply is expressed by the fixed substitution proportional production function. Taking investment and labor input as control variables, the system goal is to balance of industrial water supply and demand. The time-varying model can not only solve the stable state problem for infinite time horizon, but also the transient problem for finite time horizon. Taking Jiangsu province in eastern China as an example, the applicability of the method was investigated under different parameter combinations. The simulation results show its effectiveness in these cases. In the earlier period, meeting balance requirements is easier using the straight-line capital depreciation method. In the later period, the fixed rate on declining balance method allows to meet the requirements more easily. Increasing water scarcity in China is further exacerbated by the rapid socio-economic development and uneven spatial distribution of water resources. Current studies on water footprint have mainly focused on historical accounting and trend analysis at the provincial scale. However, a comprehensive exploration of future water footprint would be vital to a better understanding of future water shortage challenges, and more importantly, would allow the mitigation of water scarcity and inequal water distribution. In this paper, we present an approach to project the future water footprint of China at a fine resolution (0.125 arc-degree) under the shared socio-economic pathway (SSP) scenario framework, which described five future alternative socio-economic development pathways over the 21st century. We first simulated the future spatial patterns of built-up land using the Future Land Use Simulation (FLUS) model and derived the future population growth and urbanization rate from the population projection provided by the National Center for Atmospheric Research (NCAR). Then future water footprint was projected according a log-transformed linear regression calibrated with historical data during 2007–2012. We found that the total volume of China's water footprint will increase significantly in the future under the SSP1, SSP4 and SSP5 scenarios, reaching up to nearly 400 billion m3 in 2050, equivalent to almost 40% increase compared to that in 2010. The spatial patterns of future water footprint show dramatic increase (up to 100–130%) in the eastern provinces (Shandong, Henan, and Hebei), and slight decrease were found in the western provinces (Xinjiang, Ningxia, and Qinghai). In addition, the future water footprints were found to share very similar spatial patterns at local pixel scale among different SSP scenarios in three of the largest metropolitan areas of China (Beijing-Hebei-Tianjin, Yangtze River Delta, and Pearl River Delta). These findings provide extensive knowledge of the future water footprint and suggest a more severe water scarcity in the future from a consumption-oriented perspective. China's rapid industrialization has induced water and energy shortage issue. Since water and energy resources are inextricably connected, the synergetic conservation of these two resources is conducive to China's sustainable development. In this paper, using a heterogeneous stochastic frontier model, we estimate the output and substitution elasticities of water and energy in China's industrial sector at the provincial level during the period of 2004–2014, in order to explore how to achieve synergetic conservation of water and energy resources by identifying the water-energy nexus. The results show that in China's industrial sector, the overall technical efficiency measured by the ratio of actual output to the ideal output in production frontier experienced a slight decline during the research period. The output elasticity (i.e., the changes in output caused by per unit change in a certain input) of water remains positive, while that of energy is negative in most years, indicating that water input increase contributes to industrial output growth, rather than energy input. Water and energy show a complementary relationship in most years, suggesting that a decrease in water input can reduce energy input. Therefore, to achieve the synergetic conservation of water and energy, the government should actively advance water-saving and energy-saving technologies by taking account of the differentiated production characteristics of different provincial-level industrial sector.
