This article describes the ‘storyline’ of the early and recent growth of sustainable remediation (SR) practice in Australia and New Zealand (ANZ), in order to inform and support other SR stakeholders, and to identify some lessons learned. Achievement of full acceptance and consistency across relevant ANZ regulatory jurisdictions and industry sectors will take time and will require publication of successful examples of SR application. The article describes the respective policy and regulatory contexts for sustainable remediation practice in Australia and in New Zealand; several milestone activities and events in the growth of SR in ANZ; and example SR methodologies and policies produced by stakeholders and remediation practitioners including the Sustainable Remediation Forum of Australia and New Zealand (SuRF ANZ). Land-use change, and associated land clearing/conversion and fragmentation are major drivers of biodiversity decline across the globe. The spread of invasive species is a well-recognised consequence of land-use change. The extent and intensity of invasion however is often difficult to assess due to a lack of temporal data. Using detailed mapping information for 130, 950 km2 of sub-coastal Queensland, Australia and results from field surveys we investigated changes to land-use, the extent of remnant (intact) vegetation and the spread of prominent invasive plant species over time (1997–2018). In the 50 years prior to 1997 the area underwent significant land development (mostly for livestock grazing and crops), resulting in a reduction of 45% of its remnant vegetation. Despite key policy developments aimed at protecting the remaining vegetation and species, 7392 km2 was cleared/converted between 1997 and 2017, mainly for the expansion of grazing and cropping lands. Vegetation types specifically listed for national protection under these policies were some of the greatest affected, highlighting the need for improved implementation and regulation of these control measures. Within remaining fragments of remnant vegetation, the cover and presence of two invasive perennial grass species indian couch (Bothriochloa pertusa) and buffel grass (Cenchrus ciliaris) increased significantly during this time period. There was also a moderate increase in the cover and presence of the annual herb Parthenium weed (Parthenium hysterophorus). The spread of these species within the landscape likely reflects an 'invasion debt', incurred from an intense history of land-use within the region and we predict this trend will continue to threaten remnant ecosystems. • Grazing and cropping industries driving habitat loss and fragmentation. • Policy failing to protect threatened species and ecosystems. • 'Invasion debt' incurred from intense historical land use. Abstract: Adequate conservation of biodiversity on private land remains elusive due, in part, to a failure to understand the personal circumstances and social characteristics of private landholders. Our aim was to identify those personal and social dimensions of landholders that might contribute to improved conservation policy and program design and, thereby, participation in private land conservation. We tested whether personal circumstances of landholders (e.g., lifestyle and wellbeing, information and knowledge, financial security) and social characteristics (e.g., attitudes, norms, and trust) would be important predictors of landholders'' capacity and willingness to participate in biodiversity conservation programs. Forty-five participants and twenty-nine non-participants of biodiversity conservation programs in north Queensland, Australia, were surveyed to: 1) examine differences between their personal circumstances and social characteristics that may influence participation; and 2) explore whether personal circumstances and social characteristics were influenced by participation. The results revealed that, compared to participants, non-participants in conservation programs had significantly different personal circumstances and social characteristics for four of eight measured variables. Compared to participants, non-participants demonstrated a reduced capacity and willingness to participate in conservation programs. Participation did not appear to have a strong influence on participants'' personal circumstances or social characteristics, and when social norms supported conservation, programs did not demonstrate additionality. Conservation policies that maintain or improve landholders'' personal circumstances and that promote pro-environmental norms may result in increased participation and thereby conservation outcomes. The efficacy of government-supported programs to encourage improved management of land and water systems associated with agricultural land in Australia has been mixed. The broad approach of Australian governments is reviewed briefly. Evidence is presented from case assessments of a program to promote adoption of environmental management systems (EMSs) to improve environmental outcomes from agricultural practices. EMSs are systems implemented to manage the environmental impacts and ameliorate environmental risk associated with business activity. Data are presented on reported EMS activity and experience of four selected groups of farmers in Victoria, south-eastern Australia, representing broad-acre cropping, beef and dairy farming. The pro-environmental behaviours of farmers were mediated through voluntary adoption of government and industry sponsored EMSs, often with financial incentives and other support. Findings from the study were that adoption of EMS practices with sufficient public benefits is unlikely to occur at sufficient scale for significant environmental impact. Farmers more readily adopted practices which were financially beneficial than those which had a positive environmental impact. Although the focus on voluntary market-based instrument (MBI) type programs is popular in western countries, enforcing regulation is an important, but usually politically unpopular, component of land use policy. The comparative advantage of EMSs differed for the industries studied, but overall there were insufficient market drivers for widespread EMS adoption in Australia. Environmental outcomes could be more effectively achieved by directly funding land management practices which have highest public net benefits. Having a clear and unambiguous management objective for a particular land management policy is more likely to achieve outcomes than having multiple objectives as occurs in a number of international programs currently. Abstract: The conservation of biodiversity is an important issue world wide and in Australia the maintenance of native biodiversity on farms makes an important contribution to overall conservation objectives. This paper seeks to explain Australian farmers'' rationale for maintaining biodiversity on their farms for personal as opposed to business reasons by developing a decision-systems theory from in-depth interviews. This difference has implications for policy development. The decision-systems theory is divided into two main sections. The first section contains five parts. (1) A hierarchy of motivation stories, (2) the concept of suitability and availability of opportunities, (3) a hierarchy of three decision-systems, (4) the concept of personal career paths, (5) the concept of Lenses. The second section contains one part, a policy classification system called ‘boxes of influence’ that suggests how policy developers can use the information in the first section to develop new biodiversity conservation policy. The paper suggests that decision-systems theory could be used to shed new light on current trends in agriculture and become an important investigative tool for policy development concerning the conservation of biodiversity on farms. Wetlands in Australia provide considerable ecological, economic, environmental and social benefits. However, the use of wetlands has been indiscriminate and significant damage to many Australian wetlands has occurred. During the last 150 years one third of the wetlands in Victoria have been lost. A conspicuous problem in wetland management is the paucity of involvement by stakeholders. This paper uses the Analytic Hierarchy Process (AHP) to incorporate stakeholder objectives in the ‘Wonga Wetlands’ on the Murray River. The study shows that the AHP can explicitly incorporate stakeholder preferences and multiple objectives to evaluate management options. The AHP also provides several approaches for policy makers to arrive at policy decisions. [Copyright &y& Elsevier]

Psychosocial factors determine individual and collective behaviours, and there is growing evidence of their influence on land management behaviours. Native vegetation management encompasses biophysical, economic, political, and cultural dimensions that are immensely complex, and a more thorough understanding of the personal and cultural dimensions of deforestation activity is required. We emphasise this interdisciplinary imperative using Queensland, Australia, as an exemplar case study, where the controversial Vegetation Management Act 1999 has been met with significant scrutiny over its effects on private landholders and its ability to curb deforestation behaviours. We surveyed landholders across Queensland in order to identify different landholder typologies based upon (1) their recent tree clearing behaviours and (2) their psychosocial characteristics, mapped their distribution in the landscape, and determined the unique demographic and psychosocial factors associated with typology membership. We identified a heterogeneous mosaic of landholders in the clearing landscape, composed of four clearing typologies and five psychosocial typologies. Social norms, identity, trust, and security played crucial roles in distinguishing different types of landholders. The two most contrasting clearing typologies— active and inactive clearers —were primarily located in hot- and cold-spots of deforestation, respectively; in contrast, most psychosocial typologies could be found throughout the landscape, highlighting the potential benefit of complementing generalised state-wide psychosocial targets with localised behavioural targets. We discuss how conservation policy instruments can be regionally tailored, and relevant strategies for effective communication and engagement can be developed to create behaviour change by understanding the characteristics and distribution of these types of landholders. If modified top-down efforts (e.g. strategic messages, community-based communication) can be supplemented with more bottom-up approaches (e.g. collective learning, building network support), sustainable land management in deforestation hotspots around the world may be achievable. • Norms, identity, trust and security are important predictors of landholder typology. • Clearing typologies occur in clusters, while psychosocial typologies are dispersed. • Behaviour change strategies will benefit from both state-wide and localised targets. • Strategic messages and trust-building efforts may successfully reduce tree clearing.
