Abstract Best management practices (BMPs) are conservation efforts implemented to address environmental challenges associated with agricultural production. One such BMP, a tailwater recovery (TWR) system, has a dual purpose aimed at mitigating solids and nutrient losses from agricultural landscapes and creating an additional surface water source for irrigation. This study analyzes the costs of using five TWR systems to reduce solids, nutrients, and retain water. All systems were located in the Lower Mississippi Alluvial Valley and were used to irrigate crops including rice (Oryza sativa), corn (Zea mays), and soybeans (Glycine max). Costs to reduce solids and nutrients were calculated using annual payments and revenue losses due to lost tillable area from implementation of TWR systems. Similarly, cost to save and irrigate a mega-liter (ML) of water was determined as the annual payment for TWR systems, revenue losses and measured pumping cost. The range of mean total cost to reduce solids using TWR systems was $0 to $0.77 per kg; P was $0.61 to $3315.72 per kg; and N was $0.13 to $396.44 per kg. The range of mean total cost to retain water using TWR systems was $189.73 to $628.23 per ML, compared to a range of mean cost of groundwater of $13.99 to $36.17 per ML. Compared to other BMPs, TWR systems are one of the least expensive ways to reduce solid losses but remain an expensive way to reduce nutrient losses. The costs of using TWR systems to provide an additional irrigation water source range from less expensive than common conservation practices used to improve water use efficiency to more expensive and comparable to practices such as desalination. Therefore, TWR systems may be a prohibitively more expensive BMP to retain nutrients and water on some agricultural landscapes than other solutions. Abstract Agricultural nonpoint source pollution is the leading source of water quality degradation in United States, which has led to the development of programs that aim to mitigate this pollution. One common approach to mitigating nonpoint source pollution is the use of best management practices (BMPs). However, it can be challenging to evaluate the effectiveness of implemented BMPs due to polices that limit data sharing. In this study, the uncertainty introduced by data sharing limitations is quantified through the use of a watershed model. Results indicated that BMP implementation improved the overall water quality in the region (up to ∼15% pollution reduction) and that increasing the area of BMP implementation resulted in higher pollution reduction. However, the model outputs also indicated that uncertainty caused by data sharing limitations resulted in variabilities ranging from −160% to 140%. This shows the importance of data sharing among agencies to better guide current and future conservation programs. Abstract Stormwater runoff transports contaminants, including gross pollutants (GPs) accumulated on surfaces to nearby receiving water bodies. These may clog storm drainage systems, seal side entry pits and increase dissolved pollutants in receiving water bodies. Best management practices (BMPs) such as oil and grit separators, grassed swales, vegetated filter strips, retention ponds, and catch basin inserts (CBIs) are implemented to reduce stormwater pollutants in urban runoff. However, the information on physicochemical characteristics of the pollutants are still few in literature but important to improve the design of BMPs, considering qualitative aspects, and their operation. CBIs are devices used to remove GPs at source without requiring any extra land use because they are typically mounted within a catch basin (e.g. side entry pit) or existing drain. In this study, improvement of stormwater quality was investigated at two different sites (Subiaco, a residential area and Hillarys Boat Harbour, a commercial-marine-recreational area; Western Australia) where a new CBI made of non-woven polypropylene geotextile was installed in side entry pits to capture GPs at source. Influent and effluent water from the CBIs was collected and analyzed for BOD, COD, TSS and PO 4 -P with maximum improvements in water quality of 90%, 88%, 88% and 26% respectively. The heavy metals in influent and effluent water were found very low and below the guideline values. Analysis of particle size distribution, specific surface area of solids, SEM images and heavy metal content (Cu, Fe, Ni, Pb, Zn, Cd) in solids showed that the residential area contained more finer particles than the commercial area but that solids in the commercial area contained greater concentrations of heavy metals than those from the residential area. The specific surface area was found to be higher in the residential area and particles were thought to be largely sourced from traffic. However, these characteristics may be monitored for longer term for more CBIs installed in different locations. Based on the Best Management Practices (BMPs) for nitrogen fertilisation, site-specific management must consider the most appropriate placement as well as the appropriate application rate according to local agronomic recommendations. Nitrogen fertilization on the soil surface (e.g., broadcasting, side dressing) is a common practice associated with high N loss to the environment and a low fertiliser recovery efficiency compared to the deep placement of fertiliser. We have worked to implement site-specific fertiliser management that encompasses a mechanised soil punching process combined with liquid fertiliser injection, which causes minimal disturbance of the soil subsurface (i.e., roots, soil or straw) and harmonises with conservative tillage practice. The objective was to design a hydraulic injection system to enable site-specific management according to the BMPs, as applied to mechanised soil punching to implement soil injection fertiliser placement. In this context, an injection dosing system (conceptual design, laboratory evaluations and analyses) has been developed to perform liquid injection synchronised with soil punching and variable rate application. In general, the applications were satisfactory because (i) the liquid injection was synchronised with soil punching and the fluid was incorporated into the soil at a depth greater than 50 mm, which was an appropriate deep placement with the potential to reduce nutrient losses combined by increasing nutrient uptake. In addition, (ii) the application rate was varied in a representative range (5.0 up to 18 ml cycle −1 ), which demonstrated a good potential for soil injection of fertiliser as a function of the local agronomic recommendations. By 2006, almost 100,000 km 2 of EU soil (2.3% of the whole territory) had been sealed, with a per capita quota of 200 m 2 of sealed surface for each EU citizen. Italy, in 2016, recorded a soil sealing rate of 2.8% of the entire territory. In this context, the urban expansion which occurred in past decades is considered one of the main causes of the increase in flood frequency and intensity in small catchments, causing both social and financial damage. In the present paper, the positive impact of introducing Best Management Practices (BMPs) at urban scale is assessed, with particular regard to the decreasing of flood prone areas. A suburban watershed of the metropolitan area of Rome has been selected for a study case, as its soil sealing rate can be considered paradigmatic at this scale. Starting from the analysis of rainfall events occurring between 2008 and 2011 which caused millions of euros worth of damage, and using a high resolution data set in a GIS environment, two scenarios, with and without BMP introduction, are evaluated applying a rainfall-runoff model and a bidimensional hydraulic model. From a comparison of the flood maps with and without the introduction of BMPs, it was determined that in 90% of the circumstances the employment of the BMPs would completely remove the hydraulic risk, while in the remaining 10% the BMP would at least reduce the areas subjected to flooding. Best management practices (BMPs) have been widely adopted to mitigate diffuse source pollutants, and the simulated processes of its pollutant reduction effectiveness suffer from manifold uncertainties, such as watershed model parameters and climate change. We presented a novel Bayesian modeling framework for BMPs planning, integrating process-based watershed modeling and Bayesian optimization algorithm to reveal the impact of multiple uncertainties. The proposed framework was applied to a BMPs planning case study in the Erhai watershed, the seventh-largest freshwater lake in China. Firstly, priority management areas (PMAs) were identified for BMPs siting using a simulation-optimization approach. Bayesian networks were subsequently embedded to reveal the multiple uncertainty sources in the optimal planning and the reliability level (RL) is introduced to represent the probability to meet the water quality target with BMPs implementation. The results suggest that E NS of discharge and nutrients concentration simulation by LSPC are both greater than 0.5, which displays satisfactory performance. The identified PMAs account for 0.8% of the total watershed areas while contribute to more than 15% of nutrient loadings reduction. The analysis of multiple uncertainty sources reveals that precipitation is the most influential source of uncertainties in BMP effectiveness. The construction of hedgerows plays an important role in the nutrient reduction. With the improvement of the reliability levels, the cost increases sharply, indicating that the implementation of BMPs has a marginal utility. Degradation and loss of biodiversity and ecosystem services pose major challenges in simplified agricultural landscapes. Consequently, best management practices to create or restore habitat areas on field edges and other marginal areas have received a great deal of recent attention and policy support. Despite this, remarkably little is known about how landholders (farmers and landowners) learn about field edge management practices and which factors facilitate, or hinder, adoption of field edge plantings. We surveyed 109 landholders in California's Sacramento Valley to determine drivers of adoption of field edge plantings. The results show the important influence of landholders' communication networks, which included two key roles: agencies that provide technical support and fellow landholders. The networks of landholders that adopted field edge plantings included both fellow landholders and agencies, whereas networks of non-adopters included either landholders or agencies. This pattern documents that social learning through peer-to-peer information exchange can serve as a complementary and reinforcing pathway with technical learning that is stimulated by traditional outreach and extension programs. Landholder experience with benefits and concerns associated with field edge plantings were also significant predictors of adoption. Our results suggest that technical learning, stimulated by outreach and extension, may provide critical and necessary support for broad-scale adoption of field-edge plantings, but that this alone may not be sufficient. Instead, outreach and extension efforts may need to be strategically expanded to incorporate peer-to-peer communication, which can provide critical information on benefits and concerns. Best management practices (BMPs) have been predominantly used throughout the Chesapeake Bay watershed (CBW) to reduce nutrients and sediments entering streams, rivers, and the bay. These practices have been successful in reducing loads entering the estuary and have shown the potential to reduce other contaminants (pesticides, hormonally active compounds, pathogens) in localized studies and modeled load estimates. However, further understanding of relationships between BMPs and non-nutrient contaminant reductions at regional scales using sampled data would be beneficial. Total estrogenic activity was measured in surface water samples collected over a decade (2008–2018) in 211 undeveloped NHDPlus V2.1 watersheds within the CBW. Bayesian hierarchical modeling between total estrogenic activity and landscape predictors including landcover, runoff, BMP intensity, and a BMP*agriculture intensity interaction term indicates a 96% posterior probability that BMP intensity on agricultural land is reducing total estrogenic activity. Additionally, watersheds with high agriculture and low BMPs had a 49% posterior probability of exceeding an effects-based threshold in aquatic organisms of 1 ng/L but only a 1% posterior probability of exceeding this threshold in high-agriculture, high-BMP watersheds. Efforts to improve water quality of eutrophic ponds often involve implementing changes to watershed management practices to reduce external nutrient loads. While this is required for long-term recovery and prevention, eutrophic conditions are often sustained through the recycling of internal nutrients already present within the waterbody. In particular, internal phosphorus bound to organic material and adsorbed to sediment has the potential to delay lake recovery for decades. Thus, pond and watershed management techniques are needed that not only reduce external nutrient loading but also mitigate the effects of internal nutrients already present. Therefore, our objective was to demonstrate a biological and chemical approach to remove and sequester nutrients present and entering an urban retention pond. A novel biological and chemical management technique was designed by constructing a 37 m2 (6.1 m × 6.1 m) floating treatment wetland coupled with a slow-release lanthanum composite inserted inside an airlift pump. The floating treatment wetland promoted microbial denitrification and plant uptake of nitrogen and phosphorus, while the airlift pump slowly released lanthanum to the water column over the growing season to reduce soluble reactive phosphorus. The design was tested at the microcosm and field scales, where nitrate-N and phosphate-P removal from the water column was significant (α = 0.05) at the microcosm scale and observed at the field scale. Two seasons of field sampling showed both nitrate-N and phosphate-P concentrations were reduced from 50 μg L−1 in 2020 to <10 μg L−1 in 2021. Load calculations of incoming nitrate-N and phosphate-P entering the retention pond from the surrounding watershed indicate the presented biological-chemical treatment is sustainable and will minimize the effects of nutrient loading from nonpoint source pollution. Effective watershed management requires the evaluation of agricultural best management practice (BMP) scenarios which carefully consider the relevant environmental, economic, and social criteria involved. In the Multiple Criteria Decision-Making (MCDM) process, scenarios are first evaluated and then ranked to determine the most desirable outcome for the particular watershed. The main challenge of this process is the accurate identification of the best solution for the watershed in question, despite the various risk attitudes presented by the associated decision-makers (DMs). This paper introduces a novel approach for implementation of the MCDM process based on a comparative neutral risk/risk-based decision analysis, which results in the selection of the most desirable scenario for use in the entire watershed. At the sub-basin level, each scenario includes multiple BMPs with scores that have been calculated using the criteria derived from two cases of neutral risk and risk-based decision-making. The simple additive weighting (SAW) operator is applied for use in neutral risk decision-making, while the ordered weighted averaging (OWA) and induced OWA (IOWA) operators are effective for risk-based decision-making. At the watershed level, the BMP scores of the sub-basins are aggregated to calculate each scenarios’ combined goodness measurements; the most desirable scenario for the entire watershed is then selected based on the combined goodness measurements. Our final results illustrate the type of operator and risk attitudes needed to satisfy the relevant criteria within the number of sub-basins, and how they ultimately affect the final ranking of the given scenarios. The methodology proposed here has been successfully applied to the Honeyoey Creek-Pine Creek watershed in Michigan, USA to evaluate various BMP scenarios and determine the best solution for both the stakeholders and the overall stream health. Many conservation programs have been established to motivate producers to adopt best management practices (BMP) to minimize pasture runoff and nutrient loads, but a process is needed to assess BMP effectiveness to help target implementation efforts. A study was conducted to develop and demonstrate a method to evaluate water-quality impacts and the effectiveness of two widely used BMPs on a livestock pasture: off-stream watering site and stream fencing. The Soil and Water Assessment Tool (SWAT) model was built for the Pottawatomie Creek Watershed in eastern Kansas, independently calibrated at the watershed outlet for streamflow and at a pasture site for nutrients and sediment runoff, and also employed to simulate pollutant loads in a synthetic pasture. The pasture was divided into several subareas including stream, riparian zone, and two grazing zones. Five scenarios applied to both a synthetic pasture and a whole watershed were simulated to assess various combinations of widely used pasture BMPs: (1) baseline conditions with an open stream access, (2) an off-stream watering site installed in individual subareas in the pasture, and (3) stream or riparian zone fencing with an off-stream watering site. Results indicated that pollutant loads increase with increasing stocking rates whereas off-stream watering site and/or stream fencing reduce time cattle spend in the stream and nutrient loads. These two BMPs lowered organic P and N loads by more than 59% and nitrate loads by 19%, but TSS and sediment-attached P loads remained practically unchanged. An effectiveness index (EI) quantified impacts from the various combinations of off-stream watering sites and fencing in all scenarios. Stream bank contribution to pollutant loads was not accounted in the methodology due to limitations of the SWAT model, but can be incorporated in the approach if an amount of bank soil loss is known for various stocking rates. The proposed methodology provides an adaptable framework for pasture BMP assessment and was utilized to represent a consistent, defensible process to quantify the effectiveness of BMP proposals in a BMP auction in eastern Kansas. The development of shale gas resources in the United States has been controversial as governments have been tardy in devising sufficient safeguards to protect both people and the environment. Alleged health and environmental damages suggest that other countries around the world that decide to develop their shale gas resources can learn from these problems and take further actions to prevent situations resulting in the release of harmful pollutants. Looking at U.S. federal regulations governing large animal operations under the permitting provisions of the Clean Water Act, the idea of a permitting program is proposed to respond to the risks of pollution by shale gas development activities. Governments can require permits before allowing the drilling of a new gas well. Each permit would include fluids and air emissions reduction plans containing best management practices to minimize risks and releases of pollutants. The public availability of permits and permit applications, as occurs for water pollution under various U.S. permitting programs, would assist governments in protecting public health. Total Maximum Daily Load is a water quality standard to regulate water quality of streams, rivers and lakes. A wide range of approaches are used currently to develop TMDLs for impaired streams and rivers. Flow and load duration curves (FDC and LDC) have been used in many states to evaluate the relationship between flow and pollutant loading along with other models and approaches. A web-based LDC Tool was developed to facilitate development of FDC and LDC as well as to support other hydrologic analyses. In this study, the FDC and LDC tool was enhanced to allow collection of water quality data via the web and to assist in establishing cost-effective Best Management Practice (BMP) implementations. The enhanced web-based tool provides use of water quality data not only from the US Geological Survey but also from the Water Quality Portal for the U.S. via web access. Moreover, the web-based tool identifies required pollutant reductions to meet standard loads and suggests a BMP scenario based on ability of BMPs to reduce pollutant loads, BMP establishment and maintenance costs. In the study, flow and water quality data were collected via web access to develop LDC and to identify the required reduction. The suggested BMP scenario from the web-based tool was evaluated using the EPA Spreadsheet Tool for the Estimation of Pollutant Load model to attain the required pollutant reduction at least cost. Low Impact Development Best Management Practices (LID-BMPs) have in recent years received much recognition as cost-effective measures for mitigating urban runoff impacts. In the present paper, a procedure for LID-BMPs planning and analysis using a comprehensive decision support tool was proposed. A case study was conducted to the planning of an LID-BMPs implementation effort at a college campus in Foshan, Guangdong Province, China. By examining information obtained, potential LID-BMPs were first selected. SUSTAIN was then used to analyze four runoff control scenarios, namely: pre-development scenario; basic scenario (existing campus development plan without BMP control); Scenario 1 (least-cost BMPs implementation); and, Scenario 2 (maximized BMPs performance). A sensitivity analysis was also performed to assess the impact of the hydrologic and water quality parameters. The optimal solution for each of the two LID-BMPs scenarios was obtained by using the non-dominated sorting genetic algorithm-II (NSGA-II). Finally, the cost-effectiveness of the LID-BMPs implementation scenarios was examined by determining the incremental cost for a unit improvement of control. [ABSTRACT FROM AUTHOR]

Best management practices (BMPs) and low impact development (LID) practices are increasingly being used as stormwater management techniques to reduce the impacts of urban development on hydrology and water quality. To assist planners and decision-makers at various stages of development projects (planning, implementation, and evaluation), user-friendly tools are needed to assess the effectiveness of BMPs and LID practices. This study describes a simple tool, the Long-Term Hydrologic Impact Assessment-LID (L-THIA-LID), which is enhanced with additional BMPs and LID practices, improved approaches to estimate hydrology and water quality, and representation of practices in series (meaning combined implementation). The tool was used to evaluate the performance of BMPs and LID practices individually and in series with 30 years of daily rainfall data in four types of idealized land use units and watersheds (low density residential, high density residential, industrial, and commercial). Simulation results were compared with the results of other published studies. The simulated results showed that reductions in runoff volume and pollutant loads after implementing BMPs and LID practices, both individually and in series, were comparable with the observed impacts of these practices. The L-THIA-LID 2.0 model is capable of assisting decision makers in evaluating environmental impacts of BMPs and LID practices, thereby improving the effectiveness of stormwater management decisions. This paper presents a screening-level modeling approach that can be used to rapidly estimate nutrient loading, assess numerical nutrient standard exceedance risk of surface waters leading to potential classification as impaired for designated use, and explore best management practice (BMP) implementation to reduce loading with a relatively low data requirement. The modeling framework uses a hybrid statistical and process based approach to estimate source of pollutants, their transport and decay in the terrestrial and aquatic parts of watersheds. The framework is developed in the ArcGIS environment and is based on the total maximum daily load (TMDL) balance model. Nitrogen (N) is currently addressed in the framework, referred to as WQM-TMDL-N. Loading for each catchment includes non-point sources (NPS) and point sources (PS). The probability of a nutrient load to exceed a target load is evaluated using probabilistic risk assessment, by including the uncertainty associated with export coefficients of various land uses. In an application of this modeling approach to the Tippecanoe River watershed in Indiana, USA, total nitrogen (TN) loading, confidence interval and risk of standard exceedance leading to potential impairment were estimated. Model results suggest that decay coefficients decrease, and delivery fractions increase with increasing stream order. The spatial distribution pattern of delivered incremental TN yield shows a trend similar to that of the delivery fraction in this watershed. The target TN exceedance risk increases considerably when switching from Indiana draft-N benchmark to far lower EPA-proposed TN criteria, suggesting that load reduction to meet the latter criteria may benefit from BMP implementation through source control and delivery reduction. In this study an analytical hierarchy process (AHP) was used for ranking best management practices (BMPs) in the Saginaw River Watershed based on environmental, economic and social factors. Three spatial targeting methods were used for placement of BMPs on critical source areas (CSAs). The environment factors include sediment, total nitrogen, and total phosphorus reductions at the subbasin level and the watershed outlet. Economic factors were based on total BMP cost, including installation, maintenance, and opportunity costs. Social factors were divided into three favorability rankings (most favorable, moderately favorable, and least favorable) based on area allocated to each BMP. Equal weights (1/3) were considered for the three main factors while calculating the BMP rank by AHP. In this study three scenarios were compared. A comprehensive approach in which environmental, economic, and social aspects are simultaneously considered (Scenario 1) versus more traditional approaches in which both environmental and economic aspects were considered (Scenario 2) or only environmental aspects (sediment, TN, and TP) were considered (Scenario 3). In Scenario 1, only stripcropping (moderately favorable) was selected on all CSAs at the subbasin level, whereas stripcropping (49–69% of CSAs) and residue management (most favorable, 31–51% of CSAs) were selected by AHP based on the watershed outlet and three spatial targeting methods. In Scenario 2, native grass was eliminated by moderately preferable BMPs (stripcropping) both at the subbasin and watershed outlet levels due the lower BMP implementations cost compared to native grass. Finally, in Scenario 3, at subbasin level, the least socially preferable BMP (native grass) was selected in 100% of CSAs due to greater pollution reduction capacity compared to other BMPs. Abstract: A dynamic model of Phosphorus (P) movement through the Peel-Harvey catchment in South Western Australia was developed using system dynamics modelling software. The model was developed to illustrate watershed P flux and to predict future P loss rates under a range of management scenarios. Model input parameters were sourced from extensive surveys of local agricultural practices and regional soil testing data. Model P-routing routines were developed from the known interactions between the various watershed P compartments and fluxes between the various P stores. Phosphorus-retention characteristics of a variety of management practices were determined from local field trials where available and published values where not. The model simulated a 200 year time frame to reflect 100 years to the present day since initial land development, and forecast 100 years into the future. Although the catchment has an annual P-loss target of 70 tonnes per annum (tpa), the measured (and modelled) present-day loss is double this amount (140 tpa) and this is projected to rise to 1300 tpa if current land management practices continue. Broad implementation of neither “biological” BMPs such as perennial pastures and managed riparian zones, or of “chemical” BMPs such as reduced water solubility fertilisers and P-retentive soil amendments, produces reductions in P-loss from present-day levels. Even if broad-scale implementation of the large suite of BMPs tested in this research occurs, catchment P-losses are likely to increase from the present level of 140 tpa to approximately 200 tpa over the next 100 years. This has significant implications for both future land use and subsequent water quality in the catchment as well as questioning the wisdom and perceptions of efficacy of past and future BMP implementation strategies. Non-point source pollution from agricultural lands is a significant contributor of sediment pollution in United States lakes and streams. Therefore, quantifying the impact of individual field management strategies at the watershed-scale provides valuable information to watershed managers and conservation agencies to enhance decision-making. In this study, four methods employing some of the most cited models in field and watershed scale analysis were compared to find a practical yet accurate method for evaluating field management strategies at the watershed outlet. The models used in this study including field-scale model (the Revised Universal Soil Loss Equation 2 – RUSLE2), spatially explicit overland sediment delivery models (SEDMOD), and a watershed-scale model (Soil and Water Assessment Tool – SWAT). These models were used to develop four modeling strategies (methods) for the River Raisin watershed: Method 1) predefined field-scale subbasin and reach layers were used in SWAT model; Method 2) subbasin-scale sediment delivery ratio was employed; Method 3) results obtained from the field-scale RUSLE2 model were incorporated as point source inputs to the SWAT watershed model; and Method 4) a hybrid solution combining analyses from the RUSLE2, SEDMOD, and SWAT models. Method 4 was selected as the most accurate among the studied methods. In addition, the effectiveness of six best management practices (BMPs) in terms of the water quality improvement and associated cost were assessed. Economic analysis was performed using Method 4, and producer requested prices for BMPs were compared with prices defined by the Environmental Quality Incentives Program (EQIP). On a per unit area basis, producers requested higher prices than EQIP in four out of six BMP categories. Abstract: Beef cow operators were surveyed to determine the effect of cost-share awareness and farm management characteristics on the adoption of surface water best management practices (BMPs) in a state without defined BMPs. Results demonstrated that farm management characteristics determined nutrient management adoption, farm characteristics determined filter strip adoption, and human capital and farm characteristics played the largest role with streambank fencing adoption. Cost-share awareness was not found to increase the probability of adopting any BMPs and Extension education was found to positively and significantly increase the adoption of all three BMPs. Chesapeake Bay water quality has been a concern since 1970. In rural areas, agriculture is the dominant N and P source, and the voluntary application of best management practices (BMPs) is the primary management tool. Here we test the hypothesis that the current management approach of primarily voluntary, untargeted BMP implementation is insufficient to create detectable, widespread reductions in N, P, and total suspended solid (TSS) concentrations in agricultural watersheds of the Choptank basin, a tributary of Chesapeake Bay. To test this hypothesis, we assessed BMP implementation and sampled water quality on participating farms, at intermediate streams within each watershed, and at watershed outlets of four watersheds from 2013 to 2014. We also present water quality data from 2003 to 2014 at the outlets of 12 additional agricultural and one forested watershed and survey-directed interviews of farmers. By the end of 2014, large numbers of BMPs, both structural and cultural, had been implemented. Of the 16 agricultural watersheds, 50% showed significant decreases in baseflow N, 37.5% showed no changes, and 12.5% showed increasing TN. Baseflow P significantly decreased at just one watershed, increased at one, and remained stable at 14. Stormflow N was similar to baseflow, but stormflow P was 5 times higher than baseflow. These data partially support our hypothesis. Surveys suggested farmers considered themselves responsible for the quality of water leaving their farms, but out-of-pocket cost was the major impediment to further BMP adoption. We suggest that greater outreach and more financial support for farmers to implement BMPs is required to increase the types and densities of BMPs needed to achieve regional water quality goals. Abstract: Fully permeable pavement is gradually gaining support as an alternative best management practice (BMP) for stormwater runoff management. As the use of these pavements increases, a definitive test method is needed to measure hydraulic performance and to evaluate clogging, both for performance studies and for assessment of permeability for construction quality assurance and maintenance needs assessment. Two of the most commonly used permeability measurement tests for porous asphalt and pervious concrete are the National Center for Asphalt Technology (NCAT) permeameter and ASTM C1701, respectively. This study was undertaken to compare measured values for both methods in the field on a variety of permeable pavements used in current practice. The field measurements were performed using six experimental section designs with different permeable pavement surface types including pervious concrete, porous asphalt and permeable interlocking concrete pavers. Multiple measurements were performed at five locations on each pavement test section. The results showed that: (i) silicone gel is a superior sealing material to prevent water leakage compared with conventional plumbing putty; (ii) both methods (NCAT and ASTM) can effectively be used to measure the permeability of all pavement types and the surface material type will not impact the measurement precision; (iii) the permeability values measured with the ASTM method were 50–90% (75% on average) lower than those measured with the NCAT method; (iv) the larger permeameter cylinder diameter used in the ASTM method improved the reliability and reduced the variability of the measured permeability. Quantitative risk assessments of pollution and data related to the effectiveness of mitigating best management practices (BMPs) are important aspects of nonpoint source pollution control efforts, particularly those driven by specific water quality objectives and by measurable improvement goals, such as the total maximum daily load (TMDL) requirements. Targeting critical source areas (CSAs) that generate disproportionately high pollutant loads within a watershed is a crucial step in successfully controlling nonpoint source pollution. The importance of watershed simulation models in assisting with the quantitative assessments of CSAs of pollution (relative to their magnitudes and extents) and of the effectiveness of associated BMPs has been well recognized. However, due to the distinct disconnect between the hydrological scale in which these models conduct their evaluation and the farm scale at which feasible BMPs are actually selected and implemented, and due to the difficulty and uncertainty involved in transferring watershed model data to farm fields, there are limited practical applications of these tools in the current nonpoint source pollution control efforts by conservation specialists for delineating CSAs and planning targeting measures. There are also limited approaches developed that can assess impacts of CSA-targeted BMPs on farm productivity and profitability together with the assessment of water quality improvements expected from applying these measures. This study developed a modeling framework that integrates farm economics and environmental aspects (such as identification and mitigation of CSAs) through joint use of watershed- and farm-scale models in a closed feedback loop. The integration of models in a closed feedback loop provides a way for environmental changes to be evaluated with regard to the impact on the practical aspects of farm management and economics, adjusted or reformulated as necessary, and revaluated with respect to effectiveness of environmental mitigation at the farm- and watershed-levels. This paper also outlines steps needed to extract important CSA-related information from a watershed model to help inform targeting decisions at the farm scale. The modeling framework is demonstrated with two unique case studies in the northeastern United States (New York and Vermont), with supporting data from numerous published, location-specific studies at both the watershed and farm scales. Using the integrated modeling framework, it can be possible to compare the costs (in terms of changes required in farm system components or financial compensations for retiring crop lands) and benefits (in terms of measurable water quality improvement goals) of implementing targeted BMPs. This multi-scale modeling approach can be used in the multi-objective task of mitigating CSAs of pollution to meet water quality goals while maintaining farm-level economic viability. Abstract: Nutrients such as nitrogen and phosphorus in urban runoff can be controlled through a variety of nonstructural and structural controls commonly known as best management practices (BMPs). Manufactured treatment devices (MTDs) are structural BMPs that may be used in portions of a site, often when space is limited. MTDs use a variety of technologies to achieve potentially greater treatment efficiency while reducing spatial requirements. However, verifying the performance of MTDs is difficult because of the variability of runoff water quality, the variability in treatment technologies, and the lack of standardized protocols for field testing. Performance testing of MTDs has focused almost exclusively upon removal of sediment; however MTDs are now being applied to the task of removing other constituents of concern, including nutrients such as phosphorus. This paper reviews current methods of assessing treatment performance of MTDs and introduces the Virginia Technology Assessment Protocol (VTAP), a program developed to evaluate the removal of phosphorus by MTDs. The competing goals of various stakeholders were considered when developing the VTAP. A conceptual framework of the tradeoffs considered is presented; these tradeoffs require compromise among the competing interests in order that innovation proceeds and benefits accrue. Retailers are strategically positioned to leverage environmental improvement over product supply chains through actions targeted at suppliers and consumers. Informed by scientific evidence on environmental hotspots and control points across 14 priority product groups, and a review of 25 major European retailers'' actions, this paper proposes a framework to guide and assess retailer best practice in supply chain environmental improvement. Commonly used product standards and improvement measures are classified into “basic” or “good” levels of environmental protection. A hierarchy of eight Best Environmental Management Practices (BEMPs) is proposed to systematically identify and improve the most environmentally damaging supply chains across retail assortments. Widespread third party environmental certification is the most transparent and verifiable mechanism of improvement but may not be appropriate for some supply chains. The enforcement of retailer-defined environmental requirements, and supplier improvement programmes based on performance benchmarking and dissemination of better management practices, are alternative BEMPs that may be used in combination with third party certification. Facilitating consumer selection of frontrunner ecological products is a lower priority BEMP owing to the well documented limitations of this approach. From available data, the highest current or credible-target sales shares of products improved according to the highest priority BEMP and environmental protection level were used to derive “benchmarks of excellence” for each of the 14 product groups. Vegetated filter strips (VFS) are commonly recommended as a best management practice to prevent manure-borne microorganisms from reaching surface water resources. However, relatively little is known about the efficacy of VFS in mitigating bacterial runoff from land-applied swine manure. A field lysimeter study was designed to evaluate the effect of surface soil hydrologic conditions and vegetation on the retention of swine manure-borne Escherichia coli and Salmonella under simulated rainfall conditions. Experimental plots (6.5 m × 3.9 m) were set on a 5% slope lysimeter with loamy topsoil, clay loam or loam subsoil and a controllable groundwater level. Three small flow-intercepting miniflumes were installed 4.5 m from the plot's top, while all remaining runoff was collected in a gutter at the bottom. Plots were divided into bare soil and grass vegetation and upper surface soil moisture before rainfall events was controlled by the subsurface groundwater level. Swine manure slurry inoculated with E. coli and Salmonella, and with added bromide tracer, was applied on the top of the plots and simultaneously initiated the simulated rainfall. Runoff was collected and analyzed every 5 min. No substantial differences between retention of E. coli and Salmonella were found. In initially wet soil surface conditions, there was limited infiltration both in bare and in vegetated plots; almost all bromide and about 30% of bacteria were recovered in runoff water. In initially dry soil surface conditions, there were substantial discrepancies between bare and vegetated plots. In bare plots, recoveries of runoff water, bromide and bacteria under dry conditions were comparable to wet conditions. However, in dry vegetated plots, from 50% to 75% of water was lost to infiltration, while bromide recoveries ranged from 14 to 36% and bacteria recovery was only 5%. Substantial intraplot heterogeneity was revealed by the data from miniflumes. GIS analysis of the plot microtopography showed that miniflumes located in the zones of flow convergence collected the majority of bacteria. Overall, the efficiency of VFS, with respect to the retention of swine manure bacteria, varied dramatically depending upon the hydrologic soil surface condition. Consequently, VFS recommendations should account for expected amounts of surface soil water saturation as well as the relative soil water storage capacity of the VFS. [Copyright &y& Elsevier]

Increasing concerns regarding water quality in the Great Lakes region are mainly due to changes in urban and agricultural landscapes. Both point and non-point sources contribute pollution to Great Lakes surface waters. Best management practices (BMPs) are a common tool used to reduce both point and non-point source pollution and improve water quality. Meanwhile, identification of critical source areas of pollution and placement of BMPs plays an important role in pollution reduction. The goal of this study is to evaluate the performance of different targeting methods in 1) identifying priority areas (high, medium, and low) based on various factors such as pollutant concentration, load, and yield, 2) comparing pollutant (sediment, total nitrogen-TN, and total phosphorus-TP) reduction in priority areas defined by all targeting methods, 3) determine the BMP relative sensitivity index among all targeting methods. Ten BMPs were implemented in the Saginaw River Watershed using the Soil and Water Assessment Tool (SWAT) model following identification of priority areas. Each targeting method selected distinct high priority areas based on the methodology of implementation. The concentration based targeting method was most effective at reduction of TN and TP, likely because it selected the greatest area of high priority for BMP implementation. The subbasin load targeting method was most effective at reducing sediment because it tended to select large, highly agricultural subbasins for BMP implementation. When implementing BMPs, native grass and terraces were generally the most effective, while conservation tillage and residue management had limited effectiveness. The BMP relative sensitivity index revealed that most combinations of targeting methods and priority areas resulted in a proportional decrease in pollutant load from the subbasin level and watershed outlet. However, the concentration and yield methods were more effective at subbasin reduction, while the stream load method was more effective at reducing pollutants at the watershed outlet. The results of this study indicate that emphasis should be placed on selection of the proper targeting method and BMP to meet the needs and goals of a BMP implementation project because different targeting methods produce varying results. In many states of the US, the total maximum daily load program has been widely developed for watershed water quality restoration and management. However, the total maximum daily load is often represented as an average daily pollutant load based on average long-term flow conditions, and as such, it does not adequately describe the problems they aim to address. Without an adequate characterization of water quality problems, appropriate solutions cannot be identified and implemented. The total maximum daily load approach should consider adequate water quality characterizations based on overall flow conditions rather than on a single flow event such as average daily flow. The Load Duration Curve, which provides opportunities for enhanced pollutant source and best management practice targeting both in the total maximum daily load development and in water quality restoration efforts, has been used for the determination of appropriate total maximum daily load targets. However, at least 30 min to an hour is needed for unskilled people based on our experiences to generate the Load Duration Curve using a desktop-based spreadsheet computer program. Therefore, in this study, the Web-based Load Duration Curve system (https://engineering.purdue.edu/∼ldc/) was developed and applied to a study watershed for an analysis of the total maximum daily load and water quality characteristics in the watershed. This system provides diverse options for Flow Duration Curve and Load Duration Curve analysis of a watershed of interest in a brief time. The Web-based Load Duration Curve system is useful for characterizing the problem according to flow regimes, and for providing a visual representation that enables an easy understanding of the problem and the total maximum daily load targets. This meta-analysis of both published and unpublished studies assesses factors believed to influence adoption of agricultural Best Management Practices in the United States. Using an established statistical technique to summarize the adoption literature in the United States, we identified the following variables as having the largest impact on adoption: access to and quality of information, financial capacity, and being connected to agency or local networks of farmers or watershed groups. This study shows that various approaches to data collection affect the results and comparability of adoption studies. In particular, environmental awareness and farmer attitudes have been inconsistently used and measured across the literature. This meta-analysis concludes with suggestions regarding the future direction of adoption studies, along with guidelines for how data should be presented to enhance the adoption of conservation practices and guide research. Two kinds of agricultural Best Management Practices (BMPs) were examined with respect to cost-effectiveness (CE) in reducing sediment, nitrates-nitrogen (NO3–N) and total phosphorus (TP) losses to surface waters of the Arachtos catchment in Western Greece. The establishment of filter strips at the edge of fields and a non-structural measure, namely fertilization reduction in alfalfa, combined with contour farming and zero-tillage in corn and reduction of animal numbers in pastureland, were evaluated. The Soil and Water Assessment Tool (SWAT) model was used as the non-point-source (NPS) estimator, while a simple economic component was developed estimating BMP implementation cost as the mean annual expenses needed to undertake and operate the practice for a 5-year period. After each BMP implementation, the ratio of their CE in reducing pollution was calculated for each Hydrologic Response Unit (HRU) separately, for each agricultural land use type entirely and for the whole catchment. The results at the HRU scale are presented comprehensively on a map, demonstrating the spatial differentiation of CE ratios across the catchment that enhances the identification of locations where each BMP is most advisable for implementation. Based on the analysis, a catchment management solution of affordable total cost would include the expensive measure of filter strips in corn and only in a small number of pastureland fields, in combination with the profitable measure of reducing fertilization to alfalfa fields. When examined for its impact on river loads at the outlet, the latter measure led to a 20 tn or 8% annual decrease of TP from the baseline with savings of 15€/kg of pollutant reduction. Filter strips in corn fields reduced annual sediments by 66 Ktn or 5%, NO3–N by 71 tn or 9.5% and TP by 27 tn or 10%, with an additional cost of 3.1 €/tn, 3.3 €/kg and 8.1 €/kg of each pollutant respectively. The study concludes that considerable reductions of several pollutant types at the same time can be achieved, even at low total cost, by combining targeted BMP implementation strategies only in small parts of the catchment, also enabling policy makers to take local socio-economic constraints into consideration. The methodology and the results presented aim to facilitate decision making for a cost-effective management of diffuse pollution by enabling modelers and researchers to make rapid and reliable BMP cost estimations and thus being able to calculate their CE at the local level in order to identify the most suitable areas for their implementation. Soil erosion due to water and wind results in the loss of valuable top soil and causes land degradation and environmental quality problems. Site specific best management practices (BMP) are needed to curb erosion and sediment control and in turn, increase productivity of lands and sustain environmental quality. The aim of this study was to investigate the effectiveness of three different types of biodegradable erosion control blankets- fine compost, mulch, and 50–50 mixture of compost and mulch, for soil erosion control under field and laboratory-scale experiments. Quantitative analysis was conducted by comparing the sediment load in the runoff collected from sloped and tilled plots in the field and in the laboratory with the erosion control blankets. The field plots had an average slope of 3.5% and experiments were conducted under natural rainfall conditions, while the laboratory experiments were conducted at 4, 8 and 16% slopes under simulated rainfall conditions. Results obtained from the field experiments indicated that the 50–50 mixture of compost and mulch provides the best erosion control measures as compared to using either the compost or the mulch blanket alone. Laboratory results under simulated rains indicated that both mulch cover and the 50–50 mixture of mulch and compost cover provided better erosion control measures compared to using the compost alone. Although these results indicate that the 50–50 mixtures and the mulch in laboratory experiments are the best measures among the three erosion control blankets, all three types of blankets provide very effective erosion control measures from bare-soil surface. Results of this study can be used in controlling erosion and sediment from disturbed lands with compost mulch application. Testing different mixture ratios and types of mulch and composts, and their efficiencies in retaining various soil nutrients may provide more quantitative data for developing erosion control plans. The transport of nutrients and soil sediments in runoff has been recognized as a noteworthy environmental issue. Vegetative Filter Strips (VFS) have been used as one of the best management practices (BMPs) for retaining nutrients and sediments from surface runoff, thus preventing the pollutants from reaching receiving waters. However, the effectiveness of a VFS when combined with a subsurface drainage system has not been investigated previously. This study was undertaken to monitor the retention and transport of nutrients within a VFS that had a subsurface drainage system installed at a depth of 1.2 m below the soil surface. Nutrient concentrations of NO3-N (Nitrate Nitrogen), PO4 − (Orthophosphorus), and TP (Total Phosphorus) were measured in surface water samples (entering and leaving the VFS), and subsurface outflow. Soil samples were collected and analyzed for plant available Phosphorus (Bray P1) and NO3-N concentrations. Results showed that PO4 −, NO3-N, and TP concentrations decreased in surface flow through the VFS. Many surface outflow water samples from the VFS showed concentration reductions of as much as 75% for PO4 − and 70% for TP. For subsurface outflow water samples through the drainage system, concentrations of PO4 − and TP decreased but NO3-N concentrations increased in comparison to concentrations in surface inflow samples. Soil samples that were collected from various depths in the VFS showed a minimal buildup of nutrients in the top soil profile but indicated a gradual buildup of nutrients at the depth of the subsurface drain. Results demonstrate that although a VFS can be very effective in reducing runoff and nutrients from surface flow, the presence of a subsurface drain underneath the VFS may not be environmentally beneficial. Planners advocate best management practices (BMPs) to reduce loss of sediment and nutrients in agricultural areas. However, the scientific community lacks tools that use readily available data to investigate the relationships between BMPs and their spatial locations and water quality. In rural, humid regions where runoff is associated with saturation-excess processes from variable source areas (VSAs), BMPs are potentially most effective when they are located in areas that produce the majority of the runoff. Thus, two critical elements necessary to predict the water quality impact of BMPs include correct identification of VSAs and accurate predictions of nutrient reduction due to particular BMPs. The objective of this research was to determine the effectiveness of BMPs using the Variable Source Loading Function (VSLF) model, which captures the spatial and temporal evolutions of VSAs in the landscape. Data from a long-term monitoring campaign on a 164-ha farm in the New York City source watersheds in the Catskills Mountains of New York state were used to evaluate the effectiveness of a range of BMPs. The data spanned an 11-year period over which a suite of BMPs, including a nutrient management plan, riparian buffers, filter strips and fencing, was installed to reduce phosphorus (P) loading. Despite its simplicity, VSLF predicted the spatial distribution of runoff producing areas well. Dissolved P reductions were simulated well by using calibrated reduction factors for various BMPs in the VSLF model. Total P losses decreased only after cattle crossings were installed in the creek. The results demonstrated that BMPs, when sited with respect to VSAs, reduce P loss from agricultural watersheds, providing useful information for targeted water quality management. Tributyltin (TBT)-based antifouling paints have been successfully used for over 40years to protect a ship's hull from biofouling. However, due to its high toxicity to marine organisms, the International Maritime Organization (IMO), in 1990, adopted a resolution recommending governments to adopt measures to eliminate antifouling paints containing TBT. High concentrations of TBT are detected in the vicinity of ports and shipyards. TBT is also usually detected in the sediment, in which it accumulates. This study reviews recent literature for the best management practices (BMPs) in order to minimize the environmental effects of TBT. The paper focuses on the evaluation of the available techniques for the removal of TBT from shipyard wastes and from the sediment. The most effective treatment methods are highlighted. BMPs include recycling of abrasive materials, use of cleaner abrasive materials, reuse of spent abrasive materials, substitution of hydroblasting by vacuum blasting or containment or ultra-high-pressure water blasting and confinement of pollution by enclosure and containment systems. The treatment of the TBT wastes by conventional biological wastewater treatment processes is probably not suitable, because the concentrations of TBT found in shipyards’ wastewaters are toxic to microorganisms. Advanced technologies such as activated carbon adsorption and dissolved air floatation, in combination with filtration and coagulation-clarification, photodegradation and electrochemical treatment, are required to remove TBT. However, advanced methods should be further optimized to meet the regulatory limit of 200ng/L. To date, only one published work examines the efficiency of incineration for the treatment of solid sandblast wastes. Abstract: Sedimentation basins (SBs) are commonly used during highway construction for erosion and sedimentation pollution control as well as for attenuation of overland storm waters. In order to evaluate the sediment removal capacity of these SBs, four basins were selected for monitoring from a new highway construction that extends I-99 to I-80, in Pennsylvania. Between September 2004 and August 2005, ten sampling trips were conducted during which basin inlet and outlet water samples were obtained. The SB samples were analyzed for pH, color, turbidity, total suspended solids (TSS), volatile suspended solids (VSS), total and dissolved iron, magnesium, manganese, aluminum, calcium, sulfate and phosphate. The data showed peaks in concentrations of TSS, total aluminum, total manganese, total iron and total phosphate that closely correlated to localized rainfall peaks. For certain samples, the concentration of TSS in the outlet was higher than the TSS concentration at the basin inlet, suggesting sediment re-suspension. In general SBs managed high flows during wet weather events, but were not effective in capturing particulates. This paper discusses the need for Best Management Practices (BMPs) for the design of SBs that reflect contemporary concerns for management of particle removal and to control the release of particulate-bound metals. This paper also evaluates the water quality impacts of naturally occurring acidic drainages into SBs, as several acidic seeps with pH in the range of 5–6 and having high dissolved concentrations of metals (Fe, Mn, Mg and Ca), sulfate and phosphate were observed draining into the SBs. Abstract: This paper examines and compares the management practices and regulatory approaches used by the Mid-Atlantic States of Delaware, Maryland, New Jersey, and Pennsylvania for improving the quality of storm-water runoff. Such practices range from simple extended detention criteria in Pennsylvania through the BMP credit system used by Maryland, to the latest “green technology” methods promoted in Delaware and the recharge, quality and peak reduction approaches of New Jersey. All practices are designed to meet EPA requirements for total suspended solids (TSS) removal, but verification of performance is not required. More sophisticated methods of evaluating TSS removal that can be used for engineering design purposes are needed. [Copyright &y& Elsevier]

Abstract: The purpose of this study is to develop a model for optimal nonpoint source pollution control for the Fei-Tsui Reservoir watershed in Northern Taiwan. Several structural best management practices (BMPs) are selected to treat stormwater runoff. The complete model consists of two interacting components: an optimization model based on discrete differential dynamic programming (DDDP) and a zero-dimensional reservoir water quality model. A predefined procedure is used to locate suitable sites for construction of various selected BMPs in the watershed. In the optimization model, the objective function is to find the best combination of BMP type and placement, which minimizes the total construction and operation, maintenance, and repair (OMR) costs of the BMPs. The constraints are the water quality standards for total phosphorus (TP) and total suspended solids (TSS) concentrations in the reservoir. A zero-dimensional reservoir water quality model of the Vollenweider type is embedded in the optimization framework to simulate pollutant concentrations in Fei-Tsui Reservoir. The resulting optimal cost and benefit of water quality improvement are depicted by the model-derived trade-off curves. The modeling framework developed in the present study could be used as an efficient tool for planning a watershed-wide implementation of BMPs for mitigating stormwater pollution impact on the receiving water bodies. Vehicle collisions with wildlife have the potential to negatively impact species everywhere roads divide natural habitats; this is especially true in areas where roads are a recent addition to the landscape (e.g., in the last decade) and/or where expansion of a road network is underway. This study addresses the impact of traffic fatalities on lava lizards, Microlophus albemarlensis, on the island of Santa Cruz, Galápagos. The main road bisecting the island north to south was added to the island beginning in 1974 but not fully paved until 2000. We assessed impacts occurring due to traffic and vehicle speeds on the island. This study adds impacts to lizard populations to those conducted on birds on Santa Cruz, providing a means to create multi-species recommendations. To quantify impacts to lizard populations, we assessed lizards on randomly chosen transects perpendicular to the road. We used Poisson regression to analyze those data and found a 30% increase in lizard abundance per 100m distance from the road across vegetation zones. We compared incidence of prior tail loss of road-killed lizards and live animals to comment on additional energetic costs of occupying near-road territories. Tail condition could not be assessed in some roadkilled lizards; among those that we could assess, 29% showed evidence of prior tail loss. That rate declined to apparent baseline conditions of only 1% beyond 200m from the road. By traveling the length of the 40-km road, we identified hot spots for fatalities of both lizards and birds to provide necessary information for developing management and remediation strategies. We offer guidance on Best Management Practices, such as testing overpasses, fencing and underpasses, which might reduce vehicle impacts to lizards from drivers on the current road. This information is essential because of a planned increase in the Santa Cruz road network in areas where lava lizards are most abundant. [Copyright &y& Elsevier]

Possible cleaner production (CP) opportunities for a milk processing facility were examined in this study. The CP concept and its key tools of implementation were used to assess the potential CP opportunities in the facility studied. The general production process and its resulting environmental loads were investigated by taking possible CP opportunities as the basis of study. The methodology developed for CP opportunity assessment in the milk processing facility covered two major steps: preparation of checklists to assist auditing and CP opportunity assessment, and implementation of the mass-balance analysis. For mass-balance analysis, measurements and experimental analysis of the mass flows were utilized to determine the inputs and outputs. Prepared checklists were utilized to determine waste reduction options that could be implemented. Selected opportunities were evaluated considering their environmental benefits and economic feasibility. The results of the study indicated that 50% of the service water used, 9.3% of the current wastewater (WW) discharge, 65.36% of the chemical use and the discharge of 181.9kg/day of chemical oxygen demand (COD) and 20.7kg/day of total suspended solids (TSS) could be eliminated and 19.6% of the service water used could be recycled/reused. A monitoring and evaluation program was undertaken, involving six different styles of evaluation to determine whether a low-cost, eight month education campaign that operated within a small commercial district was successful at changing people''s behavior and reducing stormwater litter loads. This project also tested newly developed guidelines for monitoring and evaluating all types of non-structural stormwater quality best management practices (BMPs). The project evaluated: the extent and quality of the campaign''s implementation; the degree to which it changed the awareness, attitudes, self-reported behavior and actual behavior of merchants and the public; and the nature of changes in stormwater litter loads. Overall, the education campaign produced mixed results, with the net result being modestly positive. Specifically, it was: unsuccessful at significantly influencing the knowledge or attitudes of merchants or the public; modestly successful at influencing the behavior of merchants and the public; and modestly successful at reducing litter loads in stormwater. At a theoretical level, the project highlights how using different ‘styles’ of BMP evaluation can help to build a more complete picture of a BMP''s performance. At a practical level, the project helped to improve the monitoring and evaluation guidelines and produced evidence-based design guidelines for future campaigns that aim to reduce littering in commercial areas. Despite continuous investment and various efforts to control pollution, urban water environments are worsening in large parts of the developing world. In order to reveal potential constraints and limitations of current practices of urban water management and to stimulate proactive intervention, we conducted a material flow analysis of the urban water system in Kunming City. The results demonstrate that the current efficiency of wastewater treatment is only around 25% and the emission of total phosphorous from the city into its receiving water, Dianchi Lake, is more than 25 times higher than its estimated tolerance. With regard to the crisis of water quantity and quality, the goal of a sustainable urban water environment cannot be attained with the current problem-solving approach in the region due to the technical limitations of the conventional urban drainage and treatment systems. A set of strategies is therefore proposed. The urban drainage system in Zurich is used as a reference for a potential best-available technology for conventional urban water management (BAT) scenario in terms of its low combined frequency of sewer overflow.
