The article describes the international experience of the type of punishment and restraint for the early release of prisoners. The experience of various world powers is considered. Who practice early release, commutation of sentences in general. International experience with criminal early release shows different practices. Let's consider some of them, and how it is applied or sees its reflection in Kazakhstani practice. They also talk about the prospect of parole, which is the most effective incentive for a convict to positive behavior in places of detention, since it is impossible to achieve correction without encouraging measures. Every convicted person, after sentencing and arriving at the place of serving the sentence, knows when he must be released from places of imprisonment after the expiration of the sentence. At the same time, he knows not only the year, month and day, but even the hours of such release, which is directly provided for by law. Knows the procedure for parole, which allows you to be released much earlier than the end of the sentence established by the court, subject to proper behavior.

he relevance of the topic under study is due to the fact that compatriots abroad and the related problems of migration and immigration are distinguished by the transition from a socio-economic, cultural phenomenon to a political one. In this regard, it is expected that geopolitical changes will lead to new waves of migration and the need for legal regulation of issues related to state support for compatriots abroad. This issue is undoubtedly relevant for Kazakhstan as well. Thus, the policy of state support for Kazakhs abroad has recently been significantly updated in connection with the narrowing of the scope of the Kazakh language and the threat of gradual loss and assimilation of the original national identity of Kazakhs in their countries of residence. The main purpose of the research is to study problematic issues of legal regulation of state support for compatriots abroad, as well as preparation of relevant proposals based on the study of international experience, since at present in Kazakhstan support of foreign compatriots is not regulated from a legal point of view, which does not correspond to international practice. The scientific and practical significance of the study lies in the fact that the issues of state support for compatriots abroad, primarily the Kazakh diaspora, are considered, that is, on the one hand, the current state of state policy and national legislation, on the other, modern international experience. The article, to a greater extent, focuses on the legal regulation of this issue. In addition, the study of issues of support for compatriots abroad is closely related to such components as the diaspora, the migration process, and in this regard, they were also considered. The methodological basis of the research is: general scientific methods (logical, structural and systems analysis, synthesis, comparison, abstraction, induction and deduction, modeling), as well as special methods and techniques for studying phenomena and processes (concrete historical, dialectical, formal-logical, structural-functional, method of comparative jurisprudence). As a result of the study, taking into account the world experience, for the first time in Kazakhstan the necessity of adopting a special law regulating the issues of state support of compatriots abroad was substantiated.

The article deals with issues relating to international cooperation in countering terrorism and using the positive experience of foreign countries in ensuring security. Terrorism and extremism are estimated by the authors as the main threats not only to national but also to international security. Recognizing the global nature of these threats, the international community seeks to develop a common policy of struggle, since the effectiveness of anti-terrorism measures can only be achieved with active interstate cooperation. Currently, at the level of the United Nations, a number of conventions and protocols have been adopted, aimed at unifying legal concepts in the sphere of countering terrorism and extremism, creating unified mechanisms for preventing and suppressing crimes of a terrorist nature. The paper analyzes the main provisions of these international conventions and evaluates their importance for ensuring security throughout the world. Considering that the Republic of Kazakhstan has not so great practical experience in countering terrorism, the issues of researching legislation and practice of the law enforcement agencies of foreign countries that have been fighting for many years against terrorism and extremism are of particular relevance. The authors, analyzing the modern legal framework and the practice of joint activities of the competent authorities of various states in countering terrorism, justify their proposals for the further development of international cooperation in this field. The study of foreign experience, its systematization, adaptation to the conditions of Kazakhstan will help optimize the activities against terrorism and extremism and avoid possible mistakes in the choice of means and methods of such a struggle.

The relevance of the title studied in the article is due to the specifics of Islamic Finance, which dem-onstrate their advantages and find distribution throughout the world, both in the countries of Muslim society and in developed European countries. As Islamic Finance in Kazakhstan has not been developed properly since 2009, the authors set a goal to study the experience and mechanism of better adaptation and integration of Islamic Finance in the financial sector of the country. Based on the analysis of interna-tional experience of application of Islamic financial instruments developed and proposed recommenda-tions for enhancing their implementation and increase the impact on the real sector of the economy of the Republic of Kazakhstan. The results of the study showed that the problem of insufficient spread of Islamic banking and fi-nance is using a more conservative model of development Islamic finance and the presence of some restrictive barriers of both prudential and social nature.Research results. The results of the study can be used for the successful spread of Islamic Finance in Kazakhstan, as well as to promote economic cooperation with the countries of the Islamic world.Application area. In this article the foreign experience of state regulation of innovative projects at the regional level. Comparative analysis of the experience of developed countries shows that in many countries formed a countermovement «from the center to the regions» and «from the regions to the center.» There is a spontaneous process of searching for innovative models of regional development, while the process of the search model of innovative development «from above», at the level of national governments. And if at the level of regions dominated by attempts to real action on the transfer of development economics with virtually no experience with the formation of a model to be emulated in other regions, the level of federal centers dominate the discussion, debate, construction of theoretical models with a significant lack of real action in relation to the region in the direction of helping them to change the structure of their economies.
