The article discusses the authors' research assessing the rate of progress toward the European Union (EU) European Research Area (ERA) initiative's vision of overcoming national borders through directed funding, increased mobility, and streamlined innovation policies. The authors constructed five geographical collaboration networks using patent and scientific publication data, including data from the Organization for Economic Cooperation and Development (OECD) REGPAT (registered patents) database, that provided several perspectives related to EU research and development (R&D). Their use of a network-clustering algorithm to identify subsets of R&D communities and results that suggests Europe remains a collection of national innovation systems are discussed.
