For many years, an extensive array of chemometric methods have provided a platform upon which a quantitative description of environmental conditions can be obtained. Applying chemometric methods to environmental data allows us to identify and describe the interrelations between certain environmental drivers. They also provide an insight into the interrelationships between these drivers and afford us a greater understanding of the potential impact that these drivers can place upon the environment. However, an effective marriage of these two systems has not been performed. Therefore, it is the aim of this review to highlight the advantages of using chemometrics and sensors to identify hidden trends in environmental parameters, which allow the state of the environment to be effectively monitored. Despite the combination of chemometrics and sensors, to capture new developments and applications in the field of environmental sciences, these methods have not been extensively used. Importantly, although different parameters and monitoring procedures are required for different environments (e.g., air, water, soil), they are not distinct, separate entities. Contemporary developments in the use of chemometrics afford us the ability to predict changes in different aspects of the environment using instrumental methods. This review also provides an insight into the prevailing trends and the future of environmental sensing, highlighting that chemometrics can be used to enhance our ability to monitor the environment. This enhanced ability to monitor environmental conditions and to predict trends would be beneficial to government and research agencies in their ability to develop environmental policies and analysis procedures. Aviation emits pollutants that affect the climate, including CO2 and NOx, NOx indirectly so, through the formation of tropospheric ozone and reduction of ambient methane. To improve the fuel performance of engines, combustor temperatures and pressures often increase, increasing NOx emissions. Conversely, combustor modifications to reduce NOx may increase CO2. Hence, a technology trade-off exists, which also translates to a trade-off between short-lived climate forcers and a long-lived greenhouse gas, CO2. Moreover, the NOx-O3-CH4 system responds in a nonlinear manner, according to both aviation emissions and background NOx. A simple climate model was modified to incorporate nonlinearities parametrized from a complex chemistry model. Case studies showed that for a scenario of a 20% reduction in NOx emissions the consequential CO2 penalty of 2% actually increased the total radiative forcing (RF). For a 2% fuel penalty, NOx emissions needed to be reduced by >43% to realize an overall benefit. Conversely, to ensure that the fuel penalty for a 20% NOx emission reduction did not increase overall forcing, a 0.5% increase in CO2 was found to be the "break even" point. The time scales of the climate effects of NOx and CO2 are quite different, necessitating careful analysis of proposed emissions trade-offs. [ABSTRACT FROM AUTHOR]

Environmental consequences of electricity generation are often determined using average emission factors. However, as different interventions are incrementally pursued in electricity systems, the resulting marginal change in emissions may differ from what one would predict based on system-average conditions. Here, we estimate average emission factors and marginal emission factors for CO2, SO2 , and NOx from fossil and nonfossil generators in the Midcontinent Independent System Operator (MISO) region during years 2007-2016. We analyze multiple spatial scales (all MISO; each of the 11 MISO states; each utility; each generator) and use MISO data to characterize differences between the two emission factors (average; marginal). We also explore temporal trends in emissions factors by hour, day, month, and year, as well as the differences that arise from including only fossil generators versus total generation. We find, for example, that marginal emission factors are generally higher during late-night and early morning compared to afternoons. Overall, in MISO, average emission factors are generally higher than marginal estimates (typical difference: ~20%). This means that the true environmental benefit of an energy efficiency program may be ~20% smaller than anticipated if one were to use average emissions factors. Our analysis can usefully be extended to other regions to support effective near-term technical, policy and investment decisions based on marginal rather than only average emission factors. DecaBDE has been widely used as flame retardant in electrical and electronic equipment (EEE). It has recently been listed in Annex A of the Stockholm Convention. The time series flow, stock, and emission of DecaBDE in EEE in Japan were quantified. On this basis, a risk/risk trade-off analysis of substituting DecaBDE with triphenyl phosphate (TPhP) that is one possible phosphorus-based alternative was conducted. The stock of DecaBDE reached a maximum of ~42 000 t in 1995. Even though the demand flow was negligible in 2030, the stock was modeled to be still ~470 t. The outflow of DecaBDE, from the use phase to the disposal phase, peaked at ~4500 t/yr. in 2001. The DecaBDE emission to atmosphere was mainly derived from the production phase before 1990. The use phase became the largest contributor to the total emission from 1995 to 2000. Whereas the disposal phase dominated the total emission from 2000 onward. In the substitution analysis, a trade-off between human and ecological health effect was revealed in case of replacing DecaBDE with TPhP. The benefits and impacts of unconventional natural gas development are realized at different spatial scales, calling into question the appropriate jurisdictional level at which to set and enforce environmental policy. This paper evaluates impact fee allocation under Pennsylvania Act 13, which authorizes Commonwealth payments to Pennsylvania counties to offset damages from unconventional natural gas extraction in exchange for consolidated state-level regulatory authority. We evaluate the adequacy of damage compensation allocation for impacts that are spatially and temporally removed from the well site, using the air emissions associated with natural gas wastewater transport as a case study. Wastewater transport from wells eligible for 2011 impact fee disbursement calculations generated an estimated $11.6 million in air emission damages from 2004 to 2013, with 35% of damages occurring out-of-state and an average of 94% of damages occurring out-of-county. We find that compensatory payments from Pennsylvania Act 13, which are based upon the number of wells drilled in a county in a single year, inadequately account for spatially and temporally distributed impacts from wastewater transport. This case study of Pennsylvania Act 13 highlights potential issues associated with central regulators using compensatory payments as a means of resolving jurisdictional conflict. In cases where the central regulator benefits from the polluting activity, we argue that there is incentive to focus compensation on local damages and undervalue regional and spatially distributed damages in compensation algorithms. Accounting for greenhouse gas (GHG) emissions of nations is essential to understanding their importance to global climate change and help inform the policymaking on global GHG mitigation. Previous studies have made efforts to evaluate direct GHG emissions of nations (a.k.a. production-based accounting method) and GHG emissions caused by the final consumption of nations (a.k.a. consumption-based accounting method), but overlooked downstream GHG emissions enabled by primary inputs of individual nations and sectors (a.k.a. income-based accounting method). Here we show that the income-based accounting method reveals new GHG emission profiles for nations and sectors. The rapid development of mining industries drives income-based GHG emissions of resource-exporting nations (e.g., Australia, Canada, and Russia) during 1995-2009. Moreover, the rapid development of sectors producing basic materials and providing financial intermediation services drives income-based GHG emissions of developing nations (e.g., China, Indonesia, India, and Brazil) during this period. The income-based accounting can support supply side policy decisions and provide additional information for determining GHG emission quotas based on cumulative emissions of nations and designing policies for shared responsibilities. Chemical persistence is a key property for assessing chemical risk and chemical hazard. Current methods for evaluating persistence are based on laboratory tests. The relationship between the laboratory based estimates and persistence in the environment is often unclear, in which case the current methods for evaluating persistence can be questioned. Chemical benchmarking opens new possibilities to measure persistence in the field. In this paper we explore how the benchmarking approach can be applied in both the laboratory and the field to deepen our understanding of chemical persistence in the environment and create a firmer scientific basis for laboratory to field extrapolation of persistence test results. The potential for new U.S. regulations for Cr(VI) in drinking water have spurred strong interests in improving technologies for Cr(VI) removal. This study examined iron electrocoagulation for Cr(VI) removal at conditions directly relevant to drinking water treatment. Cr(VI) is chemically reduced to less soluble Cr(III) species by the Fe(II) produced from an iron anode, and XANES spectra indicate that the Cr is entirely Cr(III) in solid-phases produced in electrocoagulation. The dynamics of Cr(VI) removal in electrocoagulation at pH 6 and pH 8 at both oxic and anoxic conditions can be described by a new model that incorporates Fe(II) release from the anode and heterogeneous and homogeneous reduction of Cr(VI) by Fe(II). Heterogeneous Cr(VI) reduction by adsorbed Fe(II) was critical to interpreting Cr(VI) removal at pH 6, and the Fe- and Cr-containing EC product was found to catalyze the redox reaction. Dissolved oxygen (DO) did not observably inhibit Cr(VI) removal because Fe(II) reacts with DO more slowly than it does with Cr(VI), and Cr(VI) removal was faster at higher pH. Even in the presence of common groundwater solutes, iron electrocoagulation lowered Cr(VI) concentrations to levels well below California's 10 μg/L. [ABSTRACT FROM AUTHOR]

Environmental measurement programs are often undertaken with the assumption that measurements at a given location will be comparable to others that would be observed at the same time in the immediate vicinity, but this assumption has seldom been tested. This paper does so. We discuss here the precision of atmospheric concentration measurements of persistent organic pollutants (POPs) near the North American Great Lakesmeasurements that we have been conducting since 1994. We report the relative percent differences between the measured values for 100-200 duplicate samples, and through our use of surrogate (recovery) standards, we have separated the analytical error from the sampling error for the target compounds. The error contributions we calculated were on the order of 5% for the analytical error and 20% for the sampling error, suggesting that the latter is the greatest hindrance to increased precision. In a comparison of relative percent differences for measurements among different atmospheric phases, we observed the highest errors for precipitation samples, with an average median of 35 ± 3, which is more than for vapor-phase samples (27 ± 3) or particle-phase samples (27 ± 2). We suggest that sampling errors are principally the result of inaccuracies in measuring the sample volume and possibly the result of spatial heterogeneity of the atmosphere. [ABSTRACT FROM AUTHOR]

Rule-based weight of evidence approaches to ecological risk assessment may not account for uncertainties and generally lack probabilistic integration of lines of evidence. Bayesian networks allow causal inferences to be made from evidence by including causal knowledge about the problem, using this knowledge with probabilistic calculus to combine multiple lines of evidence, and minimizing biases in predicting or diagnosing causal relationships. Too often, sources of uncertainty in conventional weight of evidence approaches are ignored that can be accounted for with Bayesian networks. Specifying and propagating uncertainties improve the ability of models to incorporate strength of the evidence in the risk management phase of an assessment. Probabilistic inference from a Bayesian network allows evaluation of changes in uncertainty for variables from the evidence. The network structure and probabilistic framework of a Bayesian approach provide advantages over qualitative approaches in weight of evidence for capturing the impacts of multiple sources of quantifiable uncertainty on predictions of ecological risk. Bayesian networks can facilitate the development of evidence-based policy under conditions of uncertainty by incorporating analytical inaccuracies or the implications of imperfect information, structuring and communicating causal issues through qualitative directed graph formulations, and quantitatively comparing the causal power of multiple stressors on valued ecological resources. These aspects are demonstrated through hypothetical problem scenarios that explore some major benefits of using Bayesian networks for reasoning and making inferences in evidence-based policy. This research assesses climate, technological, and policy impacts on consumptive water use from electricity generation in the Southwest over a planning horizon of nearly a century. We employed an integrated modeling framework taking into account feedbacks between climate change, air temperature and humidity, and consequent power plant water requirements. These direct impacts of climate change on water consumption by 2095 differ with technology improvements, cooling systems, and policy constraints, ranging from a 3-7% increase over scenarios that do not incorporate ambient air impacts. Upon additional factors being changed that alter electricity generation, water consumption increases by up to 8% over the reference scenario by 2095. With high penetration of wet recirculating cooling, consumptive water required for low-carbon electricity generation via fossil fuels will likely exacerbate regional water pressure as droughts become more common and population increases. Adaptation strategies to lower water use include the use of advanced cooling technologies and greater dependence on solar and wind. Water consumption may be reduced by 50% in 2095 from the reference, requiring an increase in dry cooling shares to 35-40%. Alternatively, the same reduction could be achieved through photovoltaic and wind power generation constituting 60% of the grid, consistent with an increase of over 250% in technology learning rates. We present an integrated model, SWITCH-China, of the Chinese power sector with which to analyze the economic and technological implications of a medium to long-term decarbonization scenario while accounting for very-short-term renewable variability. On the basis of the model and assumptions used, we find that the announced 2030 carbon peak can be achieved with a carbon price of ~$40/tCO2. Current trends in renewable energy price reductions alone are insufficient to replace coal; however, an 80% carbon emission reduction by 2050 is achievable in the Intergovernmental Panel on Climate Change Target Scenario with an optimal electricity mix in 2050 including nuclear (14%), wind (23%), solar (27%), hydro (6%), gas (1%), coal (3%), and carbon capture and sequestration coal energy (26%). The co-benefits of carbon-price strategy would offset 22% to 42% of the increased electricity costs if the true cost of coal and the social cost of carbon are incorporated. In such a scenario, aggressive attention to research and both technological and financial innovation mechanisms are crucial to enabling the transition at a reasonable cost, along with strong carbon policies. We develop a multicriteria decision-making model coupled with scenario analysis to quantitatively elucidate the reciprocal effect between a mandatory pollutant emissions reduction policy and industrial structure change within the manufacturing sector on the basis of an in-depth study of a well-developed coastal area in East China, Ningbo City, toward 2020. First, 18 two-digit level industries (TDLIs) in the manufacturing sector are screened out due to intensive emissions of the four pollutants (COD, NH3-N, SO2, and NOx). Second, a model is established to identify the optimal solution for the industrial structure adjustment of the 18 TDLIs under two scenarios, the "business-as-usual" scenario and the "industrial structure adjustment" scenario. Both scenarios are expanded into three subscenarios. Quantitative constraint conditions and two criteria are formulated to screen out the optimal solutions. We propose a coefficient of industrial structure adjustment, Ki, which could clearly reflect the policy preference in terms of industrial development and reallocate the quota of the four-pollutant emission among the 18 TDLIs with regards to the different expectations of economy development in 2020. The model will help local authorities make tailored policies to reduce pollution emissions effectively through industrial structure change by delicately allocating the pollutant emission quota and setting reasonable targets of emission intensity reduction among TDLIs. Recent observations suggest a large and unknown daytime source of nitrous acid (HONO) to the atmosphere. Multiple mechanisms have been proposed, many of which involve chemistry that reduces nitrogen dioxide (NO2) on some time scale. To examine the NO2 dependence of the daytime HONO source, we compare weekday and weekend measurements of NO2 and HONO in two U.S. cities. We find that daytime HONO does not increase proportionally to increases in same-day NO2, i.e., the local NO2 concentration at that time and several hours earlier. Emission-control policies have been implemented in Europe and North America since the 1990s for polychlorodibenzodioxins (PCDDs) and furans (PCDFs). To assess the effect of these policies on temporal trends and spatial patterns for these compounds in a large European river system, sediment cores were collected in seven depositional areas along the Rhone River in France, dated, and analyzed for PCDDs and PCDFs. Results show concentrations increase in the downstream direction and have decreased temporally at all sites during the last two decades, with an average decrease of 83% from 1992 to 2010. The time for a 50% decrease in concentrations (t1/2) averaged 6.9 ± 2.6 and 9.1 ± 2.9 years for the sum of measured PCDDs and PCDFs, respectively. Congener patterns are similar among cores and indicate dominance of regional atmospheric deposition and possibly weathered local sources. Local sources are clearly indicated at the most downstream site, where concentrations of the most toxic dioxin, TCDD, are about 2 orders of magnitude higher than at the other six sites. The relatively steep downward trends attest to the effects of the dioxin emissions reduction policy in Europe and suggest that risks posed to aquatic life in the Rhone River basin from dioxins and furans have been greatly reduced. Habitat degradation and subsequent biodiversity damage often take place far from the place of consumption because of globalization and the increasing level of international trade. Informing consumers and policy makers about the biodiversity impacts "hidden" in the life cycle of imported products is an important step toward achieving sustainable consumption patterns. Spatially explicit methods are needed in life cycle assessment to accurately quantify biodiversity impacts of products and processes. We use the Countryside species-area relationship (SAR) to quantify regional species loss due to land occupation and transformation for five taxa and six land use types in 804 terrestrial ecoregions. Further, we calculate vulnerability scores for each ecoregion based on the fraction of each species' geographic range (endemic richness) hosted by the ecoregion and the IUCN assigned threat level of each species. Vulnerability scores are multiplied with SAR-predicted regional species loss to estimate potential global extinctions per unit of land use. As a case study, we assess the land use biodiversity impacts of 1 kg of bioethanol produced using six different feed stocks in different parts of the world. This paper explores whether a Panama Canal Authority pollution tax could be an effective economic instrument to achieve Emission Control Area (ECA)-like reductions in emissions from ships transiting the Panama Canal. This tariff-based policy action, whereby vessels in compliance with International Maritime Organisation (IMO) ECA standards pay a lower transit tariff than noncompliant vessels, could be a feasible alternative to petitioning for a Panamanian ECA through the IMO. A $4.06/container fuel tax could incentivize ECA-compliant emissions reductions for nearly two-thirds of Panama Canal container vessels, mainly through fuel switching; if the vessel(s) also operate in IMO-defined ECAs, exhaust-gas treatment technologies may be cost-effective. The RATES model presented here compares current abatement technologies based on hours of operation within an ECA, computing costs for a container vessel to comply with ECA standards in addition to computing the Canal tax that would reduce emissions in Panama. Retrofitted open-loop scrubbers are cost-effective only for vessels operating within an ECA for more than 4500 h annually. Fuel switching is the least-cost option to industry for vessels that operate mostly outside of ECA regions, whereas vessels operating entirely within an ECA region could reduce compliance cost with exhaust-gas treatment technology (scrubbers). We evaluate the impact of climate change on U.S. air quality and health in 2050 and 2100 using a global modeling framework and integrated economic, climate, and air pollution projections. Three internally consistent socioeconomic scenarios are used to value health benefits of greenhouse gas mitigation policies specifically derived from slowing climate change. Our projections suggest that climate change, exclusive of changes in air pollutant emissions, can significantly impact ozone (O3) and fine particulate matter (PM2.5) pollution across the U.S. and increase associated health effects. Climate policy can substantially reduce these impacts, and climate-related air pollution health benefits alone can offset a significant fraction of mitigation costs. We find that in contrast to cobenefits from reductions to coemitted pollutants, the climate-induced air quality benefits of policy increase with time and are largest between 2050 and 2100. Our projections also suggest that increasing climate policy stringency beyond a certain degree may lead to diminishing returns relative to its cost. "Getting the prices right" through internalizing external costs is a guiding principle of environmental policy making, one recent example being the EU Clean Air Policy Package released at the end of 2013. It is supported by impact assessments, including monetary valuation of environmental and health damages. For over 20 years, related methodologies have been developed in Europe in the Externalities of Energy (ExternE) project series and follow-up activities. In this study, we aim at analyzing the main methodological developments over time from the 1990s until today with a focus on classical air pollution-induced human health damage costs. An up-to-date assessment including the latest European recommendations is also applied. Using a case from the energy sector, we identify major influencing parameters: differences in exposure modeling and related data lead to variations in damage costs of up to 21%; concerning risk assessment and monetary valuation, differences in assessing long-term exposure mortality risks together with assumptions on particle toxicity explain most of the observed changes in damage costs. It is challenging to reduce ground-level ozone (O3) pollution at a given locale, due in part to the contributions of both local and distant sources. We present direct evidence that the increasing regional effects have negated local control efforts for O3 pollution in Hong Kong over the past decade, by analyzing the daily maximum 8 h average O3 and Ox (=O3+NO2) concentrations observed during the high O3 season (September-November) at Air Quality Monitoring Stations. The locally produced Ox showed a statistically significant decreasing trend over 2002-2013 in Hong Kong. Analysis by an observation-based model confirms this decline in in situ Ox production, which is attributable to a reduction in aromatic hydrocarbons. However, the regional background Ox transported into Hong Kong has increased more significantly during the same period, reflecting contributions from southern/eastern China. The combined result is a rise in O3 and a nondecrease in Ox. This study highlights the urgent need for close cross-boundary cooperation to mitigate the O3 problem in Hong Kong. China's air pollution control policy applies primarily to its large cities, with little attention to developing areas elsewhere. This study evaluates how well China's 11th and 12th Five-Year Plans have been implemented in terms of energy conservation and air pollution control and deconstructs the effects of the economic, energy, and environmental policies included in the Plans. A "counterfactual" comparative-scenario method is deployed, which assumes a business as usual scenario in which the changes in economic, energy, and environmental parameters are "frozen", and then reactivates them one by one, with the help of LEAP modeling. It is found that during the 11th Five-Year Plan period, the binding targets were basically achieved. Economic growth put a great strain upon the energy demand and the environment, but energy policy made a decisive contribution by promoting energy efficiency and structure. Environmental policy promoted the deployment of end-of-pipe treatment which led to the control of certain air pollutants but at the expense of an increase in energy use and in the emission of other pollutants. During the ongoing 12th Five-Year Plan period, energy policy's potential for efficiency improvement is shrinking, but economic policy is restraining economic growth thus making a positive contribution. Lifecycle analysis (LCA) metrics of greenhouse gas emissions are increasingly being used to select technologies supported by climate policy. However, LCAs typically evaluate the emissions associated with a technology or product, not the impacts of policies. Here, we show that policies supporting the same technology can lead to dramatically different emissions impacts per unit of technology added, due to multimarket responses to the policy. Using a policy-based consequential LCA, we find that the lifecycle emissions impacts of four US biofuel policies range from a reduction of 16.1 gCO2e to an increase of 24.0 gCO2e per MJ com ethanol added by the policy. The differences between these results and representative technology-based LCA measures, which do not account for the policy instrument driving the expansion in the technology, illustrate the need for policy-based LCA measures when informing policy decision making. We have demonstrated a novel sensing strategy employing a giant magnetoresistance (GMR) biosensor and DNA chemistry for the detection of mercuric ion (Hg2+). This assay takes advantages of high sensitivity and real-time signal readout of GMR biosensor and high selectivity of thymine-thymine (T-T) pair for Hg2+. The assay has a detection limit of 10 nM in both buffer and natural water, which is the maximum mercury level in drinking water regulated by U.S. Environmental Protection Agency (EPA). The magnitude of the dynamic range for Hg2+ detection is up to three orders (10 nM to 10 μM). Herein, GMR sensing technology is first introduced into a pollutant monitoring area. It can be foreseen that the GMR biosensor could become a robust contender in the areas of environmental monitoring and food safety testing. [ABSTRACT FROM AUTHOR]

Reducing CO2 emissions from the electricity sector will likely require policies that encourage the widespread deployment of a diverse mix of low-carbon electricity generation technologies. Public discourse informs such policies. To make informed decisions and to productively engage in public discourse, citizens need to understand the trade-offs between electricity technologies proposed for widespread deployment. Building on previous paper-and-pencil studies, we developed a computer tool that aimed to help nonexperts make informed decisions about the challenges faced in achieving a low-carbon energy future. We report on an initial usability study of this interactive computer tool. After providing participants with comparative and balanced information about 10 electricity technologies, we asked them to design a low-carbon electricity portfolio. Participants used the interactive computer tool, which constrained portfolio designs to be realistic and yield low CO2 emissions. As they changed their portfolios, the tool updated information about projected CO2 emissions, electricity costs, and specific environmental impacts. As in the previous paper-and-pencil studies, most participants designed diverse portfolios that included energy efficiency, nuclear, coal with carbon capture and sequestration, natural gas, and wind. We investigate empirically how national-level CO2 emissions are affected by urbanization and environmental policy. We use statistical modeling to explore panel data on annual CO2 emissions from 80 countries for the period 1983-2005. Random- and fixed-effects models indicate that, on the global average, the urbanization-emission elasticity value is 0.95 (i.e., a 1 % increase in urbanization correlates with a 0.95% increase in emissions). Several regions display a statistically significant, positive elasticity for fixed- and random-effects models: lower-income Europe, India and the Sub-Continent, Latin America, and Africa. Using two proxies for environmental policy/outcomes (ratification status for the Kyoto Protocol: the Yale Environmental Performance Index), we find that in countries with stronger environmental policy/outcomes, urbanization has a more beneficial (or, a less negative) impact on emissions. Specifically, elasticity values are -1.1 (0.2.1) for higher-income (lower-income) countries with strong environmental policy, versus 0.65 (13) for higher-income (lower-in come) countries with weak environmental policies. Our rinding that the urbanization-emissions elasticity may depend on the strength of a country's environmental policy, not just marginal increases in income, is in contrast to the idea of universal urban scaling laws that can ignore local context. Current economic restructuring policies have ignored unintended environmental consequences and cobenefits, the understanding of which can provide foundations for effective policy decisions for green economy transformation. Using the input-output life cycle assessment model and taking China as an example, we find that household consumption, fixed capital formation, and export are main drivers to China's environmental impacts. At the product scale, major contributors to environmental impacts vary across different types of impacts. Stimulating the development of seven strategic-emerging industries will cause unintended consequences, such as increasing nonferrous metal ore usage, terrestrial acidification, photochemical oxidant formation, human toxicity, and terrestrial ecotoxicity. Limiting the surplus outputs in the construction materials industry and metallurgy industry may only help mitigate some of the environmental impacts caused by China's regulated pollutants, with little effect on reducing other impacts, such as marine eutrophication, terrestrial acidification, photochemical oxidant formation, and particulate matter formation. However, it will bring cobenefits by simultaneously reducing mineral ore usage, human toxicity, marine ecotoxicity, and terrestrial ecotoxicity. Over the coming decades, new energy production technologies and the policies that oversee them will affect human health, the vitality of our ecosystems, and the stability of the global climate. The GLIMPSE decision model framework provides insights about the implications of technology and policy decisions on these outcomes. Using GLIMPSE, decision makers can identify alternative techno-policy futures, examining their air quality, health, and short- and long-term climate impacts. Ultimately, GLIMPSE will support the identification of cost-effective strategies for simultaneously achieving performance goals for these metrics. Here, we demonstrate the utility of GLIMPSE by analyzing several future energy scenarios under existing air quality regulations and potential CO2 emission reduction policies. We find opportunities for substantial cobenefits in setting both climate change mitigation and health-benefit based air quality improvement targets. Though current policies which prioritize public health protection increase near-term warming, establishing policies that also reduce greenhouse gas emissions may offset warming in the near-term and lead to significant reductions in long-term warming. Local government has traditionally played only a minor role in regulating airborne toxic pollutants. However, from 2004 to 2009, the City of Houston implemented a novel, municipality-based air toxics reduction strategy to address what it considered unacceptable health risks and an insufficient regulatory response from state and federal agencies. The city's effort to exert local control over stationary sources of air toxics represents a unique opportunity to study the selection and performance of policy tools and to consider their ramifications for the design of future air pollution control strategies. The results of this case study demonstrate the potential for municipal government to use a combination of cooperative and confrontational policies to stimulate responses from private industry and state and federal regulators as part of a strategy to address local air quality problems. We develop a novel inventory method called Dynamic Hybrid Multi-Region Inventory analysis (DHMRI), which integrates the EEMRIOA and Integrated Hybrid LCA and applies time-dependent environmental intervention information for inventory analysis. Consequently, DHMRI is able to quantify the change in the environmental footprint caused by a specific policy while taking structural changes and technological dynamics into consideration. DHMRI is applied to assess the change in the total CO2 emissions associated with the total final demand caused by the climate policy in Taiwan to demonstrate the practicality of this novel method. The evaluation reveals that the implementation of mitigation measures included in the existing climate policy, such as an enhancement in energy efficiency, promotion of renewable energy, and limitation of the growth of energy-intensive industries, will lead to a 28% increase in the total CO2 emissions and that the main driver is the export-oriented electronics industry. Moreover, a major increase in the total emissions is predicted to occur in Southeast Asia and China. The observations from the case study reveal that DHMRI is capable of overcoming the limitations of existing assessment tools at macro-level evaluation of environmental policies. Nonindigenous species (NIS) cause global biotic homogenization and extinctions, with commercial shipping being a leading vector for spread of aquatic NIS. To reduce transport of NIS by ships, regulations requiring ballast water exchange (BWE) have been implemented by numerous countries. BWE appears to effectively reduce risk for freshwater ports, but provides only moderate protection of marine ports. In the near future, ships may be required to undertake ballast water treatment (BWT) to meet numeric performance standards, and BWE may be phased out of use. However, there are concerns that BWT systems may not operate reliably in fresh or turbid water, or both. Consequently, it has been proposed that BWE could be used in combination with BWT to maximize the positive benefits of both management strategies for protection of freshwater ports. We compared the biological efficacy of "BWE plus BWT" against "BWT alone" at a ballast water treatment experimental test facility. Our comparative evaluation showed that even though BWT alone significantly reduced abundances of all tested organism groups except total heterotrophic bacteria, the BWE plus BWT strategy significantly reduced abundances fur all groups and furthermore resulted in significantly lower abundances of most groups when compared to BWT alone. Our study clearly demonstrates potential benefits of combining BWE with BWT to reduce invasion risk of freshwater organisms transported in ships ballast water, and it should be of interest to policy makers and environmental managers. This paper investigates the conditions under which firms are able to develop and implement innovations with sustainable development benefits. In particular, we examine "green chemistry" innovations in the United States. Via interviews with green chemistry leaders from industry, academia, nongovernmental institutions (NGOs), and government, we identified six major categories of challenges commonly confronted by innovators: (1) economic and financial, (2) regulatory, (3) technical, (4) organizational, (5) cultural, and (6) definition and metrics. Further analysis of these barriers shows that in the United States, two elements of these that are particular to the implementation of green chemistry innovations are the absence of clear definitions and metrics for use by researchers and decision makers, as well as the interdisciplinary demands of these innovations on researchers and management. Finally, we conclude with some of the strategies that have been successful thus far in overcoming these barriers, and the types of policies which could have positive impacts moving forward. Conventional energy strategy defines an energy system vision (the goal), energy scenarios with technical choices and an implementation mechanism (such as economic incentives). Due to the lead of a generic vision, when applied in a specific regional context, such a strategy can deviate from the optimal one with, for instance, the lowest environmental impacts. This paper proposes an approach for developing energy strategies by simultaneously, rather than sequentially, combining multiple energy system visions and technically feasible, cost-effective energy scenarios that meet environmental constraints at a given place. The approach is illustrated by developing a residential heat supply strategy for a Swiss region. In the analyzed case, urban municipalities should focus on reducing heat demand, and rural municipalities should focus on harvesting local energy sources, primarily wood. Solar thermal units are cost-competitive in all municipalities, and their deployment should be fostered by information campaigns. Heat pumps and building refurbishment are not competitive; thus, economic incentives are essential, especially for urban municipalities. In rural municipalities, wood is cost-competitive, and community-based initiatives are likely to be most successful. Thus, the paper shows that energy strategies should be spatially differentiated. In order to establish the status of metal contamination in surface waters in the coastal ocean off Los Angeles, California, we determined their dissolved and particulate pools and compared them with levels reported in the 1970s prior the implementation of the Clean Water Act. These measurements revealed a significant reduction in particulate toxic metal concentrations in the last 33 years with decreases of ∼100-fold for Pb and ∼400-fold for Cu and Cd. Despite these reductions, the source of particulate metals appears to be primarily anthropogenic as enrichment factors were orders of magnitude above what is considered background crustal levels. Overall, dissolved trace metal concentrations in the Los Angeles coastal waters were remarkably low with values in the same range as those measured in a pristine coastal environment off Mexico's Baja California peninsula. In order to estimate the impact of metal contamination on regional phytoplankton, the internalization rate of trace metals in a locally isolated phytoplankton model organism (Synechococcus sp. CC9311) was also determined showing a rapid internalization (in the order of a few hours) for many trace metals (e.g., Ag, Cd, Cu, Pb) suggesting that those metals could potentially be incorporated into the local food webs. In many countries there are policies in place that impact on soils, but very few legislative or policy tools specifically for the protection of soil. Recent EU legislative proposals on soil protection have been met with opposition on the grounds of excessive cost and resource demands. With the need for evidence based policy, and recognition that involving the public in environmental monitoring is an effective way of increasing understanding and commitment, there has been growing interest in soil surveys. In addition, it is accepted that the success of environmental policies depends greatly on how effectively scientists, regulators, stakeholders, and society communicate. This paper presents the Open Air Laboratories (OPAL) Soil and Earthworm Survey as an example of public participation in soil surveys that aims to integrate the above. It is demonstrated how such surveys generate data that can be used to prioritise soil assesment, in order to address some of the concerns and objections to soil protection policies. Lessons from this pilot study in England highlight that with strategic planning of civic participation activities, this approach can deliver improvements in the quality of the evidence collected and allow for effective public involvement in policymaking and implementation, on top of direct educational benefits. Benefit-cost models are frequently used to inform environmental policy and management decisions. However, they typically omit a random or pure error which biases downward any estimated forecast variance. Ex-ante benefit-cost analyses create a particular problem because there are no historically observed values of the dependent variable, such as net present social value, on which to construct a historically based variance as is the usual statistical approach. To correct this omission, an estimator for the random error variance in this situation is developed based on analysis of variance measures and the coefficient of determination, R². A larger variance may affect decision-maker's choices if they are risk averse, consider confidence intervals, exceedance probabilities, or other measures related to the variance. When applied to a model of the net benefits of the Clean Air Act, although the probability of large net benefits increases, the probability that the net present value is negative also increases from 0.2 to 4.5%. Policy makers and regulators are charged with the daunting task of comparing incommensurate environmental risks to inform strategic decisions on interventions. Here we present a policy-level framework intended to support strategic decision processes concerning environmental risks within the Department for Environment, Food and Rural Affairs (Defra). The framework provides the structure by which risk-based evidence may be collated and by assessing the value of harm expressed by different environmental policy areas against a consistent objective (e.g., sustainable development), we begin to form a basis for relative comparison. This research integrates the prior art, examples of best practice, and intimate end-user input to build a qualitative assessment informed by expert judgment. Supported by contextual narratives, the framework has proven successful in securing organizational support and stimulating debate about proportionate mitigation activity, resource allocation, and shifts in current risk thinking. For obtaining type approval in the European Union, light-duty vehicles have to comply with emission limits during standardized laboratory emissions testing. Although emission limits have become more stringent in past decades, light-duty vehicles remain an important source of nitrogen oxides and carbon monoxide emissions in Europe. Furthermore, persisting air quality problems in many urban areas suggest that laboratory emissions testing may not accurately capture the on-road emissions of light-duty vehicles. To address this issue, we conduct the first comprehensive on-road emissions test of light-duty vehicles with state-of-the-art Portable Emission Measurement Systems. We find that nitrogen oxides emissions of gasoline vehicles as well as carbon monoxide and total hydrocarbon emissions of both diesel and gasoline vehicles generally remain below the respective emission limits. By contrast, nitrogen oxides emissions of diesel vehicles (0.93 ± 0.39 grams per kilometer [g/km]), including modern Euro 5 diesel vehicles (0.62 ± 0.19 g/km), exceed emission limits by 320 ± 90%. On-road carbon dioxide emissions surpass laboratory emission levels by 21 ± 9%, suggesting that the current laboratory emissions testing fails to accurately capture the on-road emissions of light-duty vehicles. Our findings provide the empirical foundation for the European Commission to establish a complementary emissions test procedure for light-duty vehicles. This procedure could be implemented together with more stringent Euro 6 emission limits in 2014. Planning models for industrial water systems are needed to address future environmental regulations, increasing costs of freshwater, variability on the quality of the available freshwater source, and bottlenecks caused by expansion of the capacity plant, among other reasons. In this paper, we present a method to address an increase in plant capacity associated with new water-using units planned to be added through time and/or an increase in the mass load of existing water-using units. Enactment of any environmental policy should be followed by an evaluation of its efficacy to ensure optimal utilization of limited resources, yet measuring the success of these policies can be a challenging task owing to a dearth of data and confounding factors. We examine the efficacy of ballast water policies enacted to prevent biological invasions in the Laurentian Great Lakes. We utilize four criteria to assess the efficacy of this environmental regulation; (1) Is the prescribed management action demonstrably effective? (2) Is the management action effective under operational conditions? (3) Can compliance be achieved on a broad scale? (4) Are desired changes observed in the environment? The four lines of evidence resulting from this analysis indicate that the Great Lakes ballast water management program provides robust, but not complete, protection against ship-mediated biological invasions. Our analysis also indicates that corresponding inspection and enforcement efforts should be undertaken to ensure that environmental policies translate into increased environmental protection. Similar programs could be implemented immediately around the world to protect the biodiversity of the many freshwater ecosystems which receive ballast water discharges by international vessels. Vehicle replacement schemes such as the "cash for clunkers" program in the U.S. and the "scrappage scheme" in the UK have featured prominently in the economic stimulation packages initiated by many governments to cope with the global economic crisis. While these schemes were designed as economic instruments to support the vehicle production industry, governments have also claimed that these programs have environmental benefits such as reducing CO2 emissions by bringing more fuel-efficient vehicles onto the roads. However, little evidence is available to support this claim as current energy and environmental accounting models are inadequate for comprehensively capturing the economic and environmental trade-offs associated with changes in product life and product use, We therefore developed a new dynamic model to quantify the carbon emissions due to changes in product life and consumer behavior related to product use. Based on a case study of Japanese vehicle use during the 1990-2000 period, we found that extending, not shortening, the lifetime of a vehicle helps to reduce life-cycle CO2 emissions throughout the supply chain. Empirical results also revealed that even if the fuel economy of less fuel-efficient ordinary passenger vehicles were improved to levels comparable with those of the best available technology, i.e. hybrid passenger cars currently being produced in Japan, total CO2 emissions would decrease by only 0.2%. On the other hand, we also find that extending the lifetime of a vehicle contributed to a moderate increase in emissions of health-relevant air pollutants (NOx HC, and CO) during the use phase. From the results, this study concludes that the effects of global warming and air pollution can be somewhat moderated and that these problems can be addressed through specific policy instruments directed at increasing the market for hybrid cars as well as extending lifetime of automobiles, which is contrary to the current wisdom. Resource productivity, measured as GDP output per resource input, is a widespread sustainability indicator combining economic and environmental information. Resource productivity is ubiquitous, from the IPAT identity to the analysis of dematerialization trends and policy goals. High resource productivity Is interpreted as the sign of a resource-efficient, and hence more sustainable, economy. Its inverse, resource intensity (resource per GDP) has the reverse behavior, with higher values indicating environmentally inefficient economies. In this study, we investigate the global systematic relationship between material, energy and carbon productivities, and economic activity. We demonstrate that different types of materials and energy exhibit fundamentally different behaviors, depending on their international income elasticities of consumption. Biomass is completely inelastic, whereas fossil fuels tend to scale proportionally with income. Total materials or energy, as aggregates, have intermediate behavior, depending on the share of fossil fuels and other elastic resources. We show that a small inelastic share is sufficient for the total resource productivity to be significantly correlated with income. Our analysis calls into question the interpretation of resource productivity as a sustainability indicator. We conclude with suggestions for potential alternatives. [ABSTRACT FROM AUTHOR]

Despite major efforts, the reduction of reactive nitrogen (Nr) using traditional metrics and policy tools for the Chesapeake Bay has slowed in recent years. In this article, we apply the concept of the Nitrogen Cascade to the chemically dynamic nature and multiple sources of Nr to examine the temporal and spatial movement of different forms of Nr through multiple ecosystems and media. We also demonstrate the benefit of using more than the traditional mass fluxes to set criteria for action. The use of multiple metrics provides additional information about where the most effective intervention point might be. Utilizing damage costs or mortality metrics demonstrates that even though the mass fluxes to the atmosphere are lower than direct releases to terrestrial and aquatic ecosystems, total damage costs to all ecosystems and health are higher because of the cascade of Nr and the associated damages, and because they exact a higher human health cost. Abatement costs for reducing Nr releases into the air are also lower. These findings have major implications for the use of multiple metrics and the additional benefits of expanding the scope of concern beyond the Bay itself and support improved coordination between the Clean Air and Clean Water Acts while restoring the Chesapeake Bay. Modern conventional farming provides Western Europe and North America with reliable, high quality, and relatively cheap supplies of food and fiber, increasingly viewed as a potential source of fuel. One of the costs is continued widespread pollution of rivers and groundwater—predominantly by nutrients. In 1970, in both the United States and UK, farming was focused on maximizing yield and management practices were rapidly modernizing. Little attention was paid to the external impacts of farming. In 2010, diffuse pollution from agriculture is being seriously addressed by both voluntary and statutory means in an attempt to balance environmental costs with the continued benefits of agricultural production. In this paper we consider long-term changes in the concentration and flux of nitrate in five rural UK rivers to demonstrate the impact of agricultural intensification and subsequent policies to reduce diffuse pollution on river water quality between 1970 and 2010. China has suffered frequent source water contamination accidents in the past decade, which has resulted in severe consequences to the water supply of millions of residents. The origins of typical cases of contamination are discussed in this paper as well as the emergency response to these accidents. In general, excessive pursuit of rapid industrialization and the unreasonable location of factories are responsible for the increasing frequency of accidental pollution events. Moreover, insufficient attention to environmental protection and rudimentary emergency response capability has exacerbated the consequences of such accidents. These environmental accidents triggered or accelerated the promulgation of stricter environmental protection policy and the shift from economic development mode to a more sustainable direction, which should be regarded as the turning point of environmental protection in China. To guarantee water security, China is trying to establish a rapid and effective emergency response framework, build up the capability of early accident detection, and develop efficient technologies to remove contaminants from water. The management of environmental pollution has changed considerably since the growth of environmental awareness in the late 1960s. The general increased environmental concern and involvement of stakeholders in today's environmental issues may enhance the need to consider risk in a much broader social context rather than just as an estimate of ecological hazard. Risk perception and the constructs and images of risks held by stakeholders and society are important items to address in the management of environmental projects, including the management of contaminated sediments. Here we present a retrospective case study that evaluates factors affecting stakeholder risk perception of contaminated sediment disposal that occurred during a remediation project in Oslo harbor, Norway. The choice to dispose dredged contaminated sediments in a confined aquatic disposal (CAD) site rather than at a land disposal site has received a lot of societal attention, attracted large media coverage, and caused many public discussions. A mixed method approach is used to investigate how risk perceptive affective factors (PAF), socio-demographic aspects, and participatory aspects have influenced the various stakeholders' preferences for the two different disposal options. Risk perceptive factors such as transparency in the decision making process and controllability of the disposal options have been identified as important for risk perception. The results of the study also support the view that there is no sharp distinction in risk perception between experts and other parties and emphasizes the importance of addressing risk perceptive affective factors in similar environmental decision-making processes. Indeed, PAFs such as transparency, openness, and information are fundamental to address in sensitive environmental decisions, such as sediment disposal alternatives, in order to progress to more technical questions such as the controllability and safety. Beijing, the capital of China, has experienced rapid motorization since 1990; a trend that is likely to continue. The growth in vehicles and the corresponding emissions create challenges to improving the urban air quality. In an effort to reduce the impact of vehicle emissions on urban air quality, Beijing has adopted a number of vehicle emission control strategies and policies since the mid 1990s. These are classified into seven categories: (1) emission control on new vehicles; (2) emission control on in-use vehicles; (3) fuel quality improvements; (4) alternative-fuel and advanced vehicles; (5) economic policies; (6) public transport; and (7) temporal traffic control measures. Many have proven to be successful, such as the Euro emission standards, unleaded gasoline and low sulfur fuel, temporal traffic control measures during the Beijing Olympic Games, etc. Some, however, have been failures, such as the gasoline-to-LPG taxi retrofit program. Thanks to the emission standards for new vehicles as well as other controls, the fleet-average emission rates of CO, HC, NOX, and PM10 by each major vehicle category are decreasing over time. For example, gasoline cars decreased fleet-average emission factors by 12.5% for CO, 10.0% for HC, 5.8% for NOX, and 13.0% for PM10 annually since 1995, and such a trend is likely to continue. Total emissions for Beijing's vehicle fleet increased from 1995 to 1998. However, they show a clear and steady decrease between 1999 and 2009. In 2009, total emissions of CO, HC, NOX, and PM10 were 845000 t, 121000 t, 84000 t, and 3700 t, respectively; with reductions of 47%, 49%, 47%, and 42%, relative to 1998. Beijing has been considered a pioneer in controlling vehicle emissions within China, similar to the role of California to the U.S. The continued rapid growth of vehicles, however, is challenging Beijing's policy-makers. Biofuels have received legislative support recently in California's Low-Carbon Fuel Standard and the Federal Energy Independence and Security Act. Both present new fuel types, but neither provides methodological guidelines for dealing with the inherent uncertainty in evaluating their potential life-cycle greenhouse gas emissions. Emissions reductions are based on point estimates only. This work demonstrates the use of Monte Carlo simulation to estimate life-cycle emissions distributions from ethanol and butanol from corn or switchgrass. Life-cycle emissions distributions for each feedstock and fuel pairing modeled span an order of magnitude or more. Using a streamlined life-cycle assessment, corn ethanol emissions range from 50 to 250 g CO2e/MJ, for example, and each feedstock-fuel pathway studied shows some probability of greater emissions than a distribution for gasoline. Potential GHG emissions reductions from displacing fossil fuels with biofuels are difficult to forecast given this high degree of uncertainty in life-cycle emissions. This uncertainty is driven by the importance and uncertainty of indirect land use change emissions. Incorporating uncertainty in the decision making process can illuminate the risks of policy failure (e.g., increased emissions), and a calculated risk of failure due to uncertainty can be used to inform more appropriate reduction targets in future biofuel policies. The European Union (EU) adopted the first legislation on chemicals management in 1967 with the Dangerous Substances Directive (DSD). Over time the underlying concepts evolved: from hazard identification over risk assessment to safety assessment. In 1981 a premarketing notification scheme was introduced. Approximately 10 years later a risk assessment program started for existing substances following a data collection and prioritization exercise. Integration of science into EU chemicals legislation occurred via several technical committees managed by the European Chemicals Bureau (ECB) and resulted in the Technical Guidance Document on Risk Assessment (TGD), which harmonized the risk assessment methodology. The TGD was revised several times to adapt to scientific developments. The revision process, and the risk assessments for new and existing substances, led to scientific research on chemical risk assessment and thus increased in complexity. The new EU chemicals policy REACH (Registration, Evaluation, Authorization and Restriction of CHemicals) builds on previous experiences and aims to further enhance health and safety. REACH places the burden of proof for chemical safety on industry focusing on managing risks. REACH formalizes the precautionary principle. The article discusses how global action for the environmentally sound management (ESM) of chemicals is produced at bilateral, regional, and international levels, and examines the development of three agreements to manage hazardous chemicals, in terms of their scope and effectiveness, within a United Nations framework. Topics include an overview of the fundamentals of International Environmental Governance (IEG), such as its use through legally binding multilateral environmental agreements (MEAs), MEA development, and the challenges to MEA use. A comparison of three MEAs for the management of hazardous chemicals, including those outlined at the Basel Convention in 1989, the Rotterdam Convention in 1998, and the Stockholm Convention in 2001, is presented.
