Reprints of articles about meteorology research published in 2007 issues of "Weather and Forecasting", "Journal of Climate," and "Journal of Atmospheric and Oceanic Technology" are presented. They are "Performance Assessment of the World Wide Lightning Location Network (WWLLN), Using the Los Alamos Sferic Array (LASA) as Ground Truth", "How Well Do We Understand and Evaluate Climate Change Feedback Processes?," and "Developing Tools for Nowcasting Storm Severity".

The article offers information on several studies related to meteorology. One of the studies focuses on the use and performance of Weather Research and Forecting (WRF) as a regional climate model. The other study states that with the decrease in environmental temperature the ability of tropical cyclones to shed angular momentum from the core is also increased. Another study suggests a strong link between the regional heat waves observed in 2006 and the global climate change.

Food security is a key pillar of environmental security yet remains one of the world's greatest challenges. Its obverse, food insecurity, negatively impacts health and well-being, drives mass migration, and undermines national security and global sustainable development. Ensuring food security is a delicate balance of myriad concerns within the atmospheric and Earth sciences, agronomy and agriculture engineering, social sciences, economics, monitoring, and policymaking. A Food Security Presidential Session at the American Meteorological Society's (AMS) 2022 Annual Meeting brought together experts across disciplines to tackle issues at the nexus of weather, climate, and food security. The starkest takeaway was the realization that, despite its importance and clear roles for the atmospheric and climate sciences, food security has not been a focus for the AMS community. The aim of this paper is to build on the perspectives shared by this expert panel and to identify overlapping issues and key points of intersection between the food-security community and AMS. We examine 1) the interactions between weather, climate, and the food system and how they influence food security; 2) the time and spatial scales of food security decision support that match weather and climate phenomena; 3) the role of both providers and users of information as well as decision-makers in improving research to operations for food security; and 4) the opportunities for the AMS community to address food security. We conclude that, moving forward, the AMS community is well-positioned to scale up its engagement across the global food system to address existing scientific needs and technology gaps to improve global food security. SIGNIFICANCE STATEMENT: We examine how members of the AMS community can help ensure global food security, whether they are engaged in the physical and social sciences or the realms of policy and society. Inspired by the messages of panelists at a Presidential Forum on Food Security at the 2022 AMS Annual Meeting, we gather their perspectives and those of experts working in the various relevant fields and find that there are roles for everyone across the AMS—from providing forecasts of the hydrometeorological variables used in food security outlooks to converting data to knowledge and engaging with stakeholders and decision-makers. The article presents a research study of the Galápagos Island and its effect on the El Nião-Southern Oscillation (ENSO). ENSO is considered as one of the climate oscillations on Earth. The researchers used an ocean general circulating model and a hybrid coupled model of the tropical Pacific Ocean to examine the effects of the Galápagos Island on ENSO. Results such as the shift lead by the island in the ENSO period from biennial to quasi-quadrinneal are presented. Also, further studies in relation to the subject are encouraged.

Harmful algae and cyanobacteria blooms are increasing in frequency and intensity in freshwater systems due to anthropogenic impacts such as nutrient loading in watersheds and engineered alterations of natural waterways. There are multiple physical factors that affect the conditions in a freshwater system that contribute to optimal habitats for harmful algae and toxin-producing cyanobacteria. A growing body of research shows that climate change stressors also are impacting water-body conditions that favor harmful algae and cyanobacteria species over other phytoplankton. The overgrowth of these organisms, or a "bloom," increases the opportunity for exposure to toxins by humans, companion animals, livestock, and wildlife. As waters warm and precipitation patterns change over time, exposure to these blooms is projected to increase. Hence, it is important that states and tribes develop monitoring and reporting strategies as well as align governmental policies to protect their citizens and ecosystems within their jurisdiction. Currently, the policies and approaches taken to monitor and report on harmful algae and cyanobacteria blooms vary widely among states, and it is undetermined if any tribes have specific policies on harmful algae blooms. This paper synthesizes research on algal blooms in inland freshwater systems of the United States. This review examines how climate change contributes to trends in bloom frequency or severity and outlines approaches that states and tribes may use to monitor, report, and respond to harmful algae and cyanobacteria blooms. Significance Statement: Inland bodies of freshwater supply drinking water for humans and animals, water for irrigating crops, habitats for aquatic species, places of cultural significance for Indigenous peoples, and other important functions. Many of these bodies of water have been polluted with runoff from industry, including agriculture, and already support harmful algal blooms during warm conditions. Hot extremes associated with climate change are expected to increase the occurrence and duration of harmful algal blooms, and in some places, initiate blooms where none have been recorded previously. These toxic blooms are harmful to people, companion animals, livestock, and wildlife. The article reports on the climate impacts of anthropogenic carbon dioxide emissions. In its Fourth Assessment Report, the Intergovernmental Panel on Climate Change (IPCC) suggests that about 50 percent of a carbon dioxide increase will be removed from the atmosphere within 30 years. It is reported that the logarithmic relationship between carbon dioxide and its radiative forcing implies that the time scale at which atmospheric temperature declines will be longer.

Wildfire risk is greatest during high winds after sustained periods of dry and hot conditions. This paper is a statistical extreme-event risk attribution study that aims to answer whether extreme wildfire seasons are more likely now than under past climate. This requires modeling temporal dependence at extreme levels. We propose the use of transformed-linear time series models, which are constructed similarly to traditional autoregressive–moving-average (ARMA) models while having a dependence structure that is tied to a widely used framework for extremes (regular variation). We fit the models to the extreme values of the seasonally adjusted fire weather index (FWI) time series to capture the dependence in the upper tail for past and present climate. We simulate 10 000 fire seasons from each fitted model and compare the proportion of simulated high-risk fire seasons to quantify the increase in risk. Our method suggests that the risk of experiencing an extreme wildfire season in Grand Lake, Colorado, under current climate has increased dramatically relative to the risk under the climate of the mid-twentieth century. Our method also finds some evidence of increased risk of extreme wildfire seasons in Quincy, California, but large uncertainties do not allow us to reject a null hypothesis of no change. Instrumental data from the pre–Industrial Revolution period are important to -understand climate change. In this paper, the observations made by the French missionary J. Amiot in present-day central Beijing during 1757–62 were processed and analyzed. The observations represent the earliest continuous dataset of meteorological records found in China that have been digitized recently. Comparisons between the Amiot annual temperature range and extreme values with modern observations showed that the observations were read at approximately 0800 and 1500 local solar time (LST) in a well-ventilated outdoor site. The daily maximum, minimum, and mean temperatures (T-max, T-min, and T-mean, respectively) during 1757–62 were determined by examining the relationship between temperature at 0800 and 1500 LST and T-max, T-min, and T-mean in modern reference series. Nearly 260 years ago, Beijing's climate was typical of an inland temperate monsoon zone with annual T-mean, annual mean T-max, and annual mean T-min being 11.5°, 17.8°, and 6.1°C, respectively; further, the temperatures did not vary considerably from the 1951–1980 temperatures, but differed evidently compared to relatively recent decades (1981–2020). The difference was larger than the magnitudes of global and regional temperature changes. Thus, climate warming since the pre–Industrial Revolution period in the urban areas of Beijing has dominantly occurred over the last four decades. In this paper we introduce an objective definition for the onset and the retreat of the northern Australian rainy season that overlaps significantly with the Australian monsoon season. We define onset and retreat dates of the northern Australian rainy season as being the first and the last day of the year when the daily rain rate exceeds and falls below the climatological annual mean rain rate, respectively. However, our definition of onset/demise is not as restrictive as the traditional monsoon season that seeks the arrival of the westerlies and the equatorward retreat of the trough at its onset and demise, respectively. As defined in this paper, the length of the rainy season is longer than the monsoon season and includes the pre- and post-monsoon rainfall. It is noted that an early or later onset date of the northern Australian rainy season is associated with a longer or shorter, wetter or drier, and colder or warmer season, respectively. Similar relationship is also observed with demise date variations, which are, however, weaker than the onset date variations. Furthermore, we find that the relationship of the northern Australian seasonal rainfall variations with ENSO variability becomes stronger when we account for variations in the length of the rainy season compared to the fixed (December-- February) monsoon season length. We also find a significant linear trend over the time period of the analysis from 1901 to 2015 toward an increasing length of the northern Australian rainy season that influences the corresponding rising trend of seasonal rainfall anomalies. Projections of changes in tropical cyclone (TC) characteristics under climate change are of great interest to those affected by TCs. In a recent paper, Knutson et al. combined a large number of previous results to produce projections consisting of distributions of possible future TC frequencies, intensities, and rainfall rates. These distributions provide a great resource for users of TC information. However, to apply the distributions to impacts models may require the user to solve a number of technical challenges including modeling correlations, fitting distributions, interpolation, and converting the projections to properties at landfall. I consider the frequency and intensity changes, and implement solutions for each of these challenges using a combination of recently published research and a new methodology. This allows me to produce a dataset of TC projections that give frequency changes as a function of landfall region and intensity. Mean intensity changes can then be derived from frequency changes. The projections are presented in a format that allows them to be used in impacts models without further processing. The interpolation and landfall adjustments tend to increase the frequency changes. As a result, my projections give increasing mean frequencies of hurricane-strength landfalling TCs in four out of six global basins, with mean frequencies increasing by up to 16% for a 2°C increase in global mean surface temperature. My projections are highly uncertain, but include uncertainty estimates. They are designed to be a useful resource for anyone interested in possible future TC frequencies and intensities. The Global Energy and Water Cycle Exchanges (GEWEX) project was created more than 30 years ago within the framework of the World Climate Research Programme (WCRP). The aim of this initiative was to address major gaps in our understanding of Earth's energy and water cycles given a lack of information about the basic fluxes and associated reservoirs of these cycles. GEWEX sought to acquire and set standards for climatological data on variables essential for quantifying water and energy fluxes and for closing budgets at the regional and global scales. In so doing, GEWEX activities led to a greatly improved understanding of processes and our ability to predict them. Such understanding was viewed then, as it remains today, essential for advancing weather and climate prediction from global to regional scales. GEWEX has also demonstrated over time the importance of a wider engagement of different communities and the necessity of international collaboration for making progress on understanding and on the monitoring of the changes in the energy and water cycles under ever increasing human pressures. This paper reflects on the first 30 years of evolution and progress that has occurred within GEWEX. This evolution is presented in terms of three main phases of activity. Progress toward the main goals of GEWEX is highlighted by calling out a few achievements from each phase. Paul Crutzen received his doctorate in meteorology from the University of Stockholm in 1968 and was awarded the Nobel Prize in Chemistry in 1995. In addition to chemistry and atmospheric science, however, the breadth of his accomplishments has also been recognized by biologists, Earth system scientists, and geologists. This tribute provides some insight into Crutzen's career and how it contributed to so many scientific disciplines. In addition, we offer a road map showing how these diverse contributions were woven together over the course of more than five decades of research. The citation for the 1995 Nobel Prize reads that it was given for "work in atmospheric chemistry, particularly concerning the formation and decomposition of ozone." The inclusion of the wording "formation ... of ozone" applies only to him among the three laureates (Crutzen, Mario Molina, and F. Sherwood Rowland). His research on tropospheric chemistry led to seminal studies of tropical biomass burning, which eventually evolved into the concept later known as "nuclear winter," a topic in the forefront of far-ranging popular discussions in the 1980s. Last, Crutzen's proposal for the emergence of the "Anthropocene" as a new geological epoch that would terminate the 11,700-yr-old Holocene is considered by the Earth system science community to be the most pronounced trademark of his remarkable career. Crutzen also received American Meteorological Society's Battan Award for his coauthorship of Atmosphere, Climate, and Change, recognized by the organization as the best book for general audiences. In the later years of his career, as a member of the Pontifical Academy of Sciences, Crutzen was a key player in the formulation of Laudato Si', Pope Francis's encyclical on climate change, which was released in advance of the Conference of Parties (COP 21) meeting that announced the formulation of the Paris Climate Accords in 2015. The unique characteristics of land–air coupling and troposphere–stratosphere interaction over the Tibetan Plateau (TP), the highest landform in the world, play a vital role in weather and climate on regional and global scales. Although a great deal of research has been carried out, large gaps remain in our understanding of TP land–air coupling and its climate effects, due to a lack of observations and the issue of model biases. To address these obstacles, a 10-yr national research program entitled "Changes in the Land–Air Coupled System over the Tibetan Plateau and its Impacts on Global Climate (LASTPIC)" was launched by the National Natural Science Foundation of China in January 2014. What LASTPIC does revolves around three aspects: TP land–air coupled processes; TP's influence on global climate; and reanalysis and model. This paper mainly focuses on the data collection, scientific understanding, and model development of LASTPIC in terms of TP land–atmosphere–ocean coupling and its global climate impacts since program's inception. Syukoro (Suki) Manabe's Nobel Prize in Physics was awarded largely for his early work on one-dimensional models of "radiative–convective equilibrium" (RCE), which produced the first credible estimates of Earth's climate sensitivity. This article reviews that work and tries to identify those aspects that make it so distinctive. We argue that Manabe's model of RCE contained three crucial ingredients. These are (i) a tight convective coupling of the surface to the troposphere, (ii) an assumption of fixed relative humidity rather than fixed absolute humidity, and (iii) a sufficiently realistic representation of greenhouse gas radiative transfer. Previous studies had separately identified these key ingredients, but none had properly combined them. We then discuss each of these ingredients in turn, highlighting how subsequent research in the intervening decades has only cemented their importance for understanding global climate change. A 2020 metastudy by Knutson et al. gave distributions for possible changes in the frequency and intensity of tropical cyclones under climate change. The results form a great resource for those who model the impacts of tropical cyclones. However, a number of steps of processing may be required to use the results in practice. These include interpolation in time, distribution fitting, and reverse engineering of correlations. In this paper we study another processing step that may be required, which is adjusting the frequency change results so that they apply to landfalling frequencies. An adjustment is required because the metastudy results give frequency adjustments as a function of storm lifetime maximum intensity rather than landfall intensity. Increases in the frequency of category-4 and category-5 storms, by lifetime maximum intensity, then contribute to increases in the frequencies of storms of all intensities at landfall. We consider North Atlantic Ocean storms and use historical storm information to quantify this effect as a function of landfall intensity and region. Whereas the original metastudy results suggest that the mean frequency of category-3 storms will decrease, our analysis suggests that the mean frequency of landfalling category-3 storms will increase. Our results are highly uncertain, particularly because we assume that tracks and genesis locations of storms will not change, even though some recent climate model results suggest otherwise. However, making the adjustments we describe is likely to be a better way to model future landfall risk than applying the original metastudy frequency changes directly at landfall. Significance Statement: A recent metastudy gave distributions for possible changes in the frequency and intensity of tropical cyclones under climate change. For the North Atlantic Ocean, we show how to convert these results to changes at landfall. This conversion increases the changes in the frequencies of storms in intensity categories 0–3, and, in particular, the mean frequency change of storms in category 3 flips from decreasing to increasing in most regions. This paper provides an updated analysis of observed changes in extreme precipitation using high-quality station data up to 2018. We examine changes in extreme precipitation represented by annual maxima of 1-day (Rx1day) and 5-day (Rx5day) precipitation accumulations at different spatial scales and attempt to address whether the signal in extreme precipitation has strengthened with several years of additional observations. Extreme precipitation has increased at about two-thirds of stations and the percentage of stations with significantly increasing trends is significantly larger than that can be expected by chance for the globe, continents including Asia, Europe, and North America, and regions including central North America, eastern North America, northern Central America, northern Europe, the Russian Far East, eastern central Asia, and East Asia. The percentage of stations with significantly decreasing trends is not different from that expected by chance. Fitting extreme precipitation to generalized extreme value distributions with global mean surface temperature (GMST) as a covariate reaffirms the statistically significant connections between extreme precipitation and temperature. The global median sensitivity, percentage change in extreme precipitation per 1 K increase in GMST is 6.6% (5.1% to 8.2%; 5%–95% confidence interval) for Rx1day and is slightly smaller at 5.7% (5.0% to 8.0%) for Rx5day. The comparison of results based on observations ending in 2018 with those from data ending in 2000–09 shows a consistent median rate of increase, but a larger percentage of stations with statistically significant increasing trends, indicating an increase in the detectability of extreme precipitation intensification, likely due to the use of longer records. The hydrologic response of different climate-change emission scenarios for the twenty-first century were evaluated in 14 basins from different hydroclimatic regions across the United States using the Precipitation-Runoff Modeling System (PRMS), a process-based, distributed-parameter watershed model. This study involves four major steps: 1) setup and calibration of the PRMS model in 14 basins across the United States by local U.S. Geological Survey personnel; 2) statistical downscaling of the World Climate Research Programme''s Coupled Model Intercomparison Project phase 3 climate-change emission scenarios to create PRMS input files that reflect these emission scenarios; 3) run PRMS for the climate-change emission scenarios for the 14 basins; and 4) evaluation of the PRMS output. This paper presents an overview of this project, details of the methodology, results from the 14 basin simulations, and interpretation of these results. A key finding is that the hydrological response of the different geographical regions of the United States to potential climate change may be very different, depending on the dominant physical processes of that particular region. Also considered is the tremendous amount of uncertainty present in the climate emission scenarios and how this uncertainty propagates through the hydrologic simulations. Precipitation is a key link in the global water cycle and a proxy for changing climate; therefore, proper assessment of the urban environment’s impact on precipitation (land use, aerosols, thermal properties) will be increasingly important in ongoing climate diagnostics and prediction, Global Water and Energy Cycle (GWEC) analysis and modeling, weather forecasting, freshwater resource management, urban planning–design, and land–atmosphere–ocean interface processes. These facts are particularly critical if current projections for global urban growth are accurate. The goal of this paper is to provide a concise review of recent (1990–present) studies related to how the urban environment affects precipitation. In addition to providing a synopsis of current work, recent findings are placed in context with historical investigations such as Metropolitan Meteorological Experiment (METROMEX) studies. Both observational and modeling studies of urban-induced rainfall are discussed. Additionally, a discussion of the relative roles of urban dynamic and microphysical (e.g., aerosol) processes is presented. The western North Pacific anomalous anticyclone (WNPAC) significantly affects East Asian climate. Previous studies have elucidated interannual variability of the WNPAC associated with El Niño, but decadal variability of the WNPAC remains unknown. The present paper investigates the dominant modes of decadal variability of the WNPAC by using observational data. The first decadal mode, characterized by an anomalous anticyclone centered over the western North Pacific, is associated with the Pacific decadal oscillation (PDO). The relationship between the first mode and the PDO shifted from in phase to out of phase around 1966. From 1900 to 1966 when the PDO and the first mode are in phase, the anticyclone is maintained by the effects of both the strengthened Aleutian low through meridional atmospheric forcing and Indian Ocean warming through enhanced zonal Walker circulation. From 1967 to 2012, the anticyclone is induced by cold SST anomalies over the central equatorial Pacific when the PDO and the first mode are out of phase. The second decadal mode is characterized by an anomalous anticyclone extending from southeastern China to the Philippine Sea and is associated with the Maritime Continent (MC). This anticyclone resides in the sinking branch of the local Hadley circulation, triggered by enhanced convection associated with the MC warming from 1900 to 2012. The finding of the decadal WNPAC in this paper may provide a new way to explain East Asian climate on a decadal time scale. [ABSTRACT FROM AUTHOR]

People with disability experience multidimensional inequalities, which heighten their vulnerability to climate change. An understanding of the vulnerability and adaptive capacity of people with disability can be gained through considering how they have fared during the types of events associated with climate change, such as droughts, floods, heat waves, hurricanes, and wildfires. A systematic review was conducted to identify factors associated with climate change vulnerability and adaptive capacity of people with disability. Papers were sourced from 12 electronic databases, the Google search engine, the websites of 21 organizations, and the reference lists of included papers; 34 papers (relating to 28 studies) met the selection criteria. Most studies were located in the United States, and almost half were focused on hurricane events. Factors contributing to vulnerability included personal factors (e.g., female gender, uncoupled or living alone, nonwhite ethnicity, and low income), environmental factors (commonly, limited practical support from government agencies and disability organizations), bodily impairments (cognitive impairments, hearing impairments, progression of impairments, relapse/exacerbation of symptoms, and thermoregulation difficulties), and activity limitations and participation restrictions (limited preparedness, difficulties with evacuation, and difficulties reassembling individual accommodations and repairing or replacing adaptive equipment). Factors relating to their adaptive capacity included personal factors (e.g., formal education), environmental factors (practical support from mainstream organizations, disability organizations, family, and friends), and activities and participation (emergency planning, keeping an emergency pack, and seeking information). People with disability are vulnerable to climate change largely due to inequalities and their exclusion from adaptation and mitigation efforts. [ABSTRACT FROM AUTHOR]

Evidence from previous climate model simulations has suggested a potentially low efficacy of contrails to force global mean surface temperature changes. In this paper, a climate model with a state-of-the-art contrail cirrus representation is used for fixed sea surface temperature simulations in order to determine the effective radiative forcing (ERF) from contrail cirrus. ERF is expected to be a good metric for intercomparing the quantitative importance of different contributions to surface temperature and climate impact. Substantial upscaling of aviation density is necessary to ensure statistically significant results from our simulations. The contrail cirrus ERF is found to be less than 50% of the respective instantaneous or stratosphere adjusted radiative forcings, with a best estimate of roughly 35%. The reduction of ERF is much more substantial for contrail cirrus than it is for a CO2 increase when both stratosphere adjusted forcings are of similar magnitude. Analysis of all rapid radiative adjustments contributing to the ERF indicates that the reduction is mainly induced by a compensating effect of natural clouds that provide a negative feedback. Compared to the CO2 reference case, a less positive combined water vapor and lapse rate adjustment also contributes to a more distinct reduction of contrail cirrus ERF, but not as much as the natural cloud adjustment. Based on the experience gained in this paper, respective contrail cirrus simulations with interactive ocean will be performed as the next step toward establishing contrail cirrus efficacy. Assessing climate change risk to municipal water supplies is often conducted by hydrologic modeling specific to local watersheds and infrastructure to ensure that outputs are compatible with existing planning frameworks and processes. This study leverages the modeling capacity of an operational National Weather Service River Forecast Center to explore the potential impacts of future climate-driven hydrologic changes on factors important to planning at the Salt Lake City Department of Public Utilities (SLC). Hydrologic modeling results for the study area align with prior research in showing that temperature changes alone will lead to earlier runoff and reduced runoff volume. The sensitivity of average annual flow to temperature varies significantly between watersheds, averaging -3.8% °F-1 and ranging from 21.8% to 26.5% flow reduction per degree Fahrenheit of warming. The largest flow reductions occur during the high water demand months of May-September. Precipitation drives hydrologic response more strongly than temperature, with each 1% precipitation change producing an average 1.9% runoff change of the same sign. This paper explores the consequences of climate change for the reliability of SLC's water supply system using scenarios that include hydrologic changes in average conditions, severe drought scenarios, and future water demand test cases. The most significant water management impacts will be earlier and reduced runoff volume, which threaten the system's ability to maintain adequate streamflow and storage to meet late-summer water demands. Under the new background of climate change, it is very important to identify the characteristics of drought in North China. Based on the daily meteorological drought comprehensive index from 494 national meteorological stations in North China during 1961–2019, the drought processes and their intensity are identified by applying the "extreme" intensity–duration (EID) theory. Then, the stage variation characteristics of the drought trend, the average drought intensity, and the drought frequency are analyzed. The results show that among the five drought intensity indices the process maximum intensity demonstrates the greatest correlation coefficient with the disaster rate of drought in North China. Therefore, the process maximum intensity of drought is selected as the annual drought intensity to analyze the drought characteristics in North China. According to the climate warming trends, the study period is divided into three stages, that is, 1951–84 (stage I), 1985–97 (stage II), and 1998–2019 (stage III). The comprehensive results show that the drought intensity in North China has significant stage characteristics. In stage I, the drought shows an increasing trend in most parts of North China, but its average intensity is relatively weaker, with a lower severe drought frequency. The drought also shows an increasing trend in most parts in stage II, with a more significant increase rate than that in stage I, and the average drought intensity is the strongest and the severe drought frequency is the highest. In stage III, the drought shows a decreasing trend in some areas, and the average intensity is the weakest, with a lower severe drought frequency. Significance Statement: In this paper, we develop a drought intensity formula, the maximum intensity of drought, based on the "extreme" intensity–duration theory. The maximum intensity of drought was then calculated and selected as an annual drought intensity to analyze the drought characteristics in North China. We found that the annual drought intensity better captured the extremity and the patterns of drought process than that obtained with single indices and comprehensive indices. Sea surface height (SSH) variability is presented over the Black Sea during 1993–2005. The 1/4° × 1/4° resolution daily SSH fields are formed using optimal interpolation of available altimeter data. SSH variability reveals distinct maxima in the eastern and western basins, reflecting variations in the corresponding gyres. A joint examination of SSH and sea surface temperature (SST) indicates strong relationship between the two only in winter, with correlations as high as 0.6 or more. This would reflect a steric change in sea surface height due to thermal expansion averaged over a relatively deep winter mixed layer. Newly developed SSH fields also demonstrate a switch to the positive mode of SSH starting from the end of 1996 lasting ≈4 yr. Such a climatic shift is found to be strongly related to large-scale teleconnection patterns. Finally, the daily SSH and SST anomaly fields presented in this paper can supplement various applications in the Black Sea, such as examination of biological production and mesoscale eddy dynamics. A better understanding of the interannual variability in temperature and precipitation datasets used as forcing fields for hydrologic models will lead to a more complete description of hydrologic model uncertainty, in turn helping scientists study the larger goal of how the Arctic terrestrial systemis responding to global change. Accordingly, this paper investigates temporal and spatial variability in monthly mean (1992--2000) temperature and precipitation datasets over the Western Arctic Linkage Experiment (WALE) study region. The six temperature datasets include 1) the fifth-generation Pennsylvania State University--National Center for Atmospheric Research MesoscaleModel (MM5); 2) the 40-yr European Centre for Medium-Range Weather Forecasts (ECMWF) Re-Analysis (ERA-40); 3) the Advanced Polar Pathfinderall-sky temperatures (APP); 4) National Centers for Environmental Prediction--National Center for Atmospheric Research (NCEP--NCAR) reanalyses (NCEP1); 5) the Climatic Research Unit/University of East Anglia CRUTEM2v (CRU); and 6) the Matsuura and Wilmott 0.5° × 0.5° Global Surface Air Temperature and Precipitation (MW). Comparisons of monthly precipitation are examined for MM5, ERA-40, NCEP1, CRU, and MW. Results of the temporal analyses indicate significant differences between at least two datasets (for either temperature or precipitation) in almost every month. The largest number of significant differences for temperature occurs in October, when there are five separate groupings; for precipitation, there are four significantly different groupings from March through June, and again in December. Spatial analyses of June temperatures indicate that the greatest dissimilarity is concentrated in the central portion of the study region, with the NCEP1 and APP datasets showing the greatest differences. In comparison, the spatial analysis of June precipitation datasets suggests that the largest dissimilarity is concentrated in the eastern portion of the study region. These results indicate that the choice of forcing datasets likely will have a significant effecton the output from hydrologic models, and several different datasets should beused for a robust hydrologic assessment. This paper explores the link between the anomalous warming hole in the southeastern United States and a major land-use/land-cover (LULC) change in the region. Land surface and satellite observations were analyzed to estimate the net radiative forcing due to LULC change. Albedo and latent energy were specifically addressed for the dominant LULC change of agriculture to forests. It was assumed that in the energy-limited environment of the region, the partition of changes in available energy due to albedo will mostly impact the sensible heat. The results show that in the southeastern United States, for the period of 1920 to 1992, the changes in sensible (as a result of albedo) and latent energies are in direct competition with each other. In the spring and early summer months, the croplands are in peak production and the latent energy associated with their evapotranspiration (ET) is comparable to that of the forests so the decrease in radiation due to albedo dominates the signal. However, during the late summer and fall months, most major crops have matured, thus reducing their transpiration rate while forests (particularly evergreens) maintain their foliage and with their deep roots are able to continue to transpire as long as atmospheric conditions are favorable. This later influence of latent energy appears to more than offset the increased radiative forcing from the spring and early summer. Overall, a mean annual net radiative forcing resulting from a LULC change from cropland to forests was estimated to be −1.06 W m−2 and thus a probable contribution to the 'warming hole' over the Southeast during the majority of the twentieth century. This paper shows that joint temperature-precipitation information over a global domain provides a more accurate estimate of aerosol forced responses in climate models than does any other combination of temperature, precipitation, or sea level pressure. This fact is demonstrated using a new quantity called potential detectability, which measures the extent to which a forced response can be detected in a model. In particular, this measure can be evaluated independently of observations and therefore permits efficient exploration of a large number of variable combinations before performing optimal fingerprinting on observations. This paper also shows that the response to anthropogenic aerosol forcing can be separated from that of other forcings using only spatial structure alone, leaving the time variation of the response to be inferred from data, thereby demonstrating that temporal information is not necessary for detection. The spatial structure of the forced response is derived by maximizing the signal-to-noise ratio. For single variables, the north-south hemispheric gradient and equator-to-pole latitudinal gradient are important spatial structures for detecting anthropogenic aerosols in some models but not all. Sea level pressure is not an independent detection variable because it is derived partly from surface temperature. In no case does sea level pressure significantly enhance potential detectability beyond that already possible using surface temperature. Including seasonal or land-sea contrast information does not significantly enhance detectability of anthropogenic aerosol responses relative to annual means over global domains. Observations of warm past climates and projections of future climate change show that the Arctic warms more than the global mean, particularly during winter months. Previous work has attributed this reduced Arctic land seasonality to the effects of sea ice or clouds. In this paper, we show that the reduced Arctic land seasonality is a robust consequence of the relatively small surface heat capacity of land and the nonlinearity of the temperature dependence of surface longwave emission, without recourse to other processes or feedbacks. We use a general circulation model (GCM) with no clouds or sea ice and a simple representation of land. In the annual mean, the equator-to-pole surface temperature gradient falls with increasing CO2, but this is only a near-surface phenomenon and is not caused by the change in total meridional heat transport, which is virtually unaltered. The high-latitude land has about twice as much warming in winter than in summer, whereas high-latitude ocean has very little seasonality in warming. A surface energy balance model shows how the combination of the smaller surface heat capacity of land and the nonlinearity of the temperature dependence of surface longwave emission gives rise to the reduced seasonality of the land surface. The increase in evaporation over land also leads to winter amplification of warming over land, although amplification still occurs without it. While changes in clouds, sea ice, and ocean heat transport undoubtedly play a role in high-latitude warming, these results show that enhanced land surface temperature warming in winter can happen in their absence for robust reasons. The reliability of general circulation models (GCMs) is commonly associated with their ability to reproduce relevant aspects of observed climate, and thus the evaluation of GCM performance has become a standard practice for climate change studies. As such, there is an ever-growing literature that focuses on developing and evaluating metrics to assess GCM performance. In this paper it is shown that some commonly applied metrics provide little information for discriminating GCMs based on their performance, once uncertainty is included. A new methodology is proposed that differs from common approaches in that it focuses on evaluating GCMs' abilities to reproduce the observed response of surface temperature to changes in external radiative forcing (RF), while controlling for observed and simulated variability. It uses formal statistical tests to evaluate two aspects of the warming trend that are central for climate change studies: 1) if the response to RF produced by a particular GCM is compatible with observations and 2) if the magnitudes of the observed and simulated rates of warming are statistically similar. We illustrate the proposed methodology by evaluating the ability of 21 GCMs to reproduce the observed warming trend at the global scale and for eight subcontinental land domains. Results show that most of the GCMs provide an adequate representation of the observed warming trend for the global scale and for domains located in the Southern Hemisphere. Rossby wave packets (RWPs) are Rossby waves for which the amplitude has a local maximum and decays to smaller values at larger distances. This review focuses on upper-tropospheric transient RWPs along the midlatitude jet stream. Their central characteristic is the propagation in the zonal direction as well as the transfer of wave energy from one individual trough or ridge to its downstream neighbor, a process called "downstream development." These RWPs sometimes act as long-range precursors to extreme weather and presumably have an influence on the predictability of midlatitude weather systems. The paper reviews research progress in this area with an emphasis on developments during the last 15 years. The current state of knowledge is summarized including a discussion of the RWP life cycle as well as Rossby waveguides. Recent progress in the dynamical understanding of RWPs has been based, in part, on the development of diagnostic methods. These methods include algorithms to identify and track RWPs in an automated manner, which can be used to extract the climatological properties of RWPs. RWP dynamics have traditionally been investigated using the eddy kinetic energy framework; alternative approaches based on potential vorticity and wave activity fluxes are discussed and put into perspective with the more traditional approach. The different diagnostics are compared to each other and the strengths and weaknesses of individual methods are highlighted. A recurrent theme is the role of diabatic processes, which can be a source for forecast errors. Future projections of precipitation at regional scales are vital to inform climate change adaptation activities. Therefore, is it important to quantify projected changes and associated uncertainty, and understand model processes responsible. This paper addresses these challenges for southern Africa and the adjacent Indian Ocean focusing on the local wet season. Precipitation projections for the end of the twenty-first century indicate a pronounced dipole pattern in the CMIP5 multimodel mean. The dipole indicates future wetting (drying) to the north (south) of the climatological axis of maximum rainfall, implying a northward shift of the ITCZ and south Indian Ocean convergence zone that is not consistent with a simple "wet get wetter" pattern. This pattern is most pronounced in early austral summer, suggesting a later and shorter wet season over much of southern Africa. Using a decomposition method we determine physical mechanisms underlying this dipole pattern of projected change, and the associated intermodel uncertainty. The projected dipole pattern is largely associated with the dynamical component of change indicative of shifts in the location of convection. Over the Indian Ocean, this apparent northward shift in the ITCZ may reflect the response to changes in the north-south SST gradient over the Indian Ocean, consistent with a "warmest get wetter" mechanism. Over land subtropical drying is relatively robust, particularly in the early wet season. This has contributions from dynamical shifts in the location of convection, which may be related to regional SST structures in the southern Indian Ocean, and the thermodynamic decline in relative humidity. The westerly jet (WJ) is an important component of atmospheric circulation, which is characterized by prominent seasonal variations in intensity and position. However, the response of the WJ over Asia during the Last Glacial Maximum (LGM) is still not clear. Using general circulation model experiments, the seasonal behaviors of the WJ over central Asia and Japan are analyzed in this paper. The results show that, compared to the present day (PD), the WJ presents a complicated response during the LGM, both in intensity and position. Over central Asia, it becomes weaker in both summer and winter. But over Japan, it is enhanced in summer but becomes diminished in winter. In terms of position, the WJ over central Asia shifts southward in both summer and winter, whereas the WJ over Japan moves southward in summer but does not change obviously relative to PD in winter. Such WJ changes are well explained by meridional temperature gradients in high troposphere, which is closely linked to seasonal thermal anomalies over the Tibetan Plateau (TP). Despite cooler LGM conditions, the anomalous warming center over the TP becomes stronger in summer. Derived from the heat budget equation, the stronger heating center is mainly caused by the weaker adiabatic cooling generated from ascending motion over the area south of the TP. In winter, the cooling over the TP is also strengthened, mostly owing to the subsidence-induced weaker adiabatic heating. Temperature sounding microwave radiometers flown on polar-orbiting weather satellites provide a long-term, global-scale record of upper-atmosphere temperatures, beginning in late 1978 and continuing to the present. The focus of this paper is a lower-tropospheric temperature product constructed using measurements made by the Microwave Sounding Unit channel 2 and the Advanced Microwave Sounding Unit channel 5. The temperature weighting functions for these channels peak in the middle to upper troposphere. By using a weighted average of measurements made at different Earth incidence angles, the effective weighting function can be lowered so that it peaks in the lower troposphere. Previous versions of this dataset used general circulation model output to remove the effects of drifting local measurement time on the measured temperatures. This paper presents a method to optimize these adjustments using information from the satellite measurements themselves. The new method finds a global-mean land diurnal cycle that peaks later in the afternoon, leading to improved agreement between measurements made by co-orbiting satellites. The changes result in global-scale warming [global trend (70°S-80°N, 1979-2016) = 0.174°C decade−1], ~30% larger than our previous version of the dataset [global trend (70°S-80°N, 1979-2016) = 0.134°C decade−1]. This change is primarily due to the changes in the adjustment for drifting local measurement time. The new dataset shows more warming than most similar datasets constructed from satellites or radiosonde data. Identifying and separating the signal of urbanization effects in current temperature data series is essential for accurately detecting, attributing, and projecting mean and extreme temperature change on varied spatial scales. This paper proposes a new method based on machine learning to classify the observational stations into rural stations and urban stations. Based on the classification of rural and urban stations, the global and regional land annual mean and extreme temperature indices series over 1951–2018 for all stations and rural stations were calculated, and the urbanization effects and the urbanization contribution of global land annual mean and extreme temperature indices series are quantitatively evaluated using the difference series between all stations and the rural stations. The results showed that the global land annual mean time series for mean temperature and most extreme temperature indices experienced statistically significant urbanization effects. The urbanization effects in the mean and extreme temperature indices series generally occurred after the mid-1980s, and there were significant differences of the magnitudes of urbanization effects among different regions. The urbanization effect on the trends of annual mean and extreme temperature indices series in East Asia is generally the strongest, which is consistent with the rapidly urbanization process in the region over the past decades, but it is generally small in Europe during the recent decades. When record-breaking climate and weather extremes occur, decision-makers and planners want to know whether they are random natural events with historical levels of reoccurrence or are reflective of an altered frequency or intensity as a result of climate change. This paper describes a method to attribute extreme weather and climate events to observed increases in atmospheric CO2 using an initialized subseasonal to seasonal coupled global climate prediction system. Application of this method provides quantitative estimates of the contribution arising from increases in the level of atmospheric CO2 to individual weather and climate extreme events. Using a coupled subseasonal to seasonal forecast system differs from other methods because it has the merit of being initialized with the observed conditions and subsequently reproducing the observed events and their mechanisms. This can aid understanding when the reforecasts with and without enhanced CO2 are compared and communicated to a general audience. Atmosphere–ocean interactions are accounted for. To illustrate the method, we attribute the record Australian heat event of October 2015. We find that about half of the October 2015 Australia-wide temperature anomaly is due to the increase in atmospheric CO2 since 1960. This method has the potential to provide attribution statements for forecast events within an outlook period (i.e., before they occur). Integrated atmospheric water vapor transport (IVT) is a determinant of global precipitation. In this paper, using the CERA-20C climate reanalysis dataset, we explore three questions in Northern Hemisphere precipitation for four seasons: 1) What is the covariability between the leading spatiotemporal modes of seasonal sea surface temperature (SST), the seasonal IVT, and the seasonal precipitation for the Northern Hemisphere? 2) How well can the leading spatial modes of seasonal precipitation be reconstructed from the leading modes of IVT and SST for the same season? 3) How well can the leading modes of precipitation for the next season be predicted from the leading modes of the current season's SST and IVT? Wavelet analyses identify covariation in the leading modes of seasonal precipitation and those of IVT and SST in the 2–8-yr band, with the highest amplitude in the March–May (MAM) season, and provide a firm physical explanation for the potential predictability. We find that a subset of the 10 leading principal components of the seasonal IVT and SST fields has significant trends in connections with seasonal precipitation modes, and provides an accurate statistical concurrent reconstruction and one-season-ahead forecast of the leading seasonal precipitation modes, thus providing a pathway to improving the understanding and prediction of precipitation extremes in the context of climate change attribution, seasonal and longer prediction, and climate change scenarios. The same-season reconstruction model can explain 76% of the variance, and the next-season forecast model can explain 58% variance of hemispheric precipitation on average. [ABSTRACT FROM AUTHOR]

Variability in soil moisture has implications for regional terrestrial environments under a warming climate. This paper focuses on the spatiotemporal variability in the intra-annual persistence of soil moisture in China using the fifthgeneration reanalysis dataset by the European Centre for Medium-Range Weather Forecasts for the period 1979-2018. The results show that in China, the mean intra-annual persistence in the humid to arid zones increased from 60 to 115 days in the lower layer but decreased from 19 to 13 days and from 25 to 14 days in the upper and root layers, respectively. However, these changes were strongly attenuated in extremely dry and wet regions due to the scarcity of soil moisture anomalies. Large changes in persistence occurred in the lower soil layer in dryland areas, with a mean difference of up to 40 days between the 2010s and the 1980s. Overall increasing trends dominated the large-scale spatial features, despite regional decreases in the eastern arid zone and the North and Northeast China plains. In the root layer, the two plains experienced an expanded decrease while on the Tibetan Plateau it was dominated by decadal variability. These contrasting changes between the lower and root layers along the periphery of the transition zone was a reflection of the enhanced soil hydrological cycle in the root layer. The enhanced persistence in drylands lower layer is an indication of the intensified impacts of soil moisture anomalies (e.g., droughts) on terrestrial water cycle. Ensembles of climate model simulations are commonly used to separate externally forced climate change from internal variability. However, much of the information gained from running large ensembles is lost in traditional methods of data reduction such as linear trend analysis or large-scale spatial averaging. This paper demonstrates how a pattern recognition method (signal-to-noise-maximizing pattern filtering) extracts patterns of externally forced climate change from large ensembles and identifies the forced climate response with up to 10 times fewer ensemble members than simple ensemble averaging. It is particularly effective at filtering out spatially coherent modes of internal variability (e.g., El Niño, North Atlantic Oscillation), which would otherwise alias into estimates of regional responses to forcing. This method is used to identify forced climate responses within the 40-member Community Earth System Model (CESM) large ensemble, including an El Niño--like response to volcanic eruptions and forced trends in the North Atlantic Oscillation. The ensemble-based estimate of the forced response is used to test statistical methods for isolating the forced response from a single realization (i.e., individual ensemble members). Low-frequency pattern filtering is found to skillfully identify the forced response within individual ensemble members and is applied to the HadCRUT4 reconstruction of observed temperatures, whereby it identifies slow components of observed temperature changes that are consistent with the expected effects of anthropogenic greenhouse gas and aerosol forcing. Temperature observations of the upper-air atmosphere are now available for more than 40 years from both ground- and satellite-based observing systems. Recent years have seen substantial improvements in reducing long-standing discrepancies among datasets throughmajor reprocessing efforts. The advent of radio occultation (RO) observations in 2001 has led to further improvements in vertically resolved temperature measurements, enabling a detailed analysis of upper-troposphere/lower-stratosphere trends. This paper presents the current state of atmospheric temperature trends from the latest available observational records. We analyze observations from merged operational satellite measurements, radiosondes, lidars, and RO, spanning a vertical range fromthe lower troposphere to the upper stratosphere. The focus is on assessing climate trends and on identifying the degree of consistency among the observational systems. The results showa robust cooling of the stratosphere of about 1-3 K, and a robust warming of the troposphere of about 0.6-0.8K over the last four decades (1979- 2018). Consistent results are found between the satellite-based layer-average temperatures and vertically resolved radiosonde records. The overall latitude-altitude trend patterns are consistent between RO and radiosonde records. Significant warming of the troposphere is evident in the RO measurements available after 2001, with trends of 0.25-0.35K per decade. Amplified warming in the tropical upper-troposphere compared to surface trends for 2002-18 is found based on ROand radiosonde records, in approximate agreement withmoist adiabatic lapse rate theory. The Earth's ice-ocean-atmosphere system exhibits nonlinear responses, such as the difference in the magnitude of the atmospheric response to positive or negative ocean or sea ice anomalies. Two classes of methods that have previously been used to investigate the nonlinear dependence between climate fields are kernel methods and neural network methods. In this paper, a third methodology is introduced: gradient-based kernel dimension reduction. Gradient-based kernel methods are an extension of conventional kernel methods, but gradient-based methods focus on the directional derivatives of the regression surface between two fields. Specifically, a new gradient-based method is developed here: gradient kernel canonical correlation analysis (gKCCA). In gKCCA, the canonical directions maximize the directional derivatives between the predictor field and the response field, while the canonical components of the response field maximize the correlation with a nonlinear augmentation of the predictor canonical components. Gradient-based kernel methods have several advantages: their components can be directly related to the original fields (unlike in conventional kernel methods), and the projection vectors are determined by analytical solution (unlike in neural networks). Here gKCCA is applied to the question of nonlinear coupling between high-frequency (2-3 years) and low-frequency (4-6 years) modes in the Pacific Ocean. The leading gKCCA subspace shows a significant nonlinear coupling between the low-pass and high-pass fields. Models are attractive tools to deepen the understanding of atmospheric and climate processes. In practice, such investigations often involve numerical experiments that switch on or off individual factors (such as latent heating, nonlinear coupling, or some climate forcing). However, as in general many factors can be considered, the analysis of these experiments is far from straightforward. In particular, as pointed out in an influential study on factor separation by Stein and Alpert, the analysis will often require the consideration of nonlinear interaction terms. In the current paper an alternative factor separation methodology is proposed and analyzed. Unlike the classical method, sequential factor separation (SFS) does not involve the derivation of the interaction terms but, rather, provides some uncertainty measure that addresses the quality of the separation. The main advantage of the proposed methodology is that in the case of n factors it merely requires 2 n simulations (rather than 2 n for the classical analysis). The paper provides an outline of the methodology, a detailed mathematical analysis, and a theoretical intercomparison against the classical methodology. In addition, an example and an intercomparison using regional climate model experiments with n = 3 factors are presented. The results relate to the Mediterranean amplification and demonstrate that-at least in the particular example considered-the two methodologies yield almost identical results and that the SFS is rather insensitive with respect to design choices. Climates are changing, yet the everyday implications for societies and cultures are unclear. Until recently, weather and climate (change) have been largely represented quantitatively and discussed at broad spatial and social scales. Qualitative weather research is helping to reconnect weather with its diverse local meanings and to explain how climate change may alter future representational and behavioral understands of weather (herein called 'weather-relations') in the hope of furthering climate change action. Responding to the need for greater research into weather-relations, particularly in industrialized urban areas, this paper examines the role of weather in everyday life in tropical Darwin, Australia. It identifies a willingness among participants to stay 'weather-connected' despite challenging weather conditions and access to air conditioning. This willingness is driven by desires to remain acclimatized in order to enhance positive weather sensations, retain outdoor lifestyles, and reduce financial and environmental costs associated with resource-intensive technologies. In delving into weather adjustment strategies that facilitate weather-connectedness along with possible climate change implications, greater potential for weather-relations research is recognized. By drawing attention to weather experiences and understandings alongside resource efficient weather responses, this paper uncovered a substantial capacity among participants to respond sustainably to environmental change. These capacities are the outcome of adjustment practices relating to food, clothing, laundering, physical and outdoor activities, and domestic comfort and a previously unrecognized coping strategy-expressions of tolerance. Findings suggest that by recognizing and fostering existing adjustment capabilities of societies and cultures and the local values that afford their reproduction, communities would be better placed to adapt to future climate change. In recent years, increasing attention has been paid to hydropower generation, since it is a renewable, efficient, and reliable source of energy, as well as an effective tool to reduce the atmospheric concentrations of greenhouse gases resulting from human activities. At the same time, however, hydropower is among the most vulnerable industries to global warming, because water resources are closely linked to climate changes. Indeed, the effects of climate change on water availability are expected to affect hydropower generation with special reference to southern countries, which are supposed to face dryer conditions in the next decades. The aim of this paper is to qualitatively assess the impact of future climate change on the hydrological regime of the Alcantara River basin, eastern Sicily (Italy), based on Monte Carlo simulations. Synthetic series of daily rainfall and temperature are generated, based on observed data, through a first-order Markov chain and an autoregressive moving average (ARMA) model, respectively, for the current scenario and two future scenarios at 2025. In particular, relative changes in the monthly mean and standard deviation values of daily rainfall and temperature at 2025, predicted by the Hadley Centre Coupled Model, version 3 (HadCM3) for A2 and B2 greenhouse gas emissions scenarios, are adopted to generate future values of precipitation and temperature. Synthetic series for the two climatic scenarios are then introduced as input into the Identification of Unit Hydrographs and Component Flows from Rainfall, Evapotranspiration and Streamflow Data (IHACRES) model to simulate the hydrological response of the basin. The effects of climate change are investigated by analyzing potential modification of the resulting flow duration curves and utilization curves, which allow a site's energy potential for the design of run-of-river hydropower plants to be estimated. Air temperature and precipitation outputs from 10 CMIP6 GCMs were input to the Precipitation-Runoff Modeling System hydrologic model to evaluate water and energy responses in three headwater basins to projected climate change over the twenty-first century. The headwater basins (398–801 km2) are located within the Mataura River basin in the South Island of New Zealand. CMIP6 datasets included two emission scenarios [shared socioeconomic pathways (SSPs) SSP2-4.5 and SSP5-8.5]. Half of the 10 GCMs selected in the study have equilibrium climate sensitivity (ECS) values above 4.5°C, which has been considered the upper end of equilibrium climate sensitivity. Modeling results included increased annual air temperature, evapotranspiration, and precipitation by the end of the twenty-first century for both SSP emissions scenarios, both high- and low-ECS GCMs, and all three headwater basins. Monthly precipitation and evapotranspiration totals also increased for all or most months. Monthly streamflow changes generally corresponded with monthly precipitation changes. Snowpack decreased significantly in depth and seasonal duration in all basins. However, streamflow increased for all SSP and ECS groups and basins because increased precipitation was consistently greater than increased evapotranspiration losses. Sources of uncertainty include the GCMs, climate sensitivity, downscaling, bias adjustment, emission scenarios, and the hydrologic model. Simulated hydrologic responses based on climate data from GCMs with ECS values of greater than 4.5°C could be less plausible since previous studies have suggested true ECS ranges from 1.5° to 4.5°C. This paper describes a forecasting configuration of the Geophysical Fluid Dynamics Laboratory (GFDL) High-resolution Atmospheric Model (HiRAM). HiRAM represents an early attempt in unifying, within a global modeling framework, the capabilities of GFDL's low-resolution climate models for Intergovernmental Panel on Climate Change (IPCC) type climate change assessments and high-resolution limited-area models for hurricane predictions. In this study, the potential of HiRAM as a forecasting tool is investigated by applying the model to the near-term and intraseasonal hindcasting of tropical cyclones (TCs) in the Atlantic basin from 2006 to 2009. Results demonstrate that HiRAM provides skillful near-term forecasts of TC track and intensity relative to their respective benchmarks from t == 48 h through t == 144 h. At the intraseasonal time scale, a simple HiRAM ensemble provides skillful forecasts of 21-day Atlantic basin TC activity at a 2-day lead time. It should be noted that the methodology used to produce these hindcasts is applicable in a real-time forecasting scenario. While the initial experimental results appear promising, the HiRAM forecasting system requires various improvements in order to be useful in an operational setting. These modifications are currently under development and include a data assimilation system for forecast initialization, increased horizontal resolution to better resolve the vortex structure, 3D ocean model coupling, and wave model coupling. Recent trends in precipitation and streamflow in the United States have become a particular focus of hydroclimatic research. The U.S. Hydro-Climatic Data Network (HCDN) has proven to be especially useful for the analysis of long-term streamflow trends. The U.S. Geological Survey (USGS) scientists selected sites for inclusion in the HCDN from the USGS stream-gauge network on the basis of streamflows being relatively free of nonclimatic anthropogenic influences. Consequently, most previous analyses of flow trends at those sites have either implicitly or explicitly attributed the trends to climate change and variability. In this paper, trends in seasonal and annual precipitation, and annual 7-day low, mean, and peak flows are examined for 48 medium-sized HCDN streams in the upper Mississippi (UM) water-resource region over 1939--2008. Using the concept of precipitation elasticity of flow, it is shown that the observed magnitudes of statistically significant increases in mean and low flows were up to a factor of 3 greater than expected from observed precipitation increases alone. Peak flows increased less than expected, and in the case of the Driftless Area at the center of the UM basin, decreased despite increased precipitation. It is proposed that the differences between expected and observed changes in streamflow can be explained by rural land-use changes in this principally agricultural region. [ABSTRACT FROM AUTHOR]

State and local governments in the United States manage a wide array of natural and human resources that are particularly sensitive to climate variability and change. Recent revelations of the extent of the current and potential climate impact in this realm such as with the quality of water, the structure of the coasts, and the potential and witnessed impact on the built infrastructure give these political authorities impetus to minimize their vulnerability and plan for the future. In fact, a growing number of subnational government bodies in the United States have initiated climate adaptation planning efforts; these initiatives emphasize an array of climate impacts, but at different scales, scopes, and levels of sophistication. Meanwhile, the current body of climate adaptation literature has not taken a comprehensive look at these plans nor have they questioned what prompts local adaptation planning, at what scope and scale action is being taken, or what prioritizes certain policy responses over others. This paper presents a case-based analysis of seven urban climate adaptation planning initiatives, drawing from a review of publicly available planning documents and interviews with stakeholders directly involved in the planning process to provide a preliminary understanding of these issues. The paper also offers insight into the state of implementation of adaptation strategies, highlighting the role of low upfront costs and cobenefits with issues already on the local agenda in prompting anticipatory adaptation. This paper assesses the effect of climate change on crop yield from a soil water balance perspective. The uncertainties of regional-scale climate models, local-scale climate variability, emissions scenarios, and crop growth models are combined to explore the possible range of climate change effects on rainfed corn yield in central Illinois in 2055. The results show that a drier and warmer summer during the corn growth season and wetter and warmer precrop and postcrop seasons will likely occur. Greater temperature and precipitation variability may lead to more variable soil moisture and crop yield, and larger soil moisture deficit and crop yield reduction are likely to occur more frequently. The increased water stress is likely to be most pronounced during the flowering and yield formation stages. The expected rainfed corn yield in 2055 is likely to decline by 23%–34%, and the probability that the yield may not reach 50% of the potential yield ranges from 32% to 70% if no adaptation measures are instituted. Among the multiple uncertainty sources, the greenhouse gas emissions projection may have the strongest effect on the risk estimate of crop yield reduction. The effects from the various uncertainties can be offset to some degree when the uncertainties are considered jointly. An ensemble of GCMs with an equal weight may overestimate the risk of soil moisture deficits and crop yield reduction in comparison with an ensemble of GCMs with different weight determined by the root-mean-square error minimization method. The risk estimate presented in this paper implies that climate change adaptation is needed to avoid reduced corn yields and the resulting profit losses in central Illinois. [ABSTRACT FROM AUTHOR]

The variations of large-scale climatic controls and surface responses through the annual cycle during strong positive (El Niño) and negative (La Niña) phase ENSO events are analyzed to assess the within-year and among-year variations of climate anomalies. Data from the NCEP–NCAR reanalysis project are presented as small-multiple maps to illustrate the spatial and temporal variability in North American climate associated with extreme phases of ENSO. Temperature, mean sea level pressure, 500-mb geopotential heights, and 850-mb specific humidity have composite-anomaly patterns that exhibit the greatest degree of spatial and temporal coherence. In general, the composite-anomaly patterns for El Niño and La Niña events are of opposite sign, with stronger, more spatially coherent anomalies occurring during El Niño events than during La Niña events. However, the strength and coherency of the precipitation anomaly patterns are reduced in the interior intermountain west during both positive and negative phase of ENSO. The variations in precipitation anomalies are compared to the 500-mb omega and 850-mb specific humidity composite-anomaly patterns, which provide information on the controls of precipitation by large-scale vertical motions and moisture availability thus providing information on the specific mechanisms associated with precipitation variability during ENSO events.
