Weather radars have been widely used to detect and quantify precipitation and nowcast severe weather for more than 50 years. Operational weather radars generate huge three-dimensional datasets that can accumulate to terabytes per day. So it is essential to review what can be done with existing vast amounts of data, and how we should manage the present datasets for the future climatologists. All weather radars provide the reflectivity factor, and this is the main parameter to be archived. Saving reflectivity as volumetric data in the original spherical coordinates allows for studies of the three-dimensional structure of precipitation, which can be applied to understand a number of processes, for example, analyzing hail or thunderstorm modes. Doppler velocity and polarimetric moments also have numerous applications for climate studies, for example, quality improvement of reflectivity and rain rate retrievals, and for interrogating microphysical and dynamical processes. However, observational data alone are not useful if they are not accompanied by sufficient metadata. Since the lifetime of a radar ranges between 10 and 20 years, instruments are typically replaced or upgraded during climatologically relevant time periods. As a result, present metadata often do not apply to past data. This paper outlines the work of the Radar Task Team set by the Atmospheric Observation Panel for Climate (AOPC) and summarizes results from a recent survey on the existence and availability of long time series. In recent years, various early warning signals of critical transition have been presented, such as autocorrelation at lag 1 [AR(1)], variance, the propagator based on detrended fluctuation analysis (DFA-propagator), and so on. Many studies have shown that the climate system has the characteristics of long-term memory (LTM). Will the LTM characteristics of the climate system change as it approaches possible critical transition points? In view of this, the present paper first studies whether the LTM of several folding (folded bifurcation) models changes consistently as they approach their critical points slowly by the rescaled range (R/S) analysis. The results of numerical experiments show that when the control parameters of the folding model are close to its critical threshold, the Hurst exponent H exhibits an almost monotonic increase (significance level α = 0.05). We compare the performance of R/S with the existing indicators, including AR(1), variance, and DFA-propagator, and find that R/S is a perfectly valid alternative. When there is no extra false noise, AR(1) and variance have good early warning effects. After the addition of extra Gaussian white noise of different intensities, the values of AR(1) and variance change significantly. As a result, the DFA-propagator based on AR(1) calibration also changed significantly. Compared with the other three indicators, the early warning effect of H has stronger ability to resist the interference of external false signals. To further verify the validity of increasing H, paleoclimate reconstruction of Cariaco Basin sediment core grayscale record with long trends filtered out is studied by R/S analysis. The other three early warning signals are calculated in the same way. The data contain a well-known abrupt climate change: the transition between the Younger Dryas (YD) and the Holocene. We find that approximately 300 years before this abrupt climate change occurred, before 11.7 kyr BP, the LTM exponents for Cariaco Basin deglacial grayscale data present an obvious increasing trend at a significant level of α = 0.05. Meanwhile, the variation trend of H and DFA-propagator is basically similar. This shows that increasing H by R/S analysis is an effective early warning signal, which indicates that a dynamic system is approaching its possible critical transition points; H is a completely valid alternative signal for AR(1) and DFA-propagator. The main conclusion of this paper is based on numerical experiments. The article presents a study which examines the effect of synoptic-scale forcing on the stratospheric sudden warnings (SSWs) in 2006 in the U.S. The researchers used the meteorological fields from Goddard Earth Observing System (GEOS)-4 analyses in determining such effects. The study found out that stratospheric polar displaced off the pole due to earlier minor warming events. The researchers also suggest that there is a need for further investigation to determine the kind of fraction of major SSWs are initiated.

Numerous recent tropical cyclones have caused extreme rainfall and flooding events in the CONUS. Climate change is contributing to heavier extreme rainfall around the world. Modeling studies have suggested that tropical cyclones may be particularly efficient engines for transferring the additional water vapor in the atmosphere into extreme rainfall. This paper develops a new indicator for climate change using the enhanced rainfall metric to evaluate how the frequency and/or intensity of extreme rainfall around tropical cyclones has changed. The enhanced rainfall metric relates the amount of rain from a storm over a given location to the 5-yr return period rainfall in that location to determine the severity of the event. The annual area exposed to tropical-cyclone-related 5-yr rainfall events is increasing, which makes it a compelling climate change indicator. Quantile regression illustrates that the distribution of tropical cyclone rainfall is also changing. For tropical storms, all quantiles are increasing. However, major hurricanes show large increases in their most extreme rainfall. This study does not attempt to make any detection claims (vs natural variability) or attribution of the observed trends to anthropogenic forcing. However, the sensitivity of the results to natural variability in tropical cyclone frequency was somewhat constrained by comparing 2 decades from the previous active era (1951–70) with two from the current era (2001–20). This comparison also shows that both the mean rainfall and the maximum rainfall associated with tropical cyclones are increasing over most areas of the eastern CONUS with the most significant increases from northern Alabama to the southern Appalachians. Significance Statement: The purpose of this study is to analyze the changes in frequency and magnitude of extreme precipitation events associated with tropical cyclones with the goal of developing a new indicator for climate change. This is important because heavy rainfall and associated flooding is one of the primary causes of tropical cyclone destruction and fatalities, especially in inland locations away from where storms initially make landfall. Our results show that both the frequency and magnitude of extreme rainfall events from tropical cyclones have increased over the CONUS. Numerical weather prediction (NWP), when accessible, is a crucial input to short-term solar power forecasting. WRF-Solar, the first NWP model specifically designed for solar energy applications, has shown promising predictive capability. Nevertheless, few attempts have been made to investigate its performance under high aerosol loading, which attenuates incoming radiation significantly. The North China Plain is a polluted region due to industrialization, which constitutes a proper testbed for such investigation. In this paper, aerosol direct radiative effect (DRE) on three surface shortwave radiation components (i.e., global, beam, and diffuse) during five heavy pollution episodes is studied within the WRF-Solar framework. Results show that WRF-Solar overestimates instantaneous beam radiation up to 795.3 W m−2 when the aerosol DRE is not considered. Although such overestimation can be partially offset by an underestimation of the diffuse radiation of about 194.5 W m−2, the overestimation of the global radiation still reaches 160.2 W m−2. This undesirable bias can be reduced when WRF-Solar is powered by Copernicus Atmosphere Monitoring Service (CAMS) aerosol forecasts, which then translates to accuracy improvements in photovoltaic (PV) power forecasts. This work also compares the forecast performance of the CAMS-powered WRF-Solar with that of the European Centre for Medium-Range Weather Forecasts model. Under high aerosol loading conditions, the irradiance forecast accuracy generated by WRF-Solar increased by 53.2% and the PV power forecast accuracy increased by 6.8%. Significance Statement: Numerical weather prediction (NWP) is the "go-to" approach for achieving high-performance day-ahead solar power forecasting. Integrating time-varying aerosol forecasts into NWP models effectively captures aerosol direct radiation effects, thereby enhancing the accuracy of solar irradiance forecasts in heavily polluted regions. This work not only quantifies the aerosol effects on global, beam, and diffuse irradiance but also reveals the physical mechanisms of irradiance-to-power conversion by constructing a model chain. Using the North China Plain as a testbed, the performance of WRF-Solar on solar power forecasting on five severe pollution days is analyzed. Dimension reduction techniques are an essential part of the climate analyst's toolkit. Due to the enormous scale of climate data, dimension reduction methods are used to identify major patterns of variability within climate dynamics, to create compelling and informative visualizations, and to quantify major named modes such as El Niño–Southern Oscillation. Principal components analysis (PCA), also known as the method of empirical orthogonal functions (EOFs), is the most commonly used form of dimension reduction, characterized by a remarkable confluence of attractive mathematical, statistical, and computational properties. Despite its ubiquity, PCA suffers from several difficulties relevant to climate science: high computational burden with large datasets, decreased statistical accuracy in high dimensions, and difficulties comparing across multiple datasets. In this paper, we introduce several variants of PCA that are likely to be of use in climate sciences and address these problems. Specifically, we introduce non-negative, sparse, and tensor PCA and demonstrate how each approach provides superior pattern recognition in climate data. We also discuss approaches to comparing PCA-family results within and across datasets in a domain-relevant manner. We demonstrate these approaches through an analysis of several runs of the E3SM climate model from 1991 to 1995, focusing on the simulated response to the Mt. Pinatubo eruption; our findings are consistent with a recently identified stratospheric warming fingerprint associated with this type of stratospheric aerosol injection. [ABSTRACT FROM AUTHOR]

Instrumental data from the pre–Industrial Revolution period are important to -understand climate change. In this paper, the observations made by the French missionary J. Amiot in present-day central Beijing during 1757–62 were processed and analyzed. The observations represent the earliest continuous dataset of meteorological records found in China that have been digitized recently. Comparisons between the Amiot annual temperature range and extreme values with modern observations showed that the observations were read at approximately 0800 and 1500 local solar time (LST) in a well-ventilated outdoor site. The daily maximum, minimum, and mean temperatures (T-max, T-min, and T-mean, respectively) during 1757–62 were determined by examining the relationship between temperature at 0800 and 1500 LST and T-max, T-min, and T-mean in modern reference series. Nearly 260 years ago, Beijing's climate was typical of an inland temperate monsoon zone with annual T-mean, annual mean T-max, and annual mean T-min being 11.5°, 17.8°, and 6.1°C, respectively; further, the temperatures did not vary considerably from the 1951–1980 temperatures, but differed evidently compared to relatively recent decades (1981–2020). The difference was larger than the magnitudes of global and regional temperature changes. Thus, climate warming since the pre–Industrial Revolution period in the urban areas of Beijing has dominantly occurred over the last four decades. A review of many studies published since the late 1920s reveals that the main driving mechanisms responsible for the early-twentieth-century Arctic warming (ETCAW) are not fully recognized. The main obstacle seems to be our limited knowledge about the climate of this period and some forcings. A deeper knowledge based on greater spatial and temporal resolution data is needed. The article provides new (or improved) knowledge about surface air temperature (SAT) conditions (including their extreme states) in the Arctic during the ETCAW. Daily and subdaily data have been used (mean daily air temperature, maximum and minimum daily temperature, and diurnal temperature range). These were taken from 10 individual years (selected from the period 1934–50) for six meteorological stations representing parts of five Arctic climatic regions. Standard SAT characteristics were analyzed (monthly, seasonal, and yearly means), as were rarely investigated aspects of SAT characteristics (e.g., number of characteristic days, day-to-day temperature variability, and the onset, end, and duration of thermal seasons). The results were compared with analogical calculations done for data taken from the contemporary Arctic warming (CAW) period (2007–16). The Arctic experienced warming between the ETCAW and the CAW. The magnitude of warming was greatest in the Pacific (2.7°C) and Canadian Arctic (1.9°C) regions. A shortening of winter and lengthening of summer were noted. Furthermore, the climate was also a little more continental (except the Russian Arctic) and less stable (greater day-to-day variability and diurnal temperature range) during the ETCAW than during the CAW. Significance Statement: It is well established that human activity (particularly increased greenhouse gas emissions) is the primary driving mechanism of the recent dramatic warming in the Arctic. However, the causes of a similar warming here in the first half of the twentieth century remain uncertain. The limited knowledge about the climate of that period—which mainly results from the low resolution of data—is a significant obstacle to a definitive determination of the forcing mechanisms. Therefore, the main aim of our paper is to improve our understanding of specific aspects of weather and climate (including extremes) using long-term series of daily and subdaily data that have rarely been applied for this purpose. This new, more comprehensive knowledge about the historical Arctic climate should allow the scientific community (particularly climate modelers) to better validate both climate models and reanalysis products and, consequently, to more precisely identify the causes of the early-twentieth-century Arctic warming. ISCCP continues to quantify the global distribution and diurnal-to-interannual variations of cloud properties in a revised version. This paper summarizes assessments of the previous version, describes refinements of the analysis and enhanced features of the product design, discusses the few notable changes in the results, and illustrates the long-term variations of global mean cloud properties and differing high cloud changes associated with ENSO. The new product design includes a global, pixel-level product on a 0.1° grid, all other gridded products at 1.0°-equivalent equal area, separate satellite products with ancillary data for regional studies, more detailed, embedded quality information, and all gridded products in netCDF format. All the data products including all input data, expanded documentation, the processing code, and an operations guide are available online. Notable changes are 1) a lowered ice–liquid temperature threshold, 2) a treatment of the radiative effects of aerosols and surface temperature inversions, 3) refined specification of the assumed cloud microphysics, and 4) interpolation of the main daytime cloud information overnight. The changes very slightly increase the global monthly mean cloud amount with a little more high cloud and a little less middle and low cloud. Over the whole period, total cloud amount slowly decreases caused by decreases in cumulus/altocumulus; consequently, average cloud-top temperature and optical thickness have increased. The diurnal and seasonal cloud variations are very similar to earlier versions. Analysis of the whole record shows that high cloud variations, but not low clouds, exhibit different patterns in different ENSO events. Significance Statement: This paper reports on the evolution of the research goals and satellite cloud data products produced by ISCCP, a long-term international project, which is now fully operational. The growing length of record with 10-km and 3-h sampling makes possible studies of cloud variations from diurnal-to-weather scale (cloud process scale) to climate variation scale. In particular the length of record includes many examples of ENSO and is beginning to encompass the slower modes of ocean variation, allowing studies of the role of cloud feedbacks in coupling the atmosphere and ocean circulations. In this paper, a new set of daily gridded fields and area averages of temperature and precipitation is introduced that covers the contiguous United States (CONUS) from 1951 to present. With daily updates and a grid resolution of approximately 0.0417° (nominally 5 km), the product, named nClimGrid-Daily, is designed to be used particularly in climate monitoring and other applications that rely on placing event-specific meteorological patterns into a long-term historical context. The gridded fields were generated by interpolating morning and midnight observations from the Global Historical Climatology Network–Daily dataset using thin-plate smoothing splines. Additional processing steps limit the adverse effects of spatial and temporal variations in station density, observation time, and other factors on the quality and homogeneity of the fields. The resulting gridded data provide smoothed representations of the point observations, although the accuracy of estimates for individual grid points and days can be sensitive to local spatial variability and the ability of the available observations and interpolation technique to capture that variability. The nClimGrid-Daily dataset is therefore recommended for applications that require the aggregation of estimates in space and/or time, such as climate monitoring analyses at regional to national scales. Significance Statement: Many applications that use historical weather observations require data on a high-resolution grid that are updated daily. Here, a new dataset of daily temperature and precipitation for 1951–present is introduced that was created by interpolating irregularly spaced observations to a regular grid with a spacing of 0.0417° across the contiguous United States. Compared to other such datasets, this product is particularly suitable for monitoring climate and drought on a daily basis because it was processed so as to limit artificial variations in space and time that may result from changes in the types and distribution of observations used. Several studies in the literature have developed approaches to diagnose hail storms from satellite-borne passive microwave imagery and build nearly global climatologies of hail. This paper uses spaceborne Ku-band radar measurements from the Global Precipitation Measurement (GPM) mission Dual-Frequency Precipitation Radar (DPR) to validate several passive microwave approaches. We assess the retrievals on the basis of how tightly they constrain the radar reflectivity at −20°C and how this measured radar reflectivity aloft varies geographically. The algorithm that combines minimum 19-GHz polarization corrected temperature (PCT) with a 37-GHz PCT depression normalized by tropopause height constrains the radar reflectivity most tightly and gives the least appearance of regional biases. A retrieval that is based on a 19-GHz PCT threshold of 261K also produces tightly clustered profiles of radar reflectivity, with little regional bias. An approach using regionally adjusted minimum 37-GHz PCT performs relatively well, but our results indicate it may overestimate hail in some subtropical and midlatitude regions. A threshold applied to the minimum 37-GHz PCT (≤230 K), without any scaling by region or probability of hail, overestimates hail in the tropics and underestimates beyond the tropics. For all retrieval approaches, storms identified as having hail tended to have radar reflectivity profiles that are consistent with general expectations for hailstorms (reflectivity > 50 dBZ below the 0°C level, and > 40 dBZ extending far above 0°C). Profiles from oceanic regions tended to have more rapidly decreasing reflectivity with height than profiles from other regions. This work examines the diurnal and seasonal variability of near-surface temperature and humidity at several large areas with high population density within the Maritime Continent using the Bureau of Meteorology Atmospheric Regional Reanalysis (BARRA) 12-km-resolution dataset that covers the period 1990–2019. The diurnal cycle is examined in detail, with a key feature being the relatively small diurnal variation of the wet-bulb temperature TWB when compared with the temperature and dewpoint temperature TD. The diurnal variability is strongly modulated by the monsoons with their increased rainfall and cloud cover. The near-surface signals associated with the Madden–Julian oscillation across the domains are relatively weak. Dry and humid temperature extremes are examined for regional and seasonal variability. The dry and moist variable extremes occur at different times of year, but each have spatially coherent structure. Significance Statement: This paper examines the climatological variations of near-surface temperature and humidity and their extremes in four locations in the "Maritime Continent." Characterizing and developing drought climatology continues to be a challenging problem. As decision makers seek guidance on water management strategies, there is a need for assessing the performance of drought indices. This requires the adaptation of appropriate drought indices that aid in monitoring droughts and hydrological vulnerability on a regional scale. This study aims to assist the process of developing a statewide water shortage and assessment plan (WSP) for the state of Indiana by conducting a focused hydroclimatological assessment of drought variability. Drought climatology was assessed using in situ observations and regional reanalysis data. A summary of precipitation and evaporation trends, estimated drought variability, worst-case drought scenarios, drought return period, and frequency and duration was undertaken, using multiple drought indices and streamflow analysis. Results indicated a regional and local variability in drought susceptibility. The worst-case (200-yr return period) prediction showed that Indiana has a 0.5%% probability of receiving 45%% of normal precipitation over a 12-month drought in any year. Consistent with other studies, the standardized precipitation index (SPI) was found to be appropriate for detecting short-term drought conditions over Indiana. This recommendation has now been incorporated in the 2009 Indiana water shortage plan. This study also highlights the difficulties in identifying past droughts from available climatic data, and the authors' results suggest a persistent, high degree of uncertainty in making drought predictions using future climatic projections. The Western Arctic Linkage Experiment (WALE) is aimed at understanding the role of high-latitude terrestrial ecosystems in the response of the Arctic system to global change through collection and comparison of climate datasets and model results. In this paper, a spatiotemporal approach is taken to compare and validate model results from the fifth-generation Pennsylvania State University–National Center for Atmospheric Research Mesoscale Model (MM5) with commonly used analysis and reanalysis datasets for monthly averages of temperature and precipitation in 1992–2000 and for a study area at 55°–65°N, 160°–110°W in northwestern Canada and Alaska. Objectives include a quantitative assessment of similarity between datasets and climate model fields, and identification of geographic areas and seasons that are problematic in modeling, with potential causes that may aid in model improvement. These are achieved by application of algebraic similarity mapping, a simple yet effective method for synoptic analysis of many (here, 45) different spatial datasets, maps, and models. Results indicate a dependence of model–data similarity on seasonality, on climate variable, and on geographic location. In summary, 1) similarity of data and models is better for temperature than for precipitation; and 2) modeling of summer precipitation fields, and to a lesser extent, temperature fields, appears more problematic than that of winter fields. The geographic distribution of areas with best and worst agreement shifts throughout the year, with generally better agreement between maps and models in the northeastern and northern inland areas than in topographically complex and near-coastal areas. This paper presents a GIS-based analysis of climate variability over Senegal, West Africa. It responds to the need for developing a climate atlas that uses local observations instead of gridded global analyses. Monthly readings of observed rainfall (20 stations) and mean temperature (12 stations) were compiled, digitized, and quality assured for a period from 1971 to 1998. The monthly, seasonal, and annual temperature and precipitation distributions were mapped and analyzed using ArcGIS Spatial Analyst. A north–south gradient in rainfall and an east–west gradient in temperature variations were observed. June exhibits the greatest variability for both quantity of rainfall and number of rainy days, especially in the western and northern parts of the country. Trends in precipitation and temperature were studied using a linear regression analysis and interpolation maps. Air temperature showed a positive and significant warming trend throughout the country, except in the southeast. A significant correlation is found between the temperature index for Senegal and the Pacific sea surface temperatures during the January–April period, especially in the El Niño zone. In contrast to earlier regional-scale studies, precipitation does not show a negative trend and has remained largely unchanged, with a few locations showing a positive trend, particularly in the northeastern and southwestern regions. This study reveals a need for more localized climate analyses of the West Africa region because local climate variations are not always captured by large-scale analysis, and such variations can alter conclusions related to regional climate change. In this paper, we propose a downscaling method that statistically describes a local-scale climate from largescale circulations using the case of a Korean basin during boreal winter. Specifically, since the East Asian winter monsoon (EAWM) affects the climate of the Korean Peninsula, we make a weather generator model describing the response of the basin climate to the monsoon strength. Moreover, it operates on the basis of a tercile probabilistic prediction of theEAWM strength to generate diverse scenarios of daily weather sequence during the season, which can be utilized in evaluation of the climate impact. We evaluate the prediction skills of operational hindcasts for several existingEAWMindices by applying a multinomial logistic regression method to choose the most suitable index for the downscaling. In the weather generator model, the precipitation model part is designed to be fully parametric. Its parameter values are allowed to vary according to the monsoon strength so that they can represent the climate variability of precipitation. In the temperature model part, the daily temporal variations of the temperature over the Korean basin are decomposed into several oscillations with different frequencies. Since the slowly varying oscillations significantly respond to the monsoon strength, the proposed downscaling scheme is based on the statistical simulation of oscillations according to the monsoon strength. The proposed downscaling scheme is evaluated in terms of the reproducibility of the climate characteristics for a given EAWM strength and the informativeness for predicting monthly climate characteristics. Research on the interaction between the Madden–Julian oscillation (MJO) and rainfall around Jakarta is limited, although the influence of the MJO on increased rainfall is acknowledged as one of the primary causes of flooding in the region. This paper investigates the local rainfall response around Jakarta to the MJO. We used C-band Doppler radar in October–April during 2009–12 to study rain-rate characteristics at much higher resolution than previous analyses. Results show that the MJO strongly modulates rain rates over the region; however, its effect varies depending on topography. During active phases, MJO induces a high rain rate over the ocean and coast, meanwhile during suppressed phases, it generates a high rain rate mainly over the mountains. In phase 2 of the MJO we find the strongest increase in mean and extreme rain rate, which is earlier in the MJO cycle than most studies reported, based on lower-resolution data. This higher rain rate is likely due to increases in convective and stratiform activities. The MJO promotes more stratiform rain once it resides over Indonesia. In phase 5, over the northwestern coast and western part of the radar domain, the MJO might bring forward the peak of the hourly rain rate that occurs in the early morning. This is likely due to a strong westerly flow arising from MJO superimposed westerly monsoonal flow, blocked by the mountains, inducing a strong wind propagating offshore resulting in convection near the coast in the morning. Our study demonstrates the benefits of using high-resolution radar for capturing local responses to the larger-scale forcing of the MJO in Indonesia. Significance Statement: Rainfall in Jakarta and its surroundings is highly variable and often heavy resulting in devastating floods. In this region, in the wet season, rainfall is influenced by large-scale climate variability including the Madden–Julian oscillation (MJO) characterized by eastward propagation of clouds near the equatorial regions on intraseasonal time scales. The MJO has been known to increase the probability of rainfall occurrence and its magnitude, but we show that the impact differs in varying topography. The frequency and intensity of rainfall increase over land areas including mountains even when MJO has not arrived in Indonesia. Meanwhile, once MJO moves through Indonesia, the frequency and magnitude of the rainfall increases over the northern coast and ocean as well as in the west of the radar domain. A simple—yet powerful—indicator for monitoring agricultural drought is the water requirement satisfaction index (WRSI). In data-sparse, food-insecure areas, the WRSI is used to guide billions of dollars of aid every year. The WRSI uses precipitation (PPT) and reference evapotranspiration (RefET) data to estimate water availability relative to water demand experienced over the course of a growing season. If the season is in progress, to-date conditions can be combined with climatological averages to provide insight into potential end-of-season (EOS) crop performance. However, if the average is misrepresented, these forecasts can hinder early warning and delay precious humanitarian aid. While many agencies use arithmetic average climatologies as proxies for "average conditions," little published research evaluates their effectiveness in crop-water balance models. Here, we use WRSI hindcasts of three African regions' growing seasons, from 1981 to 2019, to assess the adequacy of the arithmetic mean climatological forecast—the Extended WRSI. We find that the Extended WRSI is positively biased, overestimating the actual EOS WRSI by 2%–23% in East, West, and southern Africa. The presented alternative combines to-date conditions with data from previous seasons to produce a series of historically realistic conclusions to the current season. The mean of these scenarios is the WRSI Outlook. In comparison with the Extended WRSI, which creates a single forecast scenario using average inputs that are not covarying, the WRSI Outlook employs an ensemble of scenarios, which more adequately capture the historical distribution of distribution of rainfall events along with the covariability between climate variables. More specifically, the impact of dry spells in individual years is included in the WRSI Outlook in a way that is smoothed over in the Extended WRSI. We find that the WRSI Outlook has a near-zero bias score and generally has a lower RMSE. In total, this paper highlights the inadequacies of the arithmetic mean climatological forecast and presents a less biased and more accurate scenario-based approach. Although tropical interbasin interactions at interannual time scales are presently receiving much attention, their controlling factors and variations on longer time scales are under debate. Tropical convection plays a crucial role in the occurrence and nonstationarity of them. In this paper, we investigate the dependence of interannual tropical Atlantic–Pacific basin interactions on convection-related features of the tropical oceans' climatology, especially the ITCZ position. We contrast a CGCM control simulation with an experiment in which tropical convection is modified by an artificial perturbation outside the tropics that reduces the incident shortwave radiation in a region of the South Atlantic. Based on previous work, this modification is expected to shift in latitude the climatological position of the simulated ITCZ. The experiment shows altered Walker circulations, stronger interannual variability over the tropical oceans, a westward extension of the Atlantic Niño pattern and of convection, and shallower thermocline in the Pacific, making the basin more sensitive to both local and remote perturbations. As a consequence, the experiment shows enhanced interannual Atlantic–Pacific basin interactions at the equator, and weaker teleconnections between the north tropical Atlantic and the equatorial Pacific. The latter seems to occur because the impact of the warm Atlantic SST anomalies is offset by the presence of warm SST anomalies in El Niño region. Despite the uncertainties raised because the simulations are relatively short, we conclude that this work presents a potential explanation for the long-term changes in the tropical basin interactions and offers a novel and useful methodology for their analysis. As several review papers have concluded, marine fog is imperfectly characterized, and quantitative visibility forecasts are difficult to produce accurately. Some unique measurements have been made offshore Newfoundland and Labrador of the climatology of occurrence and the microphysical characteristics of marine, or open-ocean, fog. Based on measurements made at an offshore installation over 21 years, the percent of time with visibilities less than 0.5 n mi or approximately 1 km (1 n mi ≈ 1.85 km) reaches 45% in July, with a low of about 5% during the winter. The occurrence of fog is mainly due to warm air advection, with the highest frequency occurring with wind directions from over the warm Gulf Stream, and with air temperatures about 2°C warmer than the sea surface temperature. There is no diurnal variation in the frequency of occurrence of fog. The microphysical properties of the fog have been documented in the summer time frame, with over 550 h of in situ measurements made offshore with fog liquid water content greater than 0.005 g m−3. The fog droplet number concentration spectra peaks near 6 μm, with a secondary peak near 25–40 μm, which typically contains most of the liquid water content. The median droplet concentration is approximately 70–100 cm−3. The microphysical spectra have been used to develop a new NWP visibility parameterization scheme, and this scheme is compared with other parameterizations currently in use. [ABSTRACT FROM AUTHOR]

Climate predictions, from three weeks to a decade into the future, can provide invaluable information for climate-sensitive socioeconomic sectors, such as renewable energy, agriculture, or insurance. However, communicating and interpreting these predictions is not straightforward. Barriers hindering user uptake include a terminology gap between climate scientists and users, the difficulties of dealing with probabilistic outcomes for decision-making, and the lower skill of climate predictions compared to the skill of weather forecasts. This paper presents a gaming approach to break communication and understanding barriers through the application of the Weather Roulette conceptual framework. In the game, the player can choose between two forecast options, one that uses ECMWF seasonal predictions against one using climatology-derived probabilities. For each forecast option, the bet is spread proportionally to the predicted probabilities, either in a single year game or a game for the whole period of 33 past years. This paper provides skill maps of forecast quality metrics commonly used by the climate prediction community (e.g., ignorance skill score and ranked probability skill score), which in the game are linked to metrics easily understood by the business sector (e.g., interest rate and return on investment). In a simplified context, we illustrate how in skillful regions the economic benefits of using ECMWF predictions arise in the long term and are higher than using climatology. This paper provides an example of how to convey the usefulness of climate predictions and transfer the knowledge from climate science to potential users. Realistic climate and weather prediction models are necessary to produce confidence in projections of future climate over many decades and predictions for days to seasons. These models must be physically justified and validated for multiple weather and climate processes. A key opportunity to accelerate model improvement is greater incorporation of process-oriented diagnostics (PODs) into standard packages that can be applied during the model development process, allowing the application of diagnostics to be repeatable across multiple model versions and used as a benchmark for model improvement. A POD characterizes a specific physical process or emergent behavior that is related to the ability to simulate an observed phenomenon. This paper describes the outcomes of activities by the Model Diagnostics Task Force (MDTF) under the NOAA Climate Program Office (CPO) Modeling, Analysis, Predictions and Projections (MAPP) program to promote development of PODs and their application to climate and weather prediction models. MDTF and modeling center perspectives on the need for expanded process-oriented diagnosis of models are presented. Multiple PODs developed by the MDTF are summarized, and an open-source software framework developed by the MDTF to aid application of PODs to centers' model development is presented in the context of other relevant community activities. Under the new background of climate change, it is very important to identify the characteristics of drought in North China. Based on the daily meteorological drought comprehensive index from 494 national meteorological stations in North China during 1961–2019, the drought processes and their intensity are identified by applying the "extreme" intensity–duration (EID) theory. Then, the stage variation characteristics of the drought trend, the average drought intensity, and the drought frequency are analyzed. The results show that among the five drought intensity indices the process maximum intensity demonstrates the greatest correlation coefficient with the disaster rate of drought in North China. Therefore, the process maximum intensity of drought is selected as the annual drought intensity to analyze the drought characteristics in North China. According to the climate warming trends, the study period is divided into three stages, that is, 1951–84 (stage I), 1985–97 (stage II), and 1998–2019 (stage III). The comprehensive results show that the drought intensity in North China has significant stage characteristics. In stage I, the drought shows an increasing trend in most parts of North China, but its average intensity is relatively weaker, with a lower severe drought frequency. The drought also shows an increasing trend in most parts in stage II, with a more significant increase rate than that in stage I, and the average drought intensity is the strongest and the severe drought frequency is the highest. In stage III, the drought shows a decreasing trend in some areas, and the average intensity is the weakest, with a lower severe drought frequency. Significance Statement: In this paper, we develop a drought intensity formula, the maximum intensity of drought, based on the "extreme" intensity–duration theory. The maximum intensity of drought was then calculated and selected as an annual drought intensity to analyze the drought characteristics in North China. We found that the annual drought intensity better captured the extremity and the patterns of drought process than that obtained with single indices and comprehensive indices. A 30-yr time series (4 February 1990–4 February 2020) of aerosol optical depth (AOD) of the atmosphere, total precipitable water (TPW), and total column ozone has been conducted in central Texas using simple, highly stable instruments. All three parameters in this ongoing measurement series exhibited robust annual cycles. They also responded to many atmospheric events, including the historic volcanic eruption of Mount Pinatubo (1991), a record El Niño (1998), an unprecedented biomass smoke event (1998), and La Niña that caused the driest drought in recorded Texas history (2011). Reduced air pollution caused mean AOD to decline from 0.175 to 0.14. The AOD trend measured for 30 years by a light-emitting diode (LED) sun photometer, the first of its kind, parallels the trend from 20 years of measurements by a modified Microtops II. While TPW responded to El Niño–Southern Oscillation conditions, TPW exhibited no trend over the 30 years. The TPW data compare favorably with 4.5 years of simultaneous measurements by a nearby NOAA GPS (r2 = 0.78). The 30 years of ozone measurements compare favorably with those from a series of NASA ozone satellites (r2 = 0.78). In 2016, 194 comparisons of Microtops II and world standard ozone instrument Dobson 83 at the Mauna Loa Observatory agreed within 1.9% (r2 = 0.81). The paper concludes by observing that students and citizen scientists can collect scientifically useful atmospheric data with simple sun photometers that use one or more LEDs as spectrally selective photodiodes. Monitoring precipitation forecast skill in global numerical weather prediction (NWP) models is an important yet challenging task. Rain gauges are inhomogeneously distributed, providing no information over large swathes of land and the oceans. Satellite-based products, on the other hand, provide near-global coverage at a resolution of ∼10–25 km, but limitations on data quality (e.g., biases) must be accommodated. In this paper the stable equitable error in probability space (SEEPS) is computed using a precipitation climatology derived from the Tropical Rainfall Measuring Mission (TRMM) TMPA 3B42 V7 product and a gauge-based climatology and then applied to two global configurations of the Met Office Unified Model (UM). The representativeness and resolution effects on an aggregated SEEPS are explored by comparing the gauge scores, based on extracting the nearest model grid point, with those computed by upscaling the model values to the TRMM grid and extracting the TRMM grid point nearest the gauge location. The sampling effect is explored by comparing the aggregate SEEPS for this subset of ∼6000 locations (dictated by the number of gauges available globally) with all land points within the TRMM region of 50°N and 50°S. The forecast performance over the oceanic areas is compared with performance over land. While the SEEPS computed using the two different climatologies should never be expected to be identical, using the TRMM climatology provides a means of evaluating near-global precipitation using an internally consistent dataset in a climatologically consistent way. This paper describes how a combination of high-resolution numerical modeling, a robust homogenization algorithm, and local pressure observations have been used to understand and reconcile time series of daily, seasonal, and annual peak wind gusts recorded at observing sites in the Cook Strait region of New Zealand. The homogenization algorithm consists of corrections for the relocation of masts, changes in instrumentations, data acquisition and signal processing, surrounding surface roughness, and measurement heights. In addition, a statistical method, penalized maximal F test (PMFT), was used to assess the homogeneity of the wind speed time series and detect and eliminate all remaining, undocumented, artificial (i.e., nonclimatic) breakpoints. A three-dimensional time-dependent computational fluid dynamics (CFD) simulation was carried out using the Gerris model to characterize the turbulence environment at the mast sites and to estimate topographic speedup effects. Trends in magnitudes and frequencies of the homogenized seasonal and annual peak wind gusts are evaluated and presented for the Cook Strait region. The pressure gradients between pairs of stations were used to study the correlation between the gust wind speeds and the pressure field. A high-resolution convection-resolving numerical weather prediction model [the New Zealand Convective-Scale Model (NZCSM)] was employed to aid the interpretation of results and analyze wind trends. The trend in gust speeds is also shown to be consistent with larger-scale NCEP–NCAR reanalysis pressure trends. The homogenization algorithm showed promising results in eliminating the artificial breakpoints and trends. Data storage and data processing generate significant cost for weather and climate modeling centers. The volume of data that needs to be stored and data that are disseminated to end users increases with increasing model resolution and the use of larger forecast ensembles. If precision of data is reduced, cost can be reduced accordingly. In this paper, three new methods to allow a reduction in precision with minimal loss of information are suggested and tested. Two of these methods rely on the similarities between ensemble members in ensemble forecasts. Therefore, precision will be high at the beginning of forecasts when ensemble members are more similar, to provide sufficient distinction, and decrease with increasing ensemble spread. To keep precision high for predictable situations and low elsewhere appears to be a useful approach to optimize data storage in weather forecasts. Time series of stratospheric climate variables are used to derive master equations in the discretized phase space spanned by three variables. The empirical master equation (EME) predicts the probability density function (PDF) in this phase space. The numerical properties of EMEs have been investigated in the first part of this paper using synthetic time series. In this part of the paper, the time series consist of normalized and deseasonalized daily and zonally averaged meteorologically relevant quantities obtained from the 40-yr ECMWF Re-Analysis (ERA-40) and observations. One EME reproduces the climatological features of the quasi-biennial oscillation (QBO) of stratospheric equatorial zonal wind including the probabilistic character of transitions between phases. Also, the Arctic stratosphere at 10 hPa is about 2 K warmer during the easterly phase of the QBO than during the westerly phase. Another EME including a time series of the solar radio flux at 10.7 cm hints that the relationship between the QBO and the temperature in the Arctic stratosphere is shifted toward warmer (colder) states by about 1 K during periods of high (low) solar activity. Finally, an EME is derived from time series of variables highly correlated with the northern annular mode (NAM). The EME shows that NAM anomalies in the middle stratosphere propagate into the lower stratosphere and then into the lower troposphere with a time scale of about two and four weeks, respectively. The 2005 Atlantic hurricane season was the most active and costly season on record. Recent publications linking an increase in hurricane intensity to increasing tropical sea surface temperatures have fueled the debate on whether or not global warming is causing an increase in hurricane intensity. Because of the substantial implications of the hurricane–global warming issue for society and the immediate policy relevance associated with decision making related to Hurricane Katrina, attacks and rebuttals related to this research are being made in the media and on the World Wide Web without the rigor or accountability expected of scientific discourse. In this paper, we aim to promote a balanced and thoughtful examination of this subject by : clarifying the debate surrounding the subject as to whether or not global warming is causing an increase in global hurricane intensity, : illustrating a methodology of hypothesis testing to address multiple criticisms of a complex hypothesis that involves a causal chain, and : providing a case study of the impact of politics, the media, and the World Wide Web on the scientific process. A better understanding of the interannual variability in temperature and precipitation datasets used as forcing fields for hydrologic models will lead to a more complete description of hydrologic model uncertainty, in turn helping scientists study the larger goal of how the Arctic terrestrial systemis responding to global change. Accordingly, this paper investigates temporal and spatial variability in monthly mean (1992--2000) temperature and precipitation datasets over the Western Arctic Linkage Experiment (WALE) study region. The six temperature datasets include 1) the fifth-generation Pennsylvania State University--National Center for Atmospheric Research MesoscaleModel (MM5); 2) the 40-yr European Centre for Medium-Range Weather Forecasts (ECMWF) Re-Analysis (ERA-40); 3) the Advanced Polar Pathfinderall-sky temperatures (APP); 4) National Centers for Environmental Prediction--National Center for Atmospheric Research (NCEP--NCAR) reanalyses (NCEP1); 5) the Climatic Research Unit/University of East Anglia CRUTEM2v (CRU); and 6) the Matsuura and Wilmott 0.5° × 0.5° Global Surface Air Temperature and Precipitation (MW). Comparisons of monthly precipitation are examined for MM5, ERA-40, NCEP1, CRU, and MW. Results of the temporal analyses indicate significant differences between at least two datasets (for either temperature or precipitation) in almost every month. The largest number of significant differences for temperature occurs in October, when there are five separate groupings; for precipitation, there are four significantly different groupings from March through June, and again in December. Spatial analyses of June temperatures indicate that the greatest dissimilarity is concentrated in the central portion of the study region, with the NCEP1 and APP datasets showing the greatest differences. In comparison, the spatial analysis of June precipitation datasets suggests that the largest dissimilarity is concentrated in the eastern portion of the study region. These results indicate that the choice of forcing datasets likely will have a significant effecton the output from hydrologic models, and several different datasets should beused for a robust hydrologic assessment. Residents of the Oklahoma City metropolitan area are frequently threatened by tornadoes. Previous research indicates that perceptions of tornado threat affect behavioral choices when severe weather threatens and, as such, are important to study. In this paper, we examine the potential influence of tornado climatology on risk perception. Residents across central Oklahoma were surveyed about their perceptions of tornado proneness for their home location, and this was compared with the local tornado climatology. Mapping and programming tools were then used to identify relationships between respondents' perceptions and actual tornado events. Research found that some dimensions of the climatology, such as tornado frequency, nearness, and intensity, have complex effects on risk perception. In particular, tornadoes that were intense, close, and recent had the strongest positive influence on risk perception, but weaker tornadoes appeared to produce an ''inoculating'' effect. Additional factors were influential, including sharp spatial discontinuities between neighboring places that were not tied to any obvious physical feature or the tornado climatology. Respondents holding lower perceptions of risk also reported lower rates of intention to prepare during tornado watches. By studying place-based perceptions, this research aims to provide a scientific basis for improved communication efforts before and during tornado events and for identifying vulnerable populations. Weather and climate science has undergone a computational revolution in recent decades, to the point where all modern research relies heavily on software and code. Despite this profound change in the research methods employed by weather and climate scientists, the reporting of computational results has changed very little in relevant academic journals. This lag has led to something of a reproducibility crisis, whereby it is impossible to replicate and verify most of today's published computational results. While it is tempting to simply decry the slow response of journals and funding agencies in the face of this crisis, there are very few examples of reproducible weather and climate research upon which to base new communication standards. In an attempt to address this deficiency, this essay describes a procedure for reporting computational results that was employed in a recent Journal of Climate paper. The procedure was developed to be consistent with recommended computational best practices and seeks to minimize the time burden on authors, which has been identified as the most important barrier to publishing code. It should provide a starting point for weather and climate scientists looking to publish reproducible research, and it is proposed that journals could adopt the procedure as a minimum standard. Developing decision-relevant science for adaptation requires the identification of climatic parameters that are both actionable for practitioners as well as tractable for modelers. In many sectors, these decision-relevant climatic metrics and the approaches that enable their identification remain largely unknown. "Co-production" of science with scientists and decision-makers is one potential way to identify these metrics, but there is little research describing specific and successful co-production approaches. This paper examines the negotiations and outcomes from Project Hyperion, wherein scientists and water managers jointly developed decision-relevant climatic metrics for adaptive water management. We identify successful co-production strategies by analyzing the project's numerous back-and-forth engagements and tracing the evolution of the science during these engagements. We found that effective mediation between scientists and managers needed dedicated "boundary spanners" with significant modeling expertise. Translating practitioners' information needs into tractable climatic metrics required direct and indirect methods of eliciting knowledge. We identified four indirect methods that were particularly salient for extracting tacitly held knowledge and enabling shared learning: developing a hierarchical framework linking management issues with metrics, starting discussions from the planning challenges, collaboratively exploring the planning relevance of new scientific capabilities, and using analogies of other "good" metrics. The decision-relevant metrics we developed provide insights into advancing adaptation-relevant climate science in the water sector. The co-production strategies we identified can be used to design and implement productive scientist–decision-maker interactions. We present an updated cloud regime (CR) dataset based on Moderate Resolution Imaging Spectroradiometer (MODIS) Collection 6.1 cloud products, specifically, joint histograms that partition cloud fraction within distinct combinations of cloud-top pressure and cloud optical thickness ranges. The paper focuses on an edition of the CR dataset derived from our own aggregation of MODIS pixel-level cloud retrievals on an equal-area grid and prespecified 3-h UTC intervals that spatiotemporally match International Satellite Cloud Climatology Project (ISCCP) gridded cloud data. The other edition comes from the 1° daily aggregation provided by standard MODIS Level-3 data, as in previous versions of the MODIS CRs, for easier use with datasets mapped on equal-angle grids. Both editions consist of 11 clusters whose centroids are nearly identical. We provide a physical interpretation of the new CRs and aspects of their climatology that have not been previously examined, such as seasonal and interannual variability of CR frequency of occurrence. We also examine the makeup and precipitation properties of the CRs assisted by independent datasets originating from active observations and provide a first glimpse of how MODIS CRs relate to clouds as seen by ISCCP. SIGNIFICANCE STATEMENT: We present an updated 17-yr dataset of global cloudiness classification from the space-based MODIS instrument. This dataset exhibits similar consistency with the cloud and precipitation characteristics seen by active observations in the previous version, but its greater length allows an initial analysis of trends of cloud systems with distinct physical properties and geographical characteristics. The present paper is the second part of a two-part study on empirical modeling and prediction of climate variability. This paper deals with spatially distributed data, as opposed to the univariate data of Part I. The choice of a basis for effective data compression becomes of the essence. In many applications, it is the set of spatial empirical orthogonal functions that provides the uncorrelated time series of principal components (PCs) used in the learning set. In this paper, the basis of the learning set is obtained instead by applying multichannel singular-spectrum analysis to climatic time series and using the leading spatiotemporal PCs to construct a reduced stochastic model. The effectiveness of this approach is illustrated by predicting the behavior of the Jin-Neelin-Ghil (JNG) hybrid seasonally forced coupled ocean-atmosphere model of El Niño-Southern Oscillation. The JNG model produces spatially distributed and weakly nonstationary time series to which the model reduction and prediction methodology is applied. Critical transitions in the hybrid periodically forced coupled model are successfully predicted on time scales that are substantially longer than the duration of the learning sample. Cape Farewell, Greenland's southernmost point, is characterized by a number of low-level jets that are the result of topographic flow distortion associated with passing extratropical cyclones. The heavy seas associated with these wind events are a hazard to maritime traffic in the region. In addition, the air-sea heat flux associated with these weather systems plays an important role in the climate system by contributing to the forcing of the lower limb of the Atlantic meridional overturning circulation. In this paper, the North American Regional Reanalysis will be used to generate a higher-resolution climatology of these mesoscale jets as compared to previous studies. Through the use of a diagnostic that partitions the occurrence frequency of high-speed wind events by wind direction, the author shows that there are four different types of Cape Farewell tips jets that are characterized as having either northwesterly, southwesterly, northeasterly, or southeasterly wind direction. All four types have distinct regions in the vicinity of Cape Farewell where their respective occurrence frequencies and air-sea heat fluxes are at a maximum. The southwesterly and northeasterly jets closely resemble the wind systems previously identified as being westerly and easterly tip jets. There are also instances where one type evolves into another and so it is possible to view westerly tip jets as a continuum with the northwesterly and southwesterly events identified in this paper representing end members with a similar picture for easterly tip jets. The local ensemble tangent linear model (LETLM) provides an alternative method for creating the tangent linear model (TLM) and adjoint of a nonlinear model that promises to be easier to maintain and more computationally scalable than earlier methods. In this paper, we compare the ability of the LETLM to predict the difference between two nonlinear trajectories of the Navy's global weather prediction model at low resolution (2.58 at the equator) with that of theTLMcurrently used in the Navy's four-dimensional variational (4DVar) data assimilation scheme. When compared to the pair of nonlinear trajectories, the traditional TLM and the LETLM have improved skill relative to persistence everywhere in the atmosphere, except for temperature in the planetary boundary layer. In addition, the LETLM was, on average, more accurate than the traditional TLM (error reductions of about 20% in the troposphere and 10% overall). Sensitivity studies showed that the LETLM was most sensitive to the number of ensemble members, with the performance gradually improving with increased ensemble size up to the maximum size attempted (400). Inclusion of physics in the LETLM ensemble leads to a significantly improved representation of the boundary layer winds (error reductions of up to 50%), in addition to improved winds and temperature in the free troposphere and in the upper stratosphere/lower mesosphere. The computational cost of the LETLM was dominated by the cost of ensemble propagation. However, the LETLM can be precomputed before the 4DVar data assimilation algorithm is executed, leading to a significant computational advantage. [ABSTRACT FROM AUTHOR]

A recent paper by Kato and Rose reports a negative correlation between the annual mean entropy production rate of the climate and the absorption of solar radiation in the CERES SYN1deg dataset, using the simplifying assumption that the system is steady in time. It is shown here, however, that when the nonsteady interannual storage of entropy is accounted for, the dataset instead implies a positive correlation; that is, global entropy production rates increase with solar absorption. Furthermore, this increase is consistent with the response demonstrated by an energy balance model and a radiative–convective model. To motivate this updated analysis, a detailed discussion of the conceptual relationship between entropy production, entropy storage, and entropy flows is provided. The storage-corrected estimate for the mean global rate of entropy production in the CERES dataset from all irreversible transfer processes is 81.9 mW m−2 K−1 and from only nonradiative processes is 55.2 mW m−2 K−1 (observations from March 2000 to February 2018). The sampling error caused by the uneven distribution of radio occultation (RO) profiles in both space and time domains is an important error source of RO climatologies. In this paper, the sampling error RO temperature climatologies is investigated using the 4-yr (2007-10) data from the Constellation Observing System for Meteorology, Ionosphere, and Climate mission. The error is divided into three parts, including local time component (LTC), temporal component (TC), and spatial component (SC). The characteristics of the three components are investigated. Results show the following: 1) The LTC part of the total sampling error is characterized by a pattern of periodic positive and negative deviations, with a full cycle of about four months. The most significant LTC values are found in the area around 608N/S and the polar regions. 2) The TC part is mainly associated with the extent of day-to-day temperature variability and the daily number of RO profiles observed in each month. The most pronounced TC part is shown in high-latitude areas in wintertime, where the day-to-day temperature variability is high. 3) The SC part shows distinct features in different altitude ranges. It is characterized by a systemic error in the lower troposphere (2-8 km) but exhibits a seasonal trend at the altitude range from 8 to 40 km. 4) The total sampling error is dominated by the TC and SC parts in the troposphere and lower stratosphere, whereas in the upper stratosphere it is dominated by the LTC part. Observing systems consisting of a finite number of in situ monitoring stations can provide high-quality measurements with the ability to quality assure both the instruments and the data but offer limited information over larger geographic areas. This paper quantifies the spatial coverage represented by a finite set of monitoring stations by using global data--data that are possibly of lower resolution and quality. For illustration purposes, merged satellite temperature data from Microwave Sounding Units are used to estimate the representativeness of the Global Climate Observing System Reference Upper-Air Network (GRUAN). While many metrics exist for evaluating the representativeness of a site, the ability to have highly accurate monthly averaged data is essential for both trend detection and climatology evaluation. The calculated correlations of the monthly averaged upper-troposphere satellite-derived temperatures over the GRUAN stations with all other pixels around the globe show that the current 9 certified GRUAN stations have moderate correlations (r $ 0.7) for approximately 10% of the earth, but an expanded network incorporating another 15 stations would result in moderate correlations for just over 60% of the earth. This analysis indicates that the value of additional stations can be quantified by using historical, satellite, or model data and can be used to reveal critical gaps in current monitoring capabilities. Evaluating the value of potential additional stations and prioritizing their initiation can optimize networks. Continuous monitoring of the earth radiation budget (ERB) is critical to the understanding of Earth's climate and its variability with time. The Clouds and the Earth's Radiant Energy System (CERES) instrument is able to provide a long record of ERB for such scientific studies. This manuscript, which is the first of a two-part paper, describes the new CERES algorithm for improving the clear/cloudy scene classification without the use of coincident cloud imager data. This new CERES algorithm is based on a subset of the modern artificial intelligence (AI) paradigm called machine learning (ML) algorithms. This paper describes the development and application of the ML algorithm known as random forests (RF), which is used to classify CERES broadband footprint measurements into clear and cloudy scenes. Results from the RF analysis carried using the CERES Single Scanner Footprint (SSF) data for January and July are presented in the manuscript. The daytime RF misclassification rate (MCR) shows relatively large values (>30%) for snow, sea ice, and bright desert surface types, while lower values (<10%) for the forest surface type. MCR values observed for the nighttime data in general show relatively larger values for most of the surface types compared to the daytime MCR values. The modified MCR values show lower values (<4%) for most surface types after thin cloud data are excluded from the analysis. Sensitivity analysis shows that the number of input variables and decision trees used in the RF analysis has a substantial influence on determining the classification error. [ABSTRACT FROM AUTHOR]

Conventional analysis methods in weather and climate science (e.g., EOF analysis) exhibit a number of drawbacks including scaling and mixing. These methods focus mostly on the bulk of the probability distribution of the system in state space and overlook its tail. This paper explores a different method, the archetypal analysis (AA), which focuses precisely on the extremes. AA seeks to approximate the convex hull of the data in state space by finding 'corners' that represent 'pure' types or archetypes through computing mixture weight matrices. The method is quite new in climate science, although it has been around for about two decades in pattern recognition. It encompasses, in particular, the virtues of EOFs and clustering. The method is presented along with a new manifold-based optimization algorithm that optimizes for the weights simultaneously, unlike the conventional multistep algorithm based on the alternating constrained least squares. The paper discusses the numerical solution and then applies it to the monthly sea surface temperature (SST) from HadISST and to the Asian summer monsoon (ASM) using sea level pressure (SLP) from ERA-40 over the Asian monsoon region. The application to SST reveals, in particular, three archetypes, namely, El Niño, La Niña, and a third pattern representing the western boundary currents. The latter archetype shows a particular trend in the last few decades. The application to the ASM SLP anomalies yields archetypes that are consistent with the ASM regimes found in the literature.
