In 2021, scientists published a preprint stating that the dugong population of Okinawa had declined below the minimum viable population and should be considered extinct. The publication led to an outcry amongst Japanese/Okinawan environmentalists and to criticism by international dugong specialists. Two issues were raised: 1) Declaring dugongs extinct, although feeding trails were found in several locations, misrepresented the reality in Okinawan waters, and could have negative impacts on conservation measures; 2) Three authors were sitting on the Environmental Monitoring Committee for a controversial military base construction project in an area where dugongs were frequently spotted before construction commenced. The presence/absence of dugongs at the site had become a political issue, as the animal’s protected status and its depiction in folklore gave it symbolic meaning in the anti-base movement. The declaration of dugong extinction reminded protesters of a former Environmental Impact Assessment conducted by Japan’s Ministry of Defence, declaring the site to be no relevant dugong habitat. The paper explores the implications of the preprint for the political situation in Okinawa and questions the certainty of dugong extirpation in the region. It argues that speculations about extinction cannot be divorced from the political contexts to which they are invariably tied.

This study presents an appraisal of the Middle Eocene–Quaternary Dugong Supersequence of the Eucla Basin, offshore southern Australia. It combines details of the rock record with seismic-stratigraphical information, and the resulting stratigraphic framework provides constraints on the nature of the late post-breakup development of the southern Australian continental margin. It is well established that the onshore-to-mid-shelf succession comprises a predominantly aggrading-to-prograding unconformity-bounded succession of carbonate platform deposits; however, our analysis of the outer shelf–upper slope section challenges the widely held view that this shelf-margin wedge represents a distally steepened prograding carbonate ramp primarily modulated by global eustasy. Instead, our results show that the Middle Eocene–Quaternary succession is punctuated by a series of unconformities that reflect a persistent tectonic instability and differential vertical movements throughout the late post-breakup period, the genesis of which is most closely related to tectonic events. Moreover, the upper slope clinoform succession was constructed and shaped predominantly by alongslope processes, and four different contourite drift types are recognised based on their seismic-stratigraphic expression: elongate mounded drift (Quaternary); infill drift (Pliocene); plastered drift (Oligocene); and separated drift (Middle–Upper Eocene). The Quaternary drift – herein termed the 'Eyre Terrace Drift' – is a spectacular basin-scale deposit, over 500 m thick and traced for up to 200 km along the upper slope Eyre Terrace. Upslope-migrating sediment waves are associated with this drift. Key sedimentary attributes consistent with a contourite origin include fine-grained sediment, multi-scale gradational bed contacts and pervasive bioturbation. There is also evidence of episodic downslope mass-movement processes ranging from the large-scale Late Neogene Slide, which extends downslope for 15–20 km, to sporadic slumped beds and turbidites recovered in boreholes. The IUCN Species Survival Commission has established the Seaweed Specialist Group, which consists of scientists and practitioners from around the world. The group's main objectives are to assess and improve the conservation status of seaweeds, establish networks and partnerships for conservation efforts, and raise awareness about the importance of seaweed species. Seaweeds are found in all oceans and seas, with over 10,000 known marine species. However, climate change and other human activities pose significant threats to seaweeds, including iconic species that form habitats. The group aims to prioritize conservation efforts for key seaweed taxa, such as Laminarian kelps, which are vital for ecosystems and local economies. By 2025, the group plans to assess the conservation status of at least 120 Laminarian species. The article discusses the importance of Important Marine Mammal Areas (IMMAs) in protecting marine mammals and their habitats. IMMAs are defined as discrete portions of habitat that are important to marine mammals and can be managed for conservation. The Task Force has worked with scientists to identify 280 IMMAs, and these areas are being used for spatial planning and conservation efforts in various countries. However, some IMMAs are already threatened, such as the Upper Gulf of California IMMA where the Critically Endangered vaquita has been reduced to around 10 individuals. Signatory states of the Convention on Biological Diversity must ‘protect and encourage the customary use of biological resources in accordance with traditional cultural practices that are compatible with conservation or sustainable use requirements’. Thus the management of traditional hunting of wildlife must balance the sustainability of target species with the benefits of hunting to traditional communities. Conservation policies usually define the values associated with wild meats in terms of income and nutrition, neglecting a wide range of social and cultural values that are important to traditional hunting communities. We elicited the community-defined benefits and costs associated with the traditional hunting of dugongs Dugong dugon and green turtles Chelonia mydas from communities on two islands in Torres Strait, Australia. We then used cognitive mapping and multidimensional scaling to identify separable groups of benefits (cultural services, provisioning services, and individual benefits) and demonstrate that traditional owners consider the cultural services associated with traditional hunting to be significantly more important than the provisioning services. Understanding these cultural values can inform management actions in accordance with the Convention on Biological Diversity. If communities are unable to hunt, important cultural benefits are foregone. Based on our results, we question the appropriateness of conservation actions focused on prohibiting hunting and providing monetary compensation for the loss of provisioning services only. Conservation efforts use scientific data to provide an adaptive framework wherein habitat and wildlife sustainability can co-exist with human activities. Good science informs decision-makers and facilitates the development of successful conservation approaches. However, conservation concerns for the dugong Dugong dugon in South-east Asia are sufficiently urgent that action must be taken quickly, even though science has not provided complete answers to critical questions. In Johor, Malaysia, aerial surveys were conducted to assess dugong numbers, dugong high-use areas and overlap of dugong sightings with areas of seagrass. Dugong distribution included existing marine parks and locations where known conservation threats exist. We conclude that the Johor islands may represent a significant congregation site for dugongs in Peninsular Malaysia, with as many as 20 dugongs recorded in a single day. The existence of a marine park where the dugong sightings were most prominent is encouraging but only 38% of those sightings fell within the boundaries of the park. Anthropogenic threats need to be assessed and addressed prior to complex development activities such as dredging and coastal reclamation for tourism development in this critical area. We use this case to explore the concept of advancing species conservation through focused research and management, particularly where uncertainties exist because data are scarce. Community knowledge of the status, threats and conservation issues affecting the dugong Dugong dugon was investigated in the Sulu Sea, Malaysia. Interviews with local fishermen were conducted in 12 villages from the tip of Tanjung Inaruntung to Jambongan Island, in northern Sabah, Malaysia. According to the respondents dugong numbers are low and sightings are rare. Dugongs have been sighted around Jambongan, Tigabu, Mandidarah and Malawali Islands. The apparent decline of the dugong in this area is possibly because of incidental entanglement in nets, and opportunistic hunting. Seagrasses are present and have economic importance to the community. The fishermen have difficulty in understanding issues of conservation in relation to dugongs. I recommend that conservation initiatives begin with dialogue and an education programme, followed by incentives for development of alternative livelihoods. Using community knowledge for conservation purposes may be the only option in data-deficient regions, especially where financial constraints are high and the need for management intervention for threatened species is urgent. This research was conducted to assess the location of population groups and conservation issues affecting dugongs Dugong dugon along the eastern Gulf of Thailand off Cambodia and Phu Quoc Island, Vietnam. Interviews in fishing communities in 2002 and 2004 along the Cambodian coast revealed that dugongs are sporadically found in fishing nets and their body parts are sold for a relatively large profit. During 4 days of aerial surveys in Cambodia in 2004 we saw no dugongs. We interviewed villagers in Phu Quoc Island, Vietnam, in 2002 and learnt that dugongs are regularly found and hunted, again for high profits. In both countries we recommend that legislation addressing threatened species be strengthened and enforced. In collaboration with the Cambodian and Vietnamese governments and NGOs, we propose the exploration of alternative non- destructive fishing methods and the initiation of an education campaign based on conservation of marine wildlife and the nearshore environment. National and transboundary management and community-based conservation are required in conjunction with strategies to address overfishing and poverty. [ABSTRACT FROM AUTHOR]

People dwell in a world of their own subjective making. For many hunters, engagement with the ‘natural’ world is a negotiated affair because animals, like people, possess spirits. A critical part of the negotiation process is mediation of the human–prey relationship by hunting magic. Torres Strait Islanders of NE Australia are skilled hunters of dugongs, a marine mammal whose capture entails a broad range of ritual practices. Following ethnographic expectations, excavation of bone mounds reveals ritual treatment of dugong bones, especially skulls, to increase hunting success. Extensive use of dugong bones in ritual sites has important implications for the extent to which ‘secular’ midden deposits are representative of Islander subsistence practices. Since dugong bone mounds provide archaeological insights into Islander spiritual relationships with dugongs, chronological changes in use of these sites inform us about historical developments in Islander ontology and their ritual orchestration of seascapes and spiritual connections to the sea. The article reports that the Japanese Ministry of the Environment has classified the Okinawa dugong as Critically Endangered on the Japanese Red List. The Okinawa dugongs are the most northern population of dugongs. In common with other dugong populations, the Okinawa dugongs are at risk of entanglement in fishing gear, habitat loss and siltation of their feeding areas. Another challenge threatening the Okinawa dugongs it the plan of the U.S. military to build airbase runways in one of the richest areas of sea grass in Okinawa.
