Since the EU Directive (EC) No 128/2009 (SUD) was approved by the European Parliament, the establishment of a general framework aimed at securing the sustainable use of pesticides was laid down, and European Union (EU) Member States adopted National Action Plans in accordance with this Directive. Specifically, for EU Member States, pesticides, objectives and quantitative targets were created. Therefore, the EU Commission provided a methodology for risk assessment as the derivation of two harmonised risk indicators: HRI_1 and HRI_2. The present study focuses on HRI_1, as this can be implemented at the country level. Each EU Member State delivers annual harmonised risk indicators values to the Commission based on calculations using their own data and results. However, only the EU Commission can derive this HRI_1 (concatenated) indicator at the EU level. Therefore, the present study is an attempt to shed some light on the modus operandi used by the EU Commission to compile this HRI_1, and it also aims to clarify these calculations. Data originating from twenty-seven EU Member States were analysed. These data were compared to data published on the EU Commission website over time. The absolute implementation of the originator control principle ('absolute originator control') allows the EU Member States' national intelligence services to block the access of the European Parliament to confidential information necessary for the effective exercise of joint parliamentary scrutiny at Europol. This research paper will demonstrate that this is a flawed practice in need of urgent reform, since it violates some of the basic tenets of EU constitutional law enshrined in Article 13 TEU and Article 9 TEU. This legal problem is reframed with the help of trust theory, which reveals that absolute originator control causes the Union to be confronted with a constitutional dilemma that is irresolvable in the EU legal order: the Union is revealed to be a trustee to two trustors – the EU Member States and the EU citizens; to protect the interests of one trustor, the Union would necessarily have to betray the trust of the other trustor. How does media exposure relate to support for radical right populist parties (RRPPs)? We contribute to this classic debate by analyzing the web browsing histories and survey responses of six thousand study participants in France, Germany, Italy, Spain, and the UK during the 2019 European Parliament election. Linking direct measures of online news exposure to voting behavior allows us to assess the effects of the salience of issues politicized by RRPPs on their electoral support. The likelihood to vote for RRPPs was higher when the EU was more salient in individual media diets, while exposure to the less salient issue of immigration did not increase the propensity to vote for RRPPs. Alongside consistent results for other party families and interactions with pre-existing voting intentions, the findings indicate that the electoral effects of online media are contingent on the overall salience of a specific issue and voters' predispositions. As in nearly all European Union (EU) policy areas, scholars have turned to analysing the role of national parliaments, in addition to that of the European Parliament (EP), in trade politics. Yet, there is limited understanding of how the parliamentarians at the two levels interact. This article fills the gap by conceptualizing these interactions as a continuum ranging between cooperation, coexistence and competition. We use this continuum to explore multilevel party interactions in EU trade talks and show how cooperation compels politicization – national parliamentarians mainly interact with their European colleagues in salient matters. However, we argue that the impact of politicization on multilevel relations between parliamentarians in the EP and national parliaments is conditioned by party-level factors. Hence, we account for how and why politicization triggers multilevel party cooperation across parliaments in the EU through ideological orientation, government position and policy preferences and show how this takes place in the case of trade. Conventional multidimensional statistical models of roll call votes assume that legislators' preferences are additively separable over dimensions. In this article, we introduce an item response model of roll call votes that allows for non-separability over latent dimensions. Conceptually, non-separability matters if outcomes over dimensions are related rather than independent in legislators' decisions. Monte Carlo simulations highlight that separable item response models of roll call votes capture non-separability via correlated ideal points and higher salience of a primary dimension. We apply our model to the U.S. Senate and the European Parliament. In both settings, we find that legislators' preferences over two basic dimensions are non-separable. These results have general implications for our understanding of legislative decision-making, as well as for empirical descriptions of preferences in legislatures. [ABSTRACT FROM AUTHOR]

The research objective of this article is to analyze the European Parliament's response to the COVID-19 pandemic from the perspective of feminist governance. Feminist governance can either play a role in ensuring the inclusion of a gender perspective in crisis responses, or, quite the opposite, crises may weaken or sideline feminist governance. The empirical analysis focuses on two aspects of feminist governance: (1) a dedicated gender equality body and (2) gender mainstreaming. In addition to assessing the effectiveness of feminist governance, the analysis sheds light on the political struggles behind the policy positions. The article argues that feminist governance in the European Parliament was successful in inserting a gender perspective into the COVID-19 response. The article pinpoints the effects of the achievements of the European Parliament's Women's Rights and Gender Equality Committee and gender mainstreaming on gendering the pandemic crisis response. Gender and politics scholars are increasingly making appeals to ethnographic methodology to bring important contributions to understand the reproduction of gender, gender hierarchies, gendered relations, and their redress in parliamentary settings. This article draws upon fieldwork conducted in the U.K. House of Commons and the European Parliament and finds distinctive gendered cultures and norms in debating and working parliaments. Focusing on one dimension of this distinction—the parliamentary debating chamber—the article argues that parliamentary ethnography provides novel empirical insights into this conceptual distinction and into empirical understandings of gendered debating and working parliaments. While parliamentary ethnography is a fruitful innovation, the article discusses the drawbacks of this methodology and provides feminist reflection on ways to make it more accessible. How can tort law contribute to a better understanding of the risk-based approach in the European Union's (EU) Artificial Intelligence Act proposal and evolving liability regime? In a new legal area of intense development, it is pivotal to make the best use possible of existing regulation and legal knowledge. The main objective of this article is thus to investigate the relationship between traditional tort law principles, with a focus on risk assessments, and the developing legislation on artificial intelligence (AI) in the EU. The article offers a critical analysis and evaluation from a tort law perspective of the risk-based approach in the proposed AI Act and the European Parliament resolution on a civil liability regime for AI, with comparisons also to the proposal for a revised and AI-adapted product liability directive and the recently proposed directive on civil liability for AI. The discussion leads to the illumination of both challenges and possibilities in the interplay between AI, tort law and the concept of risk, displaying the large potential of tort law as a tool for handling rising AI issues. There is a notable gap in the academic literature on racism within European Union institutions. This article scrutinizes racism and normative whiteness in one of these institutions—namely, the European Parliament. The article asks how European whiteness, as a norm, is related to and sustains racism in the European Parliament and how this affects efforts to tackle racism and formulate internal antiracist practices within the institution. The research material consists of interviews, parliamentary ethnography, and official document data, and the empirical analysis is divided into three levels: individual, political group, and parliamentary. An important contribution is to demonstrate the techniques of reproducing whiteness as an institutional norm and racialized power relations in the European Parliament. This avoids linking racism to only the actions and attitudes of individuals and enables the article to address how racism is reproduced through the Parliament as an institution. Long examined by the academic literature as a challenging technical-legal fiction with a strong geopolitical impact, border carbon adjustment is on its way to becoming a European reality. This Article provides an overview of the European legislative process with a comparison of the initial Carbon Border Adjustment Mechanism ('CBAM') project presented by the Commission in July 2021 with the positions formalised by the European Parliament and the Council in 2022. With a detour through the doctrine of international law and building upon the work of Professor Thomas Cottier on the concept of Common Concern of Humankind ('CCH') in international law, the Article examines the European CBAM, and more broadly, the recent multiplication of unilateral environmental initiatives with extraterritorial impacts, as a contextual transition from a logic of coexistence to a logic of cooperation in the field of environmental policies. It concludes on the necessity to design the European CBAM accordingly, by redistributing its direct revenues and developing open and inclusive cooperation frameworks, to accelerate this transition in the field of industrial decarbonisation. Once an emergency has passed, general attention typically returns to dealing with day-to-day system management, and the opportunity to learn from the crisis and improve is missed. Lessons from the coronavirus disease 2019 (COVID-19) crisis must be learned, and the necessary changes made at all levels, both in terms of improving collaboration and strengthening health systems. This special report provides the conclusion of a workshop held in the European Parliament (EP) in Brussels, Belgium. The event explored the modalities of response and preparation to the COVID-19 pandemic, and to health crises in general. The workshop considered actions at different levels: international organizations (global level), European Union (EU) Member States ([MS] national level), and health services (local level). The emphasis national parties put on European Union (EU) issues in their manifestos varies to a great extent between countries. A systematic explanation of this variation is, however, still lacking. We address this gap by exploring the effect of the temporal proximity between national and European Parliament (EP) elections within the national electoral cycle on national parties' EU issue emphasis. Multilevel mixed-effects Tobit regressions on a sample of 956 manifestos, produced by 340 parties running for national elections in 27 EU member states between 1979 and 2019, indicate that temporal proximity displays a positive effect on national parties' EU issue salience: the closer in time EP elections are to national elections within the national electoral cycle, the more parties emphasize EU issues in their national election manifestos. Since the Lisbon Treaty, the European Parliament (EP) has considerably increased its competencies in European Union (EU) trade policy. At the same time, a 'new generation' of free trade agreements (FTAs), including the Transatlantic Trade and Investment Partnership (TTIP) with the United States, Comprehensive Economic and Trade Agreement (CETA) with Canada, and the agreement with Japan, have been negotiated by the European Commission. Although existing literature has tackled the process of the EP's institutional self-empowerment in this policy area, there is no systematic research investigating the lines of conflict within the EP over FTAs. Through a newly collected dataset of all EP plenary debates between 2009 and 2019 on six relevant FTAs, we extract EP Members' (MEPs) preferences by means of a manual textual analysis. We then test the explanatory power of the two traditional lines of cleavages within the EP over MEPs stated preferences: position on the left-right axis and support for EU integration. We find that both these dimensions fundamentally shape the conflict in the EP over FTAs. The impact of these two ideological cleavages is magnified in the context of politicized FTAs, namely the TTIP and CETA. Through these findings, the paper significantly contributes to the research on competition in the EP and, more broadly, to the understanding of EU trade policy and its emerging politicization dynamics. Previous research reports that parties in established European democracies learn from and emulate the successful election strategies of foreign incumbents, i.e., successful parties are influential abroad. We theorize that—in addition to incumbency (or success)—exchange takes place through transnational party alliances in the European Union. Relying on party manifesto data and spatial econometric analyses, we show that belonging to the same European Parliament (EP) party group enhances learning and emulation processes between national political parties. Estimated short- and long-term effects are approximately two and three times greater when foreign incumbents are in the same EP party group compared to other foreign incumbents. We assess the accuracy of procedural and bargaining models in predicting the outcomes of the reforms of the economic governance of the European Union (EU) that took place between 1997 and 2013. These negotiations were characterized by high costs of failure. We confirm the accuracy and robustness of the compromise model, but a procedural model with a costly reference point performs well, indicating that misestimation of the no-agreement cost may be a reason for its commonly reported poorer accuracy. However, this model is more sensitive to measurement errors. We also show how both models contribute to understanding bargaining success and how the conditional influence of the European Parliament should not be ignored. The 2014 European Parliament (EP) elections witnessed an unprecedented wave of radical right parties (RRPs) not only enter the EP, but even outperform the centre-right and centre-left parties in several Member States (MSs). With few exceptions, the 2019 EP elections reconfirmed this state of affairs, although this time around Liberal and Green parties also made inroads into the EP. Despite these results, the performance of the RRPs tends to be taken with a grain of salt since EP elections are generally considered Second Order Elections (SOEs). Yet the electoral consolidation witnessed by these parties in various Member States indicates that their performance is more than a fluke and that therefore it should not be treated as an outlier that is going to be course-corrected by the next election cycle. The 2019 EP election showed that this was not the case. In this regard, this paper examines the notion of radical right mainstreaming by tracking how, at the EU level, RRPs vacillate between pursuing forms of respectable cohabitation in EP groups such as the European Conservatives and Reformists Group (ECR) or, as was the case in 2019, they are embracing policy congruent schemes (see the Identity and Democracy Group). Euroscepticism has become a stable component of the European Parliament. But is there one distinct Euroscepticism in the European Parliament or do various types exist there? Departing from the widely accepted definitions of hard and soft Euroscepticism, we analysed the behaviour of Eurosceptical groups in the European Parliament in order to assess how they differ. Using data from parliamentary questions, we argue that there are substantial differences between these two groups. This suggests that hard and soft Euroscepticisms do not represent different degrees of one phenomenon, but instead refer to two fundamentally different stances towards European integration. This article explores the European Parliament's July 2018 non-legislative resolution proposing to the European Commission a directive for facilitating social enterprise companies' cross-border activities. The proposal is first situated within the context of the social economy and how the sector has grown in importance to European integration. The proposal and the European Commission's response are then examined. Although the European Commission was not convinced that Member States would be amenable to the proposal, a consensus may already exist that is sufficient to garner their support. Even if this prediction is wrong, however, it is argued that there are reasons to surmise that the proposal will likely be reassessed and ultimately successful at some future point. Finally, the proposal is viewed with a reflexive harmonisation lens. Through the analysis, regulatory issues are identified, and a solution is then suggested. [ABSTRACT FROM AUTHOR]

This contribution is conceived as a resource on the state of European populist parties before the outbreak of the COVID-19 pandemic. It reports on cross-national comparative findings generated by data collected from 30 European countries as to the state of populist parties in one calendar year (2019) and provides an extensive qualitative overview of the national cases. The article shows that while populist parties are preponderantly on the right, there is a significant degree of ideological variation among European populism. The data show significant diversity in their electoral performance but also that populist party participation in government is no longer a marginal phenomenon. The article ultimately elaborates on the various types of positions on European integration – from soft/hard Euroscepticism to lack thereof – and discusses the implications of their affiliation in the European Parliament. This article examines the contribution of the FILEF (Federazione Italiana Lavoratori Migranti e Famiglie) to the European debate on the human, social and civil rights of migrant workers during the 1970s. Through the project of an 'International Statute of Migrant Workers' Rights', presented to the European Parliament in 1971, FILEF submitted a proposal for the reform of the 1968 Community Regulation on the Free Movement of Migrant Workers in Europe in order to extend to workers from non-European countries the same rights and protections accorded to those from the EEC area. The analysis is focused on the discussion around the proposal in the committees of the European Parliament as well as on the debate that developed within the transnational network of the FILEF during the international conferences organised by the Federation from the mid-1970s until the early 1980s. Over the last decade, the EU's fundamental values have been under threat at the national level, in particular among several Central and Eastern European states that joined the EU since 2004. During this time, the European People's Party (EPP) has been criticized for its unwillingness to vote for measures that would sanction the Hungarian Fidesz government, one of its members, in breach of key democratic principles since 2010. In this paper, we seek to understand how cohesive the EPP group has been on fundamental values-related votes, how the position of EPP MEPs on these issues has evolved over time, and what explains intra-EPP disagreement on whether to accommodate fundamental values violators within the EU. To address these questions, we analyse the votes of EPP MEPs across 24 resolutions on the protection of EU fundamental values between 2011 and 2019. Our findings reveal below-average EPP cohesion on these votes, and a sharp increase in the tendency of EPP MEPs to support these resolutions over time. A number of factors explain the disagreements we find. While the EPP's desire to maintain Fidesz within its ranks is central, this explanation does not offer a comprehensive account of the group's accommodative behaviour. In particular, we find that ideological factors as well as the strategic interests of national governments at the EU level are central to understanding the positions of EPP MEPs, as well as the evolution of these positions over time. These results further our understanding of the nature of the obstacles to EU sanctions in fundamental values abuse cases, and the role of partisanship in fuelling EU inaction especially. As a result of the spread of International Parliamentary Institutions (IPIs), international organisations face crucial questions of representational design. We introduce a distinction between citizen-centred and state-centred IPIs in international organisations (IO). Drawing on original data, we show that, even though parliaments might seem likely to foster citizen representation in the international realm, they in fact often follow state-centred representational designs. We further find that citizen-centred IPIs are a near exclusive phenomenon of a few, democratic regional integration projects. Given the prevalence of state-centred representational designs, we conclude that IPIs' potential to represent different cross-border communities, concerns, and conflict lines than intergovernmental IO bodies remains institutionally limited. IPIs are thus unlikely to challenge these bodies in similar ways as often observed in the relationship between the European Parliament and the European Union's Council of Ministers. Members of Parliament have traditionally enjoyed different kinds of immunities; nowadays, these are openly criticized on several grounds. The Court of Justice of the European Union (CJEU) has recently given a judgment on the inviolability of European Parliament's members, which might be regarded as a milestone in its scarce case law on the matter: Oriol Junqueras Vies, Judgment of the Grand Chamber of December 19, 2019. This Article intends to summarize and comment on this decision, a preliminary reference requested by the Spanish Supreme Court in a notorious criminal procedure, connected with the suspended referendum on Catalonia's independence. The CJEU reinforces the inviolability of Members of European Parliament (MEPs), thus strengthening the powers of this institution. However, the judgment perhaps fails to fully capture European Court of Human Rights (ECtHR) case law and was rendered at a time when the controversy on Mr. Junqueras had arguably become outdated. This article explores the consequences of quotas on the level of diversity observed in legislators' professional and political experience. We examine how party system and electoral system features that are meant to favor female representation, such as gender quotas for candidate selection or placement mandates on electoral lists, affect the composition of legislatures by altering the mix of professional and political qualifications held by its members. Using data collected for all legislators initially seated to the current session of the European Parliament, one of the largest and most diverse democratically elected legislatures in the world, we find that quotas eliminate gendered differences in experience within the institution, particularly when used in conjunction with placement mandates that ensure female candidates are featured on electoral lists in viable positions. Electoral institutions can generally help to "level the playing field" between the backgrounds of men and women in elected office while increasing the presence of desirable qualities among European Parliament representatives of both genders. The 2014 European Parliament election and the 2016 Constitutional Referendum in Italy occurred in the middle of two general elections. These votes, taking place respectively at the beginning and the end of the government led by Matteo Renzi of the Democratic Party (PD), represented a public test of the PD leadership. The election results were diverse in many respects, but they replicate social, economic, political, and cultural differences. In particular, between the two electoral exercises the differential electoral behaviour of South compared with the rest of the country is deepened. Moreover, the results can be interpreted as the outcome of differences in age, educational levels, social, and economic unrest; all these variables are synthesized by the territorial distribution of the vote and this helps in interpreting the evolution of political sentiment in Italy. A spatial statistics methodology is utilized to analyse votes by means of their territorial distributions. The outcomes indicate that referendum result was influenced by the economic vote. Apart from the substance of the constitutional reform, the referendum result can be traced back to economic factors: the absence of perceived economic improvements and the persistence of high unemployment. This article explores the absence of a consistent longer historical narrative about gender relations in European history, as the latter is presented in the recently opened House of European History in Brussels and, to some extent, in the European Parliament's visitor centre, Parlamentarium. It is argued that gender equality is presented as part of a modern European identity, but that it is a phenomenon that isn't given such a problematic history as many other phenomena – gender inequality is not construed as a part of European history in the way that, for example, totalitarianism and colonialism are. Gender inequality isn't seen and constructed as a previous challenge to European unification and integration, and therefore gender equality can't be perceived as a solution to a relevant problem in the narratives at hand. This paper focuses on the historical ties between Protestantism and the nation-state, as well as between Catholicism and supranationalism, to widen the political science debate on different conditions of EU issue voting. Research suggests that the political context in each nation-state shapes the extent to which individual Eurosceptic attitudes influence the decision to vote for Eurosceptic parties. In addition to this, I expect that a nations' religious background responds differently to this relationship. Using data from the 2014 European Parliament elections, I show that citizens from predominantly Protestant countries actually decide for Eurosceptic parties if they hold negative attitudes towards European integration. In contrast, citizens from predominantly Catholic countries may or may not vote for Eurosceptic parties, but their voting decision is not based on individual EU attitudes such as support for European integration, trust in EU institutions or European identity. This study assesses how political parties' candidate selection strategies influence women's descriptive parliamentary representation. Focusing on proportional elections, it explores what determines whether parties place women in viable list positions. Evaluating party rankings at the individual level, it directly examines a mechanism – party nomination – central to prevailing explanations of empirical patterns in women's representation. Moreover, it jointly evaluates how incumbency and gender affect nomination. This study uses European Parliament elections to compare a plethora of parties, operating under numerous institutions, in the context of a single legislature. It finds that gender differences in candidate selection are largely explained by incumbency bias, although party ideology and female labor force participation help explain which parties prioritize the placement of novice women. In recent years, pesticides have captured the attention of both policymakers and the general public. A particular focus has been the transparency of the EU-level procedure for approving active substances, spurred by controversies surrounding the active substance glyphosate. Active substances are the ingredient in pesticides with the pesticidal effect. Once an active substance is approved at EU level, the pesticide containing that active substance must be authorised by each Member State. For this purpose, the EU's 2009 Plant Protection Product Regulation divides Member States into three zones—Northern, Central, and Southern—within which, zonal rapporteur Member States evaluate applications for authorisation. National authorisation decisions are based on these zonal evaluations. This novel system governing pesticides is under-researched. Furthermore, unlike active substance approval, the transparency of pesticide authorisation escapes public and policy scrutiny. Drawing on empirical research conducted for the European Parliament, this article evaluates the transparency of the zonal pesticide authorisation procedure. It thus contributes to the literature on transparency a detailed exploration of transparency in a highly complex, decentred, and polycentric risk regulation regime. While it finds that the zonal pesticide authorisation procedure, generally speaking, does not operate transparently, it argues further that levels of transparency within the regime as a whole may vary significantly depending on multiple different factors. It introduces the concept of 'chiaroscuro regulation' to characterise and understand these varying levels of transparency across different elements of the regime and considers some of its implications. We examine the effect of electoral institutions on two important features of representation that are often studied separately: policy responsiveness and the quality of legislators. Theoretically, we show that while a proportional electoral system is better than a majoritarian one at representing popular preferences in some contexts, this advantage can come at the price of undermining the selection of good politicians. To empirically assess the relevance of this trade-off, we analyze an unusually controlled electoral reform in Switzerland early in the twentieth century. To account for endogeneity, we exploit variation in the intensive margin of the reform, which introduced proportional representation, based on administrative constraints and data on voter preferences. A difference-in-difference analysis finds that higher reform intensity increases the policy congruence between legislators and the electorate and reduces legislative effort. What motivates politicians to engage in legislative activities? In multilevel systems politicians may be incentivized by ambitions to advance their careers either at the state or federal level. This article argues that the design of the electoral institutions influences how politicians respond to these incentives. Analyzing a unique dataset of both 'stated' and 'realized' career ambitions of Members of the European Parliament (MEPs), it finds that those who seek to move from the European to the national (state) level participate less in legislative activities than those who plan to stay at the European (federal) level. For MEPs who aim to move to the state level, attendance and participation in legislative activities is substantively lower among legislators from candidate-centered systems. Importantly, the effect of career ambitions on legislative participation is stronger in candidate-centered systems than in party-centered systems. This article shows that citizens consider policy positions for the formation of their political preferences when they actively seek and find high-quality information, while they dismiss passively acquired and low-quality information. The study develops an extended theory of information and political preferences that incorporates the process of information acquisition and its connection with information quality. A novel experimental design separates the effects on political preferences due to information behavior as an activity from those due to selective exposure to information. The Five Star Movement (M5S) formed the Eurosceptic Europe of Freedom and Direct Democracy Group when it first elected its members in the European Parliament (EP) in 2014. Two and a half years later, the M5S sought, without success, to leave the Eurosceptics and join the Liberal group. This attempted a change of transnational affiliation is puzzling: why has the M5S tried to leave the Eurosceptic group to ally with the most Europhile group in the EP? How could this U-turn be explained? Relying on several different data – the EUANDI party data set, official EP data, and original interviews with members of the EP – this article provides a systematic answer to these questions. We test three general hypotheses on group membership in the EP, using the M5S as a case study. We show that neither policy congruence nor the pursuit of office fully explains the M5S's observed or attempted alliances. We suggest, instead, that 'domestic politics' is the key driver of the M5S's behaviour in the EP. Political group membership is functional to the Movement's strategic objectives at home. This article shows that national-level explanations of transnational affiliation need to be given more consideration, and highlights the 'second-order' importance of the EU arena with respect to 'first-order' national strategic objectives. The European Parliament (EP) is credited as an important actor in improving the rights of women in Ireland. Lacking a power base in national political parties, Irish feminists and European Union (EU) officials, including members of the EP (MEPs), have worked to secure progress on gender equality. This research explores whether, in the contemporary context, Irish female MEPs remain critical actors for women's interests at the EU level. Findings show that although Irish female MEPs have a limited record of involvement with the EP's main site for gender equality, the Committee on Women's Rights and Gender Equality, they do act in a variety of ways on women's interests. These include mobilization on gendered occupational roles and traditionally gendered areas such as care work, child poverty, and issues constructed as affecting women outside the EU. Irish female MEPs also facilitate forms of supranational lobbying in their support of EU-level advocacy for domestic gendered civil society and campaign groups. However, ideology and party political discipline, the pull toward local and national interests, and an absence of strong feminist agency work to diminish opportunities for female MEPs to act as critical actors and deliver critical acts on women's interests. Since the late 2000s economic and immigration crises are testing the European Union (EU). Such challenges have opened up a period of radical change for the EU, among them, the Brexit referendum that will radically change EU’s geography. This turmoil is mirrored by the last European Parliament (EP) election results; extreme right- and left-wing parties succeeded in the electoral competition at the expense of their mainstream counterpart. These forces are generally labelled as ‘Eurosceptic’, even though the literature still lacks a clear-cut definition of Euroscepticism. Starting from this observation, this paper reviews the conceptual evolution of Euroscepticism, stressing its pros and cons and proposes a reconceptualization of it in terms of EU-opposition such that the objects of criticism are clearly identified as the EU-policies, the EU-elite, the EU-regime, and the EU-community. The paper applies ‘EU-opposition’ to examine empirically the activity of two ‘Eurosceptic’ parties in the EP: the Italian Five Stars Movement (FSM) and the British United Kingdom Independence Party (UKIP), using the speeches they deliver in the arena of the EP as the main source of data. From the analysis, it can be seen that UKIP and FSM are an odd couple working in the same party group in the EP, and the concept of EU-opposition is able to better disentangle UKIP and FSM’s criticism of the EU. The European Parliament (EP) adopted, between 2004 and 2009, a series of resolutions calling for recognition of Communist crimes and commemoration of their victims. This article focuses on an overlooked aspect of anti-Communist activism, the awareness-raising activities carried out by some Central European Members of the European Parliament (MEPs) to perpetuate the cause through networks that enable them to exchange institutional credibility, scientific legitimacy, and policy-oriented knowledge with Institutes of National Memory, parts of academia, and victims associations. Although they use the techniques of expertise and scandalization that are often effective in European institutions, these memory entrepreneurs have largely failed to further their claims in the European Union (EU) after 2009. In line with the turn toward “practice” in EU studies and the increased attention paid to agency in memory politics, this article contends that the conditions of production of their narrative of indictment of Communism accounts for this relative lack of success. Because their demands produced a strong polarization inside the EP while colliding with established Western patterns of remembrance, these MEPs’ reach remains limited to their Conservative peers from the former Eastern bloc. Which parties benefit from open-list (as opposed to closed-list) proportional representation elections? This article shows that a move from closed-list to open-list competition is likely to be more favorable to parties with more internal disagreement on salient issues; this is because voters who might have voted for a unified party under closed lists may be drawn to specific candidates within internally divided parties under open lists. The study provides experimental evidence of this phenomenon in a hypothetical European Parliament election in the UK, in which using an open-list ballot would shift support from UKIP (the Eurosceptic party) to Eurosceptic candidates of the Conservative Party. The 2014 European Parliament (EP) election resulted in the rise of populist right-wing parties (PRPs). This paper aims to answer: why PRPs were able to rise in the 2014 EP election; what messages were delivered by the election results regarding European integration; and whether or not policy-makers addressed the messages correctly with the right policy responses? After examining the competing interpretations, this paper argues that a deep disillusionment and crisis of trust in the political establishment, which derived from the long neglect of deteriorating distributional justice and fairness in European integration, which became acute after the euro crisis mismanagement, explains the 2014 EP election results. This paper, accordingly, argues that policy redirection of EU economic governance and the addressing of a ‘social Europe’ are required to regain political trust. This study analyzes the political agenda of the European Parliament (EP) plenary, how it has evolved over time, and the manner in which Members of the European Parliament (MEPs) have reacted to external and internal stimuli when making plenary speeches. To unveil the plenary agenda and detect latent themes in legislative speeches over time, MEP speech content is analyzed using a new dynamic topic modeling method based on two layers of Non-negative Matrix Factorization (NMF). This method is applied to a new corpus of all English language legislative speeches in the EP plenary from the period 1999 to 2014. Our findings suggest that two-layer NMF is a valuable alternative to existing dynamic topic modeling approaches found in the literature, and can unveil niche topics and associated vocabularies not captured by existing methods. Substantively, our findings suggest that the political agenda of the EP evolves significantly over time and reacts to exogenous events such as EU Treaty referenda and the emergence of the Euro Crisis. The European Council emerged as the dominant institution in the special legislative procedure that led to the adoption of the European Union’s Multiannual Financial Framework (MFF) Regulation for 2014–20, even though it is not mentioned in Article 312(2) TFEU as an actor in the procedure and Article 15(1) TEU states that it ‘shall not exercise legislative functions’. This article assesses the role played by the European Council in the MFF process for 2014–20 in light of the post-Lisbon Treaties and draws attention to the legal ambiguities that persist, as well as the practical challenges that will face the other Union institutions, notably the European Parliament, in seeking to counter that dominance in future MFF procedures. Studies expressing concern over the continued underparticipation of women in politics rest on the assumption that increasing the number of female representatives in democracies leads to greater substantive representation of women's policy interests. This article advances the discussion by conducting a comparative analysis of men's and women's attitudes across 27 countries in the European Union. Using the European Election and Candidate Studies 2009, I find that differences between the policy preferences of men and women in the EU do exist and that these differences are replicated between male and female candidates in European elections. In the 25 years since the re-establishment of Baltic independence from the Soviet Union, there has been no conclusive public conversation, or "coming to terms with the past" with respect to crimes against Latvian and other persecuted groups under Communism. This paper examines how national politicians, members of the European Parliament in Brussels, representatives of Latvia's Russian-speaking minority, and the Russian government have engaged in a difficult, long-overdue conversation. Conflicting historical narratives about victimhood are at the heart of these disagreements. Special emphasis is given to Latvia's historical narrative, its development over the past 25 years, and the way it challenges Russia's interpretation of history. I argue that Latvian memory politics at the European level are a continuation of Latvia's quest for acknowledgment of its victimhood, thereby trying to finish the process started in the late 1980s when Balts first demanded acknowledgment of human rights violations they had suffered under the Soviet regime. Latvia's methods of transitional justice are examined, arguing that its memory politics at the European level are an extension of steps taken at the national level to come to terms with the past and to increase its negotiating power against Russia's neo-Soviet historical narrative. In this article, we explore how electoral systems influence attitudes and behavior of elected representatives. Focusing on constituency representation, we consider how variation in electoral systems may shape forms of political representation. An analysis of written parliamentary questions (PQs) is an important instrument to look at the role of parliamentarians even where, as in the European Parliament, political parties enforce discipline in roll-call voting. This kind of investigation offers the opportunity to partially resolve empirical and theoretical problems related to other methods of research. Unlike voting and speeches, PQs face fewer constrains from party leaders. This article analyses the constituency focus of members of European Parliament from France and Italy. These countries differ with regard to two main dimensions of electoral systems: ballot structure and district magnitude. The study is conducted through a content analysis of 5343 written PQs during the sixth term (2004–09). The results suggest that, despite the lack of strong electoral connection, electoral institutions shape the legislative behavior of the Italian and French parliamentarians providing incentives to cultivate personal reputation and constituency-orientation.
