Violence against women in politics (VAWIP) is an urgent problem worldwide. A fundamental goal of VAWIP - and gender and politics scholarship broadly - is to create safer, less toxic, and more inclusive decision-making spaces for everyone. In work with Cheryl N. Collier, we apply the concepts and methods of political science (specifically, feminist institutionalism) to legislative codes of conduct and policies on sexual harassment. Since the #MeToo movement, several countries have taken steps to address sexual harassment in politics (for example, the United States, United Kingdom and Canada). While researchers have evaluated the electability of candidates accused of sexual harassment, less is known about what the public thinks should happen when elected officials engage in this behaviour. Utilizing an innovative module from the 2019 Canadian Election Study, we assess the steps voters believe legislatures should take when an MP sexually harasses someone. Our results demonstrate that a vast majority of the public believes that MPs should face consequences when they commit sexual harassment, including potential removal from office. We also find that women are more likely than men to believe MPs should be punished when they are accused of sexual harassment. These findings have relevance for legislatures globally, revealing the importance of transparent, independent processes to address harassment and violence in the political sphere. In 2015, the Canadian House of Commons passed a new code of conduct governing non-criminal sexual harassment between members of Parliament becoming the first of its kind in any Westminster system in the world. Using a feminist institutional and violence-against-women-in-politics approach, we assess how the code challenges, legitimizes and upholds traditionally gendered norms and institutionalized sexism within Canada's parliamentary system including parliamentary privilege, party cohesion and party discipline. Despite its novelty, we argue this code fails to enact positive gender-friendly institutional change and may do more harm than good in its efforts to curb sexual harassment. [ABSTRACT FROM AUTHOR]

It is with great pleasure that we present this special issue showcasing contemporary feminist political research, theories and practices in Canada. In an era characterized by global movements and numerous transformations that range from the economic to the environmental, the political to the cultural, from macro- through to micro-scales, including complex debates about the fluidity of gender, and where “backlash” against the symbols and agents of past feminist activism is rife, this special issue queries where do we find feminism(s) today? The responses to this question, as well as to the interrogation of the place of gender in the discipline of political science more generally, are undoubtedly diverse and contested. The collective efforts contained in this special issue feature a mere taste of the rich range of thought-provoking recent scholarship on feminisms. And even with this necessarily condensed portrayal (the articles in this issue are shorter than is normally the case to allow for more work to be featured), the special issue is ground-breaking in that it marks the first time the Canadian Journal of Political Science/Revue canadienne de science politique has dedicated an entire issue to topics of gender and feminisms. This paper explores how citizenship norms of duty to vote and to volunteer in one's community influence political participation, and the role of group identities in producing these norms. By showing how citizenship norms influence an array of political activities, and by drawing on social psychology literature that shows how citizenship norms are shaped by group identifications, the paper offers a more complete picture of the relationship between citizenship norms and political participation beyond traditional civic duty/federal vote models that currently dominate Canadian political research.
