The implementation process for Digital Terrestrial Television (TDT) was begun in Argentina in September of 2009, after the publication of Law 1148/09 which created the Sistema Argentino de Televisión Digital Terrestre (SATVD-T), based on the Japanese-Brazilian ISDB-T standard (Integrated Services Digital Broadcasting Terrestrial). The choice of this norm and the steps taken to expand digital technology take place within a particular national socio-political context characterized by a hyper-dynamism in communication policies. This article looks to reconsider notions of access and participation within the framework of the implantation of a new technology. In this sense, it defines three historical stages of analysis tied to the development of media systems, particularly television, which contribute to showing the mutations in the conceptual map described in the article.
