The increasing severity of hydrological droughts in the Mediterranean basin related to climate change raises the need to understand the processes sustaining low flow. The purpose of this paper is to evaluate simple mixing model approaches, first to identify and then to quantify streamflow contribution during low-water periods. An approach based on the coupling of geochemical data with hydrological data allows the quantification of flow contributions. In addition, monitoring during the low-water period was used to investigate the drying-up trajectory of each geological reservoir individually. Data were collected during the summers of 2018 and 2019 on a Mediterranean river (Gardon de Sainte-Croix). The identification of the end-members was performed after the identification of a groundwater geochemical signature clustered according to the geological nature of the reservoir. Two complementary methods validate further the characterisation: rock-leaching experiments and unsupervised classification (k -means). The use of the end-member mixture analysis (EMMA) coupled with a generalised likelihood uncertainty estimate (GLUE) (G-EMMA) mixing model coupled with hydrological monitoring of the main river discharge rate highlights major disparities in the contribution of the geological units, showing a reservoir with a minor contribution in high flow becoming preponderant during the low-flow period. Climate change and its possible effects on water resources has become an increasingly near threat. Therefore, the study of these impacts in highly regulated systems and those suffering extreme events is essential to deal with them effectively. This study responds to the need for an effective method to integrate climate change projections into water planning and management analysis in order to guide the decision-making, taking into account drought risk assessments. Therefore, this document presents a general and adaptive methodology based on a modeling chain and correction processes, whose main outcomes are the impacts on future natural inflows, a drought risk indicator, and the simulation of future water storage in the water resources system (WRS). This method was applied in the Júcar River basin (JRB) due to its complexity and the multiannual drought events it suffers recurrently. The results showed a worrying decrease in future inflows, as well as a high probability (≈80 %) of being under 50 % of total capacity of the WRS in the near future. However, the uncertainty of the results was considerable from the mid-century onwards, indicating that the skill of climate projections needs to be improved in order to obtain more reliable results. Consequently, this paper also highlights the difficulties of developing this type of method, taking partial decisions to adapt them as far as possible to the basin in an attempt to obtain clearer conclusions on climate change impact assessments. Despite the high uncertainty, the results of the JRB call for action and the tool developed can be considered as a feasible and robust method to facilitate and support decision-making in complex basins for future water planning and management. Water resources management in Latin America and the Caribbean is particularly threatened by climatic, economic, and political pressures. To assess the region's ability to manage water resources, we conducted an unprecedented literature review of over 20 000 multilingual research articles using machine learning and an understanding of the socio-hydrologic landscape. Results reveal that the region's vulnerability to water-related stresses, and drivers such as climate change, is compounded by research blind spots in niche topics (reservoirs and risk assessment) and subregions (Caribbean nations), as well as by its reliance on an individual country (Brazil). A regional bright spot, Brazil, produces well-rounded water-related research, but its regional dominance suggests that funding cuts there would impede scientifically informed water management in the entire region. Rainfall intensity–frequency–duration (IFD) relationships are commonly required for the design and planning of water supply and management systems around the world. Currently, IFD information is based on the "stationary climate assumption" that weather at any point in time will vary randomly and that the underlying climate statistics (including both averages and extremes) will remain constant irrespective of the period of record. However, the validity of this assumption has been questioned over the last 15 years, particularly in Australia, following an improved understanding of the significant impact of climate variability and change occurring on interannual to multidecadal timescales. This paper provides evidence of regime shifts in annual maximum rainfall time series (between 1913–2010) using 96 daily rainfall stations and 66 sub-daily rainfall stations across Australia. Furthermore, the effect of these regime shifts on the resulting IFD estimates are explored for three long-term (1913–2010) sub-daily rainfall records (Brisbane, Sydney, and Melbourne) utilizing insights into multidecadal climate variability. It is demonstrated that IFD relationships may under- or over-estimate the design rainfall depending on the length and time period spanned by the rainfall data used to develop the IFD information. It is recommended that regime shifts in annual maximum rainfall be explicitly considered and appropriately treated in the ongoing revisions of the Engineers Australia guide to estimating and utilizing IFD information, Australian Rainfall and Runoff (ARR), and that clear guidance needs to be provided on how to deal with the issue of regime shifts in extreme events (irrespective of whether this is due to natural or anthropogenic climate change). The findings of our study also have important implications for other regions of the world that exhibit considerable hydroclimatic variability and where IFD information is based on relatively short data sets. Understanding and quantifying the impact of changes in climate and land use/land cover on water availability is a prerequisite to adapt water management; yet, it can be difficult to separate the effects of these different impacts. In this paper we illustrate a separation and attribution method based on a Budyko framework. We assume that evapotranspiration (ET) is limited by the climatic forcing of precipitation (P) and evaporative demand (E0), but modified by land-surface properties. Impacts of changes in climate (i.e., E0/P) or land-surface changes on ET alter the two dimensionless measures describing relative water (ET/P) and energy partitioning (ET/E0), which allows us to separate and quantify these impacts. We use the separation method to quantify the role of environmental factors on ET using 68 small to medium range river basins covering the greatest part of the German Federal State of Saxony within the period of 1950-2009. The region can be considered as a typical central European landscape with considerable anthropogenic impacts. In the long term, most basins are found to follow the Budyko curve which we interpret as a result of the strong interactions of climate, soils and vegetation. However, two groups of basins deviate. Agriculturally dominated basins at lower altitudes exceed the Budyko curve while a set of high altitude, forested basins fall well below. When visualizing the decadal dynamics on the relative partitioning of water and energy the impacts of climatic and land-surface changes become apparent. After 1960 higher forested basins experienced large land-surface changes which show that the air pollution driven tree damages have led to a decline of annual ET on the order of 38%. In contrast, lower, agricultural dominated areas show no significant changes during that time. However, since the 1990s effective mitigation measures on industrial pollution have been established and the apparent brightening and regrowth has resulted in a significant increase of ET across most basins. In conclusion, data on both, the water and the energy balance is necessary to understand how long-term climate and land cover control evapotranspiration and thus water availability. Further, the detected land-surface change impacts are consistent in space and time with independent forest damage data and thus confirm the validity of the separation approach. Future changes in the climate system could have significant impacts on the natural environment and human activities, which in turn affect changes in the climate system. In the interaction between natural and human systems under climate change conditions, land use is one of the elements that play an essential role. Future climate change will affect the availability of water and food, which may impact land-use change. On the other hand, human land-use change can affect the climate system through bio-geophysical and bio-geochemical effects. To investigate these interrelationships, we developed MIROC-INTEG1 (MIROC INTEGrated terrestrial model version 1), an integrated model that combines the global climate model MIROC (Model for Interdisciplinary Research on Climate) with water resources, crop production, land ecosystem, and land use models. In this paper, we introduce the details and interconnections of the sub-models of MIROC-INTEG1, compare historical simulations with observations, and identify the various interactions between sub-models. MIROC-INTEG1 makes it possible to quantitatively evaluate the feedback processes or nexus between climate, water resources, crop production, land use, and ecosystem, and to assess the risks, trade-offs and co-benefits associated with future climate change and prospective mitigation and adaptation policies. Drought events in the Mediterranean are likely to increase in frequency, duration and intensity due to climate change, thereby affecting crop production. Information about drought is valuable for river basin authorities and the farmers affected by their decisions. The economic value of this information and the resulting decisions are of interest to these two stakeholder groups and to the information providers. Understanding the dynamics of extreme events, including droughts, in future climate scenarios for the Mediterranean is being improved continuously. This paper analyses the economic value of information on drought events taking into account the risk aversion of water managers. We consider the effects of drought management plans on rice production in the Ebro river basin. This enables us to compute the willingness to compensate the river basin authority for more accurate information allowing for better decision-making. If runoff is reduced, river basin planners can consider the reduction of water allocation for irrigation in order to eliminate the risk of water scarcity. Alternately, river basin planners may decide to maintain water allocation and accept a reduction of water supply reliability, leaving farmers exposed to drought events. These two alternatives offer different risk levels for crop production and farmers' incomes which determine the value of this information to the river basin authority. Water management throughout the western United States largely relies on the partitioning of cool season mountain precipitation into rain and snow, particularly snow as it maximizes available water for warm season use. Recent studies indicate a shift toward increased precipitation falling as rain, which is consistent with a warming climate. An approach is presented to estimate precipitation-phase partitioning across landscapes from 1948 to the present by combining fine-scale gridded precipitation data with coarse-scale freezing level and precipitation data from an atmospheric reanalysis. A marriage of these data sets allows for a new approach to estimate spatial patterns and trends in precipitation partitioning over elevational and latitudinal gradients in major water supply basins. This product is used in California as a diagnostic indicator of changing precipitation phase across mountain watersheds. Results show the largest increases in precipitation falling as rain during the past 70 years in lower elevation watersheds located within the climatological rain–snow transition regions of northern California during spring. As a typical alpine marsh wetland on the Qinghai-Tibet Plateau, the Zoige Wetland plays an important role in the water source recharge of Yellow River. Meanwhile, it is more sensitive to climate change. Therefore, it is necessary to study the hydrological cycle of Zoige Wetland and the impact of climate change, which will also provide important support and reference for the study of hydrological process, and protection of wetland water resources in Alpine areas. Based on the distributed hydrological model, this paper analyzed the runoff process in the Zoige wetland basin, and explored the trend of runoff variation in the Zoige wetland basin under different climate change scenarios in the next 30 years from 2020 to 2050. The impact of climate change on wetland runoff were also discussed. Results showed that the runoff in the Zoige Wetland basin decreased under the future climate change scenario. The rate of runoff reduction was the largest in Machu station, followed by Zoige station, and finally Tangke station. The reduction in non-flooding runoff is significantly higher than that in the flood season. The runoff during non-flood season in the Zoige Wetland basin from 2020 to 2050 will decrease by more than 25% in the future climate change scenario. The sharp decline in non-flooded runoff may have an impact on the protection of the Zoige Wetland and the management of water resources in the middle reaches of the Yellow River and downstream areas. This poses more stringent requirements for the protection of the Zoige Wetland in response to future climate change. Under future climate change scenarios, how to strengthen the management and protection of wetland water resources and prevent the degradation and atrophy of wetlands is the issue we need to further discuss and consider. Human activities and climate change are two key factors influencing the variation of the total amount of available surface and groundwater, hereafter termed water resources. Quantitatively separating their impacts remains a challenge. To this end, we used time-varying Budyko-type equations and a hierarchical Bayesian model in this paper to separate their impacts in 31 provincial-level divisions of China. The time-varying Budyko-type equations treat the Budyko equation parameter w as a variable, which depends on human activities (represented by per capita gross regional production) and climate change (represented by temperature and precipitation). The hierarchical model quantifies the uncertainty of parameters and the interrelation between covariates across regions in China. The results show that the time-varying Budyko-type equation can improve the fitting capability for water resources in China. The hierarchical Bayesian model, which considered spatial dependence, reduced the uncertainty of the parameters compared to spatially independent counterparts. For most regions of China, human activities reduce water resources while climate change increases them. Southeastern China is the most influenced area, and its water resources decreased approximately 50 mm because of human activities. Climate change is a global stressor that can undermine water management policies developed with the assumption of stationary climate. While the response-surface-based assessments provided a new paradigm for formulating actionable adaptive solutions, the uncertainty associated with the stress tests poses challenges. To address the risks of unsatisfactory performances in a climate domain, this study proposed the incorporation of the logistic regression into a decision-centric framework. The proposed approach replaces the "response surfaces" of the performance metrics typically used for the decision-scaling framework with the "logistic surfaces" that describes the risk of system failures against predefined performance thresholds. As a case study, water supply and environmental reliabilities were assessed within the eco-engineering decision-scaling framework for a complex river basin in South Korea. Results showed that human-demand-only operations in the river basin could result in the water deficiency at a location requiring environmental flows. To reduce the environmental risks, the stakeholders could accept increasing risks of unsatisfactory water supply performance at the sub-basins with small water demands. This study suggests that the logistic surfaces could provide a computational efficiency to measure system robustness to climatic changes from multiple perspectives together with the risk information for decision-making processes. Climate change impacts in Pacific Northwest Region of North America (PNW) are projected to include increasing temperatures and changes in the seasonality of precipitation (increasing precipitation in winter, decreasing precipitation in summer). Changes in precipitation are also spatially varying, with the northwestern parts of the region generally experiencing greater increases in cool season precipitation than the southeastern parts. These changes in climate are projected to cause loss of snowpack and associated streamflow timing shifts which will increase cool season (October--March) flows and decrease warm season (April--September) flows and water availability. Hydrologic extremes such as the 100 yr flood and extreme low flows are also expected to change, although these impacts are not spatially homogeneous and vary with mid-winter temperatures and other factors. These changes have important implications for natural ecosystems affected by water, and for human systems. The PNW is endowed with extensive water resources infrastructure and well-established and well-funded management agencies responsible for ensuring that water resources objectives (such as water supply, water quality, flood control, hydropower production, environmental services, etc.) are met. Likewise, access to observed hydrological, meteorological, and climatic data and forecasts is in general exceptionally good in the United States and Canada, and is often supported by federally funded programs that ensure that these resources are freely available to water resources practitioners, policy makers, and the general public. Access to these extensive resources support the argument that at a technical level the PNW has high capacity to deal with the potential impacts of natural climate variability on water resources. To the extent that climate change will manifest itself as moderate changes in variability or extremes, we argue that existing water resources infrastructure and institutional arrangements provide a reasonably solid foundation for coping with climate change impacts, and that the mandates of existing water resources policy and water resources management institutions are at least consistent with the fundamental objectives of climate change adaptation. A deeper inquiry into the underlying nature of PNW water resources systems, however, reveals significant and persistent obstacles to climate change adaptation, which will need to be overcome if effective use of the region's extensive water resources management capacity can be brought to bear on this problem. Primary obstacles include assumptions of stationarity as the fundamental basis of water resources system design, entrenched use of historical records as the sole basis for planning, problems related to the relatively short time scale of planning, lack of familiarity with climate science and models, downscaling procedures, and hydrologic models, limited access to climate change scenarios and hydrologic products for specific water systems, and rigid water allocation and water resources operating rules that effectively block adaptive response. Institutional barriers include systematic loss of technical capacity in many water resources agencies following the dam building era, jurisdictional fragmentation affecting response to drought, disconnections between water policy and practice, and entrenched bureaucratic resistance to change in many water management agencies. These factors, combined with a federal agenda to block climate change policy in the US during the Bush administration have (with some exceptions) contributed to widespread institutional "gridlock" in the PNW over the last decade or so despite a growing awareness of climate change as a significant threat to water management. In the last several years, however, significant progress has been made in surmounting some of these obstacles, and the region's water resources agencies at all levels of governance are making progress in addressing the fundamental challenges inherent in adapting to climate change. Quantitative evaluations of the impacts of climate change on water resources are primarily constrained by uncertainty in climate projections from GCMs. In this study we assess uncertainty in the impacts of climate change on river discharge in two catchments of the Yangtze and Yellow River Basins that feature contrasting climate regimes (humid and semi-arid). Specifically we quantify uncertainty associated with GCM structure from a subset of CMIP3 AR4 GCMs (HadCM3, HadGEM1, CCSM3.0, IPSL, ECHAM5, CSIRO, CGCM3.1), SRES emissions scenarios (A1B, A2, B1, B2) and prescribed increases in global mean air temperature (1 °C to 6 °C). Climate projections, applied to semi-distributed hydrological models (SWAT 2005) in both catchments, indicate trends toward warmer and wetter conditions. For prescribed warming scenarios of 1 C to 6 C, linear increases in mean annual river discharge, relative to baseline (1961-1990), for the River Xiangxi and River Huangfuchuan are +9% and 11% per +1 C respectively. Intra-annual changes include increases in flood (Q05) discharges for both rivers as well as a shift in the timing of flood discharges from summer to autumn and a rise (24 to 93%) in dry season (Q95) discharge for the River Xiangxi. Differences in projections of mean annual river discharge between SRES emission scenarios using HadCM3 are comparatively minor for the River Xiangxi (13 to 17% rise from baseline) but substantial (73 to 121%) for the River Huangfuchuan. With one minor exception of a slight (-2%) decrease in river discharge projected using HadGEM1 for the River Xiangxi, mean annual river discharge is projected to increase in both catchments under both the SRES A1B emission scenario and 2 rise in global mean air temperature using all AR4 GCMs on the CMIP3 subset. For the River Xiangxi, there is substantial uncertainty associated with GCM structure in the magnitude of the rise in flood (Q05) discharges (-1 to 41% under SRES A1B and -3 to 41% under 2 global warming) and dry season (Q95) discharges (2 to 55% under SRES A1B and 2 to 39% under 2° global warming). For the River Huangfuchuan, all GCMs project a rise in the Q05 flow but there is substantial uncertainty in the magnitude of this rise (7 to 70% under SRES A1B and 2 to 57% under 2 global warming). Differences in the projected hydrological changes are associated with GCM structure in both catchments exceed uncertainty in emission scenarios. Critically, estimated uncertainty in projections of mean annual flows is less than that calculated for extreme (Q05, Q95) flows. The common approach of reporting of climate change impacts on river in terms of mean annual flows masks the magnitude of uncertainty in flows that are of most importance to water management. Climate change dynamics have significant consequences on water resources on a watershed scale. With water becoming scarcer and susceptible to variation, the planning and reallocation decisions in watershed management need to be reviewed. This research focuses on an in-depth understanding of the current allocation balance of water resources among competitors, placed along the course of the Adda River. In particular, during the summer period, the demand for water dramatically increases. This is due to the increase in irrigation activities in the lower part of the basin and to the highest peaks of tourist inflow, in the Como Lake and Valtellina areas. Moreover, during these months, the hydroelectric reservoirs in the upper part of the Adda River basin (the Valtellina) retain most of the volume of water coming from the snow and glacier melt. The existing allocation problem among these different competing users is exacerbated by the decreasing water supplies. The summer of 2003 testified the rise in a number of allocation problems and situations of water scarcity that brought about environmental and economical consequences. The RICLIC project is committed to the understanding of water dynamics on a regional scale, to quantify the volumes involved and offer local communities an instrument to improve a sustainable water management system, within uncertain climate change scenarios.
