Critical infrastructure (CI) is exposed to natural hazards that may lead to the devastation of these infrastructures and burden society with the indirect consequences that stem from this. The vulnerability is a key determinant for understanding, assessing and reducing natural hazard-induced risks to these infrastructures. To date, however, essential vulnerability information for CI is distributed across literature instead of being accessible through a centralized dataset. This study, through a systematic literature review, synthesises the state-of-the-art of fragility and vulnerability curves for CI assets of energy, transport, water, waste, telecoms, health and education in context of natural hazards and offers a unique physical vulnerability database. The publicly available centralized database that contains over 1,250 curves can directly be used as input for risk assessment studies that evaluate the expected or potential damages to assets due to flooding, earthquakes, windstorms and landslides. The literature review highlights that vulnerability development has mainly focused on earthquake curves for a wide range of infrastructure types. Windstorms have the second largest share in the database, but are especially limited to energy curves. While all CI systems require more vulnerability research, additional efforts are needed for telecommunication which is largely underrepresented in our database. [ABSTRACT FROM AUTHOR]

Coastal flooding and sea level rise (SLR) will affect farmers in coastal areas, as increasing salinity levels will reduce crop yields, leading to a loss of net annual income for farming communities. In response, farmers can take various actions. In order to assess such a response under SLR, we applied an agent-based model (ABM) to simulate the adaptation and migration decisions of farmers in coastal Mozambique. The ABM is coupled with a salinization module to simulate the relationship between soil salinity and SLR. The decision rules in the model (DYNAMO-M) are based on the economic theory of subjective expected utility. This theory posits that households can maximize their welfare by deciding whether to (a) stay and face losses from salinization and flooding, (b) stay and adapt (switching to salt-tolerant crops and enhancing physical resilience such as elevating houses), or (c) migrate to safer inland areas. The results show that coastal farmers in Mozambique face total losses of up to US$12.5 million per year from salt intrusion and up to US$800 million per year from flooding of buildings (RCP8.5 in the year 2080). Sorghum farmers may experience little damage from salt intrusion, while rice farmers may experience losses of up to US$15,000 per year. We show that medium-sized farmers (1–20 ha) are most at risk. This is because their farm size means that adaptation costs are substantial, while their incomes are too low to cover these costs. The number of households adapting varies between different districts (6 %–50 %), with salt adaptation being the most common, as costs are lowest. Despite adaptation measures, about 13 %–20 % of the total 300,000 farmers in coastal flood zones will migrate to safer areas under different settings of adaptive behaviour and different climatic and socioeconomic scenarios. Coastal flooding is driven by the combination of (high) tide and storm surge, the latter being caused by strong winds and low pressure in tropical and extratropical cyclones. The combination of storm surge and the astronomical tide is defined as the storm tide. To gain an understanding of the threat posed by coastal flooding and to identify areas that are especially at risk, now and in the future, it is crucial to accurately model coastal inundation. Most models used to simulate the coastal inundation scale follow a simple planar approach, referred to as bathtub models. The main limitations of this type of models are that they implicitly assume an infinite flood duration, and they do not capture relevant physical processes. In this study we develop a method to generate hydrographs called HGRAPHER, and we provide a global dataset of storm tide hydrographs based on time series of storm surges and tides derived from the Global Tide and Surge Model (GTSM) forced with the ERA5 reanalysis wind and pressure fields. These hydrographs represent the typical shape of an extreme storm tide at a certain location along the global coastline. We test the sensitivity of the HGRAPHER method with respect to two main assumptions that determine the shape of the hydrograph, namely the surge event sampling threshold and coincidence in the time of the surge and tide maxima. Humans play a large role in the hydrological system, e.g. by extracting large amounts of water for irrigation, often resulting in water stress and ecosystem degradation. By implementing large-scale adaptation measures, such as the construction of irrigation reservoirs, water stress and ecosystem degradation can be reduced. Yet we know that many decisions, such as the adoption of more effective irrigation techniques or changing crop types, are made at the farm level by a heterogeneous farmer population. While these decisions are usually advantageous for an individual farmer or their community, aggregate effects of those decisions can have large effects downstream. Similarly, decisions made by other stakeholders, such as governments, often have basin-wide effects and affect each farmer differently. To fully comprehend how the human–natural water system evolves over time and space and to explore which interventions are suitable to reduce water stress, it is important to consider human behaviour and feedbacks to the hydrological system simultaneously at the local household and large basin scales. Therefore, we present the Geographical, Environmental, and Behavioural (GEB) model, a coupled agent-based hydrological model that simulates the behaviour and daily bidirectional interaction of more than 10 million individual farm households with the hydrological system on a personal laptop. Farmers exhibit autonomous heterogeneous behaviour based on their characteristics, assets, environment, management policies, and social network. Examples of behaviour are irrigation, generation of income from selling crops, and investment in adaptation measures. Meanwhile, reservoir operators manage the amount of water available for irrigation and river discharge. All actions can be taken at a daily time step and influence the hydrological system directly or indirectly. GEB is dynamically linked with the spatially distributed grid-based hydrological model CWatM at 30 ′′ resolution (< 1 km at the Equator). Because many smallholder farm fields are much smaller than 1 × 1 km, CWatM was specifically adapted to implement dynamically sized hydrological response units (HRUs) at the farm level, providing each agent with an independently operated hydrological environment. While the model could be applied anywhere globally at both large and small scales, we explore its implementation in the heavily managed Krishna basin in India, which encompasses ∼ 8 % of India's land area and ∼ 12.1 million farmers. The Last Interglacial (LIG; ca. 125 ka) is a period of interest for climate research as it is the most recent period of the Earth's history when the boreal climate was warmer than at present. Previous research, based on models and geological evidence, suggests that the LIG may have featured enhanced patterns of ocean storminess, but this remains hotly debated. Here, we apply state-of-the-art climate and hydrodynamic modeling to simulate changes in sea level extremes caused by storm surges, under LIG and pre-industrial climate forcings. Significantly higher seasonal LIG sea level extremes emerge for coastlines along northern Australia, the Indonesian archipelago, much of northern and eastern Africa, the Mediterranean Sea, the Gulf of Saint Lawrence, the Arabian Sea, the east coast of North America, and islands of the Pacific Ocean and of the Caribbean. Lower seasonal LIG sea level extremes emerge for coastlines along the North Sea, the Bay of Bengal, China, Vietnam, and parts of Central America. Most of these anomalies are associated with anomalies in seasonal sea level pressure minima and in eddy kinetic energy calculated from near-surface wind fields, and therefore seem to originate from anomalies in the meridional position and intensity of the predominant wind bands. In a qualitative comparison, LIG sea level extremes seem generally higher than those projected for future warmer climates. Whilst the last decades have seen a clear shift in emphasis from managing natural hazards to managing risk, the majority of natural-hazard risk research still focuses on single hazards. Internationally, there are calls for more attention for multi-hazards and multi-risks. Within the European Union (EU), the concepts of multi-hazard and multi-risk assessment and management have taken centre stage in recent years. In this perspective paper, we outline several key developments in multi-(hazard-)risk research in the last decade, with a particular focus on the EU. We present challenges for multi-(hazard-)risk management as outlined in several research projects and papers. We then present a research agenda for addressing these challenges. We argue for an approach that addresses multi-(hazard-)risk management through the lens of sustainability challenges that cut across sectors, regions, and hazards. In this approach, the starting point is a specific sustainability challenge, rather than an individual hazard or sector, and trade-offs and synergies are examined across sectors, regions, and hazards. We argue for in-depth case studies in which various approaches for multi-(hazard-)risk management are co-developed and tested in practice. Finally, we present a new pan-European research project in which our proposed research agenda will be implemented, with the goal of enabling stakeholders to develop forward-looking disaster risk management pathways that assess trade-offs and synergies of various strategies across sectors, hazards, and spatial scales. Analyses of future agricultural drought impacts require a multidisciplinary approach in which both human and environmental dynamics are studied. In this study, we used the socio-hydrologic, agent-based drought risk adaptation model ADOPT. This model simulates the decisions of smallholder farmers regarding on-farm drought adaptation measures and the resulting dynamics in household vulnerability and drought impact over time. We applied ADOPT to assess the effect of four top-down disaster risk reduction interventions on smallholder farmers' drought risk in the Kenyan drylands: the robustness of additional extension services, lowered credit rates, ex ante rather than ex post cash transfers, and improved early warnings were evaluated under different climate change scenarios. Model results suggest that extension services increase the adoption of newer low-cost drought adaptation measures while credit schemes are useful for measures with a high investment cost, and ex ante cash transfers allow the least wealthy households to adopt low-cost, well-known measures. Early warning systems are shown to be more effective in climate scenarios with less frequent droughts. Combining all four interventions displays a mutually reinforcing effect with a sharp increase in the adoption of on-farm drought adaptation measures, resulting in reduced food insecurity, decreased poverty levels, and drastically lower need for emergency aid, even under hotter and drier climate conditions. Rapid impact assessments immediately after disasters are crucial to enable rapid and effective mobilization of resources for response and recovery efforts. These assessments are often performed by analysing the three components of risk: hazard, exposure and vulnerability. Vulnerability curves are often constructed using historic insurance data or expert judgments, reducing their applicability for the characteristics of the specific hazard and building stock. Therefore, this paper outlines an approach to the creation of event-specific vulnerability curves, using Bayesian statistics (i.e., the zero-one inflated beta distribution) to update a pre-existing vulnerability curve (i.e., the prior) with observed impact data derived from social media. The approach is applied in a case study of Hurricane Dorian, which hit the Bahamas in September 2019. We analysed footage shot predominantly from unmanned aerial vehicles (UAVs) and other airborne vehicles posted on YouTube in the first 10 days after the disaster. A mega-flood in 1998 caused tremendous losses in China and triggered major policy adjustments in flood-risk management. This paper aims to retrospectively examine these policy adjustments and discuss how China should adapt to newly emerging flood challenges. We show that China suffers annually from floods despite large-scale investments and policy adjustments. Rapid urbanization and climate change will exacerbate future flood risk in China, with cascading impacts on other countries through global trade networks. Therefore, novel flood-risk management approaches are required, such as a risk-based urban planning and coordinated water governance systems with public participation, in addition to traditional structural protection. A mega-flood in 1998 caused tremendous losses in China, and triggered large investments in flood risk management (Bryan et al., 2018). However, rapid urbanization and climate change pose new challenges and it is time to rethink whether China is prepared for the next mega-flood. In China's fast growing economy, with rapid urbanization, novel flood risk management approaches are required in addition to reinforcing structural protection, such as levees. In a warmer climate, it is expected that precipitation intensities will increase, and form a considerable risk of high-impact precipitation extremes. This study applies three methods to transform a historic extreme precipitation event in the Netherlands to a similar event in a future warmer climate, thus compiling a "future weather" scenario. The first method uses an observation-based non-linear relation between the hourly-observed summer precipitation and the antecedent dew-point temperature (the Pi--Td relation). The second method simulates the same event by using the convective-permitting numerical weather model (NWP) model HARMONIE, for both present-day and future warmer conditions. The third method is similar to the first method, but applies a simple linear delta transformation to the historic data by using indicators from The Royal Netherlands Meteorological Institute (KNMI)'14 climate scenarios. A comparison of the three methods shows comparable intensity changes, ranging from below the Clausius--Clapeyron (CC) scaling to a 3 times CC increase per degree of warming. In the NWP model, the position of the events is somewhat different; due to small wind and convection changes, the intensity changes somewhat differ with time, but the total spatial area covered by heavy precipitation does not change with the temperature increase. The Pi--Td method is simple and time efficient compared to numerical models. In a cross-disciplinary study, we carried out an extensive literature review to increase understanding of vulnerability indicators used in the disciplines of earthquake- and flood vulnerability assessments. We provide insights into potential improvements in both fields by identifying and comparing quantitative vulnerability indicators grouped into physical and social categories. Next, a selection of index- and curve-based vulnerability models that use these indicators are described, comparing several characteristics such as temporal and spatial aspects. Earthquake vulnerability methods traditionally have a strong focus on object-based physical attributes used in vulnerability curve-based models, while flood vulnerability studies focus more on indicators applied to aggregated land-use classes in curve-based models. In assessing the differences and similarities between indicators used in earthquake and flood vulnerability models, we only include models that separately assess either of the two hazard types. Flood vulnerability studies could be improved using approaches from earthquake studies, such as developing object-based physical vulnerability curve assessments and incorporating time-of-the-day-based building occupation patterns. Likewise, earthquake assessments could learn from flood studies by refining their selection of social vulnerability indicators. The availability of timely and accurate information about ongoing events is important for relief organizations seeking to effectively respond to disasters. Recently, social media platforms, and in particular Twitter, have gained traction as a novel source of information on disaster events. Unfortunately, geographical information is rarely attached to tweets, which hinders the use of Twitter for geographical applications. As a solution, analyses of a tweet's text, combined with an evaluation of its metadata, can help to increase the number of geo-located tweets. This paper describes a new algorithm (TAGGS), that georeferences tweets by using the spatial information of groups of tweets mentioning the same location. This technique results in a roughly twofold increase in the number of geo-located tweets as compared to existing methods. We applied this approach to 35.1 million flood-related tweets in 12 languages, collected over 2.5 years. In the dataset, we found 11.6 million tweets mentioning one or more flood locations, which can be towns (6.9 million), provinces (3.3 million), or countries (2.2 million). Validation demonstrated that TAGGS correctly located about 65-75% of the tweets. As a future application, TAGGS could form the basis for a global event detection and monitoring system. A variety of models have been applied to assess the economic losses of disasters, of which the most common ones are input-output (IO) and computable general equilibrium (CGE) models. In addition, an increasing number of scholars have developed hybrid approaches: one that combines both or either of them in combination with noneconomic methods. While both IO and CGE models are widely used, they are mainly compared on theoretical grounds. Few studies have compared disaster impacts of different model types in a systematic way and for the same geographical area, using similar input data. Such a comparison is valuable from both a scientific and policy perspective as the magnitude and the spatial distribution of the estimated losses are born likely to vary with the chosen modelling approach (IO, CGE, or hybrid). Hence, regional disaster impact loss estimates resulting from a range of models facilitate better decisions and policy making. Therefore, this study analyses the economic consequences for a specific case study, using three regional disaster impact models: two hybrid IO models and a CGE model. The case study concerns two flood scenarios in the Po River basin in Italy. Modelling results indicate that the difference in estimated total (national) economic losses and the regional distribution of those losses may vary by up to a factor of 7 between the three models, depending on the type of recovery path. With projected changes in climate, population and socioeconomic activity located in flood-prone areas, the global assessment of flood risk is essential to inform climate change policy and disaster risk management. Whilst global flood risk models exist for this purpose, the accuracy of their results is greatly limited by the lack of information on the current standard of protection tofloods, with studies either neglecting this aspect or resorting to crude assumptions. Here we present a first global database of FLOod PROtection Standards, FLOPROS, which comprises information in the form of the flood return period associated with protection measures, at different spatial scales. FLOPROS comprises three layers of information, and combines them into one consistent database. The design layer contains empirical information about the actual standard of existing protection already in place; the policy layer contains information on protection standards from policy regulations; and the model layer uses a validated modelling approach to calculate protection standards. The policy layer and the model layer can be considered adequate proxies for actual protection standards included in the design layer, and serve to increase the spatial coverage of the database. Based on this first version of FLOPROS, we suggest a number of strategies tofurther extend and increase the resolution of the database. Moreover, as the database is intended to be continually updated, while flood protection standards are changing with new interventions, FLOPROS requires input from the flood risk community.
