Abstract

The article reports that the U.S. International Trade Commission has rejected proposed duties on gloss paper imported from China. The commission argues that the U.S. market is not materially injured by cheap glossy paper from China. The ruling was prompted by a case filed by NewPage Corp. which questioned the validity of imposing countervailing duties against countries still classified as nonmarket.
