Dow Chemical Co. planned to use proceeds from a joint venture with the government of Kuwait to finance its $15.3-billion acquisition of specialty-chemicals firm Rohm & Haas Co. In the aftermath of the joint venture collapse, Standard & Poor's and Moody's downgraded Dow's credit rating, and Dow's stock plunged 19% to $15.32, while Rohm's shares dropped 16% to $53.34. Article discusses Dow's procurement of financing for its planned purchase of Rohm & Haas.
