The state of Paraíba stands out in the quantity of registered environmental disasters in Brazil, especially for episodes associated with droughts and floods. Understanding the social vulnerability is decisive for disaster risk reduction measures because it is an estimate of the capacity of population groups to resist and adapt to adversities caused by intense natural events. The objective of this research is to identify the levels of social vulnerability to environmental disasters of drought/dry season and flooding in the municipalities of the state of Paraíba, based on socioeconomic, demographic and infrastructure indicators. The variables were extracted from the 2010 demographic census and are indicators of household characteristics that may contribute to the formation of more vulnerable population groups. The variables were weighted and integrated into a social vulnerability index. Then, a spatial autocorrelation analysis of social vulnerability was performed. The frequency of disasters of the researched typologies was also quantified. The results indicate that of the total number of municipalities in Paraíba 82.5% are in the high and very high vulnerability classes, where 45% of the state population resides. The main spatial aggregation of municipalities with severe vulnerability conditions is among the Homogeneous Rainfall Regions of Cariri/Curimataú, Agreste and Brejo. These territories are subject to insufficient infrastructure and services, higher levels of poverty, and more restrictive social and household conditions. This study aims to analyze the flood events in the city of São Gabriel. First, we created an inventory of the processes associated with the flooding in the city, was conducted between 1980 and 2009. This information formed the basis for identifying the temporal and spatial behavior of the floods that affected the urban area of São Gabriel in the period studied. The analysis tried to correlate rainfall data from rain gauge stations in the county with a data quota fluviometric station in Vacacaí river. The hydrologic data related to altimetry Vacacaí the river and rainfall that hit the city during the flood events were collected in the HIDROWEB site (http://hidroweb.ana.gov.br/) of the National Water Agency (ANA). From these analyzes there were significant events, such as the event that occurred in May 1984 when the river reached 502 cm Vacacaí. With this, it is known to lower elevation at which an event is confirmed. Another important event is held in November 1990, which shows the most significant within the historic flooding of the city by presenting one of the highest quotas rising waters of the river Vacacaí, and this reached 810 cm. The municipality of São Gabriel, state of Rio Grande do Sul, has more than 80% of its population in the urban area and part of this population is located in the vicinity of Rio Vacacaí and has subsequently been affected by flood events. The methodology of the work seeks to analyze and identify the physical and human landscape of the study in relation to their problems. This paper presents the results on the spatio-temporal analysis of floods. From the analysis of the thirty years it was found that in sixteen years have records of flooding. A total of sixteen years of events were recorded thirty-two where the population was affected with floods. Through zoning crossing the hazard of occurrence of the event and the vulnerability of the population were identified 4 degrees of risk affecting the urban area of the São Gabriel city, namely, low, medium, high and very high. The low risk found in Vila Maria, the medium risk occurs in the neighborhood Baltar, the high-risk neighborhoods is Baltar and Menino Jesus and the very high risk is found in neighborhood Menino Jesus.
