An HDTV Standards Converter which is capable of signal conversion between 1125/60/2:1 HDTV signals (SMPTE 240M) and 1250/50/2:1 HDTV signals (Eureka HDTV) in real time, has been developed. The HDTV Standards Converter is composed of a motion vector detector, a field rate converter and a scanning rate converter. The motion vectors are detected by using the gradient method in a huge number of small blocks. By using these motion vectors, the motion compensated field rate converter and the motion adaptive scanning rate converter change field frequencies and scanning frequencies.
