The European Energy Efficiency Directive requests the application of high quality and cost effective energy audits across Europe. The potential of up to 20% of energy savings shall be realized to follow the strategy of smart, sustainable, and inclusive growth. A number of barriers must be tackled to implement the Directive, especially among small and medium sized enterprises (SMEs). A large number of cost effective energy efficiency measures remains unimplemented because of financial reasons, a lack of information, and limited in-house skills. Information measures, audits, capacity buildings are suggested as potentially effective measures to support implementation of energy efficiency measures. Within the work described in this paper, an auditing approach was developed, focusing on modelling the energy consumption of an SME. The model of the energy consumption is built using simple MS Excel tools, dividing the process into unit operations and attributing annual consumption to these units, from measurements or by calculation. Consumption is linked to drivers of consumption and corresponding losses, thus developing an understanding of the origin of energy consumption, priorities, and the potential for reduction. The approach simultaneously addresses the needs for the identification of measures, capacity building, information and awareness raising. The auditing approach was tested with 280 companies in Austria, Bulgaria, Cyprus, Italy, Romania, Slovakia and Spain. A wide range of energy efficiency measures was identified and implemented, partly consisting of no-cost options, but partly also innovative technical solutions. Over EUR 10 million investments with a simple payback time of less than three years were triggered. 6500 toe per year of primary energy savings were realized, as well as greenhouse gas emission reductions of 13,500 tonnes per year. Abstract: Elevators and escalators have received little attention from an energy efficiency perspective in the past. To close this gap, this paper analyses energy efficiency potentials and suggests policy measures for the European elevator and escalator market. As a precondition, the electrical energy demand of elevators and escalators in the European market is analyzed, based on expert estimations and the results of a monitoring campaign. The estimated current demand is compared to scenarios where the implementation of best available technology for the relevant equipment is assumed and the savings potentials thereof are calculated. The results indicate that considerable technical efficiency potentials exist for elevators (more than 60%) and escalators (around 30%). However, various specific barriers impede the diffusion of these energy-efficient technologies. They include issues like a lack of awareness and relevant information as well as split-incentive problems. The technological analysis is therefore complemented by an investigation of how to overcome these barriers, leading to a set of recommendations on how to improve energy efficiency in the elevator and escalator market. Suitable measures could be implementing standardized methods for electricity measurement, introducing a labeling system and including elevators and escalators in the legislative framework. Abstract: This paper explains the origins of the Bioenergy Network of Excellence (NoE) “Overcoming Barriers to Bioenergy”. It outlines the reasoning behind the project’s overall objective of covering the entire bioenergy chain from biomass feedstock to end-products. One of the network’s other aims was to integrate partner activities scientifically and practically in such a way that it could continue beyond the period of European Community financial support. The consortium consisted of eight key bioenergy R&D institutes in Europe. The work programme structure had three stages: [1.] The initial phase was identification of barriers to increase use of bioenergy in Europe, which included both technical and non-technical barriers. During this stage, barriers were analysed in terms of business opportunities. It was believed that by analysing case studies and industrial projects, common barriers can be identified. [2.] The second phase was to address RTD goals and how to remove the barriers. A common strategy to overcome the barriers was considered. The target was to activate and carry-out jointly executed research projects. The integration structure could be established based on these projects. [3.] In the final phase, the integration structure and a legal framework was considered with regard to the partners’ present organisations and new EU initiatives concerning future network activities. Abstract: This paper combines engineering and social science approaches to enhance our understanding of industrial energy efficiency and broaden our perspective on policy making in Europe. Sustainable development demands new strategies, solutions, and policy-making approaches. Numerous studies of energy efficiency potential state that cost-effective energy efficiency technologies in industry are not always implemented for various reasons, such as lack of information, procedural impediments, and routines not favoring energy efficiency. Another reason for the efficiency gap is the existence of particular values, unsupportive of energy efficiency, in the dominant networks of a branch of trade. Analysis indicates that different sectors of rather closed communities have established their own tacit knowledge, perceived truths, and routines concerning energy efficiency measures. Actors in different industrial sectors highlight different barriers to energy efficiency and why cost-effective energy efficiency measures are not being implemented. The identified barriers can be problematized in relation to the social context to understand their existence and how to resolve them. [Copyright &y& Elsevier]
