Objectives: Long-term care combined with complex follow-up processes is among the essential needs of lung transplantation. Therefore, Telemedicine-based strategies can provide an effective approach for both patients and clinicians by applying remote patient monitoring. Hence, the main objective of this study was to investigate Telemedicine and telehealth usage in lung transplantation.Method: A systematic review was conducted in four databases using keywords. Eligible studies were all English papers that developed Telemedicine-based programs to enhance patient care in lung organ transplantation. The interventions were analyzed analysis to determine the main descriptive areas. The quality of the included articles was evaluated using Mixed Methods Appraisal Tool (MMAT) tool by two authors.Results: Of the 261 retrieved articles, 27 met our inclusion criteria. Of these, 22 studies were devoted to the post-transplantation phase. All articles were published from 2002 to 2021 and the trend of publications has increased in recent years. Most of the studies were conducted in the United States and Canada. All eligible studies can be categorized into five types of Telemedicine interventions, 15 (55.56%) articles devoted to Telemonitoring, four (14.81%) for Teleconsultation, four (14.81%) articles for Telerehabilitation, three (11.11%) articles for Telespirometery, and one (3.70%) article were done regarding Tele-education.Conclusion: This integrated review provides researchers with a new understanding of Telemedicine-based care solutions. Distributed, small-scale solar photovoltaic (PV) systems are being installed at a rapidly increasing rate. This can cause major impacts on distribution networks and energy markets. As a result, there is a significant need for improved forecasting of the power generation of these systems at different time resolutions and horizons. However, the performance of forecasting models depends on the resolution and horizon. Forecast combinations (ensembles), that combine the forecasts of multiple models into a single forecast may be robust in such cases. Therefore, in this paper, we provide comparisons and insights into the performance of five state-of-the-art forecast models and existing forecast combinations at multiple resolutions and horizons. We propose a forecast combination approach based on particle swarm optimization (PSO) that will enable a forecaster to produce accurate forecasts for the task at hand by weighting the forecasts produced by individual models. Furthermore, we compare the performance of the proposed combination approach with existing forecast combination approaches. A comprehensive evaluation is conducted using a real-world residential PV power data set measured at 25 houses located in three locations in the United States. The results across four different resolutions and four different horizons show that the PSO-based forecast combination approach outperforms the use of any individual forecast model and other forecast combination counterparts, with an average Mean Absolute Scaled Error reduction by 3.81% compared to the best performing individual model. Our approach enables a solar forecaster to produce accurate forecasts for their application regardless of the forecast resolution or horizon. • Five solar forecasting models were analysed across multiple resolutions and horizons. • No model is consistently the best, and a forecast combination is necessary. • A forecast combination approach based on particle swarm optimization is proposed. • This approach can be adapted to any resolution or horizon. • In an extensive evaluation, it outperforms individual models and other combinations. Abstract: The National Ignition Facility (NIF) is a high-energy laser facility comprised of 192 beamlines that house thousands of optics. These optics guide, amplify and tightly focus light onto a tiny target for fusion ignition research and high energy density physics experiments. The condition of these optics is key to the economic, efficient and maximally energetic performance of the laser. Our goal, and novel achievement, is to find on the optics any imperfections while they are tens of microns in size, track them through time to see if they grow and if so, remove the optic and repair the single site so the entire optic can then be re-installed for further use on the laser. This paper gives an overview of the image analysis used for detecting, measuring, and tracking sites of interest on an optic while it is installed on the beamline via in situ inspection and after it has been removed for maintenance. In this way, the condition of each optic is monitored throughout the optic''s lifetime. This overview paper will summarize key algorithms and technical developments for custom image analysis and processing and highlight recent improvements. (Associated papers will include more details on these issues.) We will also discuss the use of OI Analysis for daily operation of the NIF laser and its extension to inspection of NIF targets. This paper aims to quantify the performance of Model Predictive Control (MPC) for a typical commercial building heating, ventilation and air conditioning (HVAC) system across a wide range of climate and weather conditions. The motivation of the study comes from the fact that although there is a large body of work on MPC for HVAC systems, there is a lack of studies that examine the range of possible performance of MPC, in terms of both energy savings and maintaining indoor climate (temperature and humidity) as a function of outdoor weather. A challenge in conducting such a study is developing an MPC controller that can be used in a wide range of weather. The root cause of this challenge is the need for a tractable cooling and dehumidification coil model that can be used by the MPC controller, since the coil may operate in quite distinct modes depending on weather. We present such an MPC controller, and then leverage it to conduct an extensive simulation campaign for fourteen climate zones in the United States and four weather conditions (winter, spring, summer, and fall) in each climate zone. The performance of the proposed controller is compared with not only a rule-based baseline controller but also with a simpler MPC controller that ignores humidity and latent heat considerations. There are several results the arise from this comparative study. One such result is that energy savings from MPC over baseline can vary dramatically based on climate and season. Another is that the effect of ignoring humidity in the MPC formulation can lead to poor indoor humidity control more in milder weather rather than in hot weather. • A 1/15 scaled impact test was performed to assess the damage and vibration behavior of the RC nuclear containment under an aircraft impact. • An impact damage upper limit reference value for the nuclear containment under a large aircraft impact was obtained. • The results can be used for validation of finite element simulation computational methods and models. After the 9/11 terrorist attacks in the United States, the ability of nuclear power plants (NPPs) to resist the malicious impact of large commercial aircraft has become a focus in the nuclear security field. To investigate the damage and vibration characteristics of NPP containment against a large aircraft impact, an experiment of an airplane impacting a reinforced concrete (RC) nuclear containment structure model was carried out using a rocket sled launching facility. In the experiment, a 1/15 scaled RC nuclear containment structure model was designed and built according to a certain type of NPP building prototype. The total impact process was recorded by a high-speed photography system. Moreover, the corresponding test data and physical parameters of the nuclear containment model were obtained, including the damaged area of the RC nuclear containment model, acceleration time histories, reinforcement steel strain time histories, etc. It is found that the containment model exhibits local damage when the large aircraft model collides with a velocity of 142.3 m/s. However, reinforcement prevents the large aircraft model from perforating the NPP containment effectively. In this paper, the damage and failure rules and characteristics of RC nuclear containment under the impact of a large aircraft are discussed, and the impact vibration response characteristics of nuclear containment are preliminarily analyzed based on the test. The related studies and conclusions can provide a basis for NPP structural optimization and the safety assessment of large commercial aircraft collision problems and can also provide data support for finite element (FE) modelling. Full suppression strategies remain the dominant option in wildfire management, despite a large body of research demonstrating the ecological and economic benefits of allowing unplanned wildfires to burn under favorable conditions. Consequently, empirical research identifying and understanding the factors that contribute to these decisions within public land management agencies has become of critical importance in efforts to improve management outcomes. This paper assesses the importance of a set of institutional and socioeconomic factors with a random utility model of incident commander suppression decisions. We compare the importance of these factors on chosen strategies before and after an update to federal fire policy implementation guidance and an associated change to federal fire budgeting policy implemented in Fiscal Year 2010. We find that while the update to federal fire policy guidance may have been effective at increasing the probability that managers adopted a strategy other than full suppression, the subsequent increase in suppression budget allotments offset this impact, rendering no true difference in probabilities after the policy change. Abstract: Scientific research on the banking crisis 2007–08 has answered many important questions according to generally accepted methodological standards. However, there remains at least one outstanding question that has not been answered with methodological accuracy: What caused the severe USA banking crisis 2007–08? To address this question the paper uses a counterfactual definition of ‘cause,’ distinguishes between separable and non-separable causes, and employs a well-posed methodology for the causation analysis of singular events. In addition, first causes and preponderant causes are distinguished. The main result of this paper is that the preponderant causes of the banking crisis 2007–08 were securitization and ignorance. Abstract: Work related low back disorders (LBDs) due to manual lifting tasks (MLTs) have long been recognized as one of the main occupational disabling injury that affects the quality of life of the industrial working population in the U.S. There have been a number of intensive research efforts devoted to understanding the phenomena of LBDs and building classification models that could effectively distinguish between high risk and low risk MLTs that contribute to LBDs. As of today, however, such models and the occupational exposure limits of different risk factors causing LBDs as well as the guidelines preventing them have not yet been fully proposed. One of the first efforts to comprehend the nature and phenomenon of LBDs was undertaken by . They created a seminal data set and used it to build logistic regression (LR) models to identify significant variables and classify MLTs into high risk and low risk with respect to LBDs. Since then a number of studies have used the same data set to build and test various classifiers to detect the likelihood of LBDs due to manual material handling jobs. This paper summarizes and critiques the previous studies. It also employs this data set to build and test seven classification models, two of which have not been applied in this context yet. The parameters of the models have been calibrated for the best performance, and the models were constructed and validated on the full set and the reduced set of features. Though the performances of our best models are better than those reported in National Institute for Occupational Health and Safety (NIOHS) Guides and two of our previous studies, they are generally less optimistic than those reported in several other studies; this paper proposes a systematic and more reliable approach to creating and validating classifiers to distinguish between low and high risk MLTs that contribute to LBDs. Abstract: This paper explores differences in personal bankruptcy rates across the American states. Particular emphasis is given to the Veblenian idea of emulative consumption where a desire to “keep up with the Jones”’ results in over-borrowing leading eventually to bankruptcy. The paper posits an empirical model that incorporates a set of standard variables mentioned in the literature and variables specifically related to emulation, income level, income distribution and urbanization. Using state level pooled data for the period 2000–2009 the paper finds that the more unequal the distribution of income in a state and the more urban the state, the greater the bankruptcy rate in the state. These basic findings point to emulative consumption behavior as an important factor in explaining differences in personal bankruptcies across the states. [Copyright &y& Elsevier]

Abstract: Two-year colleges are an important part of the higher education system in the United States but there are concerns as to how attendance at these institutions affects educational attainment and labor market outcomes. This paper uses data from a nationally representative survey to examine the impact of students beginning their college career at a two-year college instead of a four-year college. Treatment effects are estimated using both standard regression techniques as well as propensity score matching. As these estimates may be contaminated because of selection on unobservable characteristics this paper will also employ a number of sensitivity analyses to consider the potential bias. The results show large negative impacts on both educational attainment and labor market outcomes for men and women who begin at a two-year college, even for those students who expect to complete a bachelor''s degree. The evidence from the sensitivity analyses suggest that to eliminate these large effects there would need to be substantial, and arguably implausible, selection on unobservable characteristics. Abstract: This paper predicts the condensation and evaporation pressure drops of R32, R125, R410A, R134a, R22, R502, R507a, R32/R134a (25/75 by wt%), R407C and R12 flowing inside various horizontal smooth and micro-fin tubes by means of the numerical techniques of artificial neural networks (ANNs) and non-linear least squares (NLS). In its analyses, this paper used experimental data from the National Institute of Standards and Technology (NIST) and Eckels and Pate, as presented in Choi et al.''s study provided by NIST. In their experimental setups, the horizontal test sections have 1.587, 3.78, 3.81 and 3.97m long countercurrent flow double tube heat exchangers with refrigerant flowing in the inner smooth (8, 8.01 and 11.1mm i.d.) and micro-fin (4.339, 5.45, 7.43 and 8.443mm i.d.) copper tubes and cooling water flowing in the annulus. Their test runs cover a wide range saturation temperatures, vapor qualities and mass fluxes. The pressure drops are calculated with 1485 measured data points, together with analyses of artificial neural networks and non-linear least squares numerically. Inputs of the ANNs of the best correlation are the measured values of the test sections, such as mass flux, tube length, inlet and outlet vapor qualities, critical pressure, latent heat of condensation, mass fraction of liquid and vapor phases, dynamic viscosities of liquid and vapor phases, hydraulic diameter, two-phase density and the outputs of the ANNs, which comprise the experimental total pressure drops of the evaporation and condensation data from independent laboratories. The total pressure drops of in-tube condensation and in-tube evaporation tests are modeled using the artificial neural network (ANN) method of multi-layer perceptron (MLP) with 12-40-1 architecture. Its average error rate is 7.085%, which came from the cross validation tests of 1485 evaporation and condensation data points. Dependency of the output of the ANNs from 12 numbers of input values is also shown in detail, and new ANN based empirical pressure drop correlations are developed separately for the conditions of condensation and evaporation in smooth and micro-fin tubes as a result of the analyses. In addition, a single empirical correlation for the determination of both evaporation and condensation pressure drops in smooth and micro-fin tubes is proposed with an error rate of 14.556%. Abstract: The estimation of the recurrence rate and the distribution in severity of extreme ice events, which is required in order to determine design criteria for structures such as electric transmission lines, suffers from the fact that there appears to be a great variability in freezing rain events, in terms of duration, quantity of precipitation, and wind speed. Rauber et al. (2001), developed 7 archetypical patterns for freezing rain storms that indeed articulated differences in duration, spatial extent and intensity of storms. This finding suggests that it would not be correct to consider all freezing rain storms as a single homogeneous statistical population, which is the current practice in the extreme value analysis of ice storms. This paper presents an automated and objective methodology for classifying freezing rain storms that can be used in a de-aggregated extreme value analysis. This paper presents the theory, methodology, and results for clustering freezing rain storms. The procedure is tested using a base data set of previously classified storms: the storms identified and classified by Rauber et al. (2001) that occurred over North Eastern United States. The storms are described by making average anomaly maps based on sea level pressure (SLP), and 1000–500hPa geopotential heights using NCEP reanalysis data. Synoptic categories are then formed using clustering algorithms and principal component analysis. The k-means clustering algorithm is compared with a number of hierarchical algorithms. The resulting clusters using the k-means algorithm are compared amongst themselves as well as with the archetypical patterns of Rauber et al. For each event, statistics on wind speeds and precipitation are calculated using NCEP reanalysis data and NCEP hourly precipitation data respectively to verify the significance of the clusters. The three cluster solutions based on 1000–500hPa anomaly maps using the typing method developed here are found to be suitable for grouping storms in homogeneous populations. [Copyright &y& Elsevier]

Abstract: This paper has two main purposes. The first one is the development of a rigorous rule-based mechanism for identifying the rounding bottoms (also known as saucers) pattern and resistant levels. The design of this model is based solely on principles of technical analysis, and thus making it a proper system for evaluating the efficacy of the aforementioned technical trading patterns. The second aim of this paper is measuring the predictive power of buy-signals generated by these technical patterns. Empirical results obtained from seven US tech stocks indicate that simple resistant levels outperform saucers patterns. Furthermore, positive statistical significant excess returns are being generated only in first sub-periods of examination. These returns decline or even vanish as the experiment proceeds to recent years. Our findings are aligned with the results reported by various former studies. The proposed identification mechanism can be used as a component of an expert system to assist academic community in evaluating trading strategies where technical patterns are embedded. Abstract: The Radio Aurora Explorer (RAX) is a triple CubeSat that launched on November 19, 2010. RAX was designed to study plasma irregularities in the polar lower ionosphere (80–300km), and is the first CubeSat mission funded by the United States National Science Foundation. The scientific mission requires attitude knowledge within 5° (), and a custom attitude determination subsystem was developed for the mission. The subsystem utilizes rate gyros, magnetometers, coarse sun sensors, and an extended Kalman filter, and was designed to be a simple, low cost solution to meet the attitude determination requirements. In this paper, we describe the design, implementation, and testing of the RAX attitude determination subsystem, including derivation of the determination requirements, sensor selection, the integrated hardware design, pre-flight sensor calibration, and attitude estimation algorithms. The paper is meant to serve as a resource for others in the small satellite and nanosatellite communities, as well as a critical reference for those analyzing RAX data. Lessons learned from the design and performance of the RAX determination subsystem will be used in future designs of attitude determination systems for small satellites and similar platforms, such as high altitude balloons and autonomous aerial vehicles. Abstract: A methodology for using RF Doppler data for spin-axis estimation is presented. The NASA Radiation Belt Storm Probes (RBSP) mission, a dual-spacecraft mission planned for a 2012 launch, will yield valuable insights into the physical dynamics and processes of the Earth''s radiation belts, particularly those that produce hazardous space weather effects and those that can affect solar system exploration. Both spacecraft have on-board Sun sensors that, in conjunction with magnetometer data, provide the required data to determine the attitude. However, the quality of the magnetometer measurements is compromised at higher altitudes because of a weaker magnetic field and also during solar storms because of variations in the Earth''s magnetic field. Each spacecraft''s on-board S-band radio frequency (RF) system includes a JHU/APL Frontier Radio transceiver, which provides a coherent downlink signal used for Doppler navigation. The RF system also includes two low-gain antennas offset from the spin axis with boresights parallel to the spin and anti-spin axes. Due to the spin of the spacecraft, a Doppler-induced modulation is present on the downlink carrier. Once the orbit determination is performed and the Doppler signal is analyzed, this modulation, or spin signature, is apparent. This spin signature can be used to accurately determine the spin rate, spin phase, and, in conjunction with Sun sensor data, the spin axis orientation. This provides a level of system redundancy with the magnetometer for attitude determination. The Sun sensor provides the angle from the spin axis to the Sun vector; the amplitude of spin signature on the Doppler data provides the instantaneous aspect angle from the spin axis to the ground station. These two measurements establish the spin axis direction. This paper describes the established theory and a method for processing the spin signature and determining the spin axis as applicable to the RBSP spacecraft. Further, RF-related errors on the Doppler carrier frequency measurement are characterized and related to the error in the spin axis orientation determination. Finally, this paper introduces the concept of attitude determination by processing the Doppler spin signature data alone over a period of time that encompasses a sufficient change to the spin axis/ground station aspect angle. This provides a further level of redundancy in the event of a failed Sun sensor. Results from processing actual data from a current mission are given. [Copyright &y& Elsevier]

Abstract: What is it about the Moon that captures the fancy of humankind? A silvery disk hanging in the night sky, it conjures up images of romance and magic. It has been counted upon to foreshadow important events, both of good and ill, and its phases for eons served humanity as its most accurate measure of time. This paper discusses the Moon as a target for human exploration and eventual settlement. This paper will explore the more than 50-year efforts to reach the Moon, succeeding with space probes and humans in Project Apollo in the 1960s and early 1970s. It will then discuss the rationales for spaceflight, suggesting that human space exploration is one of the least compelling of all that might be offered. The paper will then discuss efforts to make the Moon a second home, including post-Apollo planning, the Space Exploration Initiative, and problems and opportunities in the 2004 Vision for Space Exploration, and cancellation of that program in 2010. Abstract: Several hundred workers die in construction in the United States every year because equipment operators are unable to see their fellow workers during operation of their vehicle. In this paper we propose a step towards improving this situation by providing an automated method based on range imaging for estimating the coarse head orientation of a construction equipment operator. This research utilizes commercially-available low resolution range cameras to measure the continuously changing field-of-view (FOV) of an equipment operator in outdoor construction. This paper presents a methodology to measure so-called dynamic blind spot maps. The dynamic blind spot map is then projected on a known static equipment blind spot map that already exists to each construction vehicle. A robust computational coarse head pose estimation algorithm and results to three different pieces of construction equipment and multiple operators are presented. The developed method has the potential in automatically determining the spaces around vehicles that are currently not in the field-of-view of the vehicle operator thus providing eventually additional means and technology for improving safety in construction. Abstract: Steel pedestals have been used in the southeastern parts of the United States to elevate highway bridges and decrease the likelihood of vehicle collisions with bridge decks. However, the seismic performance of bridges elevated with steel pedestals is still unknown. To investigate the effect of elevating bridges with steel pedestals, this paper uses the results of previously conducted experimental tests to model the hysteretic behavior of three types of steel pedestals in a detailed 3D finite element model of a representative bridge. One short pedestal (with a height of 500 mm) and two tall pedestals (with a height of 850 mm) are studied. The structural responses of the studied bridge with the addition of steel pedestals are compared to the structural responses of the same bridge before elevation, where elastomeric bearings support the deck. This study considers five different locations in the southeastern United States and for each of them selects 20 artificial ground motions at two hazard levels of 2% and 10% probability of exceedance in 50 years. The selected artificial ground motions are applied to the representative bridge model in four cases: one case with elastomeric bearings and three cases with three studied pedestals. Because of the large amount of resulting data, a statistical effects model is employed. The statistical effects model is a statistical tool that uses the statistics of the data to investigate the effect of each studied parameter such as bearing type, bridge location and hazard level on the structural responses. Results show that elevating bridges with the studied steel pedestals decreases longitudinal and transverse deck displacements, longitudinal shear and moment in columns, cap beam moment and pounding force. In the transverse direction, elevating the bridge leads to an increase in the abutment force. Also, results show that the studied tall steel pedestals are more effective than the studied short steel pedestal in decreasing longitudinal shear and moment in columns and decreasing transverse deck displacements while offering a height advantage. A study of the stability of the pedestals in this paper shows that the three types of studied pedestals may become unstable in earthquakes, thereby serving as a means to help determine where the installation of steel pedestals would not seem detrimental. Abstract: The purpose of this paper is to introduce a new deployable mast design that may provide a means to scale up solar sails to very large dimensions. The paper describes the basic analytical approach for truss beams, compares this new design with the state-of-art truss used in NASA’s solar sail development work, and provides analyses of novel applications enabled by the mast design. This paper examines the impact of environmental regulation on the productivity of manufacturing plants in the United States. Establishment-level data from three Censuses of Manufactures are used to estimate 3-factor Cobb–Douglas production functions that include a measure of the stringency of environmental regulation faced by manufacturing plants. In contrast to previous studies, this paper examines effects on plants in all manufacturing industries, not just those in “dirty” industries. Further, this paper employs spatial–temporal variation in environmental compliance costs to identify effects, using a time-varying county-level index that is based on multiple years of establishment-level data from the Pollution Abatement Costs and Expenditures survey and the Annual Survey of Manufactures. Results suggest that, for the average manufacturing plant, there is no statistically significant effect on productivity of being in a county with higher environmental compliance costs. For the average plant, the main effect of environmental regulation may not be in the spatial and temporal dimensions. [Copyright &y& Elsevier]

Abstract: Social capital is a person or group''s sympathy or sense of obligation for another person or group. The objects of sympathetic feelings have social capital. Those holding sympathetic feelings for others provide social capital. Because social capital providers internalize the consequences of their choices on the objects of their social capital, they trade with each other on different terms and at different levels than would occur in arm''s length transactions, all other things equal. Furthermore, changes in the distribution of social capital alter the terms and level of trade which in turn alter the distribution of income. This paper demonstrates mathematically the connection between changes in social capital and income distributions and then tests empirically the influence of social capital on household income distributions in the 50 U.S. states for the census years 1980, 1990, and 2000. The mathematical and empirical findings of this paper support the proposition that social capital measured by social capital indicator variables have important influences on the distribution of household incomes. Abstract: During the last decade, countries around the world - especially the U.S., Brazil, and many in Europe - have worked to accelerate the commercialization of a biofuel industry. As pilot plant studies for the second-generation biofuel (e.g., cellulosic biofuel) currently seek to determine the most viable feedstocks and processing technologies, it is an opportune time to formulate operations research (OR) models of the biofuel supply chain (SC) so they might be used to implement the technologies that prove to be most promising. This paper provides a literature review of research on the biofuel SC. It classifies prior research according to decision time frame (i.e., strategic, tactical, operational, and integrated) as well as level in the supply chain (i.e., upstream, midstream, and downstream). In addition, it reviews related research on agri-products, which have some commonalities relative to harvesting and perishability; petroleum-based fuels, which have some commonalities related to distribution (some biofuels can be mixed with gasoline but others cannot); and generic supply chains, which provide some applicable modeling structures. Finally, this paper emphasizes unique needs to support decisions that integrate the farm with commercial levels (e.g., storage, pre-processing, refining, and distribution) and identifies fertile avenues for future research on the biofuel supply chain. OR models are needed to help assure the economic viability of the biofuel industry. Abstract: Set relations are particularly suitable for specifying the small-step operational semantics of synchronous languages. In this paper, a formal library of set relations for the definition, verification of properties, and execution of binary set relations is presented. The formal library consists of a set of theories written in the Prototype Verification System (PVS) that contains definitions and proofs of properties, such as determinism and compositionality, for synchronous relations. The paper also proposes a serialization procedure that enables the simulation of synchronous set relations via set rewriting systems. The library and the serialization procedure are illustrated with the rewriting logic semantics of the Plan Execution Interchange Language (PLEXIL), a rich synchronous plan execution language developed by NASA to support autonomous spacecraft operations. Abstract: This paper presents an optimal control strategy suitable for investigating the mission performance of a spacecraft equipped with a NASAʼs Evolutionary Xenon Thruster. Using an accurate mathematical model of the propulsion system, based on both experimental data and a semi-empirical schematization of the power generation system, the minimum-time rendezvous problem with various celestial bodies is investigated through an indirect approach. Unlike a conventional approach, in which the thruster power is varied with continuity within a given range, here the solar electric propulsion system is described using a finite number of operation points, characterized by different pairs of thruster input power and propellant mass flow rate. The model includes the possibility of obtaining coasting phases along the spacecraft trajectory. The optimal control strategy is found for a three-dimensional problem in which the actual shape and relative orientation of the initial and final orbits are taken into account. Abstract: The purpose of this paper is to study the impact of ISO 14001 and other significant factors on solid waste generation rates of organizations. The research is based on a survey conducted on a random sample of industrial companies that operate in United States. The paper reveals that companies’ solid waste generation rates are significantly reduced by certification and identifies several factors of ISO 14001 that are most significant in terms of solid waste reduction. Abstract: This paper compares two different approaches to calculate the average cross-sectional area of breakup fragments. The first one is described in the NASA standard breakup model 1998 revision. This approach visually classifies fragments into several shapes, and then applies formulae developed for each shape to calculate the average cross-sectional area. The second approach was developed jointly by the Kyushu University and the NASA Orbital Debris Program Office. This new approach automatically classifies fragments into plate- or irregular-shapes based on their aspect ratio and thickness, and then applies formulae developed for each shape to calculate the average cross-sectional area. The comparison between the two approaches is demonstrated in the area-to-mass ratio (A/m) distribution of fragments from two microsatellite impact experiments completed in early 2008. A major difference between the two approaches comes from the calculation of the average cross-sectional area of plates. In order to determine which of the two approaches provides a better description of the actual A/m distribution of breakup fragments, a theoretical analysis in the calculation of the average cross-sectional area of an ideal plate is conducted. This paper also investigates the average cross-sectional area of multi-layer insulation fragments. The average cross-sectional area of 214 multi-layer insulation fragments was measured by a planimeter, and then the data were used to benchmark the average cross-sectional areas estimated by the two approaches. Abstract: This paper discusses a multifaceted strategy to link NASA Minimal Functionality Habitable Element (MFHE) requirements to a compatible growth plan; leading forward to evolutionary, deployable habitats including outpost development stages. The discussion begins by reviewing fundamental geometric features inherent in small scale, vertical and horizontal, pressurized module configuration options to characterize applicability to meet stringent MFHE constraints. A proposed scenario to incorporate a vertical core MFHE concept into an expanded architecture to provide continuity of structural form and a logical path from “minimum” to “optimum” design of a habitable module. The paper describes how habitation and logistics accommodations could be pre-integrated into a common Hab/Log Module that serves both habitation and logistics functions. This is offered as a means to reduce unnecessary redundant development costs and to avoid EVA-intensive on-site adaptation and retrofitting requirements for augmented crew capacity. An evolutionary version of the hard shell Hab/Log design would have an expandable middle section to afford larger living and working accommodations. In conclusion, the paper illustrates that a number of cargo missions referenced for NASA’s 4.0.0 Lunar Campaign Scenario could be eliminated altogether to expedite progress and reduce budgets. The plan concludes with a vertical growth geometry that provides versatile and efficient site development opportunities using a combination of hard Hab/Log modules and a hybrid expandable “CLAM” (Crew Lunar Accommodations Module) element. Abstract: The March 8, 2010 earthquakes that hit Kovancılar and Palu districts of Elazığ province in Turkey and their impacts on masonry and concrete buildings are studied in this paper. According to United States Geological Survey (USGS), magnitudes of these earthquakes, which caused partial or total collapse in many buildings with life losses, were 6.1 and 5.5, respectively. This paper outlines the seismological aspects of the region, the characteristics of the strong ground motion, the geotechnical characteristics of the region and the structural damages based on site assessments. The structural damage level is observed to be directly proportional with the amount of the insufficient quality in the workmanship and usage of inadequate building materials. If a minimum amount of engineering attention had been paid during the construction stages, most of the existing buildings could have sustained the earthquakes without considerable damage. Abstract: The physical condition of American infrastructure systems has raised concerns that have been addressed, in part, by studies addressing their condition assessment. Condition assessment aims at describing current condition and estimating remaining service lives of infrastructure network components. This is a predominantly time-based analysis, which can be complemented by the spatial analysis of physical condition data of infrastructure components. More specifically, exploratory spatial data analysis might identify areas with high failure rates and generate local indicators of condition for subsets of pipe segments within the physical network. Such local indicators can be used in cost/benefit analysis for planning capital investments with the advantage of allowing the identification of critical customers within critical regions and therefore better accounting for social costs. This paper aims to provide an approach to spatial data clustering of networked infrastructure failure data, which is presented and demonstrated by applying it to a drinking water pipe breakage dataset. Clusters are, in this paper, the set of break points that occurred in regions that present high breakage density per mile of pipe compared to the pipes in their vicinity. The proposed approach can be framed as density-based data clustering approach, and its output consists of a hierarchical clustering of breaks. The root node of the cluster hierarchy, which contains the set of all break points, is subsequently partitioned into smaller clusters. In this hierarchy, clusters are subdivided to reflect different breakage densities along the network space. Therefore, clusters in the lower level of the hierarchy present more homogeneous breakage rates. The results of the proposed approach are assessed according to their sensitivity to choice of parameters and according to a clustering quality measure. The chosen parameters are shown to provide results that are superior compared to a range of parameter choices, in terms of clustering quality, and also compared to the less important though relevant criteria of the number and size of clusters generated. Abstract: In international trade offset practices (in Taiwan known as industrial cooperation program, ICP) have received increased attention over the past 20 years. In the coming 10 years, the Taiwanese government may expend roughly US$16 billion for purchasing Patriot-III missiles, P-3 long-range anti-submarine planes, and diesel-engine submarines from the United States through foreign military sale, and can achieve US$8 billion ICP credit the largest in Taiwanese history. Offsets or ICP can be regarded as fuzzy multiple criteria decision-making (MCDM) problems, therefore, the fuzziness and uncertainty of subjective perception should be considered. This paper provides an alternative approach, the non-additive fuzzy integral, to deal with the fuzzy MCDM problems especially when there is dependence among considered criteria. The main purpose of this paper is to discuss with Taiwan’s ICP Optimal Offset Transaction Policy and propose a framework of drawing on ICP credit in future. This paper considers the four aspects of policy, ability, economy, and environment, to establish a set of fuzzy AHP multiple criteria decision mode to identify the evaluative criteria variables and project item’s order for ICP project. Abstract: In a sequence of papers on the topic of message construction for interstellar communication by means of a cosmic language, the present author has discussed various significant requirements such a lingua should satisfy. The author’s Lingua Cosmica is a (meta) system for annotating contents of possibly large-scale messages for ETI. LINCOS, based on formal constructive logic, was primarily designed for dealing with logic contents of messages but is also applicable for denoting structural properties of more general abstractions embedded in such messages. The present paper explains ways and means for achieving this for a special case: recursive entities. As usual two stages are involved: first the domain of discourse is enriched with suitable representations of the entities concerned, after which properties over them can be dealt with within the system itself. As a representative example the case of Russian dolls (Matrjoshka’s) is discussed in some detail and relations with linguistic structures in natural languages are briefly exploited. Abstract: Many important SETI terms are either ambiguously defined or interpreted by different experts differently. Based on the author''s experience with astronautical terminology (IAA multilingual space dictionary) a summary of the usual problems connected with an uniform definition of fundamental terms is attempted. In the second part several examples are quoted from the SETI literature—including the terms ETI, SETI and METI themselves, the definition of a habitable zone, of alien life, of an extraterrestrial artifact, of the Drake equation, of the Fermi-paradox, etc. In the third part of the paper a new task for the SETI social sciences community is raised, namely to collect “Lasting Universal Terms”; i.e. terms the meaning of which did not change since millennia, are independent on geographic position and also on the terrestrial environment and biology. Such terms might be preferably used in interstellar communication. All these questions are related to the manner how we might think about ETI and SETI in new ways. Abstract: The field of disaster risk management is relatively new and takes a structured approach to managing uncertainty related to the threat of natural and man-made disasters. Disaster risk management consists primarily of risk assessment and the development of strategies to mitigate disaster risk. This paper will discuss how increasing both Earth observation data and information technology capabilities can contribute to disaster risk management, particularly in Belize. The paper presents the results and recommendations of a project conducted by an international and interdisciplinary team of experts at the 2009 session of the International Space University in NASA Ames Research Center (California, USA). The aim is to explore the combination of current, planned and potential space-aided, airborne, and ground-based Earth observation tools, the emergence of powerful new web-based and mobile data management tools, and how this combination can support and improve the emerging field of disaster risk management. The starting point of the project was the World Bank’s Comprehensive Approach to Probabilistic Risk Assessment (CAPRA) program, focused in Central America. Abstract: The beauty of the view from the office of a spacewalking astronaut gives the impression of simplicity, but few beyond the astronauts, and those who train them, know what it really takes to get there. Extravehicular Activity (EVA) training is an intense process that utilizes NASA’s Neutral Buoyancy Laboratory (NBL) to develop a very specific skill set needed to safely construct and maintain the orbiting International Space Station. To qualify for flight assignments, astronauts must demonstrate the ability to work safely and efficiently in the physically demanding environment of the space suit, possess an acute ability to resolve unforeseen problems, and implement proper tool protocols to ensure no tools will be lost in space. Through the insights and the lessons learned by actual EVA astronauts and EVA instructors, this paper will take you on a journey through an astronaut’s earliest experiences working in the space suit, termed the Extravehicular Mobility Unit (EMU), in the underwater training environment of the NBL. This work details an actual Suit Qualification NBL training event, outlines the numerous challenges the astronauts face throughout their initial training, and the various ways they adapt their own abilities to overcome them. Abstract: In this paper, I shall analyze US Presidential Barack Obama''s South Carolina victory speech from the perspective of pragmemes. In particular, I shall explore the idea that this speech is constituted by many voices (in other words, it displays polyphony, to use an idea due to ) and that the audience is part of this speech event, adding and contributing to its text in a collaborative way (in particular, in constructing meaning). As many are aware (including the journalists who report day by day on Barack Obama''s achievements), Obama uses the technique of ‘personification’ 1 [1] Personification is an ontological metaphor in which a thing or abstraction is represented as a person. (The Economist, December 13th, 2007). When he voices an idea, he does not just expose it as if it came from himself, but gets another person (fictitious or, plausibly, real) to voice it. Since in an electoral speech, he cannot reasonably get people on stage to voice his ideas, he personifies ideas by narrating what people told him. His stories are his way of personifying his ideas. The discourse strategy he uses serves to reverse the direction of influence from the people in control to the people controlled (see ). In this paper, I also argue that Barack Obama''s speech contains echoes of Martin Luther King Jr''s ‘I have a dream speech’ and that its structure is best understood in the light of Afro-American sermons. Abstract: This paper examines the effect of teacher relative wages and teacher wage dispersion on high school graduates’ preferences for teaching majors in College. This approximation to teacher quality is appropriate in a country like Venezuela as opposed to the US since the rigidity of the tertiary school system significantly limits mobility between majors. I combine data from the national college entrance examination from 1984 to 2003 with labor market data from the household surveys to construct a panel of data for quintiles of the test score distribution and age groups by states. The results suggest that teacher wage premia and wage dispersion have little effect on the quality mix of applicants to teaching. Most students’ preference for teaching is unresponsive to wage levels relative to other occupations and to wage growth prospects within teaching. If wages have a positive effect on the performance of educational systems, this paper argues that it is unlikely to be through the selection of the most talented individuals. [ABSTRACT FROM AUTHOR]

Abstract: Energy recovery ventilators (ERVs) transfer energy between the air exhausted from building and the outdoor supply air to reduce the energy consumption associated with the conditioning of ventilation air. In this paper, the applicability of ERVs with sensible and latent effectiveness values in a practical range is studied using TRNSYS simulation program. The impact of ERV on annual cooling and heating energy consumption is investigated by modeling a 10-storey office building in four American cities as representatives of major climatic conditions. The results show that heat and moisture recovery can lead to a significant reduction in the annual heating energy consumption (i.e., up to 40%, which is 5% higher than heat recovery). Also, an ERV with the capability of moisture recovery may reduce the annual cooling energy consumption by 20% provided the ERV is properly controlled. Since the un-controlled operation of ERVs during the summer may increase the cooling energy consumption, an optimum control strategy is developed and verified in the paper. This optimum control strategy depends on ERV''s latent to sensible effectiveness ratio. For instance, an ERV with equal sensible and latent effectiveness should be operated when either the outdoor enthalpy or temperature is greater than that of the indoor air. [Copyright &y& Elsevier]

Abstract: This paper examines the relationship between contemporary racial inequality of schooling and the black–white wage gap in the U.S. In particular I ask: what policies would be effective at reducing the black–white wage gap in the U.S.? In order to address this question, I develop a model of human capital accumulation in which agents differ by race. I calibrate the model to reflect the U.S. system of education financing since the mid-1950s, and find that more than half of the black–white wage gap in the U.S. in the early 1990s can be accounted for by differential human capital accumulation by race. This indicates an increased role for policy in addressing racial inequality in the U.S. The results of the policy experiments conducted in this paper indicate that a conditional cash transfer program and a policy of decreased reliance on local property tax revenue would be effective in reducing the black–white skill and wage gaps. Abstract: The U.S. National Institute for Occupational Safety and Health (NIOSH) conducts research to improve and protect the health and safety of workers. This paper describes the experience of the NIOSH Construction Program with two recent program planning initiatives intended to improve the program: (a) an independent external review of work over the past decade and (b) the development of strategic goals organized into a “National Construction Agenda” to guide a decade of future work. These goals, developed with input from construction industry stakeholders and researchers, are a part of the NIOSH National Occupational Research Agenda (NORA) initiative. The NORA goals are intended to provide an ambitious set of goals for all construction stakeholders to work together on. Both efforts relate to insuring the relevance and impact of research, reflecting an emerging policy perspective that research programs should be judged not just by the quality and quantity of science produced, but by the industry impact and tangible benefit resulting from the research. This paper describes how views on research planning have evolved to incorporate lessons learned about how research leads to improved safety and health for workers. Abstract: Based on the various fog remote sensing information products abstracted from the polar orbit meteorological satellite data (NOAA and FY), this paper analyzes the characteristics of the frequency and distribution that dense fogs have taken place in the Beijing district from 2001 to 2005. Among those information products, the statistical graph of the foggy days in Beijing from 2001 to 2005 by means of satellite remote-sensing reflects the frequency that dense fog has occurred in the different regions in Beijing; and the statistical graph of the foggy days of each season by satellite remote-sensing shows the characteristics of the temporal and spatial change of the fog distribution in Beijing in different seasons; the fog degree index(like pixel-level spatial measurement) by satellite remote-sensing reflects the fog frequency difference on unit area in different counties of Beijing. Meanwhile, based on the satellite remote-sensing pictures, data on the main meteorological elements that contribute to the formation of fog, geographic information, and DEM data, this paper makes an analysis in 3 areas, the traits of the fog distribution in the different regions of Beijing in different seasons; meteorological causes for temporal and spatial changes of the main fog types (advection fog, radiation fog). This paper also gave a brief introduction of the general principles of meteorological satellite remote sensing fog, fog information extraction method, as well as the process of satellite orbit selecting according to the ground visibility, data processing and product generation. This paper provides a summary of results from a recent survey of 987 dairy farmers in 4 northeastern US states. The survey results provide descriptive characteristics of the current state of dairy farming in the region, as well as farmer satisfaction levels, concerns, and plans for the future of their farming operations. The paper analyses characteristics of two increasingly important dairy production systems used in the Northeast. Averages from across the survey states (Maryland, Pennsylvania, New York, and Vermont) show that approximately 13% of dairy producers use management-intensive or rotational grazing and 7% use large, modern confinement systems with more than 300 cows. These more specialized production systems show many significant differences in farm and farmer characteristics, satisfaction levels, and plans for the future compared with farms using more traditional production systems. This paper uses U.S. state-level data for CO, NO2, SO2, and PM10 emissions and a STIRPAT-inspired model to provide empirical evidence discrediting, at least in part, the restrictionist perspective on the immigration–environment relationship. The paper finds that U.S. states with a larger share of foreign-born residents are associated with lower NO2 and SO2 emissions. While these results do not necessarily imply that immigrants mitigate environmental emissions, they emphasize the importance of addressing the relationship between immigration and the environment based on an objective assessment of facts. Hence, it is this paper's contention that it is empirically unjustifiable to call for restrictions on immigration on environmental grounds. [Copyright &y& Elsevier]

Abstract: To maintain ultra-low particle concentrations, cleanrooms can require several hundred air changes per hour. These ventilation rates make cleanrooms 30–50 times more energy intensive than the average U.S. commercial building. There are an estimated 12millionm2 of cleanroom space in the U.S., consuming over 370PJ of energy each year. This paper explores opportunities to improve the energy efficiency of cleanrooms while maintaining or improving operating conditions. This paper documents the modeling of a 1600m2 cleanroom in upstate New York. The TRNSYS model includes TMY2 weather data; building geometry and material properties; empirical data on occupancy, lighting and process equipment; and sophisticated HVAC systems. The model was validated based on metered steam, chilled water and electricity usage. Under 8% error was achieved in all fields. Four strategies were simulated: a heat recovery system for exhaust air, resulting in an 11.4% energy reduction with a 2.7-year simple payback; solar preheating of desiccant dehumidifier regeneration air (2.4% energy reduction, 11.5-year payback); improved lighting controls (0.3% energy reduction, 1.5-year payback); and demand-controlled filtration (4.4% energy reduction, 3.1-year payback). Abstract: This paper demonstrates an application of the Design Structure Matrix (DSM) to Integrated Concurrent Engineering (ICE), an approach to conceptual space systems design intended to increase the pace of work by bringing together all relevant personnel in the same room to conduct focused, collaborative one-week design studies. Although the DSM methodology explicitly incorporates the concurrent aspects of engineering design, it has not been applied formally to an integrated, rapid design environment such as ICE. In this paper, a DSM consisting of 172 design parameters and 682 dependencies is constructed to represent the typical process employed at the Mission Design Laboratory (MDL), an ICE facility at NASA Goddard Space Flight Center (GSFC). Analysis of the DSM reveals an optimal sequencing among five phases of the ICE design process, the interdependent disciplines in the design team, and a set of starting assumptions that can be made at the outset of the work to facilitate a more structured approach to the highly complex and iterative process of space systems design. This paper is the first analysis of the economic factors of global light pollution. Light pollution commonly refers to excessive or obtrusive artificial light caused by bad lighting design. Light pollution generates significant costs including negative impacts on wildlife, health, astronomy, and wasted energy—which in the U.S. amounts to nearly 7billion dollars annually. Current scientific models of light pollution are purely population based. The current paper utilizes unique remote sensing data and economic data from the World Bank to quantify the economic causes of light pollution globally. Abstract: This paper examines the relationship between risk perceptions, affect and the economic consequences of a bio-security threat against the U.S. food system. The main argument is that there exists a link between risk perceptions and economic behavior. The paper raises conjectures through a utility-theoretic economic model and examines these through two separate surveys, the first being a hypothetical agroterrorist attack and the second a hypothetical discovery of ‘bird flu’ in the United States. Abstract: Optimization of combined cooling, heating, and power (CCHP) systems operation commonly focuses only on energy cost. Different algorithms have been developed to attain optimal utilization of CCHP units by minimizing the energy cost in CCHP systems operation. However, other outcomes resulting from CCHP operation such as primary energy consumption and emission of pollutants should also be considered during CCHP systems evaluation as one would expect these outcomes can be subject to regulation. This paper presents an optimization of the operation of CCHP systems for different climate conditions based on operational cost, primary energy consumption (PEC), and carbon dioxide emissions (CDE) using an optimal energy dispatch algorithm. The results for the selected cities demonstrate that in general there is not a common trend among the three optimization modes presented in this paper since optimizing one parameter may reduce or increase the other two parameters. The only cities that show reduction of PEC while also reducing the CDE are Columbus, MS; Minneapolis, MN; and Miami, FL. For these cities the operational cost always increases when compared to the reference case consisting of using a vapor/compression cycle for cooling and natural gas for heating. On the other hand, for San Francisco and Boston, CCHP systems increase the CDE. In general, if CCHP systems increase the cost of operation, as long as energy savings and reduction of emissions are guaranteed, the implementation of these systems should be considered. Abstract: Current educational system is facing a contradiction between the fundamentality of engineering education and the necessity of applied learning extension, which requires new methods of training to combine both academic and practical knowledge in balance. As a result there are a number of innovations being developed and implemented into the process of education aimed at optimizing the quality of the entire educational system. Among a wide range of innovative educational technologies there is an especially important subset of educational technologies which involve learning through hands-on scientific and technical projects. The purpose of this paper is to describe the implementation of educational technologies based on small satellites development as well as the usage of Earth remote sensing data acquired from these satellites. The increase in public attention to the education through Earth remote sensing is based on the concern that although there is a great progress in the development of new methods of Earth imagery and remote sensing data acquisition there is still a big question remaining open on practical applications of this kind of data. It is important to develop the new way of thinking for the new generation of people so they understand that they are the masters of their own planet and they are responsible for its state. They should desire and should be able to use a powerful set of tools based on modern and perspective Earth remote sensing. For example NASA sponsors “Classroom of the Future” project. The Universities Space Research Association in United States provides a mechanism through which US universities can cooperate effectively with one another, with the government, and with other organizations to further space science and technology, and to promote education in these areas. It also aims at understanding the Earth as a system and promoting the role of humankind in the destiny of their own planet. The Association has founded a Journal of Earth System Science Education. Authors describe an effective model of educational technology developed in the Center for Earth Remote Sensing of Bauman Moscow State Technical University and based on scientific and educational organizations integration in the field of applied studies. Abstract: The current emphasis in the US and internationally on lunar robotic missions is generally viewed as a precursor to possible future human missions to the Moon. As initially framed, the implementation of high level policies such as the US Vision for Space Exploration (VSE) might have been limited to either human lunar sortie missions, or to the testing at the Moon of concepts-of-operations and systems for eventual human missions to Mars [White House, Vision for Space Exploration, Washington, DC, 14 January, 2004. ]. However, recently announced (December 2006) US goals go much further: these plans now place at the center of future US—and perhaps international—human spaceflight activities a long-term commitment to an outpost on the Moon. Based on available documents, a human lunar outpost could be emplaced as early as the 2020–2025 timeframe, and would involve numerous novel systems, new technologies and unique operations requirements. As such, substantial investments in research and development (R&D) will be necessary prior to, during, and following the deployment of such an outpost. It seems possible that such an outpost will be an international endeavor, not just the undertaking of a single country—and the US has actively courted partners in the VSE. However, critical questions remain concerning an international lunar outpost. What might such an outpost accomplish? To what extent will “sustainability” be built into the outpost? And, most importantly, what will be the outpost''s life cycle cost (LCC)? This paper will explore these issues with a view toward informing key policy and program decisions that must be made during the next several years. The paper will (1) describe a high-level analytical model of a modest lunar outpost, (2) examine (using this model) the parametric characteristics of the outpost in terms of the three critical questions indicated above, and (3) present rough estimates of the relationships of outpost goals and “sustainability” to LCC. Abstract: The development of new system capabilities typically depends upon the prior success of advanced technology research and development efforts. These systems developments inevitably face the three major challenges of any project: performance, schedule and budget. Done well, advanced technology programs can substantially reduce the uncertainty in all three of these dimensions of project management. Done poorly, or not at all, and new system developments suffer from cost overruns, schedule delays and the steady erosion of initial performance objectives. It is often critical for senior management to be able to determine which of these two paths is more likely—and to respond accordingly. The challenge for system and technology managers is to be able to make clear, well-documented assessments of technology readiness and risks, and to do so at key points in the life cycle of the program. In the mid 1970s, the National Aeronautics and Space Administration (NASA) introduced the concept of “technology readiness levels” (TRLs) as a discipline-independent, programmatic figure of merit (FOM) to allow more effective assessment of, and communication regarding the maturity of new technologies. In 1995, the TRL scale was further strengthened by the articulation of the first definitions of each level, along with examples (J. Mankins, Technology readiness levels, A White Paper, NASA, Washington, DC, 1995. ). Since then, TRLs have been embraced by the U.S. Congress’ General Accountability Office (GAO), adopted by the U.S. Department of Defense (DOD), and are being considered for use by numerous other organizations. Overall, the TRLs have proved to be highly effective in communicating the status of new technologies among sometimes diverse organizations. This paper will review the concept of “technology readiness assessments”, and provide a retrospective on the history of “TRLs” during the past 30 years. The paper will conclude with observations concerning prospective future directions for the important discipline of technology readiness assessments. [Copyright &y& Elsevier]
