The main mechanism that causes resistance to carbapenem, one of the most potent antibiotic available, in Enterobacterales bacterial isolates, is due to Klebsiella pneumoniae carbapenemase (KPC) production by the bacterium. KPC is spread worldwide, requiring laboratories to be capable of identifying this enzyme, however some methods can be expensive for small laboratories, especially in developing countries. Therefore, the development of methods with low cost of reagents for the detection of KPC enzyme is necessary. The objective of this study was to evaluate the detection of KPC enzyme by MALDI-TOF MS from inactivated bacteria impregnated in filter paper. A total of 129 Enterobacterales isolates were impregnated in filter paper, and after 7 days at room temperature, they were subjected to a protein extraction protocol and spectra acquisition, in triplicates, by MALDI-TOF MS. The spectra were evaluated and KPC was identified according to the presence of a peak of 28,712.62 ± 27.80 m / z. Considering the presence of the KPC peak in at least one spectrum of the triplicates, this method presented 60.8% sensitivity and 96.4% specificity. However, considering the presence of KPC peak in at least two spectra of the triplicate, a specificity of 100% was achieved. As a traditional energy and carbon intensive sector, it becomes imperative for the global paper industry to realize green development. This paper aims to provide guidance for the green transformation of global paper industry by evaluating the global paper industry green development level in a systematic and dynamic way. This paper employs text-mining method to develop paper industry green development evaluation indicator system and adopts market-extended LCA model and entropy-TOPSIS method to calculate the paper industry green development level of 48 countries/regions. The results show that during 2000–2030 the paper industry green development level of developing countries improves faster than developed countries, where those of developing and developed countries increase from 0.3369 to 0.3938 and from 0.5120 to 0.5517 respectively and the gap between them narrows from 0.1751 to 0.1579. The comparative analysis reveals that the paper industries of developed and developing countries are in different green development stages. Developing countries, represented by China, improve greatly in economic and social dimensions, but decline seriously in ecological dimension due to enlarging resource consumption and environmental damages. On the contrary, developed countries tend to saturate in economic and social dimensions and have been improving fast in ecological dimension, gradually realizing the decoupling of industrial economic development and environmental damages. In the last decades, there is a growing search for analytical strategies to ensure clinical analysis without the need of laboratory set-up and skilled personnel. Indeed, user-friendly and low-cost devices are highly valued in the era of sustainability for their capability to be applied in low-resource contexts, such as developing countries. To address this issue, herein we report a 96-well paper-based and laboratory setup-free optical platform for the detection of butyrylcholinesterase enzyme (BChE) activity in human serum. We used chromatographic paper to realize a novel analytical tool exploiting its porous structure for reagentless synthesize Prussian Blue Nanoparticles (the sensing element), as well to load all the reagents required for the measurement. The principle of BChE activity detection relies on the reaction between the enzymatic product thiocholine and Prussian Blue, giving the Prussian White with subsequently Prussian Blue's fading, detected by a common office scanner supported by ImageJ software. Using this novel paper-based optical platform, BChE activity was linearly detected in the 2–15 U/mL range with a detection limit down to 0.8 U/mL. • A few countries play dominant role in producing and receiving news mentions to academic papers. • The overall distribution of news mentions sees no country's preference over domestic papers. • The statistical test suggests that news articles from all investigated countries have positively mentioned more domestic papers. • Countries have shown preference over academic papers from some specific countries. • Country's preference in the micro perspective presents disciplinary difference. News mentions to academic papers has provided an important channel for research to yield impact on broad audience in the society, and is particularly useful in scholarly communication, scientific outreach and altmetrics. Unlike academic paper, news articles are often influenced by social factors such as culture, ideology and geography. It is therefore uncertain whether news mentions to academic paper is valid for evaluative purpose as expected by altmetrics studies. In response, this study has conducted large scale statistical analysis to explore country's preference over news mentions, based on the assumption that if news mentions to academic paper is not (or weakly) influenced by social factors, no obvious country's preference would be observed, and the vice versa. The major findings are: (1) From the macro perspective, overall distribution of news mentions is highly imbalanced, with several developed countries taking the dominant position. However, no obvious preference towards domestic papers was observed. (2) From the micro perspective, based on the ZINB test results, news from all countries have more positively mentioned domestic papers and simultaneously shown preference over papers from certain countries. (3) In terms of disciplinary comparison, disciplinary differences were observed in the impact strength and specific preference. These results suggest that in micro level country's preference exist for news mentions to academic papers, but in macro level, country's preference is insignificant. This comment provides a critical analysis of Van Beukering and Bouman’s [World Development 29 (2001) 1717] article on global paper recycling and trade. We first question their notion that developing countries specialize in waste paper utilization and developed countries in recovery activities primarily because of different patterns of waste paper trade. An increased focus on relative waste paper availability, we argue, provides us with a better understanding of global paper recycling. We also criticize some of the implicit assumptions made in their regression analysis of waste paper utilization rates. An alternative regression model is therefore derived and estimated. In contrast to the approach used by Van Beukering and Bouman our analysis (a) is consistent with basic microeconomic theory; (b) distinguishes clearly between short- and long-run impacts; and (c) produces results that support our initial conjecture that waste paper availability is the most important determinant of waste paper use. SARS-CoV-2 has led to high mortality worldwide, with social and financial effects expected to persist for years to come. Since asymptomatic individuals cause a large portion of transmission, actions taken to curb the COVID-19 pandemic mostly rely on procedures aimed at detecting viral-related molecules in infected carriers. Currently, leading available detection methods fall short in reliability or point-of-care mass screening applicability. Here, we present an unprecedented antibody-free smart pH paper-based seconds-long detection platform against the virus-related enzyme 3CLpro as a saliva biomarker of SARS-CoV-2 infection. The selective proteolytic activity of 3CLpro is directly detected from native saliva using a peptide substrate-embedded pH-paper platform. 3CLpro presence in infected individuals leads to an ultrafast pH-drop in the paper matrix, thus leading to a sharp color change as direct means of detection. Ultrafast detection, simplicity, no requirement of surface chemistry by sensitive biomolecules, long-term stability, and point-of-care compatibility for COVID-19 mass screening were demonstrated. Forty-two subjects were tested, exhibiting highly sensitive and specific detection of SARS-CoV-2 infection. Finally, we foresee that this universal approach could be implemented for the multiplexed detection of other viral infections by detecting specific viral proteases. Importantly, since our approach does not require immune-specific antibodies for specific detection, the overall platform is extremely cost-efficient, less than 2 USD cents per assay, and suitable for the worldwide mass screening of viral infections, particularly in remote and developing world locations. The RAD-AID Conference on International Radiology for Developing Countries is a yearly forum addressing global shortages of radiology that contribute to health care disparity. The RAD-AID Conference on International Radiology for Developing Countries was an assembly of individuals and organizations interested in improving access to medical imaging services in developing countries where the availability of radiology has been inadequate for both patient care and public health programs. The purpose of the meeting was to discuss data, experiences, and models pertaining to radiology in the developing world and to evaluate potential opportunities for future collaboration. Conference participants included radiologists, technologists, faculty members of academic medical institutions, and leadership of nongovernmental organizations involved in international health care and social entrepreneurship. Four main themes from the conference are presented in this white paper as important factors for the implementation and optimization of radiology in the developing world: (1) ensuring the economic sustainability of radiologic services through financial and administrative training support of health care personnel; (2) designing, testing, and deploying clinical strategies adapted for regions with limited resources; (3) structuring and improving the role of American radiology residents interested in global health service projects; and (4) implementing information technology models to support digital imaging in the developing world. The 2010 RAD-AID Conference on International Radiology for Developing Countries was a multidisciplinary meeting to discuss data, experiences, and models pertaining to radiology in the developing world, where widespread shortages of imaging services reduce health care quality. The theme of this year''s conference was sustainability, with a focus on establishing and maintaining imaging services in resource-limited regions. Conference presenters and participants identified 4 important components of sustainability: (1) sustainable financing models for radiology development, (2) integration of radiology and public health, (3) sustainable clinical models and technology solutions for resource-limited regions, and (4) education and training of both developing and developed world health care personnel. Abstract: Background: High-risk HPV (HR-HPV) are associated with the development of cervical cancer, the most common cancer in women in developing countries. Reliable diagnosis of HR-HPV infection combined with simple procedures to collect and store biological samples, could improve primary screening programs and vaccine strategies in these areas. Objective: To evaluate HR-HPV detection in conventional and dried samples. Study design: The presence of HR-HPV in 31 women in Republic of Congo (Central Africa) has been investigated by using standard cervical samples and dried cervical samples collected on filter paper and vaginal tampons. The detection of HPV DNA was performed in the Laboratory of virology in Lille (France) by using Hybrid capture 2 and HPV 16/18/45 Probe Set Test. Results: 22 standard samples were found positive for the detection of HR-HPV (71%). HPV 16/18/45 was displayed in 15 out of 22 samples positive for HR-HPV (68%). The correlations between HPV detection by using standard samples and samples dried on filter paper and dried tampons were 90.3% (kappa=0.77) and 80.6% (kappa=0.5) respectively. The sensitivity and the specificity of HPV detection reached 91% and 89%, respectively, with samples dried on filter paper and were 86% and 67%, respectively, for dried tampons compared with standard samples. Conclusion: Dried cervical samples and dried vaginal tampons can represent an alternative to conventional sampling to reduce barriers to large screening programs in developing countries and to facilitate storage and transport to reference centers. Neisseria meningitidis ( N. meningitidis ), Streptococcus pneumoniae ( S. pneumoniae ) , and Haemophilus influenzae type b (Hib) are three most common pathogens accounting for most bacterial meningitis, a serious global infectious disease with high fatality, especially in developing nations. Because the treatment and antibiotics differ among each type, the identification of the exact bacteria causing the disease is vital. Herein, we report a polymer/paper hybrid microfluidic biochip integrated with loop-mediated isothermal amplification (LAMP) for multiplexed instrument-free diagnosis of these three major types of bacterial meningitis, with high sensitivity and specificity. Results can be visually observed by the naked eye or imaged by a smartphone camera under a portable UV light source. Without using any specialized laboratory instrument, the limits of detection of a few DNA copies per LAMP zone for N. meningitidis , S. pneumoniae and Hib were achieved within 1 h. In addition, these three types of microorganisms spiked in artificial cerebrospinal fluid (ACSF) were directly detected simultaneously, avoiding cumbersome sample preparation procedures in conventional methods. Compared with the paper-free non-hybrid microfluidic biochip over a period of three months, the hybrid microfluidic biochip was found to have a much longer shelf life. Hence, this rapid, instrument-free and highly sensitive microfluidic approach has great potential for point-of-care (POC) diagnosis of multiple infectious diseases simultaneously, especially in resource-limited settings. Considering the intrinsic shortcomings of nature enzyme, synthesis of artificial peroxidase mimics possessing improved catalytic activities relative to native enzymes is of considerable interest for the development of highly sensitive and stable sensor. In this paper, water-soluble molybdenum oxide quantum dots (MoOx QDs) were developed as highly effective biomimetic catalysts which were prepared by a facile ultrasonic-assisted hydrothermal method. The resulted MoOx QDs displayed peroxidase-like activity with high sensitivity and specificity, and were constructed for efficient colorimetric quantitative detection of H 2 O 2 based on microfluidic paper-based device. As low as 0.175 μmol/L H 2 O 2 could be determined at a linear range from 1 to 20 μmol/L. Moreover, this biosensing device was successfully applied for visual detection of H 2 O 2 released from PC12 cells with the advantages of low cost, rapid response and portability, indicating that the designed sensor of H 2 O 2 has great potential in biotechnology and clinical diagnosis. Abstract: Purpose: Getting the right information to providers can improve quality of care. We set out to provide patient-specific Electronic Medical Record (EMR)-based clinical summaries for providers taking care of HIV-positive adult patients in the resource-limited setting of Mbarara, Uganda. Methods: We evaluated the impact of implementing these clinical summaries using time-motion techniques and provider surveys. Results: After implementation of EMR-based clinical summaries, providers spent more time in direct care of patients (2.9min vs. 2.3min, p <0.001), and the length of patient visits was reduced by 11.5min. Survey respondents indicated that clinical summaries improved care, reduced mistakes, and were generally accurate. Current antiretroviral medication, patient identifying information, adherence information, current medication, and current medical problems were among the highest-rated elements of the summary. Conclusions: By taking advantage of data stored in EMRs, efficiency and quality of care can be improved through clinical summaries, even in settings with limited resources. [Copyright &y& Elsevier]

The demand for hydropower production, as a prominent sustainable development strategy, has created a boom in the number of planned hydropower projects, especially small ones. These projects are mainly located in post-socialist transition and developing countries. However, emerging evidence suggests that most of the projects remain on paper. One reason for this is prevalent corruption. In the literature, corruption has been identified in megaprojects but a significant number of hydropower projects are smaller in size. This leaves a literature gap and a subsequent lack of understanding regarding corruption and its potential connection to the absence of hydropower construction. We argue that it also creates a 'safe space' for corrupt actors who use the sector for personal gain. In this paper, we address this nexus of unfinished hydropower projects, sustainable development in transition countries, corruption, and lack of scholarly attention by presenting empirical evidence from Bosnia and Herzegovina. We highlight that sustainability goals associated with hydropower might be distorted, especially in transition countries as they are intermingled with hydropower projects that are embedded in complex bureaucratic structures. Transportation systems are a basis of disability-related activity involvement in society. In Tehran, the capital of Iran, a paratransit system for disabled people has been operating since 2013, but the market share is gradually losing for reasons unknown to practitioners. Although paratransit systems for people with disabilities exist in many cities, no comprehensive study has been completed to identify attitudinal and contextual barriers to the continuance intention to use the system, particularly in a low-income developing country. Thus, due to limitations faced by qualified experts in this field, the adoption of efficient transportation policy and engineering interventions is still limited. The Technology Continuance Theory (TCT) is employed in this study as a structural equation modeling framework to analyze and quantify relationships based on the data gathered by face-to-face interviews. The mediation/moderation analyses in this paper reveal that (i) stress, (ii) self-efficacy, (ii) social isolation, (iv) mode captivity, (v) experience of usage, and (vi) type of disability are of prime importance in disabled people's intention to reuse the paratransit system. Stress is examined through serial mediation analysis. The analysis reveals that stress due to the system's uncertain attributes significantly influences satisfaction. Self-efficacy and social isolation are presented for the moderation and moderated-mediation analyses. It is found that the urban mobility performance of the system is of more importance to disabled people with lower self-efficacy (high social isolation); however, their stress is not significantly reduced even by increasing the usefulness of the system. The mode captivity is also redefined in this context and entered as a moderator. It is found that, for captive riders, satisfaction does not have a dominating role in the intention to use the paratransit system, as the users are constrained by taking what is available or nothing. The usage experience is another moderator, and our analysis shows that attitude is a determinant of behavior for long-term users, while satisfaction with a transient effect is a dominating factor for short-term ones. Finally, the users are categorized by type of disability , and the moderation analysis shows that for people with physical disabilities, the system's performance is the most influential factor in their satisfaction, while for people with sensory disabilities, other factors related to amenity, safety, and support are also prominent. Over the past decade, the number of member states in the United Nations Committee on the Peaceful Uses of Outer Space (UNCOPUOS) has risen by 40%. The UNCOPUOS continues to be one of the largest committees in the United Nations, with recent additions representing many emerging space nations including the Dominican Republic, Rwanda, Angola, Guatemala, and Bangladesh, among many others. This paper addresses the role of emerging space nations in updating and refining current policies and norms of behavior related to the long-term sustainability of the space environment. The paper provides examples of the recent implementation of long-term space sustainability design and operational guidelines in the national space strategies of several emerging space nations, highlighting the importance nations give to the development of legal mechanisms to regulate the peaceful use of the space environment. Examples of both national and regional initiatives are presented including Thailand's 2021 Draft National Space Act, aimed at creating a national legal regime and establishing a governmental agency dedicated to developing space policies for the registration of objects launched into outer space and space debris mitigation measures, and the National Space Law Initiative (NSLI) study group consisting of Australia, Indonesia, India, Japan, Malaysia, the Philippines, the Republic of Korea, Thailand, and Vietnam to create a framework that aims to promote information sharing and mutual learning in relation to the participants' respective national regulatory frameworks for long-term space sustainability. More recently, new initiatives have been developed that celebrate the efforts of satellite mission operators with the aim to reduce the likelihood of space debris and collisions among space objects. The Space Sustainability Rating (SSR) was created by the World Economic Forum, the European Space Agency, the University of Texas at Austin, BryceTech, and the Massachusetts Institute of Technology, and is now hosted by the EPFL Space Centre. The SSR is a rating system to assess and recognize missions that are designed to be compatible with sustainable and responsible operations, reducing the potential harm to the orbital environment and the impact on other operators. The SSR comprises six modules aimed at assessing missions for their compatibility with sustainable and responsible operations. This paper specifically focuses on evaluating the Detection, Identification and Tracking (DIT) scores for satellite missions launched by emerging space nations. The DIT module of the SSR serves as a standardized measure for assessing space sustainability. The paper adopts an exploratory multi-case study approach. Plastic waste pollution remains a major problem across the developing world. In Vietnam, the situation is particularly serious as many plastic consumption behaviours remain under-analysed and pertinent policies have produced limited impact. Accordingly, this paper examines the patterns and predictors of consumer plastic bag use when shopping in Da Nang, Vietnam. It does so by drawing on an original household survey and key informant interviews. Moreover, it applies the latest behavioural theory research and machine learning techniques. Subsequently, this paper observes Vietnamese consumers' plastic bag use is prevalent and often entrenched as a habit. Additionally, two socio-demographic and seven socio-psychological predictors are significant to the frequency of using plastic bags. These results, then, inform Vietnam's plastic consumption policies and, more broadly, emphasise the (1) heterogeneity of influences on consumer behaviour; (2) contingency of many widely-accepted behavioural predictors; and (3) shortcomings of purely regulatory solutions. • Effective plastic consumption policies are necessary to generate sustainable consumer behaviour. • Machine learning techniques are used to examine the determinants of Vietnamese consumers' plastic bag use. • Two socio-demographic and seven socio-psychological predictors were significantly associated with plastic bag use. • Many consumers showed resistance to following plastic bag bans. • Targeted multi-dimensional consumer behaviour reforms ought to be prioritised. Bus Rapid Transit (BRT) has been widely recognised as an affordable and effective mass transport system that can solve various mobility issues in countries that are unable to afford rail-based mass transit options. However, it is extremely challenging to predict the demand for the first BRT service in a city of a developing country with a weak public transport system using aggregate models, given the radical difference in the level of service between the BRT and the existing modes. Further, there can be substantial changes in the activity and travel patterns in a city after the introduction of the BRT which simpler disaggregate level analysis tools are unable to predict. Agent-based simulation tools, which are the state-of-the-art tools for simulating complex travel behaviour, are hence more appropriate for predicting the network conditions after the introduction of a new BRT system. But the application of such simulation tools has been primarily limited to developed countries where the transport landscape and the travel behaviour are very different from the developing countries. To address this gap, this paper presents a demand forecasting model for BRT and integrates it into an activity-based micro-simulation tool in the context of Dhaka, the capital of Bangladesh and one of the fastest growing megacities in the world. The model was developed based on an existing multi-agent, activity-based, travel demand simulator (MATSim). The MATSim implementation in the context of Dhaka focused on two aspects: (1) implementing behaviour models in MATSim to reflect the mode choice in the presence of the proposed BRT (2) integrating multiple data sources (including stated-preference data) for calibrating the mode choice and other components of MATSim to realistically mimic the travel behaviour in the city. Once calibrated, different access scenarios for BRT were simulated using MATSim, and the sensitivity of the outputs to different modelling assumptions is tested. Results from the simulation showed that the marginal utility of travel time, travel cost, and pricing structure of BRT significantly influenced BRT travel demands. Also, BRT demand was found to be the highest (25% of the total trips) in the scenario with multi-modal access/egress connections. Nowadays, road safety is a major concern for public authorities on national, secondary and classified roads in developing countries. This paper looks at the problem of non-compliance with road signs and the deteriorating state of roads, which are the cause of many accidents. Road users sometimes miss roadside signs because their attention is focused on the road. At other times, they regularly miss certain road markings or road deformations in unfamiliar areas, which is dangerous for travelers. Ideally, therefore, drivers should be able to be alerted to road signs or deformations from a distance without having to divert their attention. This would make it possible to avoid accidents, especially on national roads between regions of a country and between countries in sub-Saharan Africa. In this paper, we propose a model for the detection and recognition of road signs and deformations using deep learning. The dataset for this model will consist of a hybrid dataset that includes Kaggle data and data from AGEROUTE (Autonomous Agency for Works and Road Management) in Senegal. In addition, the proposed model is trained on two datasets; one for training 80% and the other for testing 20%. Background: There has been a recent resurgence of tuberculosis (TB) as a worldwide public health concern. It is a well-documented health problem in Haiti, where the reported prevalence is 123.9 per 100,000 population. While the Centers for Disease Control and Prevention (CDC) and World Health Organization (WHO) policy papers for the eradication of TB recommend screening in shelters, prisons, and other congregate-living facilities, screening in institutional orphanages is not specifically mentioned.Methods: A total of 445 orphans with no documentation of Bacillus Calmette-Guerin (BCG) vaccine at six orphanages representing urban, suburban, and rural Haiti were screened for TB using standardized purified protein derivative (PPD). An inoculum of 0.1 cc was introduced intradermally, with site checks for induration at 48-72 hours after inoculation. Induration >5 mm was recorded as positive. Active cases of TB were defined by symptoms such as fever, night sweats, cough greater than 1 month, or signs of extrapulmonary TB (like scrofula or Pott's disease).Results: The number of positive PPD tests was 170 of the 445 children tested, or 38,202 per 100,000; there were 10 active cases. The overall prevalence of tuberculin positivity in the three orphanages with one or more active cases was 44%, compared to 13% in the three with no identified active cases.Conclusions: The data indicate that TB prevalence among the orphans screened was 1123 per 100,000. This is substantially greater than that reported for the general Haitian population. These data thus suggest children living in orphanages as a previously unidentified high-risk group for TB infection. Further investigation of TB is recommended for orphans in developing countries. This paper investigates the impact of trade tariffs on the global value chains (GVCs) embeddedness across 42 economies during the period 2007-2021. We employ empirical analysis to discern the nuanced effects of trade tariffs on GVCs embeddedness, with a focus on asymmetries between developed and developing countries and variations across industry sectors. Our findings reveal a significant dampening effect of trade tariffs on GVCs embeddedness, particularly pronounced in developing countries and the secondary industry sector. The exacerbating influence of the COVID-19 pandemic on the inhibitory relationship between trade tariffs and GVCs embeddedness is also considered, highlighting intensified effects, especially within developing countries and secondary industries. This paper offers a simple, tractable post-Keynesian model, which highlights the importance of structural change and productive development in defining the dynamics of the Real Exchange Rate (RER) and foreign debt in a small open developing economy. The argument is that in countries that keep the capital account open and rely on austerity policies to induce a notional surplus in the Balance of Payment, the RER can hardly be used as a tool aimed at smoothing the impacts of changes in international financial markets (as argued in the classical macroeconomic trilemma). In our model, capital flows and fluctuations in the RER endogenously feed back into each other and give rise to medium-term cyclical macroeconomic volatility. Fiscal austerity, supposedly taming external imbalances, exacerbates such instability. More diversified productive structures and stronger non-price competitiveness open more space for expansionary fiscal policies, make the economy more resilient to finance-led macroeconomic cycles and make external debt more sustainable. Capital controls, together with stronger price sensitivity of net exports, can further stabilize the economy. The paper carries important policy implications, in particular for the combination of industrial and macroprudential policies in peripheral economies, whose pattern of specialization is highly dependent on a few low-tech commodities. The measures needed to limit global warming pose a particular challenge to current fossil fuel exporters, who must not only decarbonise their local energy systems, but also compensate for the expected decline in fossil fuel revenues. One possibility is seen in the export of green hydrogen. Using Algeria as a case study, this paper analyses how different levels of ambition in hydrogen exports, energy efficiency and fuel switching affect the cost-optimal expansion of the power sector for a given overall emissions reduction path. Despite falling costs for photovoltaics and wind turbines, the results indicate that in countries with very low natural gas prices, such as Algeria, a fully renewable electricity system by 2050 is unlikely without appropriate policy measures. The expansion of renewable energy should therefore start early, given the high annual growth rates required, which will be reinforced by additional green hydrogen exports. In parallel, energy efficiency is a key factor as it directly mitigates CO2 emissions from fossil fuels and reduces domestic electricity demand, which could instead be used for hydrogen production. Integrating electrolysers into the power system could potentially help to reduce specific costs through load shifting. Overall, it seems advisable to analyse hydrogen exports together with local decarbonisation in order to better understand their interactions and to reduce emissions as efficiently as possible. Paper-based analysis has captivated scientists' attention in the field of analytical chemistry and related areas for the last two decades. Arguably no other area of modern chemical analysis is so broad and diverse in its approaches spanning from simple 'low-tech' low-cost paper-based analytical devices (PADs) requiring no or simple instrumentation, to sophisticated PADs and microfluidic paper-based analytical devices (μPADs) featuring elements of modern material science and nanomaterials affording high selectivity and sensitivity. Correspondingly diverse is the applicability, covering resource-limited scenarios on the one hand and most advanced approaches on the other. Herein we offer a view reflecting this diversity in the approaches and types of devices. The core idea of this article rests in dividing μPADs according to their type into two groups: A) instrumentation-free μPADs for resource-limited scenarios or developing countries and B) instrumentation-based μPADs as futuristic POC devices for e-diagnostics mainly aimed at developed countries. Each of those two groups is presented and discussed with the view of the main requirements in the given area, the most common targets, sample types and suitable detection approaches either implementing high-tech elements or low-tech low-cost approaches. This paper investigates the impact of corruption on sustainable development using the Seo and Shin (2016) threshold model for a panel data set of 96 to 103 developed and developing countries from 1996 to 2019. The paper contributes to the ongoing debate about whether corruption greases or sands the wheels of sustainable development. All results support the hypothesis of the existence of thresholds. Examining the full sample, the impact of corruption on sustainable development is regime-specific and dependent on the quality of governance. This paper examines the impact of green finance on environmental performance in developing countries. Using panel cointegration analysis and panel vector error correction model (VECM) to a sample of 76 developing economies from 2010 to 2019, this study confirms that carbon emissions (CO 2) is cointegrated with green finance, real gross domestic product, urbanization, and renewable energy under different specifications and therefore we estimate the long-run relationships among these variables. Specifically, both green finance and renewable energy are found to exert significant and inhibitory effects on CO 2 emissions, reaffirming the necessity to promote green finance and renewable energy. Results from the paper also document the existence of the Environmental Kuznets Curve and the increasing effects of urbanization on CO 2 emissions. Developed countries have paved the way for the implementation of intelligent transport systems to improve the safety, efficiency, and environmental impact of transport. With developing countries entering the fray, the question is: Is ITS as implemented in developed countries relevant to developing countries? This research question is discussed in this paper for the case of sub-Saharan countries that are among the poorest countries worldwide. To this end, the paper outlines the main differences in transportation scenarios between developed and sub-Saharan countries, and then considering the main constraints of sub-Saharan countries, a guide towards an affordable intelligent transportation system in these countries is discussed. Based on the complex network of industry space, this paper investigates the industry structure optimization in Jiangxi Province in China. For the prefecture-level cities in Jiangxi Province, the location quotient is applied to obtain the specialized sub-industries. The conditional probability is used to analyze the interdependencies between industries. The complex network of industry space is presented to illustrate the relatedness among industries and analyze the space and structure of the regional overall industry. The index of transitional potential is proposed to measure the potential of a non-specialized industry which will become a specialized one in the future. The transformation difficulty index of industry is obtained to analyze the difficulty level of the transformation of the original specialized industry set to a new specialized one of a city. The results show that more industries have positive than negative interdependencies with one another in Jiangxi Province; rare industries specialize in cities at higher-level GDP, and common industries dominate the cities at lower-level GDP; it is more difficult for rarer non-specialized industries to become specialized ones, more common non-specialized industries can become specialized ones more easily, and the cities with higher GDP can transform industries more easily. By discussing the industries that have positive interdependencies with existing specialized industries, the detailed direction of industry structure optimization is analyzed. In developing countries like Indonesia, adding a new unit for hydroprocessing facilities is more efficient than modifying the existing equipment. When the addition occurs, refiners should analyze if the existing hydrogen network can supply enough hydrogen to the new unit before constructing a costly hydrogen plant. Current studies on the hydrogen network have yet to consider pressure drop adequately. Therefore, this paper integrates pressure drop estimation and density prediction into the multi-objective MINLP-based hydrogen network. The multi-objective problem is solved sequentially by adding a minor unit to obtain each configuration's maximum flowrate and total annual cost. The optimal configuration based on the combined objective function is to add 1 PSA and compressor for a hydrogen purity of 0.84 and specified pressure requirements. The performance of public sector institutions has been a major concern across the globe. Performance improvement has been a matter of persistent pursuit across a variety of countries, particularly in developing countries contexts. It is generally believed that the private sector usually outperforms the public sector counterpart. It can be argued that if the public sector institutions can increase their performance like the private sector counterpart, the level of social development and economic growth, particularly in developing countries, could be exponential since the public sector is the foundation upon which the private sector drives development. However, a variety of factors prevent public sector institutions from competing with their private sector counterparts. The cultures and sentiments are different in the two sectors. For example, private organisations are profit-driven and they operate in highly competitive and performance-based environments. Therefore, performance is key to their success. Meanwhile, public institutions are social and public service-driven in nature. They are owned by the government and are politically motivated. Public institutions that want to transform and achieve accelerated performance and impact will fundamentally jettison some public service culture and embrace new, dynamic, forward-looking approaches and best practices. Research findings and empirical evidence have shown that information systems are great enablers of an organisation's increased performance and total transformation. However, the people's roles in shaping how information systems work, deliver value and transform organisations, especially, public institutions, is fundamental. Without people's understanding, buy-in, capability and optimal adoption and use of information systems, an organisation's performance and transformation will remain elusive. Public institutions need to take actions that both boost performance and inspire their people. This research paper practically demonstrates how enterprise performance, transformation and information systems are related using the National Information Technology Development Agency (NITDA) as a case. The research validates how public sector enterprise performance and its four indicators (efficiency, effectiveness, productivity and responsiveness) drive enterprise transformation and its four major enablers (leadership, strategy, management and innovation practices) and how the transformation enablers are shaping and optimising adoption and use of enterprise information systems. The whole process is like a cycle. That is, the three performance indicators are accelerated when enterprise information systems are optimally used even with limited investment and budget provision. Receivers and intermediary establishments typical to urban areas have unique freight behaviour and are understudied, particularly in developing countries. This paper uses establishment-based freight survey data to examine their freight generation patterns in the Chennai metropolitan area, India. Three sets of Simple Linear Regression (SLR) models, three single predictor proportional odds logit models, one multiple linear regression model, and one multiple predictor proportional odds logit model with business size (employment, area, and operational age) and indicators of establishment category as regressors are developed each for both freight production and freight attraction. Partial proportional odds logit models are developed in a few cases to overcome the limitations of proportional odds logit models. The best SLR model varied with the establishment category for freight production and attraction. The establishment area model is the best among single predictor proportional odds logit models. The multiple predictor proportional odds logit models marginally improved the fit over single predictor models. The proportional odds logit model results show that the establishment category has a greater impact on freight generation levels than business size variables. The paper investigates the long-run output effects of international financial integration, and in particular their dependence on a country's institutions as proxied by the quality of governance and the level of domestic financial market development. The econometric framework takes account of heterogeneous short- and long-run dynamics, state-dependent thresholds for governance quality and financial development, cross-sectional dependence, output levels and growth rates, and the potential endogeneity of international financial integration. New indices capturing multiple dimensions of governance quality and domestic financial markets are used. Using a sample of 49 relatively large advanced and emerging market economies over the period 1971-2015, the empirical results suggest that a country's output benefits from international financial integration if it has sufficiently good governance and a reasonably developed domestic financial system; and above the thresholds such benefits generally increase with measures of good governance and the development of the domestic financial system. Distortions and resource misallocation cause large productivity losses, especially in developing countries. But removing (all) distortions is infeasible in practice. Policymakers face second-best policy options at best. However, empirical studies typically do not show the productivity gain from a partial removal of distortions. In this paper we analyze the productivity gain from (only) removing ownership distortions within the Hsieh and Klenow (2009) framework using the Vietnam Enterprise Census over the period 2000–2015. We show analytically how the productivity gains from a removal of ownership distortions depends on their covariances with other distortions. Empirically, state-owned enterprises and foreign firms experience significantly lower capital distortions than private firms in most manufacturing industries. However, the removal of ownership distortions has little impact because of complementary size-dependent distortions in Vietnam. What are the main characteristics of sectors that take advantage of the real exchange rate stimulus after a large and long-lasting devaluation? We aim to answer this question by analyzing the development of export sectors in Argentina during 2003–2008, after the crisis and large devaluation of 2002. This six-year period shows the highest number of sectors with export surge episodes from 1980 to 2015. We find, first, that the probability of export surge episodes increased 2.5% by each standard deviation of the higher labor intensity index during the large and long-lasting devaluation period because non-tradable costs prevail in their production function. Second, we show that export surges are more likely to occur in sectors related to already competitive sectors (mainly upstream sectors). Finally, the new export volumes in those sectors show persistent dynamics despite the end of the period of currency competitiveness, a signal of trade hysteresis. • This paper aims to unpack the connection between RER levels and the take-off and development of export sectors in a developing economy. • We found a positive effect of RER on the probability of export surge episodes by taking advantage of the theoretical channel through which the RER should affect export performance. • Labor-intensive sectors showed a higher probability of an export surge episode during the stable and competitive RER period (2003–2008). • We were also able to establish the relevance of productive linkages to already competitive sectors on the probability of an export surge episode during the RER stimulus. In particular, we found evidence that sectors supplying inputs to already competitive industries (upstream linkage) are more likely to achieve export surges. • We evaluated the subsequent performance of the sectors that had an export surge episode during 2003–2008 once the exchange rate stimulus ended. This paper investigates the effects of multi-layer tax arrangements on tax compliance norms and behaviours of individuals in 49 Latin American and African countries. To date, the literature on tax compliance predominantly portrays the government-taxpayer relationship as bilateral. In practice, however, taxpayers have multiple payment obligations and often towards more than one tier of government. This paper argues for the consideration of multi-level tax arrangements in cross-country empirical enquiries on tax compliance norms and behaviours. It draws from the existing literature to posit that the vertical decision structure on tax matters by different government layers could influence tax compliance through, for instance, altering enforcement parameters, affecting compliance costs or shaping the fiscal exchange between citizens and the State through elements of trust, perception of public accountability and redistribution, and public utility. The empirical findings suggest that assigning taxing rights and discretionary powers on tax administration to subnational governments lower tendencies of compliance. The paper confirms the overarching hypothesis that inter-governmental tax arrangements matter for understanding tax compliance norms. The exploitation of limited energy resources can generate socio-economic inequalities calling for a combination of justice with the socio-technical study of modern energy systems to advance its understanding and remediation. Within this context, this paper uses energy justice and econophysics as theoretical and methodological frameworks to discuss issues of energy poverty in Mexico. The results emerging from this research illustrate that, according to data from 2014, around 61 % of Mexican households suffered from energy poverty due to issues of accessibility or affordability of modern energy services and fuels (with 11.54 % of households facing both types of energy poverty). This paper provides a novel approach that combines advanced quantitative methods based on econophysics, with conceptual frameworks from social sciences like energy justice to discuss issues of energy poverty in Mexico. Furthermore, this research performs an approximation to energy consumption in Mexican households based on monetary expenditure, the heat value of fuels and unit prices during 2014. The paper contributes to the literature on rural gentrification by incorporating empirical evidence from amenity-poor rural areas in the developing world. While current literature on rural gentrification has largely focused on the gentrification process in amenity-rich rural areas, the present study examines rural gentrification process in a historically polluted county in Chengdu, Sichuan Province, China. The gentrification process features a holistic transformation of farmland into an artificial landscape, thereby segregating gentrifiers from both polluted rural space and unwelcoming urban space. The paper attributes the rise of holistic gentrification to state-initiated farmland concentration, and to the gentrifier developers' practices of redefining rurality as immersive resort experiences. Climate change adaptation is currently an important community concern in developing countries like Bangladesh. The conceptualization of adaptation within the government system matters for the promotion of activities such as employment generation for local communities. The lesser the gap between government policy and the local community's needs for adaptation the more effective outcomes are for ensuring policy success and promoting sustainable community livelihoods or vice versa. This interface between policy and community is important for climate change adaptation which is explored in this paper along with the findings of the research project, DEltas, vulnerability and climate change: Migration and Adaptation (DECCMA) conducted during 2014–2018 in Bangladesh, Ghana, India, and the United Kingdom. The data from Bangladesh was collected from 1384 survey respondents, 19 Focus Group Discussions (FGDs), 3 workshops, and 43 Key Informant Interviews (KIIs). The findings of the paper show that government adaptation activities mainly reflect the Reactive Approach of Limited Action (RALA) perspective rather than the Proactive Approach To Adaptation (PATA). The RALA perspective is characterized by piecemeal and top-down approaches to adaptation which fail to recognize a community conceptualization of climate change, policy perspectives for coping with local concerns, and governance approaches for effective adaptation. In response, the government needs to focus on the PATA in policy, programs, and projects with the governance approach implemented from the bottom-up or, in other words, from the local perspective. Community participation in decision-making processes is characteristic of this bottom-up governance model. In order for farmers in developing countries to combat the effects of climate change, sustainable agricultural practices (SAP) have been promoted, but their adoption rate remains modest. Prior research examining psychological and socio-economic issues has identified farmers' limited knowledge and capital contribute to this problem. However, supply chain systems that require farmers to follow formal and informal rules (governance arrangements) have received little attention in previous studies. From a system thinking standpoint, this article seeks to comprehend farmers decision regarding SAP adoption by examining the influence of governance arrangements on the socioeconomic and psychological aspects of farmers. This paper concentrates specifically on governance arrangements between farmers and midstream actors, to whom farmers sell their products directly. This study utilises a qualitative research methodology, specifically employing multiple case studies. A system thinking approach utilising a Causal Loop Diagram was applied to comprehend farmers decision regarding SAP adoption. The case studies cover supply chain systems that have different governance arrangements. The study focused on examining the rice supply chains in Indramayu District and the fresh vegetable supply chains in West Bandung District, located in West Java, Indonesia. This paper found that different governance arrangements exhibit distinct influences, which in turn have varying impacts on farmers' decisions to adopt SAP. Governance arrangements that foster greater market integration and exert influence on the psychological (e.g., knowledge and information) and socio-economic (e.g., provision of production inputs and price assurance) aspects are regarded as the most effective approach to promoting the adoption of SAP by farmers. Furthermore, this paper revealed that midstream actors play a crucial role in promoting the adoption of SAP among farmers. This paper contributes to the body of knowledge on how governance arrangements within agricultural supply chains influence farmers decision regarding SAP adoption. Specifically, it investigates the influence of midstream actors in facilitating farmers' adoption of SAP by addressing their psychological and socioeconomic requirements. Complexity has long been recognised as a key feature of agri-food systems. Yet, it remains largely theoretical or poorly addressed in practice, hampering the potential of international development projects to address agriculture and food-related challenges in the Global South. The paper identifies and examines six sources of complexity that can manifest in projects, namely: unpredictability; path dependencies; context-specific dynamics; power relations; multiple temporal and spatial scales. It then proposes and tests six agri-food system principles that could be drawn upon to more successfully navigate this complexity. The aim of the paper is to illustrate how these principles could help projects respond to the changing circumstances and unpredictable turns of agri-food systems contexts in a different way, which flexibly embraces complexity. This flexibility is essential in an age of uncertainty and transformation. Comparative case study analysis of six projects implemented by the CGIAR: aflatoxin control in groundnuts in Malawi (1), pigeonpea in Eastern and Southern Africa (2), sorghum beer in Kenya (3), sweet sorghum for biofuel in India (4), precooked beans in Uganda and Kenya (5), Smart Foods in India and Eastern Africa (6). The projects aimed to either increasing smallholder farmers' incomes or addressing food and nutrition security, or both. They were specifically selected as all they were affected by some of the sources of complexity, which hampered the projects to different extents. This makes the cases relevant for not only illustrating manifestations of complexity, but also help reflect on alternative strategies to tackle it. The analysis of the case studies reveals how complexity can frustrate objectives of development interventions under several aspects. It also serves to discuss how complexity can be more successfully navigated (within but also beyond the selected cases) by applying the set of proposed agri-food system principles. The principles are also presented as ways future interventions could avoid clinging to what is "known to work" and instead venture into more powerful pathways of change. The following complexity-aware principle are proposed: Welcome surprises and openly discuss trade-offs; Shun orthodoxies; Engage with context-specificity; Expose patterns of power; Embrace the lengthy nature of change; Understand the multi-scale (in terms of space and time) nature of agri-food systems contexts. Globally, around six billion people consume bovine milk. As in many other countries dairy plays an important role in the Indian diet. The Food Safety Standards Authority of India is continuously taking efforts to ensure the country's regulatory framework for the dairy sector meets international standards and secure human health and to promote trade. To ensure safe and nutritious milk and milk products, an integrated quality assurance system with a thorough surveillance program is a prerequisite. This paper outlines the risk assessment principles before listing various chemical and microbiological hazards in the dairy supply chain, discusses examples with successful dairy supply chains, suggests analytical approaches for regulatory control, and gives recommendations for an effective surveillance plan. As a primary means of communication, the role of mobile telecommunications networks is important for a developing country's economic and social development. However, especially rural areas in low-income countries still lack mobile coverage. In the academic literature, only segmented solution strategies for this mobile coverage problem in rural areas are proposed. These are either technological, regulatory, or organizational solutions, whereas solving the mobile coverage gap requires an integrated approach to develop arrangements for mobile network rollout in rural areas. This paper presents a comprehensive overview of the causes of the lack of mobile coverage, the available solutions, and how they can be combined. Based on this overview, the paper proposes a decision support scheme for selecting a suitable arrangement for solving the mobile coverage gap. In this decision support scheme, the technical, organizational, and regulatory solutions are combined to develop a set of arrangements that match the local key causes of the lack of mobile coverage and that fit with the local context. In the last phase of the decision support scheme, the relevant stakeholders are involved in selecting the most suitable arrangement. The paper examines the implications of the Act for international trade and technological regulation, particularly in the context of the World Trade Organization's Technical Barriers to Trade (TBT) Agreement. It addresses the Act's potential impact on developing countries, highlighting concerns that the Act's uniform standards could potentially exacerbate the digital divide and create barriers in global AI innovation and trade.
