New renewable energy infrastructure is essential to deliver net zero policies in response to climate change, but a lack of community acceptance is a potential barrier. It is therefore important to understand what shapes community acceptance and identify policy responses. This paper presents a case study of community acceptance of a large-scale solar farm in the UK, the first to be classified as 'nationally significant' infrastructure. In doing so, it provides the first empirical study of community acceptance of a large-scale solar farm in a developed country context, building on existing studies which use hypothetical approaches such as choice experiments, or surveys which measure general attitudes rather than responses to specific developments. The paper uses mixed methods (quantitative content analysis of online comments on the planning proposal; qualitative semi-structured interviews with local residents and key stakeholders; and participant observation) to identify determinants shaping community acceptance of large-scale solar farms. We discover 28 determinants which we group into eight categories: aesthetic, environmental, economic, project details, temporal, social, construction and process. We argue that these findings help to reveal broader issues underlying community acceptance of solar farms and other renewable energy infrastructure: 'green-on-green' tensions; issues of scale and place attachment; policy, process and justice. We also contribute a novel understanding of community acceptance as 'relational', by which we mean it is informed by the deployment of other energy technologies and the wider energy policy landscape, not just the specific project. Up to $61trillion of power systems investment is needed to fulfil the Paris Agreement. The mobilisation of so much capital is a huge challenge. As such, energy policy is changing to meet the needs of commercial finance. However, very little has been done to question the justice implications of this capital mobilisation, and what alternatives there are to commercially-oriented finance for low carbon energy systems. This paper uses a comparative analysis of two developed economies to explore how ‘alternative’ forms of finance operate in each nation’s energy investment landscape. We find alternative finance is often set in opposition to commercial capital. Alternative finance in both nations is motivated by financial justice outcomes that are poorly understood in current energy policy. Our findings suggest that 6 principles are key to ‘just’ energy finance: affordability, good governance, due process, intra-generational equity, spatial equity, and financial resilience. Municipalities in the UK are increasingly engaging in local management of one or more parts of the energy system. The municipal energy companies set up to manage this engagement have the potential to contribute to a low-carbon transition through acceleration of low-carbon energy technology roll-out and demand management. However, municipal energy companies face many constraints that limit their growth in number and scale and restrict their potential to contribute to climate change mitigation. This paper aims to develop a better understanding of why and how municipal energy companies form to help to identify how policy and regulation could better support their proliferation and their contribution to climate change mitigation. We conducted a longitudinal analysis (from 2013 to 2017) of five UK cities’ attempts to develop new institutional arrangements to engage in the national energy system and contribute to climate change mitigation. We found that the fundamental purpose of municipal energy companies was different to those of the private sector; using energy to deliver essential services and place-specific outcomes, rather than aiming to deliver energy at least cost. The scope of engagement was dependent on a city’s unique characteristics and factors driving decisions. We found that there was no blueprint for a municipal energy company, rather the final form was shaped by a city’s unique characteristics and decision drivers and emerged from a process of experimentation and learning. This ‘pathway’ towards a municipal energy company is also heavily influenced by the changing policy context, meaning that studying the evolution of municipal energy companies over time is very important. Specific changes in UK policy have significantly reduced the potential of municipal energy companies to contribute to carbon emissions reduction. We propose a framework of characteristics, decision drivers and pathways to better understand the evolution of municipal energy companies and to support the identification of policy and regulation that could enable their proliferation. We illustrate the application of this framework to maximise the contribution of municipal energy companies to climate change mitigation in cities. We identified a need for policy to recognise and enable different institutional drivers (including climate change) and institutional forms and encourage experimentation. Infrastructure is a means to an end: it is built, maintained and expanded in order to enable the functioning of society. Present infrastructure operation is characterised by: governance based on unmanaged growing demand, which is both inefficient and ultimately unsustainable; lack of integration of the end-users, in terms of the variety of their wants, needs and behaviours; separate and parallel delivery of different infrastructure streams prohibiting joint solutions. To achieve long-term sustainability, infrastructure needs to be designed and operated to provide essential service delivery at radically decreased levels of resource use. This new approach will need to: (1) incorporate the end-user, in terms of their wants and behaviours; (2) focus on the service provided; (3) use Information and Communication Technologies more effectively; (4) integrate the operation of different infrastructure systems; (5) be governed in a manner that recognises the complexity and interconnectedness of infrastructure systems; and (6) rethink current infrastructure valuation. Possible configurations incorporating these aspects with the explicit goal of contributing to long-term sustainability could be Multi-Utility Service Companies or “MUSCos”. Abstract: Environmentally extended multi-regional input–output (EE-MRIO) models provide us with a wealth of data relating to consumption-based environmental impacts at a national level. The results can identify the categories of consumption and sectors of production that contribute most to environmental impact allowing policy makers to prioritise intervention into particular areas. However, these data are not readily accessible to policy makers and civil society, making it difficult to extract and communicate the important messages it contains. The web-based tool — EUREAPA — was created as a usable, task-oriented interface to improve access to environmental and economic data held within a complex EE-MRIO model and make it more relevant to policy makers and civil society. The project team of scientists and IT specialists used an iterative, agile and participatory approach to engage potential end-users in the specification and testing of the tool. The engagement process identified two principal functions that were essential for the EUREAPA tool: viewing data and creating scenarios. The viewing data function allows users to analyse the wealth of data held within the model and present results from a range of perspectives. This helps to understand the causes of environmental pressure and identify priorities for policy intervention. The scenario function helps to communicate how changes in consumption and production might affect the future environmental impact of citizens of the EU, and facilitates long-term planning. Through this dialogue process the project has been able to ensure EUREAPA is relevant, user-friendly and fit-for-purpose. It is intended that EUREAPA will be adopted by policy makers and civil society as an important policy planning and assessment aid in the complex field of sustainable consumption and production. • "Predict and act" decision making is ineffective in the face of deep uncertainty. • Decision making under deep uncertainty (DMDU) methods support robust and adaptable decisions. • However, DMDU methods do not fully reflect the context in which decisions are made. • This influences the availability of feasible options and limits capacity for change. • Decision contexts signpost the selection of full or "hybrid" DMDU approaches. Deep uncertainties like environmental and socio-economic changes create challenges to decision making. Decision Making under Deep Uncertainty (DMDU) methods are recognised approaches to navigate deep uncertainties and support robust and adaptable decisions. However, their ability to fully reflect the context in which these decisions are made has been criticised. This paper presents a synthesis across cases and methods to provide a holistic understanding of the application of DMDU methods to support long-term decision making. We carried out a structured literature review and analysed 37 infrastructure DMDU case studies. The analysis shows that DMDU methods are effective at developing plans to address a range of deep uncertainties and in some cases, reflecting the institutional context of the decision. However, they largely overlook the organisational and individual contexts in which decision making happens. We argue that the use of existing DMDU methods in practice should start with a better understanding of the institutional, organisational and individual contexts. We then suggest modifications to the applications of DMDU methods, i.e. internalising the context at different stages of the decision-making process and developing a decision typology to signpost decision makers to the best approach for a specific context. The transition to low carbon energy and transport systems requires an unprecedented roll-out of new infrastructure technologies, containing significant quantities of critical raw materials. Many of these technologies are based on general purpose technologies, such as permanent magnets and electric motors, that are common across different infrastructure systems. Circular economy initiatives that aim to institute better resource management practices could exploit these technological commonalities through the reuse and remanufacturing of technology components across infrastructure systems. In this paper, we analyze the implementation of such processes in the transition to low carbon electricity generation and transport on the Isle of Wight, UK. We model two scenarios relying on different renewable energy technologies, with the reuse of Lithium-ion batteries from electric vehicles for grid-attached storage. A whole-system analysis that considers both electricity and transport infrastructure demonstrates that the optimal choice of renewable technology can be dependent on opportunities for component reuse and material recycling between the different infrastructure systems. Hydrogen fuel cell based transport makes use of platinum from obsolete catalytic converters whereas lithium-ion batteries can be reused for grid-attached storage when they are no longer useful in vehicles. Trade-offs exist between the efficiency of technology reuse, which eliminates the need for new technologies for grid attached storage completely by 2033, and the higher flexibility afforded by recycling at the material level; reducing primary material demand for Lithium by 51% in 2033 compared to 30% achieved by battery reuse. This analysis demonstrates the value of a methodology that combines detailed representations of technologies and components with a systemic approach that includes multiple, interconnected infrastructure systems. Reliable provision of water, energy and transportation, all supplied through infrastructure, is necessary for the most basic human and economic development to occur. Such development however, is not enabled by specific end-use products (e.g. litres of water, kWh of electricity, litres of diesel and petrol), or by infrastructure itself (i.e. the systems of energy, transport, digital information, water, waste and flood protection assets), but rather through the infrastructure end-use services (e.g. hygiene, thermal comfort, communication, or accessibility). The present form of infrastructure operation consists of supply systems provisioning unconstrained demand of end-use products, with larger consumption volumes corresponding to higher economic revenue. Providing infrastructure capacity to meet unmanaged growing demand is ultimately unsustainable, both in environmental and economic terms. Past research has focused on physical infrastructure assets on the one hand, and sustainable consumption and production on the other, often neglecting infrastructure end-use services. An important priority for sustainable infrastructure operation is therefore to analyse the infrastructure end-use service demands, and the variety of end-users’ wants and behaviours. This paper outlines the key aspects of an end-user and service-centred approach to infrastructure operation. It starts with an overview of relevant research areas and literature. It then describes the infrastructure end-use services provided by different infrastructure streams quantitatively, with the UK domestic sector as an illustration. Subsequently, insights into infrastructure integration at the end-user level are presented. Finally, the infrastructure end-use service perspective is described as a holistic framework for intervention: understanding technological changes in context, acting directly on end-use demand, and including social implications of service-based solutions.
