Climate change impacts in one country can lead to impacts in distant locations, for example, via internationally traded crops. Previous work has highlighted a need to include cross-border climate change impacts in climate risk assessments, to describe the exposure and transmission of cross-border climate risk across actors, and understand options for managing this risk. In a case study of the Brazil-Europe soy supply chain, this paper aims to explore how stakeholders perceive past and future shocks, how climate change impacts affect stakeholders differently, and how they might respond. Soy is a key internationally traded commodity and Europe relies on imports for the majority of its soy consumption, used widely in livestock feed. Via 96 semi-structured expert interviews, we found different stakeholder groups are vulnerable to different types of weather shocks, experience different price and supply consequences, and have different capacities to respond. While some responses can reduce risk of impacts across the supply chain (e.g. new soy cultivars, improving transport infrastructure), we also identified examples where responses exacerbate risk for other stakeholders (e.g. export bans, changing demand). A holistic cross-border approach to analysing risk in the soy supply chain can help avoid maladaptation and offer opportunities for more collaborative adaptation. [ABSTRACT FROM AUTHOR]

Abstract: The expansion of sugarcane for biofuels is a highly contentious issue. The growth of sugarcane area has occurred simultaneously with a reduction of dairy production in São Paulo state, the primary production region for sugar and ethanol in Brazil. This paper analyses different dairy farm rationales to continue dairy production in the context of a dramatically expanding sugarcane economy. Combining different data sets – semi-structured interviews with 34 farmers and baseline data from all members of a dairy farm co-operative – makes it possible to recognize different farm types. This heuristic tool is used to identify the various strategies regarding shifting to biofuel production or investing in dairy farming. The paper identifies labour availability, household resilience and technology introduction as key factors in the context of complex, multiple interactions between the biofuel sector and dairy production. We will argue that biofuel-sugarcane expansion not always pushes aside dairy farming. Those farmers that shift to sugarcane are not simply spurred by better prices, but mainly change as result of perceptions of labour constraints, risks and the opportunities offered by diversification. For farmers who totally quit dairy production the shift to sugarcane may pass the point of no return. [Copyright &y& Elsevier]

City governments worldwide are increasingly introducing adaptation actions and climate responses in their policies and agendas, but the speed and success of these initiatives vary widely. Understanding these interventions, barriers and opportunities for urban adaptation remains a challenge for scholars and policy-makers. In this paper, we assess climate adaptation policy in the megacity of São Paulo, Brazil, paying special attention to missed opportunities and potential synergies. We focus on climate policies and urban interventions in São Paulo, specifically on the analysis of documents related to the Municipal Climate Change Policy (launched in 2009) and New Master Plan (concluded in 2014). We describe local responses to climate change already implemented in the city and explore some of the factors that affect its adaptation. We argue that although the megacity has recently implemented innovative urban policies and a set of municipal actions that aim to overcome many of the city's challenges, São Paulo is missing an opportunity to mainstream climate change to improve its adaptive capacity. In exploring some of the local initiatives implemented in recent years, we seek to understand responses to climate change that emerge in Brazilian cities, particularly considering that cities learn from each other to adapt. Global climate change induced by the emission of greenhouse gases may pose challenges to energy security. The vulnerability of energy sources, in particular of renewable sources, to climate change raises the need to identify adaptation measures. This paper applies an integrated resource planning approach to calculate least-cost adaptation measures to a set of projected climate impacts on the Brazilian power sector. The methodology used has the advantage of finding optimal solutions that take into consideration the whole energy chain and the interactions between energy supply and demand. Results point in the direction of an increased installed capacity based, mostly, on natural gas, but also sugarcane bagasse, wind power and coal/nuclear plants, to compensate for a lower reliability of hydroelectric production, amongst other impacts. The indirect effect of these results is the displacement of natural gas from other consuming sectors, such as industry, in favor of its use for power generation. Results obtained are, however, based on the techno-economic premises used in the simulation, which may vary in the long term. [Copyright &y& Elsevier]

Governance and institutions are critical determinants of adaptive capacity and resilience. Yet the make-up and relationships between governance components and mechanisms that may or may not contribute to adaptive capacity remain relatively unexplored empirically. This paper builds on previous research focusing on integrated water resources management in Brazil to ‘unpack’ water governance mechanisms that may shape the adaptive capacity of water systems to climatic change. We construct a river basin index to characterize governance approaches in 18 Brazilian river basins, apply a reliability test to assess the validity of these governance indicators, and use in-depth qualitative data collected in a subsample of the basins to explore the relationship between the governance indicators and adaptive capacity. The analysis suggests a positive relationship between integrated water governance mechanisms and adaptive capacity. In addition, we carry out a cluster analysis to group the basins into types of governance approaches and further unveil potential relationships between the governance variables and overall adaptive capacities. The cluster analysis indicates that tensions and tradeoffs may exist between some of the variables, especially with equality of decision making and knowledge availability; a finding that has implications for decision makers aiming to build adaptive capacity and resilience through governance and institutional means. Abstract: How big a threat is global warming to climate-sensitive and economically important sectors such as agriculture in developing countries? How well will farmers be able to adapt to the threats of global warming? This paper attempts to shed light on these two important questions. A cross-sectional analysis is employed to estimate the climate sensitivity of agriculture in Brazil and India. Using panel data from both countries, the study measures how net farm income or property values vary with climate, and consequently, how farmers in India and Brazil react and adapt to climate. The estimated relationships are then used to predict the consequence of alternative climate scenarios. Global warming by the end of the next century could cause annual damages in Brazil between 1% and 39% and between 4% and 26% in India, although some of this effect may be potentially offset by carbon fertilization. Abstract: This paper deals with the effects of hair coat characteristics on the sweating rate of Brazilian Braford cows and estimation of heritabilities and genetic correlations of these traits. Data (n =1607) on hair length, coat thickness, hair diameter, number of hairs per unit area, coat reflectance and sweating rate were recorded from heifers and cows of a commercial herd managed on range under extensive system. The data were analyzed considering the following effects on the model for hair coat traits: classes of sires and contemporary groups; linear effects of month and genotype; linear and quadratic effects of age. The effect of sire was important (P <0.05) for all hair coat traits, except for number of hairs; contemporary groups affected (P <0.05) all hair coat traits; the effect of sampling month was important (P <0.05) for hair length and reflectance; genotype affected (P <0.05) hair length, diameter and coat reflectance; the quadratic effect of age was important (P <0.05) only for coat reflectance. Two models were used to analyze the sweating rate. The first model considered the following fixed effects: classes of contemporary groups and sires; linear effect of genotype, coat thickness, hair length, hair diameter, number of hairs, coat reflectance; linear and quadratic effects of time of day, age, air temperature, partial vapour pressure and radiant heat load. The second model used for the sweating rate considered the same fixed effects for the first model, except that the hair coat characteristics were adjusted for important effects used in the models to analyze hair coat traits. All meteorological factors and contemporary groups were important (P <0.05) on variation of sweating rate in both models. The Restricted Maximum Likelihood (REML) method was used to estimate variance and covariance components under the sire model. Results included heritability estimates in narrow (h 2 ) and broad (H 2) sense for single-trait analyzes: hair thickness (h 2 =0.16; H 2 =0.26); hair length (h 2 =0.18; H 2 =0.39); number of hairs (h 2 =0.08±0.07; H 2 =0.08±0.07); hair diameter (h 2 =0.12±0.07; H 2 =0.12±0.07); coat reflectance (h 2 =0.30; H 2 =0.42); and sweating rate (h 2 =0.10±0.07; H 2 =0.10±0.07). In general, the genetic correlations between the adaptive traits were favorable as for the direction to select for adaptation in tropical environment; however, they presented high standard errors. The results of this study imply that hair coat characteristics and sweating ability are important for the adaptability to heat stress and they must be better studied and further considered for selection for genetic progress of adaptation in tropical environment.
