When we talk about Space, our interlocutors think about planets, stars, asteroids, astronauts and, sometimes satellites. But, only a small percentage is aware of what satellite technology can do and the relevance of satellite applications in our everyday life. From satellite communication, to navigation and to earth imagery, satellites data and technology are contributing in improving our daily life, or businesses or helping the management of our cities. Often, the end users come across an obstacle in communicating their needs to the service providers. On the other side, the service providers themselves are not fully aware how to communicate with the end-users. In some cases, this lack of communication makes difficult to meet the demand of space applications from the user side with the supply from the service providers. Eurisy, an association of space agencies established thirty years ago, works to put the end users at the core of the space value chain. In this last decades, Eurisy has been attentive and responsive to the changes of the space sector trying to picture how end users are becoming familiar with space technology. In particular, how the democratisation of space is turning space, especially satellite technology, into an enabler to guarantee the development of a sustainable living, accessible to everyone. Eurisy recently started a review of the case studies collected over the last ten years thanks to direct testimonials, event and conferences, publications and surveys. The user-centred approach adopted is innovative in the space sector and over the years proved to be effective in connecting users and service providers in different contexts. The paper aims at: 1- Identifying challenges and barriers that characterise the relations between service and/or information providers and end users. 2- Analysing the changes occurred in the relations between end users and service providers from 2007 to date in Europe. 3- Presenting the reasons that motivates the use of satellite data and technologies and which of these is the most used. 4- Presenting Eurisy's approach as an applicable model outside the European borders and the benefits deriving from connecting space and society. Furthermore, the paper will briefly present the ongoing activities as examples of the work put in place by the organisation and how the user-centred approach is applied. • The so-called democratisation of space has consequences on the downstream sector. • End users are mostly local and regional public authorities. • Central Europe seems to be the most fertile area where to find use cases. • The main technology adopted is Satellite Navigation. This paper examines the decentralization of European space technology research and development through the joint lenses of policy, systems architecture, and innovation contexts. It uses a detailed longitudinal case history of the development of a novel astrophysics instrument to explore the link between policy-imposed institutional decomposition and the architecture of the technical system. The analysis focuses on five instances of collaborative design decision-making and finds that matching between the technical and institutional architectures is a predictor of project success, consistent with the mirroring hypothesis in extant literature. Examined over time, the instances reveal stability in the loosely coupled nature of institutional arrangements and a trend towards more integral, or tightly coupled, technical systems. The stability of the institutional arrangements is explained as an artifact of the European Hultqvist policy and the trend towards integral technical systems is related to the increasing complexity of modern space systems. If these trends persist, the scale of the mismatch will continue to grow. As a first step towards mitigating this challenge, the paper develops a framework for balancing upfront decomposition and in-process coordination in collaborative development projects. This paper addresses legal issues relating to the relationship between ESA and the EU. At present, several policy options are being discussed on how the two international organisations might enhance their cooperation in order to allow Europe''s space activities to become more efficient and more competitive. The political options can be classified into four models, each having its specific implications concerning institutional and substantive legal questions. It becomes equally apparent that any cooperation of the two organisations will have certain effects on the funding of space programmes. The paper outlines the various models against the background of the latest policy developments and gives an overview of the possible implications of the models. [Copyright &y& Elsevier]

Abstract: This paper investigates the role of the European Parliament (EP) in the development of the space policy of the EU (EUSP), an important policy area that has been neglected in the political science and EU studies literature. EUSP is the offspring of the European space policy which started as a purely intergovernmental affair, but gradually acquired a supranational dimension. Although the EP did little to initiate this process, it always supported the involvement of the EU in space, and it used both its formal and informal powers to affect and promote its development. Under the consultation procedure the EP managed to become a conditional agenda setter, and under co-decision an influential legislation maker. The changes it introduced in the European global navigation satellite and Earth observation programmes relate not only to the inter-institutional balance and its controlling powers, but to a series of substantive issues also. Consequently, the activism of the EP has played an important part in the development of the EUSP, even if it was not the main force behind its inception. [Copyright &y& Elsevier]

Abstract: The Advanced Mission Concepts and Technologies Office (Mission Technologies Office, MTO for short) at the European Space Operations Centre (ESOC) of ESA is entrusted with research and development of innovative mission operations concepts systems and provides operations support to special projects. Visions of future missions and requests for improvements from currently flying missions are the two major sources of inspiration to conceptualize innovative or improved mission operations processes. They include monitoring and diagnostics, planning and scheduling, resource management and optimization. The newly identified operations concepts are then proved by means of prototypes, built with embedded, enabling technology and deployed as shadow applications in mission operations for an extended validation phase. The technology so far exploited includes informatics, artificial intelligence and operational research branches. Recent outstanding results include artificial intelligence planning and scheduling applications for Mars Express, advanced integrated space weather monitoring system for the Integral space telescope and a suite of growing client applications for MUST (Mission Utilities Support Tools). The research, development and validation activities at the Mission technologies office are performed together with a network of research institutes across Europe. The objective is narrowing the gap between enabling and innovative technology and space mission operations. The paper first addresses samples of technology infusion cases with their lessons learnt. Abstract: It has become essential for European states to consider a more coherent strategy in the procurement of future space assets in order to safeguard European industrial competitiveness. Space-related research programmes remain uncoordinated and separated between civil, military and commercial applications. This paper explores the present European institutional environment and the interaction between different actors involved in space procurement. New developments are underway with the establishment of the European Defence Agency and the attempt to federate existing groups and actions. Institutional users of space systems, including defence customers, often rely on the same technology. The article considers space procurement from a widespread perspective, which goes beyond sectoral boundaries. The establishment of a permanent advisory forum is suggested in order to centralise various requirements at European level and procure space assets more efficiently. [Copyright &y& Elsevier]

A series of workshops designed to make up for the lack of high-level, informal discussion of European space policy has been running—with a gap during formulation of the EC Green/White Paper on this subject—since September 2002. In view of the progress made in establishing a coherent European strategy, and of various other recent events, such as China''s entry into the human spaceflight field, the organizers intend not only to continue the series but also to establish a more permanent, research-oriented European Space Policy Foundation (ESPF). Following a report on the proceedings of the third workshop, held in September 2003, which covered developing an overall European policy, new applications (Galileo and GMES) and human spaceflight, the authors set out a proposal for an ESPF and present the six major research themes it would aim to investigate. The Hopper, a concept for a reusable launch system was developed and found attractive in the frame of FESTIP, ESA''s Furure European Space Transportation Initiation Programme Later, in the national German ASTRA programme this concept was adapted to newly emerged requirement and subjected to a detailed design loop. Taking off horizontally and staging at high sub-orbital velocity, the Hopper needs a rail-guided launch sled, downrange landing, re-transportation back to the launch site, and one, but only one upper stage. Horizontal take-off is used to improve safety and to reduce thrust requirement, and number, mass, and cost of main engines, and also problems with vehicle centering. Transportang of the cargo (e.g.) payload and expendable upper stage) in the RLV results in only one aerodynamically affected flight configuration. Staging at high sub-orbital velocity above the sensible atmosphere enables the use of only one standardised upper stage for all missions. Using a cryogenic upper stage the Hopper system is nearly optimally staged for the dimensioning GTO mission. The paper describes the consolidated unmaanned RLV concept and highlights areas of special interest, evolution potential, and further steps. [Copyright &y& Elsevier]
