Abstract: This paper aims to examine the impacts of sectoral price control policies on oil price pass-through into China''s aggregate price level. To that end, we develop a partial transmission input–output model that captures the uniqueness of the Chinese market. We hypothesize and simulate price control, market factors and technology substitution – the three main factors that restrict the functioning of a price pass-through mechanism during oil-price shocks. Using the models of both China and the US, we separate the impact of price control from that of other factors leading to China''s price stickiness under oil-price shocks. The results show a sharp contrast between China and the US, with price control in China significantly preventing oil-price shocks from spreading into its domestic inflation, especially in the short term. However, in order to strengthen the economy''s resilience to oil-price shocks, the paper suggests a gradual relaxing of price control in China. [Copyright &y& Elsevier]

Abstract: The suitability of the project delivery system (PDS) selected for a project greatly influences the efficiency to conduct a project. It is not an easy task to select an appropriate PDS as a large amount of ambiguous information exists. The paper aims to develop a PDS selection model to help owners to make a decision. The similar projects are identified through the similarity metrics between the target project to be predicted and those in the database. In addition, some of the indicator values are examined and modified through DEA-BND model, and then they are trained by ANN model to predict an appropriate PDS for the target project. A survey was conducted by postal questionnaire to empirically validate the reliability of the model in China. The indicator system for the selection of an appropriate PDS is established. Through the comparison of results predicted by different models, it is found that the PDS selection model developed in this paper can predict PDS precisely, and shows higher reliability than the ANN model. A PDS selection model is developed by inputting project-specific data, which proves to be more accurate and less dependent on experts’ judgment. This paper describes the theoretical foundations and development of a multidimensional, water-focused, thematic indicator of rural poverty: The Water, Economy, Investment and Learning Assessment Indicator (WEILAI). The WEILAI approach was specifically designed for application in rural China, to support poverty alleviation project planning, monitoring and evaluation, as well as targeting and prioritization. WEILAI builds primarily on the basic needs framework of poverty alleviation, and on the methodological structure of the Water Poverty Index, to provide a proxy measure of an area's poverty by assessing eight key poverty sectors, with a strong focus on the components of water-poverty. The WEILAI approach was piloted and implemented in 534 households in China's mountainous southwest. This paper describes the indicator construction, weighting schemes, methodology, field sites, and statistical validation of the results. In addition, we discuss the results, feedback from in-country project staff, and the likely utility of the tool for project planning, monitoring and evaluation support. • Nineteen studies were identified that modelled S. japonicum control strategies. • Mathematical models of S. Japonicum have shifted towards the prevalence-based multi-host model. • Few mathematical models of S. Japonicum have considered other definitive hosts and seasonal fluctuations with mixed results. • Mathematical models have generally agreed on the inability of human treatment alone to reach elimination of S. Japonicum. • Few modelling studies have considered S. Japonicum in the Philippines. Schistosoma japonicum remains endemic in China and the Philippines. Substantial progress has been made in the control of Japonicum in both China and the Philippines. China is reaching elimination thanks to a concerted effort of control strategies. Mathematical modelling has been a key tool in the design of control strategies, in place of expensive randomised-controlled trials. We conducted a systematic review to investigate mathematical models of Japonicum control strategies in China and the Philippines. We conducted a systematic review on July 5, 2020, in four electronic bibliographic databases - PubMed, Web of Science, SCOPUS and Embase. Articles were screened for relevance and for meeting the inclusion criteria. Data extracted included authors, year of publication, year of data collection, setting and ecological context, objectives, control strategies, main findings, the form and content of the model including its background, type, representation of population dynamics, heterogeneity of hosts, simulation period, source of parameters, model validation and sensitivity analysis. Results After screening, 19 eligible papers were included in the systematic review. Seventeen considered control strategies in China and two in the Philippines. Two frameworks were identified; the mean-worm burden framework and the prevalence-based framework, the latter of which increasingly common. Most models considered human and bovine definitive hosts. There were mixed additional elements included in the models, such as alternative definitive hosts and the role of seasonality and weather. Models generally agreed upon the need for an integrated control strategy rather than reliance on mass drug administration alone to sustain reductions in prevalence. Mathematical modelling of Japonicum has converged from multiple approaches to modelling using the prevalence-based framework with human and bovine definitive hosts and find integrated control strategies to be most effective. Further research could investigate the role of other definitive hosts and model the effect of seasonal fluctuations in transmission. [ABSTRACT FROM AUTHOR]

Abstract: This paper examines the contrast between China's and India's universal service policies as manifestations of the two states' differing self-conceptualizations and legitimation strategies. We examine the timeline of universal service policies in the two countries, differentiating between the territorial, demographic and layered dimensions of universal service. The analysis reveals many similarities between the two countries, as well as some differences primarily related to the mode of funding universal service programs and the lead China has taken in deploying informatization services. We identify some of the proximate causes that resulted in these policy decisions. But in addition, we also examine how universal service policies are related to contrasting models of state legitimation. [Copyright &y& Elsevier]

Abstract: In China, the energy pricing mechanism has an insufficient linkage with other energy prices. As a result of the unreasonable price level, it is impossible to exploit fully the substitution elasticity among energy resources and there is a negative impact on achieving energy conservation and energy efficiency. This paper proposes an optimized mechanism for residential energy prices in China, which maximizes the total social surplus subject to some related constraints. Three types of energy pricing mechanisms are designed based on China's low-carbon targets and the optimization of residential energy price policies through the dynamic CGE model. Compared with the energy price linkage method, the results show that the market netback value mechanism has a greater impact on the total social surplus. In order to achieve further low-carbon targets, the proportion of second and third tier residents can be expanded, while the energy prices could be deregulated to some degree. In addition, considering residential affordability, the government may take into account different electricity pricing mechanisms for different tiers of residents. Electricity pricing for the first tier, the second tier and the third tier should be based respectively on cost, the integration of energy price linkage and the market netback value mechanism. Abstract: This paper applies a spatial perspective to environmental problems in search for the paths to sustainability, using polluting plant relocation in China as a case study. It examines how environmental improvement in one place may lead to environmental degradation in another place, how geographic concepts such as location, distance, spread and backwash effects, and land use models can help understand such phenomenon, and what the implications are for the environmental Kuznets curve (EKC) and development policies. Field research was conducted from 2006 to 2012 in Chinese cities of Beijing, Dalian, Shanghai, Guangzhou, Wuxi, Hangzhou, and Ningbo. It involved intensive site observations and in-depth interviews with government officials of environmental protection, economic development, and business recruitment, and grassroots environmentalists. The results indicate that environmental improvement in all these cities has led to environmental degradation in their suburbs and rural areas due to relocation of polluting plants. Environmental spread and backwash effects may help explain the severe intra-regional environmental and economic disparities and environmental injustice. The powerful and wealthy may achieve rapid economic growth and environmental recovery at the expenses of the powerless and poor, leading to environmental poverty and sustainability disparities. Abstract: In this paper, we present a process-based model to estimate the well-to-tank (WTT) costs of vehicle fuels (gasoline and diesel). The model breaks down the WTT process into four stages, i.e., crude oil sourcing (import and extraction), crude oil transportation, crude oil refining, and vehicle fuel transportation and distribution, which can provide high-resolution data for the WTT cost components. Using this model, we further develop an empirical study of China. The results obtained from the study indicate that the price of imported crude oil is the dominant factor affecting the WTT costs of vehicle fuels in China and that the cost of crude oil refining also has a relatively large influence. By comparing the costs with the prices of vehicle fuels under the volatile price of imported crude oil, we illustrate the unstable margin caused by China’s current pricing policy, which causes a distorted price signal and fiscal risks. The key findings derived from the empirical study reveal that the WTT cost is an essential guide for altering the vehicle fuel price with the aim of not only smoothing the impacts caused by the volatile price of crude oil price but also reflecting the correct oil price signal and reducing the fiscal risks. Abstract: In this paper, we propose a simplified method and build a model accordingly for estimating the energy-saving potentials of building construction and demolition with the consideration of China''s rapid growth of building construction and its short actual lifespan of buildings. To demonstrate the practicability of the proposed method and model, we further develop an illustrative case study to estimate the energy-saving potentials from residential building sector in China. Our results show that a considerable amount of energy-saving potentials can be captured from now until 2020, 2030, or 2050 by smooth implementation of either controlling the growth in demand for the per capita residential building floor area or extending the actual lifespan of the residential buildings in China. Through this study, we fill the gap, in terms of method and model, of supporting the further improvement of China''s existing energy conservation policies. [Copyright &y& Elsevier]

Abstract: This paper uses nonparametric efficiency analysis technique to estimate the energy efficiency, potential emission reductions and marginal abatement costs of energy-related CO2 emissions in China. We employ a non-radial slacks-based data envelopment analysis (DEA) model for estimating the potential reductions and efficiency of CO2 emissions for China. The dual model of the slacks-based DEA model is then used to estimate the marginal abatement costs of CO2 emissions. Abstract: Public investment project (PIP) plays an important role in the China economy. In order to improve the project management performance of public projects, the government is searching for a scientific system to build a construction management supervision mode. This paper introduces the policy background and connotation of Agent Construction System (ACS). As a public investment construction management model, ACS, is gradually being incorporated into the legal framework, it is necessary to improve the construction agent supervision mechanism. This article analyzes the supervision mechanism of construction agent quality management under the principle of two-stage agent mode and establishes an agent quality self-control system and a government co-supervision system. These systems take the contract management as the core and the project quality objective as the guidance. These systems also consist of a two-dimensional framework of vertical self-control and horizontal supervision, which form a quality supervision mechanism. Based on Rough Set theory, the article proposes the idea of building an agent quality self-control and government co-supervision model, and illustrates it with a flow chart for building the model, which paves the way of quantitative research for the future. Abstract: Electrification level is a significant topic in energy and electric power planning. The paper sets up a LEAP model and designs three scenarios of economic growth of China, and simulates China''s electrification level by 2030. The results show that China''s electrification level has a larger increase potential in the mid-long term and rapid change of economic development pattern can help to increase the electrification level. By 2015, energy used for power generation will account for 43.3% of total primary energy consumption, while the ratio of electricity consumption to total final energy consumption will be about 23.1%; by 2020, the ratio of energy used for power generation to total primary energy consumption will increase to 44.9%, and the ratio of electricity consumption to final energy consumption will be about 25.6%; by 2030, the ratio of energy used for power generation to total primary energy consumption will be up to 47.2%, and the ratio of electricity consumption to total final energy consumption will reach about 28.9%. Abstract: The use of groundwater for cooling and heating purposes is of interest from both the economical and the ecological perspective. The groundwater heat pump (GWHP) system utilizes groundwater as alternative renewable and clean energy source for space heating and/or cooling, withdraws water from a production well, passes it through a heat exchanger and discharges the water into an injection well. By utilizing the relatively stable temperature of groundwater, GWHP system can achieve a higher coefficient of performance. Due to the utilization of groundwater stored in the aquifer, the assessment of the hydraulic capacity of the aquifer based on numerical groundwater models is always needed for the optimum design and the efficient performance of GWHP. In this paper, numerical methods of underground heat-water transfer, energy balance method and thermal storage method were presented to calculate the capacity of unit area of shallow groundwater aquifer. The model results indicate that the numerical method, which is based on performance efficiency of GWHP, represents the behaviour of groundwater pumping/recharging processes, and serves better than energy balance method and thermal storage method, in addition it has been proven itself that this method has the advantages of energy saving and environmental protection. The calculated capacity is positively related to aquifer thickness. It is found that it is easy for ground water recharge in alluvial and pluvial fan located at the piedmont, while the calculated capacity is relatively smaller compared with that of south-east plain where it is not easy for groundwater recharge. Abstract: Observing the structural transformation of China''s National Innovation System (NIS) since 1999 is useful for understanding the rapid economic growth experienced in China and for adjusting the development strategies of other late-industrializing countries. The following article uses the regional specialization coefficient (RSC) method to analyze the structural transformation of China''s NIS from the perspective of eight large economic regions (8LERs) from 1999 to 2006. The NIS has achieved its initial objectives and two of the three major characteristics of China''s NIS identified in Sun''s (2002) [1] paper have changed since 1999: the funding structure — from a government- to an enterprise-centered model; and the performing structure — from a double-centered model divided into enterprises and research institutions, to one solely led by enterprise. The regional structures of China''s innovation system conform to the macro structure on a national level, while regionally, a wide variety of changing models of RSC affect different locales. Abstract: Following model evaluation in part I, this part II paper focuses on the process analysis and chemical regime analysis for the formation of ozone (O3) and particulate matter with aerodynamic diameter less than or equal to 10 μm (PM10) in China. The process analysis results show that horizontal transport is the main contributor to the accumulation of O3 in Jan., Apr., and Oct., and gas-phase chemistry and vertical transport contribute to the production and accumulation of O3 in Jul. Removal pathways of O3 include vertical and horizontal transport, gas-phase chemistry, and cloud processes, depending on locations and seasons. PM10 is mainly produced by primary emissions and aerosol processes and removed by horizontal transport. Cloud processes could either decrease or increase PM10 concentrations, depending on locations and seasons. Among all indicators examined, the ratio of provides the most robust indicator for O3 chemistry, indicating a VOC-limited O3 chemistry over most of the eastern China in Jan., NOx-limited in Jul., and either VOC- or NOx-limited in Apr. and Oct. O3 chemistry is NOx-limited in most central and western China and VOC-limited in major cities throughout the year. The adjusted gas ratio, AdjGR, indicates that PM formation in the eastern China is most sensitive to the emissions of SO2 and may be more sensitive to emission reductions in NOx than in NH3. These results are fairly consistent with the responses of O3 and PM2.5 to the reductions of their precursor emissions predicted from sensitivity simulations. A 50% reduction of NOx or AVOC emissions leads to a reduction of O3 over the eastern China. Unlike the reduction of emissions of SO2, NOx, and NH3 that leads to a decrease in PM10, a 50% reduction of AVOC emissions increases PM10 levels. Such results indicate the complexity of O3 and PM chemistry and a need for an integrated, region-specific emission control strategy with seasonal variations to effectively control both O3 and PM2.5 pollution in China. Abstract: A reliable supply of energy is essential to maintain and to improve human being''s living conditions. Compared to the conventional coal-fired approach, renewable energy (RE) helps to mitigate the impacts of greenhouse gas emissions to a large extent. As a newly developed sector with large resource potential and good commercial prospects, China''s wind power industry is exceeding expectations. By 2008, installed capacity of wind power in China totaled over 12GW, making China the fourth largest wind market in the world. However, China has to admit the gap with foreign leading countries, mainly in technical R&D for large-scale wind turbine generation units. This paper attempts to formulate an analytical model for studying and assessing factors that have significant impacts on the local industry. An improved dynamic Diamond Model is developed to help the international community to understand the status quo of the Chinese wind power industry. Abstract: Wind power in China registered a record level of expansion recently, and has doubled its total capacity every year since 2004. Many experts believe that China will be central to the future of the global wind energy market. Consequently, the growth pattern of wind power in China may be crucial to the further development of the global wind market. This paper firstly presented an overview of wind energy potential in China and reviewed the national wind power development course in detail. Based on the installed wind capacity in China over the past 18 years and the technical potential of wind energy resources, the growth pattern was modeled in this study for the purpose of prospect analysis, in order to obtain projections concerning the development potential. The future perspectives of wind energy development in China are predicted and analyzed. This study provides a comprehensive overview of the current status of wind power in China and some insights into the prospects of China''s wind power market, which is emerging as a new superpower in the global wind industry. Abstract: During the 1990s, Chinese state-owned enterprises (SOEs) and collective enterprises continually decreased coverage of public health insurance to their employees. This paper investigates this changing pattern of health insurance coverage in China using panel data from the China Nutrition and Health Survey (1991–2000). It is the first attempt in this literature that tries to identify precisely the effects of specific policies and reforms on health insurance coverage in the transitional period of China. The fixed effects linear model clustering at the province level is used for estimation, and results are compared to alternative models, including pooled OLS, random effects GLS model and fixed effects logit model. Strong empirical evidence is found that unemployment as a side effect of the Open Door Policy, and the deregulation of SOE and collective enterprises were the main causes for the decreasing trend. For example, urban areas that were highly affected by the Open Door Policy were associated with 17 percentage points decrease in the insurance coverage. Moreover, I found evidence that the gaps between SOE and non-SOE employees, collective and non-collective employees, urban and rural employees have considerably decreased during the ten years. Abstract: This paper presents life-cycle-analysis (LCA) energy consumption (EC) and greenhouse gas (GHG) emissions of China’s current six biofuel pathways, which are: corn-derived ethanol (CE); cassava-derived ethanol (KE); sweet sorghum-derived ethanol (SE); soybean-derived bio-diesel (SB); jatropha fruit-derived bio-diesel (JB); and used cooking oil (UCO)-derived bio-diesel (UB). The tool utilized here is the WTW (Well-to-Wheels) module of Tsinghua-CA3EM model covering the entire lifecycle including: raw materials cultivation (or feedstock collection); fuel production; transportation and distribution; and application in automobile engines, compared with Conventional Petroleum-based gasoline and diesel Pathways (CPP). The results indicate: (1) the fossil energy inputs are about 1.0–1.5 times the energy contained in the fuel for the CE, SE and SB pathways, but 0.5–0.9 times for the KE, UB and JB pathways; (2) compared with CPP, the JB, KE and UB pathways can reduce both fossil fuel consumption and GHG emissions; the CE and SB pathways can only reduce fossil fuel consumption, but increase GHG emission; the SE pathway increases not only fossil fuel consumption but also GHG emission; and (3) the main factors inducing high EC and GHG emission levels include: high EC levels during the fuel production stage and high fertilizer application rates during the planting of raw feedstocks. Conclusions are that of the aforementioned biofuel pathways in China: (1) only the JB, KE and UB pathways have energy-saving merits as indicated by the LCA energy inputs and outputs; (2) compared with CPP, all but the SE pathway reduces fossil fuel consumption. However, the SB and CE pathway increase GHG emission; (3) all six displace petroleum by utilizing more coal; and (4) feedstock productivity levels must be increased, and there must be a reduction in fertilizer utilization and EC consumption during the cultivation and transportation stages in order to achieve the goals of energy balance and GHG emission reduction.
