Land degradation is considered to be a major environmental problem of the European continent, especially in the Mediterranean region. This study aims to deliver new results in terms of the actual land sensitivity to degradation in the southern and central southeastern areas of Europe, by improving the results of the DISMED (Desertification Information System for the Mediterranean) project, initiated by the European Environment Agency (EEA) after 2000. The methodology is based on updating the SDI (Sensitivity Desertification Index), which was obtained in the DISMED project based on three biophysical parameters, i.e. Climate Quality Index (CQI), Soil Quality Index and Vegetation Quality Index. This approach proposes to improve the SDI by replacing the initial CQI with a new one based on revised climate aridity data, superior to what was initially used in terms of spatial, temporal and methodological accuracy. Given the fact that land aridity expansion was found to be 70% greater than previously estimated, results showed there are lands with high and very high sensitivity to degradation that total > 400,000 km 2 (~ 25% of the total area of ~ 1.7 mil km 2 ), ~ 75% more (~ 177,000 km 2 ) than the initial DISMED data. Nationally, while Spain is the most severely threatened (~ 240,000 km 2 of highly/very highly susceptible lands to degradation, 49% of the total country area) there are also major concerns for Greece (~ 42,000 km 2 , 34%), Bulgaria (~ 32,000 km 2 , 29%), Italy (~ 28,000 km 2 , 10%), Romania (~ 27,000 km 2 , 11%) and Portugal (~ 24,000 km 2 , 28%). This situation is alarming due to the magnitude of changes resulting from the replacement of even a single dataset – climate data –, which are however the most dynamic and, as a result, the most important to consider for improving the DISMED model. Against the background of the findings prompted by this update based on the original scheme of DISMED method, we call on the EEA to reconsider the current status of lands that are critically threatened by degradation/desertification in Europe, and to provide updated information to policymakers (like European Commission or United Nations Convention to Combat Desertification) in order to prioritize the appropriate policies for combating/mitigating the negative effects of this process. With more than 50 percent of the European population (EU-24) living in rural areas and a renewed focus on stimulating smart, sustainable and socially inclusive growth, Rural Development Programmes (RDPs) are an important instrument for economic, social and environmental policies. Evaluating the impact of rural development programmes is, however, complicated due to the widely varying policy targets of RDPs as well as their substantial heterogeneity across rural areas. In this paper we use spatial econometric techniques to evaluate RDPs in the European Union, at the NUTS2 level, and focus specifically on labour productivity in the agricultural sector. To address the clear spatial patterns in the distribution of agricultural labour productivity, we employ regression models in which spatial heterogeneity and spatial dependence are explicitly modelled to quantify the impact of RDPs. Water resources globally are affected by a complex mixture of stressors resulting from a range of drivers, including urban and agricultural land use, hydropower generation and climate change. Understanding how stressors interfere and impact upon ecological status and ecosystem services is essential for developing effective River Basin Management Plans and shaping future environmental policy. This paper details the nature of these problems for Europe's water resources and the need to find solutions at a range of spatial scales. In terms of the latter, we describe the aims and approaches of the EU-funded project MARS (Managing Aquatic ecosystems and water Resources under multiple Stress) and the conceptual and analytical framework that it is adopting to provide this knowledge, understanding and tools needed to address multiple stressors. MARS is operating at three scales: At the water body scale, the mechanistic understanding of stressor interactions and their impact upon water resources, ecological status and ecosystem services will be examined through multi-factorial experiments and the analysis of long time-series. At the river basin scale, modelling and empirical approaches will be adopted to characterise relationships between multiple stressors and ecological responses, functions, services and water resources. The effects of future land use and mitigation scenarios in 16 European river basins will be assessed. At the European scale, large-scale spatial analysis will be carried out to identify the relationships amongst stress intensity, ecological status and service provision, with a special focus on large transboundary rivers, lakes and fish. The project will support managers and policy makers in the practical implementation of the Water Framework Directive (WFD), of related legislation and of the Blueprint to Safeguard Europe's Water Resources by advising the 3rd River Basin Management Planning cycle, the revision of the WFD and by developing new tools for diagnosing and predicting multiple stressors. Abstract: In this paper, per capita CO2 convergence among the EU-25 countries between 1920 and 2007 is analysed using the distribution dynamics approach. Furthermore, the analysis is complemented by investigating the asymptotic half-life of convergence, mobility indices and the continuous version of the ergodic distributions. The novel aspect of this work consists in the fact that it examines whether patterns could differ if weighted by either the population of each country or their economic sizes. The unweighted analysis indicates that the convergence patterns differ strongly before and after World War II, with more convergence being displayed after the seventies. Results of weighting both by population and by economic size show that convergence is much faster when these features are introduced into the model. Abstract: Following the recognition of the detrimental effects of nitrogen (N) losses from agriculture in the European Union (EU) on human health and environment, series of environmental policy measures have been implemented from the early 1990s onwards. However, these measures have only been partially successful. Clearly, there is lack of integration of available measures and there is lack of enforcement and hierarchy; which measures should be implemented first? We identified and assessed three ‘most promising measures’ to decrease N losses from agriculture, i.e., (i) balanced fertilization, (ii) low-protein animal feeding, and (iii) ammonia (NH3) emissions abatement measures. Environmental-economic assessments were made using scenario analyses and the modeling tools MITERRA-EUROPE and CAPRI. In the baseline scenario (business as usual), N use efficiency (NUE) in crop production increases from 44% in 2000 to 48% in 2020, while total N losses decrease by 10%. Implementation of promising measures increases NUE further to 51–55%, and decreases NH3 emissions (by up to 23%), nitrous oxide (N2O) emissions (by up to 10%) and N leaching losses (by up to 35%). Differences in responsiveness to promising measures varied between and within Member States. Strict implementation of balanced fertilization in nitrate vulnerable zones, as defined in the Nitrates Directive, decreases total farmers’ income in EU-27 by 1.7 billion euros per year. Implementation of all three measures decreases farmers income by 10.8 and total welfare by 17 billion euros per year, without valuing the environmental benefits. The study presented here is one of the first EU-wide integrated assessments of the effects of policy measures on all major N losses from agriculture and their economic costs. Our results show that the most promising measures are effective in enhancing NUE and decreasing NH3 and N2O emissions to the atmosphere and N leaching to groundwater and surface waters, but that income effects are significant. • Forest condition, biodiversity and ecosystems services are strongly interlinked. • A transferable and operational European wide forest condition indicator is presented. • The methodology includes structural, functional, and compositional variables. • This spatially explicit indicator is built on information accessible EU databases. • This supports the monitoring and assessment of efforts towards EU and SDG goals. Forest condition, biodiversity, and ecosystem services are strongly interlinked. The biodiversity levels depend to a large extent on the integrity, health, and vitality of forests at the same time as losses of forest biodiversity lead to decreased forest productivity and sustainability. Under this conceptual framework, this study presents a methodology for mapping forest condition at European scale supporting the attainment of the 2020 Aichi Biodiversity Target 5 " the rate of loss of all natural habitats, including forests, is at least halved and where feasible brought close to zero, and degradation and fragmentation is significantly reduced" and the implementation of Sustainable Development Goals (SDG), as well as the EU forest strategy since the sustainable forest management is oriented to support the provision of forest services and to enhance the condition of biodiversity forests' host. The work presents the developments of an operational indicator at European scale. This spatially explicit information on forest condition can be the baseline map with a 1 km resolution to monitor the state and changes of condition by exposition to pressures and threats. This condition indicator considers structural, functional, and compositional aspects of forest with relevance for health and vitality of species and habitats hosted by forest ecosystems. The methodology implemented used harmonized, published and open datasets. It provided confident results for the assessment of the condition within hemiboreal, temperate and alpine forests, showing the Carpathian, Dinaric Alps and Alps, among others, as hotspots with pre-dominantly good condition. The results were validated with data derived from the reporting for the EU Habitat Directive and explicit dataset on known primary forests in Europe. However, this method underestimated the forest condition in the Mediterranean and Boreal forest types due to data gaps, regional specific characteristics, and design limitations. This study illustrates an operational and transferable approach for addressing the assessment of ecosystem forest condition at European scale being considered as a support tool for European countries when mapping and assessing their national territory, as potential common approach to map forest ecosystems that allows for consistent aggregation and comparisons across scales. Agricultural emissions in Europe are important to several atmospheric transport-related environmental issues. These include local and regional air quality problems, such as PM exposure, eutrophication and acidification, toxics and contribution to greenhouse gas emissions, resulting in a number of environmental impacts. Over Europe, agricultural emissions are variable in space and time and the contribution to the different issues are variable. Most important are ammonia (90%), PM (20%) and methane and nitrous oxide (both 5%). Policies have been developed to combat some of the emissions with success in some countries. However, future, national and European policies are necessary to successfully decrease emissions and its related problems. Current research issues include the quantification of non-point sources, the atmosphere–biosphere exchange of ammonia, the quantification of landscape processes and the primary and secondary emissions of PM. Digital technologies have the potential to make the transport system more connected, intelligent, efficient, reliable and sustainable. That is, digital technologies could fundamentally transform how people and goods are moved, with significant impacts on transport demand and on the related energy consumption and environmental impacts. This article proposes a scenario analysis for the future of European passenger transport, by evaluating the potential effects of digitalization on mobility demand, energy consumption and CO 2 emissions under different assumptions. The analysis illustrates that the penetration of digital technologies can lead to opposite effects with regard to both energy consumption and emissions. Two opposite scenarios are compared, to evaluate the effects of a "responsible" digitalization, in the direction of a sustainable mobility, against a "selfish" digitalization, where the final users maximize their utility. The likelihood of these two possible pathways is related to multiple drivers, including users' behavior, economic conditions and transport and environmental policies. Results show the variability range of the potential effects on energy consumption and CO 2 emissions in Europe by 2030 and 2050, by considering digitalization trends including Mobility as a Service, Shared Mobility and Autonomous Vehicles. The variability of key parameters is evaluated in a dedicated sensitivity analysis, where the effects of electric vehicles, electricity generation mixes and vehicles' efficiency improvements are assessed.
