Abstract Both research and policy recognize land systems as fundamental to human life and activities. However, these two perspectives approach land from different ends and it can be difficult to see how studied variables contribute to broader policy goals. In this paper, we argue that there is a need to better select variables to study land systems as social-ecological systems, and to align research more with those policy goals. Concentrating on the European continent, we pursue three interrelated objectives: we (1) build a classification of land systems variables, (2) examine where existing land systems research is positioned in this classification, and (3) compare a set of policies and science-policy frameworks with the classified research. To do so, we conduct a systematic review of 69 peer-reviewed, empirical land systems papers, as well as four overarching policies and science-policy frameworks. We find that over 60% of the reviewed papers include both environmental and social variables, and we identify 154 unique variables studied, 57% of which are environmental. The average paper examines four times as many environmental variables as social ones. We find that policies and science-policy frameworks stress social variables more and include health and air quality aspects that are lacking in the reviewed land systems research. Our classification can help to design research that includes both social and environmental variables and is aligned with broader policy goals. We highlight social variables with available spatial data to encourage a more balanced and integrative social-ecological research design, going beyond a focus on the built and natural environment. Our classification can contribute to guiding land systems researchers towards greater policy relevance. Urbanization is a global trend which is taking place at the costs of agricultural, forest, and other natural or semi-natural areas. As a result of urbanization, transitioning zones in urban peripheries located between urban and rural areas have a mixed character from a spatial, ecological, socio-demographic, and economic point of view. Different land use mixes and interests exist there in parallel and cause tensions and conflicts. In our research, we aimed at investigating the specific characteristics of conflicts in urban peripheries across Europe, showing striking examples and discussing possible recommendations for policy and planning addressing those conflicts. A structured literature review of 94 papers was conducted. The findings reflected a huge diversity in locations, contexts, and methods. Conflicts in urban peripheries in Europe is an interdisciplinary topic that is handled by social as well as natural sciences. We have identified four main conflict categories in urban peripheries: (a) land-use conflicts that relate to diverging interest in land use, (b) socio-economic conflicts that related to social aspects emerging between governance actors and different economic interests, (c) ethnic conflicts that related to race, religion, and custom, and (d) human-wildlife conflicts. The majority of papers were found in the category of land-use conflicts in urban peripheries. The main conflict topics in urban peripheries were related to socio-economic imbalances, house construction, and ethnic differences. Several types of governance actors and conflict topics could be assigned to each conflict category showing the variety in this context. Agricultural land use has a large impact on landscape diversity and the types and quality of the services landscapes provide to society. This editorial introduces four papers in a themed section of Land Use Policy which examines different themes related to agriculture and landscape interaction. The papers present new findings from research undertaken within the scope of the VOLANTE research project ( Kristensen et al., 2013 ). Substance emissions resulting from modern agriculture in the European Union (EU) affect the entire environment and are no less harmful than those caused by industrial installations. Even so, the EU requires only industrial installations, which include large intensive livestock holdings, to use the best available techniques (BAT). Agricultural land use, by contrast, needs simply to meet the standard of tried-and-tested technologies and generally accepted farming methods (good practice). This paper seeks to add a new perspective to existing political debates and scientific investigations by questioning the adequacy of existing regulatory requirements concerning agricultural land use and proposing that the BAT-Standard should be applied to agricultural land use, especially for high-input-farms. Were the BAT standard to be applied to agricultural land use, those techniques and farming methods which are most advanced and efficient in preventing environmental emissions, and so most effectively help to achieve a generally high level of protection of the environment as a whole, would have priority by law. The paper discusses which techniques and methods might meet these criteria by looking at four examples: conservation tillage, integrated pest protection, precision farming and organic farming. • We present new sustainable land system scenarios for Europe for 2050. • Unique values informed each scenario via the Nature Futures Framework (NFF). • Natural grasslands and forests will decline without sustainability targets. • Equal targets under varied NFF scenarios yield diverse outcomes for 20 % of Europe's land. • Identifying convergences/disagreements in sustainability valuations aids dialogue. Ambitious international targets are being developed to protect and restore biodiversity under the Convention on Biological Diversity's post-2020 Global Biodiversity Framework and the European Union's Green Deal. Yet, the land system consequences of meeting such targets are unclear, as multiple pathways may be able to deliver on the set targets. This paper introduces a novel scenario approach assessing the plural implementations of these targets. The Nature Futures Framework (NFF) developed by the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services aims to illustrate the different, positive ways in which society can value nature. It therefore offers a lens through which the spatial implementation of sustainability targets may be envisioned. We used CLUMondo, a spatially explicit model, to simulate plural land system scenarios for Europe for 2050. The model builds on current land system representations of Europe and explores how and where sustainability targets can be implemented under projected population trends and commodity demands. We created three different scenarios in which the sustainability targets are met, each representing an alternative, normative view on nature as represented by the NFF, favoring land systems providing strong climate regulation (Nature for Society), species conservation (Nature for Nature), or agricultural heritage features (Nature as Culture). Our results show that, irrespective of the NFF view, meeting sustainability targets will require European land systems to drastically change, as natural grasslands and forests are forecast to expand while productive areas are projected to undergo a dual intensification and diversification trajectory. Despite each NFF perspective showcasing a similar direction of change, 20% of Europe's land area will differ based on the adopted NFF perspective, with hotspots of disagreement identified in eastern and western Europe. These simulations go beyond existing scenario approaches by not only depicting broad societal developments for Europe, but also by quantifying the land system synergies and trade-offs associated with alternative, archetypal, interpretations and values of how nature may be managed for sustainability. This quantification exemplifies a means towards constructive dialogue, on the one hand by acknowledging areas of contention, and bringing such issues to the fore, and on the other by highlighting points of convergence in a vision for a sustainable Europe. Permanent grasslands cover 34% of the European Union's agricultural area and are vital for a wide variety of ecosystem services essential for our society. Over recent decades, the permanent grassland area has declined and land use change continues to threaten its extent. Simultaneously, the management intensity of permanent grasslands increased. We performed a systematic literature review on the multifunctionality of permanent grasslands in Europe, examining the effects of land use and management on 19 grassland ecosystem service indicators. Based on the evidence in 696 out of 70,456 screened papers, published since 1980, we found that both land use change and intensification of management decreased multifunctionality. In particular, preventing conversion of permanent grasslands to croplands secured the delivery of multiple ecosystem services. A lower management intensity was associated with benefits for biodiversity, climate regulation and water purification, but impacted the provision of high-quality animal feed. Increasing the number of species in the sward enhanced multifunctionality of permanent grassland without significant trade-offs such as losses in production. Our review covered many aspects of land use, management and ecosystem services, but we also identified areas with no or only few studies. The most prominent gaps were related to comparisons between permanent and temporary grasslands, and effects of management practices on the provision of cultural values, and on erosion and flood control. We suggest that, despite apparent changes in human dietary preferences, the protection of permanent grasslands in Europe must be prioritised. Abstract: The environmental, cultural and economic consequences of land use change, including abandonment of agricultural use, have been recognized for a long time. It has often been assumed that the transformations of the agricultural systems in developed countries (and particularly in Europe) took place, for the main part, in the immediate years after the Second World War. In this paper we present a review of different statistical and cartographic sources available for a peripheral region in Europe (Galicia, Spain) characterized by small-scale farming and a very fragmented property system, that suggests otherwise: modernization of agriculture apparently took place without major changes in agricultural area until the country gained access to the European Economic Community, and the effect of Common Agricultural Policy reforms during the decade of 1990 is suggested as a major driver for the net decrease of agricultural area in the region between 1956 and 2004. On the other hand, this paper emphasizes the spatial complexity of agricultural abandonment with a case study, showing a large degree of variability at municipal scale and thus the need of future EU-level projects to work at least at municipal (Local Administrative Units 2, LAU 2) level. Finally, a multinomial logistic model for observed changes is included that shows how biophysical limitations were the main drivers behind abandonment of agriculture at parcel scale, while structural qualities related to property structure were strongly associated to the incorporation of former shrublands to agricultural use. Besides, Farm Structure Surveys were revealed as an unreliable source for the assessment of changes in total agricultural area in the studied region. [Copyright &y& Elsevier]

Abstract: The role that the agricultural sector plays in rural areas has considerably changed in the last five decades, and is reflected in a major shift towards multi-dimensional, multi-sectoral land use. Existing European rural typologies are mostly one-dimensional, based on a rather coarse administrative scale data and are unable to define adequately the diversity of the regions involved. The rural typology presented in this paper has been produced as a response to a new policy need for typologies addressing the diversity in regional rurality. This paper describes the method developed and explores the relevance of the results for future rural policies. This new rural typology incorporates two dimensions identified by statistical screening of a range of geographical and socioeconomic data related to the territorial variation of European rural land. The use of high-resolution raster data at 1km2 resolution provides large flexibility for the construction of individual classifications, with a variable number of classes for a variety of objectives. In the example presented, nine divisions were produced, which were subsequently summarised into three rural classes termed Peri-urban, Rural and Deep Rural. The rural typology enables the consistent identification of comparable rural areas and intergradations with urban land in the European territory, and describes the degree of generalisation that is possible. In addition, it provides a spatially explicit framework for scientific analysis and communication to both European policy makers and local stakeholders. [Copyright &y& Elsevier]

Along the last century there has been an unprecedented growth in both global food production and related socioecological impacts. The objective of this paper is to analyse the effects of long-term metabolic patterns of agrarian systems on land use and cover changes (LUCC). We have developed an Energy-Landscape Integrated Analysis (ELIA) of agroecosystems to measure the energy storage (E) and the information (I) represented by the complexity of internal energy cycles, in order to correlate both with the energy imprint in the landscape functional-structure (L) that sustains biodiversity. ELIA values are used to assess the agro-ecological landscape transitions in different case studies analysed in North America (Canada and USA) and Europe (Austria and Spain), demonstrating their sensitivity and robustness for case study comparisons on farm-driven environmental change. The results show two stages of the socio-metabolic transition: a first period (from 1830 to 1956) characterized by a non-significant decrease in energy reinvestment (E) and a decrease in energy redistribution (I); and a second period (from 1956 to 2000) with a significant loss of E·I optimal values and associated landscape patterns (L). To overcome the socioecological degradation that these trends implied requires a low external input strategy based on an innovative enhancement of cultural knowledge kept by rural populations, which may help to empower farm communities in the markets and in the public arena. Further research could help to reveal how and why different strategies of agroecosystem management lead to key turning points in the relationship between energy flows, landscape functioning and biodiversity. This research will be very useful for public policies aimed to promote more climate and socioecological resilience of agricultural landscapes and food systems worldwide. • European citizens expect farmers to deliver multiple functions from their land. • The nature and magnitude of these 'societal demands' differ between Member States. • We map these demands by reviewing the EU policies on sustainable land management. • Countries with the lowest societal demands have invested most in sustainability. • The proposed Strategic Plans allow for context-specific land management practices. The Common Agricultural Policy (CAP) of the European Union (EU) has been highly successful in securing the supply of food from Europe's agricultural land. However, new expectations have emerged from society on the functions that agricultural land should deliver, including the expectations that land should regulate and purify water, should sequester carbon to contribute to the mitigation of climate change, should provide a home for biodiversity and allow for the sustainable cycling of nutrients in animal and human waste streams. Through a series of reforms of the CAP, these expectations, or 'societal demands' have translated into a myriad of EU and national level policies aimed at safeguarding the sustainability and multifunctionality of European agriculture, resulting in a highly complex regulatory environment for land managers. The current reform of the CAP aims to simultaneously simplify and strengthen policy making on environmental protection and climate action, through the development of Strategic Plans at national level, which allow for more targeted and context-specific policy formation. In this paper, we contribute to the knowledge base underpinning the development of these Strategic Plans by mapping the variation in the societal demands for soil functions across EU Member States, based on an extensive review of the existing policy environment relating to sustainable and multifunctional land management. We show that the societal demands for primary production, water regulation and purification, carbon sequestration, biodiversity and nutrient cycling vary greatly between Member States, as determined by population, farming systems and livestock densities, geo-environmental conditions and landscape configuration. Moreover, the total societal demands for multifunctionality differs between Member States, with the lowest demands found in Member States that have designated the higher shares of EU CAP funding towards 'Pillar 2′ expenditure, aimed at environmental protection and regional development. We review which lessons can be learnt from these observations, in the context of the proposals for the new CAP for the period 2021–2027, which include enhanced conditionality of direct income support for farmers and the instigation of eco-schemes in Pillar 1, in addition to Agri-Environmental and Climate Measures in Pillar 2. We conclude that the devolution of planning to Strategic Plans at national level provides an opportunity for more effective and targeted incentivisation of sustainable land management, provided that these plans take account for variations in the societal demand for soil functions, as well as the capacity of contrasting soils to deliver on this multifunctionality. In this paper, we attempt to address the challenging problem of counting built-structures in the satellite imagery. Building density is a more accurate estimate of the population density, urban area expansion and its impact on the environment, than the built-up area segmentation. However, building shape variances, overlapping boundaries, and variant densities make this a complex task. To tackle this difficult problem, we propose a deep learning based regression technique for counting built-structures in satellite imagery. Our proposed framework intelligently combines features from different regions of satellite image using attention based re-weighting techniques. Multiple parallel convolutional networks are designed to capture information at different granulates. These features are combined into the FusionNet which is trained to weigh features from different granularity differently, allowing us to predict a precise building count. To train and evaluate the proposed method, we put forward a new large-scale and challenging built-structure-count dataset. Our dataset is constructed by collecting satellite imagery from diverse geographical areas (planes, urban centers, deserts, etc.,) across the globe (Asia, Europe, North America, and Africa) and captures the wide density of built structures. Detailed experimental results and analysis validate the proposed technique. FusionNet has Mean Absolute Error of 3.65 and R-squared measure of 88% over the testing data. Finally, we perform the test on the 274.3 × 10 3 m 2 of the unseen region, with the error of 19 buildings off the 656 buildings in that area. [ABSTRACT FROM AUTHOR]

Abstract: Groundwater in sufficient amounts and of suitable quality is essential for potable water supplies, crop irrigation and healthy habitats for plant and animal biocenoses. The groundwater resource is currently under severe pressure from land use and pollution and there is evidence of dramatic changes in aquifer resources in Europe and elsewhere, despite numerous policy measures on sustainable use and protection of groundwater. Little is known about how such changes affect groundwater dependent ecosystems (GDEs), which include various aquatic and terrestrial ecosystems above ground and inside the aquifer. Future management must take this uncertainty into account. This paper focuses on multiple aspects of groundwater science, policy and sustainable management. Examples of current management methods and practices are presented for selected aquifers in Europe and an assessment is made of the effectiveness of existing policies such as the European Water Framework Directive and the Habitat Directive in practice and of how groundwaters and GDEs are managed in various conditions. The paper highlights a number of issues that should be considered in an integrated and holistic approach to future management of groundwater and its dependent ecosystems. [Copyright &y& Elsevier]

Abstract: Recent European research projects have developed approaches that downscale land use related results of economic models. These results are primarily downscaled from the national or regional scale to a spatial resolution appropriate for environmental impact analysis. Different studies represent the interactions between the economic and geographic components of the land system in different ways. This paper explores how interactions between economic and geographic aspects of the land system can be strengthened in modelling studies. It does so by comparing two existing approaches (CLUE and Capri-Spat) for the European Union (EU27). CLUE focuses on disaggregating national level changes in claims for agricultural and urban area to a 1km×1km grid, explicitly addressing consequences of changing demands for agricultural and urban area for other land uses such as (semi-) natural vegetation. Whereas, CAPRI-Spat is concerned with agricultural land use, disaggregating cropping shares, animal stocking densities, yield and agricultural input use for mapping units. The mapping units are clusters of 1km×1km pixels considered homogenous in terms of soil, slope, land cover and administrative region. This paper discusses differences between the two models relating to geographical units, distribution algorithm and most importantly diverging interpretation of ‘agricultural land’, in relationship to their respective concepts and objectives. It concludes that a stronger integration of the geographic and economic aspects can be achieved by linking the overall land use dynamics simulated by CLUE to the detailed representation of the agricultural sector by CAPRI-Spat. Therefore, relative changes in land use classes at 1km×1km resolution obtained from CLUE simulations update a priori means in CAPRI-Spat entering a Highest Posterior Density Estimator. The findings of this study contribute to our overall capacity to integrate approaches from different disciplines in the integrated analysis of land change and the ex ante assessment of environmental and economic effects of agricultural policies. Abstract: Soil is one of the most important and most complex natural resources, but current developments (urbanisation, erosion and climate change) increasingly threaten this valuable resource in Europe and worldwide. The main objective of this paper is to introduce how changes in soil quality were modelled in the SENSOR project through two indicators: soil carbon content and soil water erosion. Indicators were calculated using state variables and model variables that were mainly derived from the CLUE model which predicts land use change in response to policy scenarios. In the case of erosion, accuracy of the calculations was evaluated by comparing GIS data with the results of the PESERA project. The PESERA and SENSOR models predicted comparable soil loss for the first year in the NUTS-X regions of Europe that were analysed. The higher resolution national soil-loss prediction USLE map largely overestimated the amount of soil loss compared to the PESERA and the SENSOR models in the NUTS-X regions of Hungary. This discrepancy may result from technical or methodological differences such as the spatial reference framework (NUTS-X regions), spatial resolution or levels of data aggregation. The soil organic carbon loss predictions for the NUTS-X regions of Europe are displayed on maps and background data are given in tables. The greatest decreases in soil carbon content may be expected in some regions of Poland, Latvia, Lithuania, south-eastern UK and eastern Germany. The greatest increases in soil carbon content may be expected in central and eastern parts of the UK, in Ireland, in northern and central Sweden and Estonia, in Greece, in central and southern Italy, in the island of Sardinia and in some regions of Spain. As erosion strongly reduces soil productivity these predictions have not only environmental but also socio-economic implications. Abstract: Grasslands are an important land use in Europe with essential functions for feed and ecosystem service supply. Impact assessment modelling of European agriculture and the environment needs to consider grasslands and requires spatially explicit information on grassland distribution and productivity, which is not available. This paper presents and analyses spatially explicit data of grassland productivity and land use across regions in Europe. Data are extracted from various regional, national and international census statistics for Europe, extending eastwards to the Ural Mountains. Regional differences in grassland productivity are analysed considering selected climatic and agronomic parameters and are compared with the remotely sensed normalised difference vegetation index (NDVI) and simulations from two impact assessment models. Temporal productivity changes are investigated for selected regions. As grassland is mainly used for animal feed stuff, the spatial distribution of milk productivity is also analyzed. Results show large regional differences in grassland productivity and land use in Europe. Grassland productivity is highly correlated with annual precipitation and less with annual temperature sum and growing season length. The correlation with NDVI is low. Comparison with large-scale simulations from two different models reveal that simulated spatial patterns of grassland productivity differ from the data obtained in this study, which may be attributable to the under-representation of management effects in these models. Grassland productivity has increased in recent decades, but the average annual genetic gain is different between temporary (0.5%) and permanent grassland (0.25%). The spatial pattern of milk productivity across Europe is similar to the productivity of grassland, suggesting that grassland productivity plays a major role in the distribution of milk productivity. The dataset described in this paper extends the present understanding of the spatial distribution and temporal changes in grassland productivity and land use in Europe. The dataset forms a suitable basis for evaluating large-scale (grassland) productivity models, for which observed data are scarce. However, the definition of grasslands and the collection of data across European countries need to be more consistent and standardised to improve the quality of European grassland productivity and land use data. The European Union's objective to stop land take by 2050 calls for a paradigmatic shift in urban development. While the reduction of land take may no longer be a matter for debate, the lack of clarity regarding the definition of the phenomenon and the way it should be monitored and tackled can nevertheless have counterproductive consequences. This paper highlights the importance of considering the degree of soil sealing in land take mitigation strategies, with the aim of ensuring that the EU objective is not achieved at the cost of the unsustainable intensification of land use within already artificial urban areas. The research relies on an analysis carried out of Europe's 100 largest cities, in which the rates of soil sealing within the artificial areas of the urban morphological zones were measured. Transit-oriented development (TOD), first coined and mainly applied in the US, has received increasing interest in Europe over the past two decades as a sort of reinterpretation of typical intrinsic European planning principles and values. In the Old continent, it especially focuses on transport and land use integration, extending the approach from the local to the regional framework. This regional shift implies an intergovernmental cooperative approach with vertical and horizontal institutional coordination that constitutes both a strategic value and one of the main barriers to the implementation of TOD. This paper focuses on the role of regional planning for TOD by analysing its benefits, tools and barriers, both theoretically and through two European case studies. The latter, which were conducted in the Netherlands and in Italy, were selected as they belong to two different “planning families”, in order to underscore how and to what extent they apply this multi-level governance approach and overcome institutional barriers to the implementation of TOD. The analysis reveals that, albeit the two planning styles lead to different results, the main issue remains the deep coordination of land use and transport, which is hard to achieve despite dedicated efforts. Agriculture is widespread across the EU and has caused considerable impacts on freshwater ecosystems. To revert the degradation caused to streams and rivers, research and restoration efforts have been developed to recover ecosystem functions and services, with the European Water Framework Directive (WFD) playing a significant role in strengthening the progress. Analysing recent peer-reviewed European literature (2009–2016), this review explores 1) the conflicts and difficulties faced when restoring agriculturally impacted streams, 2) the aspects relevant to effectively reconcile agricultural land uses and healthy riverine ecosystems and 3) the effects and potential shortcomings of the first WFD management cycle. Our analysis reveals significant progress in restoration efforts, but it also demonstrates an urgent need for a higher number and detail of restoration projects reported in the peer-reviewed literature. The first WFD cycle ended in 2015 without reaching the goal of good ecological status in many European water-bodies. Addressing limitations reported in recent papers, including difficulties in stakeholder integration and importance of small headwater streams, is crucial. Analysing recent developments on stakeholder engagement through structured participatory processes will likely reduce perception discrepancies and increase stakeholder interest during the next WFD planning cycle. Despite an overall dominance of nutrient-related research, studies are spreading across many important topics (e.g. stakeholder management, land use conflicts, climate change effects), which may play an important role in guiding future policy. Our recommendations are important for the second WFD cycle because they 1) help secure the development and dissemination of science-based restoration strategies and 2) provide guidance for future research needs. This paper reviews European land and bioenergy potential studies to 1) identify shortcomings related to how they account for agricultural intensification and its associated environmental effects, and sustainability constraints, and 2) provide suggestions on how these shortcomings can be improved in future assessments. The key shortcomings are: The environmental impacts of intensification are nearly always ignored in the reviewed studies, while these impacts should be accounted for if intensification is required to make land available for energy cropping. Future productivity developments of crops and livestock, and the associated land-use and environmental effects are currently limited to conventional intensification measures whereby the proportion between inputs and outputs is fixed. Sustainable intensification measures, which increase land productivity with similar or lower inputs, are ignored in the reviewed studies. Livestock productivity developments, livestock specific intensification measures and their environmental effects are poorly or not at all covered in the reviewed studies. Most studies neglect sustainability constraints other than GHG emissions in the selection of energy crops. This includes limitations to rainfed energy crop cultivation, a minimum number of crop species, the structural diversity within cropping areas and the integration of energy crops in existing or new crop rotations, while simultaneously considering the effects on subsequent crops. These shortcomings suggest that the identification of sustainable pathways for European bioenergy production requires a more integrative approach combining land demand for food, feed and energy crop production, including different intensification pathways, and the consequent direct and indirect environmental impacts. A better inclusion of management practices into such approach will improve the assessment of intensification, its environmental consequences and the sustainable bioenergy potential from agricultural feedstocks. Farmland abandonment in Europe is a major problem because of environmental, socioeconomic and landscape implications. In this paper, a general view of the extent of abandoned land, the stages of abandonment and the drivers that manage this process in Europe is presented. A scientific literature review shows an abandonment at the beginning of the 19th century, although the largest abandonment in terms of area took place in the mid-20th century. This abandonment had a far greater impact on mountain areas because of rural depopulation as well as biophysical constraints. Since the last decades of the 20th century, abandonment driven by the CAP in European Member States and by the end of the communist regime in Central and Eastern Europe has been taking place. This abandonment affects peripheral marginal areas due to biophysical or socioeconomic conditions. Semi-arid areas in Southern Europe have also seen an important extent of abandoned land over the last few decades. The literature draws on the ongoing abandonment from the following decades, and 3–4% of current farmland is considered to be affected. It is noted that, among the drivers, external factors (migration, socioeconomic model, public policies, etc.) act as enhancers that emphasize land abandonment. However, internal causes (agro-ecological and socioeconomic factors and also the features of agricultural holdings) control the dynamics and the extent of this phenomenon. The international literature about land abandonment in Europe is vast, and most of the specialized production is devoted to the effects of land abandonment, while few works determine the extent, stages and drivers of land abandonment. Stakeholder involvement in research processes is widely seen as essential to enhance the applicability of research. A common conclusion in the extensive body of literature on participatory and transdisciplinary research is the importance of the institutional context for understanding the dynamics and effectiveness of participatory projects. The role of institutional context has become increasingly important in view of large international research projects implementing shared participatory methodologies across countries (for example within Horizon 2020 and within CGIAR programmes), which each have different institutional contexts. Despite the generally accepted importance of the institutional context for understanding the unfolding of participatory and transdisciplinary research projects, surprisingly little research has actually looked into its role in greater detail. This paper aims to fill this gap in the literature by studying how a set of participatory principles and methods in a European project on integrated pest management (denoted as co-innovation in the project under study) was applied by researchers and advisers operating in a single international research project under the institutional conditions of four countries. The principal finding of this study is that, although constraints and enablers of participatory research at the personal level (e.g. researcher identity) were similar across the studied countries, research organisation- and community-based constraints and enablers differed, as well as those at the level of the overall innovation system. The institutions at different levels interact and create country-specific histories and path-dependencies, which lead to different degrees of propensity and preparedness, and hence different starting positions for participatory approaches. Consequently, when participatory research methods and approaches are applied in different contexts following a one-size-fits-all approach they may be less effective if not translated to institutional conditions at different levels. The study suggests that large international participatory research projects make provision in their design for careful selection of project team individuals, the composition of teams, and pay attention to the room for manoeuvre that the project, institute and national contexts provide for participatory research. To support the adjustment of participatory approaches to local institutional conditions, large international projects would benefit from fostering learning spaces that enable reflection on translation to local contexts and are capable of connecting to a wider network of decision makers and influencers that can facilitate institutional change in organisations and innovation systems. Accessibility concepts are increasingly acknowledged as fundamental to understand cities and urban regions. Accordingly, accessibility instruments have been recognised as valuable support tools for land-use and transport planning. However, despite the relatively large number of instruments available in the literature, they are not widely used in planning practice. This paper aims to explore why accessibility instruments are not widely used in planning practice. To this end we focus our research on perceived user-friendliness and usefulness of accessibility instruments. First, we surveyed a number of instrument developers, providing an overview on the characteristics of accessibility instruments available and on developers’ perceptions of their user-friendliness in planning practice. Second, we brought together developers and planning practitioners in a number of local workshops across Europe and Australia, where participants were asked to use insights provided by accessibility instruments for the development of planning strategies. We found that most practitioners are convinced of the usefulness of accessibility instruments in planning practice, as they generate new and relevant insights for planners. Findings suggest that not only user-friendliness problems, but mainly organizational barriers and lack of institutionalization of accessibility instruments, are the main causes of the implementation gap. Thus user-friendliness improvement may provide limited contributions to the successful implementation of accessibility concepts in planning practice. In fact, there seems to be more to gain from active and continued engagement of instrument developers with planning practitioners and from the institutionalization of accessibility planning. Forest biomass is one of the few non-fossil and non-weather-dependent energy sources available in the Nordic countries. The future role of forest-based bioenergy is, however, unclear as biomass is a limited resource and has many alternative applications. This study analyses how fossil emissions and land-use is affected by forest bioenergy in the North-European heat and power sector, using an energy system model with endogenous capacity investments. The novelty of this paper lies in the detailed description of the substitution factors for different bioenergy levels toward a fully decarbonised energy system. The main results show that forest biomass remains important for heat production in the Nordic countries towards 2050 in a cost-optimal scenario. According to our model results, less use of forest biomass for heating will increase the use of fossil fuel, wind power, and power-to-heat in 2030, while in 2050 also solar PV will be used as a substitute for forest biomass. Implying that less use of forest biomass will increase the land use from wind and solar PV installation and increase and prolong the fossil carbon emission in the Nordic countries. • 1 TWh biomass reduces the emission with 0.10 mill ton of CO 2 in 2030 in North Europe. • The land-use substitution factor in North Europe is 18–47 km2/TWh biomass in 2050. • Forest biomass remains important for heat production towards 2050. • Excluding forest biomass from the energy sector increases emissions and land use. • Less use of biomass implies more use of land for wind installations. Landscapes are linked to human well-being in a multitude of ways, some of which are challenged by global market forces and traditional management approaches. In response to this situation there has been a rise in local initiatives to sustain the values of landscape. The aim of this paper is to provide a systematic analysis of the spectrum of these initiatives in Europe in terms of patterns of organisation, participants, resources, problems, and landscape values addressed. This review collects examples of integrated landscape initiatives from all over Europe through systematic internet key word searches and canvassing of European umbrella organisations; followed by an online survey of representatives from the identified initiatives (n = 71). Our results show that the most relevant characteristics of integrated landscape initiatives in Europe are: a holistic approach to landscape management (acting in multifunctional landscapes and combining different objectives), the involvement and coordination of different sectors and stakeholders at many levels, and the role as agents of awareness raising and learning hubs. Integrated landscape initiatives mainly depend on impulses of local civil society. Identified barriers to their work include a lack of funding and institutional support. This paper assesses the impact of an EU-wide policy to expand grassland areas and promote carbon sequestration in soils. We use the economic Common Agricultural Policy Regionalized Impact (CAPRI) model, which represents EU agriculture using 2450 mathematical programming farm-type models in combination with the biogeochemistry CENTURY model, which provides carbon sequestration rates at a high resolution level. Both models are linked at the NUTS3 level using location information from the Farm Accounting Data Network. We simulated a flexible grassland premium such that farmers voluntary and cost efficiently increase grassland area by 5%. We find that the GHG mitigation potential and the costs depend on carbon sequestration rates, land markets and induced land use changes, and regional agricultural production structures. In Europe, the calculated net effect of converting 2.9 Mha into grassland is a reduction of 4.3 Mt CO2e (equivalents). The premium amounts to an average of EUR 238/ha, with a total cost of EUR 417 million for the whole EU. The net abatement costs are based on the premium payments, and account on average EUR 97/t CO2e. However, substantial carbon sequestration (28% of total sequestration) can be achieved at a rate of EUR 50/t CO2e. Carbon sequestration would be most effective in regions of France and Italy and in Spain, the Netherlands and Germany. Larger farms and farm-types specialized in ‘cereals and protein crops’, ‘mixed field cropping’ and ‘mixed crop-livestock’ farming systems have the highest mitigation potential at relatively low costs. In recent decades the intensification of agricultural production in many European countries has been one of the key components of land-use change. The impact of agricultural intensification varies according to national and local contexts and a greater understanding of the drivers of intensification will help to mitigate against its negative impacts and harness potential benefits. This paper analyses changes in land use intensity in six case studies in Europe. A total of 437 landowners were interviewed and their responses were analysed in relation to changes in land use intensity and agricultural production between 2001 and 2011. In the case studies in Western and Eastern Europe we observed stabilisation during the last decade, and no clear tendency of increase or decrease of land use intensity. The use of fertilizers and pesticides seems to have decreased in our cases in Western Europe, which is contrary to trends in Eastern Europe. Agricultural production remained stable in almost all cases, except for an increase in Austria and Romania which may indicate that the farming efficiency has increased. A statistical analysis showed a division between study areas in Romania and Austria (increasing land use intensity) versus those in the Netherlands, Denmark and Greece (decreasing). In the Mediterranean cases we observe a process where agriculture is becoming increasingly marginalised, at the same time as changes in function with regard to urbanisation and recreational land uses have taken place. Logistic regression highlighted the importance of farm size and farmer type in understanding changes in land use intensity. The dominant pattern of stabilisation which has occurred over the past 10 years may also partly be a result of effective EU and national environmental and agricultural policies, which are increasingly concerned with improving environmental conditions in rural areas. In the period 1980s–2010s, 95% of wildfires in Mediterranean Europe were due to human causes. In this highly populated region, socio-economic changes occurred in the last decades have influenced wildfire activity. Socio-economic drivers are difficult to model at regional/global scales due to lack of spatial and temporal homogeneous data sources. In this paper, human caused-wildfires have been modeled using Land Use-Land Cover (LULC) interfaces based on the theoretical relationships found in previous works between human activities associated to this areas and fire occurrence. Generalized Additive Models were used to analyze human-caused fire occurrence in the European Mediterranean (EUMed) basin (Portugal, Spain, South-France and Italy) in two different time periods 1990s and 2000s. The estimated effects of the LULC interfaces on fire occurrence were significant in all periods in the whole study area and at country level, except in Portugal. Concerning trends, no significant changes were observed between periods in EUMed and in the individual countries. Comprehensive maps that characterize the variation in agricultural landscapes across Europe are lacking. In this paper we present a new Europe-wide, spatially-explicit typology and inventory of the diversity in composition, spatial structure and management intensity of European agricultural landscapes. Agricultural landscape types were characterized at a 1 km 2 resolution based on Europe-wide datasets that represent land cover, landscape structure and land management intensity. Two alternative approaches for typology development were used: an expert-based top-down approach, and a bottom-up approach based on automated clustering using Self Organizing Maps (SOMs). Comparison with available national and European landscape typologies showed that our typology deviates from existing biophysical and anthropocentric typologies relevant to agricultural landscapes as result of the inclusion of land management aspects. Concordance occurred between specific European typology classes, while the comparison with national landscape typologies showed a correspondence in agricultural landscape patterns. Our agricultural landscape typology can provide a basis for landscape assessment at a European-scale to help to identify agricultural landscape types prone to change and landscapes that may require policy response. Agricultural land use in Europe has changed considerably in the last decades. However, our understanding of agricultural land use changes, especially changes in land use intensity, is limited because the evidence is fragmented. This paper presents a systematic review of case study evidence on manifestations and underlying drivers for agricultural land use change in Europe. We analyzed 137 studies that together report on 76 cases of intensification and 143 cases of disintensification. Observed changes were manifested as expansion or contraction of agricultural land as well as in changes of land management intensity, landscape elements, agricultural land use activity, and specialization/diversification. Economic, technological, institutional and location factors were frequently identified as underlying drivers, while demographic drivers and sociocultural drivers were mentioned less often. In addition, we found that farmers were very important as moderators between underlying drivers and manifestations of agricultural land use change. Farmer decisions differed between different farmer types, and according to their characteristics and attitudes. We found major land use change trajectories in relation to globalization of agricultural markets, the transition from a rural to an urban society, and the shift to post-socialism in central and eastern Europe. According to some European Institutions (European Environment Agency, Commission of the European Communities), Environmental Impact Assessment (EIA) could be a better tool to assist natural resource protection in the context of land use planning than when used only for assessing specific projects. Environmental assessment of planning instruments allows the comparison of different alternatives and to scope the analysis and evaluation of relevant impacts when developing projects in the alternatives selected. This paper develops a minimum indicator set useful to evaluate natural resources quality at municipality level as a basis for assessing environmental impacts derived from land use planning instruments and from specific projects in the Valencian region, a representative area of the European Mediterranean Region. Using Principal Component Analysis (PCA), a minimum set of 12 indicators which referred to relevant natural resources (air, water, soil and biodiversity) was defined and used to assess the resources quality of different municipalities of the Valencian region, following a value-function based approach. The results obtained were very similar to those obtained in another study done in the same area that applied a broader set of indicators. These results and the potential reduction in costs estimated show the usefulness of the minimum set of indicators defined in this work for evaluating resources quality. As a demonstration exercise, the indicator set was applied to three municipalities representative of the different land use conflicts and environmental problems of the Valencian region, in order to assess the environmental impacts on natural resources that could be produced from the implementation of a hypothetic urban-industrial expansion plan, a usual land use pattern that has occurred in the European Mediterranean Region in the lasts decades. The results obtained show that coastal municipalities are better alternatives to implement an urban-industrial expansion than inland and intermediate municipalities in terms of environmental impacts although the loss of high productivity soils must be avoided. Given that the environmental issues considered are representative of the European Mediterranean Region, it follows that the approach developed in this work can be useful to predict environmental impacts on natural resources from planning instruments in the whole region. Abstract: This paper presents a complete multicriteria assessment process in GIS environments for the identification of sites suitable for building biomass plants. To achieve this aim, the principal criteria were defined (factors and constraints), evaluated and weighted in the context of Saaty''s analytic hierarchies and divided into three groups: environmental, economic and social. The best alternatives were obtained after applying the two decision rules: weighted linear summation (WLS) and ideal point method (IPM). The final stage of the decision problem consisted of a sensitivity analysis of the set of factors and their associated weights using two global methods based on variance, the Soboĺ and the extended-FAST methods. The model was applied in an area of the European Mediterranean Region (Valencia, Spain) where agriculture and forest are representative land uses. The MCA-GIS analysis concluded that the most suitable areas for siting the biomass plant are located near residential zones, by allocating for this purpose only 23% of total area. The sensitivity analysis provided insight into the most influent factors on the model for aiding energy planning decisions, such as physiography, crop types, vegetation, potential demand and transport cost. Abstract: The ESCAPE study (European Study of Cohorts for Air Pollution Effects) investigates relationships between long-term exposure to outdoor air pollution and health using cohort studies across Europe. This paper analyses the spatial variation of PM2.5, PM2.5 absorbance, PM10 and PMcoarse concentrations between and within 20 study areas across Europe. We measured NO2, NO x , PM2.5, PM2.5 absorbance and PM10 between October 2008 and April 2011 using standardized methods. PMcoarse was determined as the difference between PM10 and PM2.5. In each of the twenty study areas, we selected twenty PM monitoring sites to represent the variability in important air quality predictors, including population density, traffic intensity and altitude. Each site was monitored over three 14-day periods spread over a year, using Harvard impactors. Results for each site were averaged after correcting for temporal variation using data obtained from a reference site, which was operated year-round. Substantial concentration differences were observed between and within study areas. Concentrations for all components were higher in Southern Europe than in Western and Northern Europe, but the pattern differed per component with the highest average PM2.5 concentrations found in Turin and the highest PMcoarse in Heraklion. Street/urban background concentration ratios for PMcoarse (mean ratio 1.42) were as large as for PM2.5 absorbance (mean ratio 1.38) and higher than those for PM2.5 (1.14) and PM10 (1.23), documenting the importance of non-tailpipe emissions. Correlations between components varied between areas, but were generally high between NO2 and PM2.5 absorbance (average R 2 = 0.80). Correlations between PM2.5 and PMcoarse were lower (average R 2 = 0.39). Despite high correlations, concentration ratios between components varied, e.g. the NO2/PM2.5 ratio varied between 0.67 and 3.06. In conclusion, substantial variability was found in spatial patterns of PM2.5, PM2.5 absorbance, PM10 and PMcoarse. The highly standardized measurement of particle concentrations across Europe will contribute to a consistent assessment of health effects across Europe. [Copyright &y& Elsevier]

Abstract: Contemporary European agriculture has a number of additional aims beside of food production, such as safeguarding environmental services and conservation values. Substantial efforts at official levels are aimed towards sustainable development but also towards maintaining values of what may be termed vanishing landscapes. Selected areas and landscape features are set aside for protection or restoration. Individual efforts of this type have a long history in Sweden, and the issue has recently received increased attention, primarily due to more ambitious government goals concerning biodiversity conservation and Sweden’s ratification of the European Landscape Convention. This has resulted in an increased scientific and official interest in vanishing values in the rural landscape, where parts of Eastern Europe, such as the Maramures district in Romania, have been used as model examples of land use regimes which in the past was common in Sweden. In this context, the dilemma of romanticizing peasants’ use of land is highlighted and discussed more than has hitherto been done. This paper sheds light on some paradoxes inherent in official policies in relation to land use practices concerning the management of rural landscapes in Sweden, and relates the Swedish situation to a contrasting example of landscape practice in Romania. We discuss the concept of landscape care in relation to the construction and perception of landscape values and valuable landscapes through the lenses of rural realities and official policies. When Swedish authorities engage in the promotion of landscape care, they tend to work with slices of land, specific predefined values and individual farmers, and they often disregard the need to treat the landscape as a socio-ecological complex dynamic in space and time. We discuss how environmental policy generally could be improved through the adoption of a more inclusive and flexible approach towards aiding the different aims inherent in multifunctional rural landscapes. Abstract: Even if a landscape is characterized by the occurrence of no particular natural or cultural attractions, it is of undeniable cultural and historical value since it documents a long-term relationship between humans and the place where they have spent their lives. One way to identify and quantify the values of normal, unexceptional types of landscapes is by using the concept of the physical storage structure of landscapes. The elements of physical storage structures, natural landscapes and cultural elements of landscape, and the location and method of cover remain relatively constant over time. The proposed principle for determining the landscape memory structure can be a suitable procedure for identifying and quantifying the values of so-called “ordinary” cultural landscapes according to the European Landscape Convention. However, it should be stressed that the use and meaning of the term “landscape memory” is strictly purposeful and rather metaphorical what does this mean – purposeful and metaphorical is a combination that needs to be explained in this paper. The study was conducted in the Stíčany cadastral territory (159ha), located in an intensively cultivated cultural landscape in the Pardubice Region. The definition was made on the basis of an interpretation of the Stable Cadastre maps and aerial photographs as surface, line and point elements of the landscape structure, with minimal variability of the characteristics over the period from 1839 until 2002. The largest proportion of the landscape memory consists of arable land (76.1% of the arable land in 1839 was still arable land in 2002), which confirms the priority of arable landscapes as long-term agricultural activities. A large proportion of the landscape memory is formed by built-up areas and communications (43.3%). The least stable areas are permanent grasslands (only 9.7% of the grassland survived the period from 1839 to 2002), which means that there have been big changes within this category. Only 16.1% of the areas of permanent landscape structures retained the same covers throughout the period. The cover in more than one half of the area (59.8%) remained the same in the period from 1839 until 2002. The character of the cover of 39.4% of all surface features of the landscape changed in this period. Almost two-fifths of the land area “lost its memory” over a period of more than 160 years. Abstract: Global Monitoring for Environment and Security (GMES) is the European programme to establish a European capacity for Earth Observation. GMES is designed to provide European policy makers and public authorities with accurate and timely information to better manage the environment, understand and mitigate the effects of climate change and ensure civil security. Sentinel-3 is an Earth observation satellite mission specifically designed for GMES to ensure the long-term collection and operational delivery of high-quality measurements to GMES ocean, land, and atmospheric services, while contributing to the GMES, emergency and security services. Key Sentinel-3 measurement requirements, corresponding to identified GMES user needs, have been derived as follows: [•] Sea surface topography (SSH), significant wave height (Hs) and surface wind speed derived over the global ocean to an equivalent accuracy and precision as that presently achieved by ENVISAT Radar Altimeter-2 (RA-2) but with enhanced surface topography measurements in the coastal zone, sea ice regions and over inland rivers, their tributaries and lakes. [•] Sea surface temperature (SST) determined for oceanic and coastal waters globally to an equivalent accuracy and precision as that presently achieved by the ENVISAT Advanced Along Track Scanning Radiometer (AATSR) over the ocean (i.e. <0.3K), at a spatial resolution of 1km. [•] A highly sensitive Ocean and Land Colour Imager (OLCI) delivering multi-channel wide-swath optical measurements for ocean and land surfaces. [•] A dual-view Sea and Land Surface Temperature Radiometer (SLSTR) delivering accurate surface ocean, land, and ice temperature. [•] A collaborative ground segment providing management of the mission, management, development, production and access to core data products in an operational near real time delivery context. The mission foresees a series of satellites, each having 7-year lifetime, over a 20-year period starting with the launch of Sentinel-3A in late 2013 and of Sentinel-3B in late 2014. During full operations two identical satellites will be maintained in the same orbit with a phase delay of 180°. This paper provides an overview of the GMES Sentinel-3 mission including the mission background and user requirements, a technical description of the space segment, a brief overview of the ground segment concept, and a summary description of Sentinel-3 data products and their anticipated performance. Abstract: Peri-urban areas around urban agglomerations in Europe and elsewhere have been subject to agricultural and land use research for the past three decades. The manner in which farming responds to urban pressures, socio-economic changes and development opportunities has been the main focus of examination, with urban demand for rural goods and services representing a driving factor to adapt farming activities in a multifunctional way. Working within the peri-urban framework, this review pays particular attention to the relevance of multifunctional agriculture. Academic discourses and empirical insights related to farm structure and practices beyond conventional agriculture are analysed. Diversification, recreational and environmental farming, landscape management and specialisation, as well as direct marketing are all taken into consideration and discussed within the context of landscape functions. The provision of rural goods and services is contrasted with societal demands on peri-urban agriculture. This review finds that multifunctional agriculture has been commonly recognised in peri-urban areas – a phenomenon that includes a large variety of activities and diversification approaches within the context of environmental, social and economic functions of agriculture. In response to the post-productive, consumption-oriented requirements of the urban society, peri-urban farmers have intensified their uptake of multifunctional activities. Nevertheless, not all multifunctional opportunities are being fully developed when one considers the large and growing urban demand for goods and services provided by agriculture carried out near the city. Abstract: The spatial configuration of agricultural systems is continuously changing in response to changes in demand for agricultural goods, changes in the level of competition between different land use activities, and progress in agricultural technology. This may lead to a change in the location of agricultural systems and consequently to a change in their average environmental characteristics. This paper explores the change in environmental characteristics of cropland (horticulture and field crops) over the years 1950, 1990 and 2000, for Western and Eastern Europe, using basic descriptive statistics. Underlying mechanisms are explored with logistic (interaction) regression analysis. We find that in both Eastern and Western Europe, crop cultivation shifted away from cities. In Western Europe cropland became situated on shallower soils, steeper slopes, and drier and less accessible areas. Probable reasons are that technical progress reduced the importance of traditional constraints such as drought, poor soils, and distance from markets, so that crop farmers were allowed to move to warm and sunny areas where potential productivity is highest. In addition, cropland probably lost some of its competitive power to grassland and nature. In Eastern Europe cropland concentrated on deeper soils and flatter terrain from 1990 onward. Here, the abandonment of the central planning system and a more flexible land market must have allowed a shift of cropland towards more suitable locations. [Copyright &y& Elsevier]

Abstract: For stimulating sustainable development in developing countries, land use patterns and land use changes are considered critical, and therefore effective and efficient land use policies are needed. In this paper we present a methodological framework that has been developed in a joint European and developing countries project (LUPIS – Land Use Policies and Sustainable Development in Developing Countries), to assess the impact of land use policies on sustainable development in developing countries. An illustrative application is presented for a case study in China, where water pollution due to agriculture in Taihu Basin is a major problem. We argue that an integrated assessment is required, considering multiple drivers and indicators that determine the objectives and constraints of the stakeholders involved. Therefore, the sustainability impact assessment (SIA) is based on the concept of Land Use Functions (LUFs), and impacts on these LUFs are discussed with stakeholders based on a multi-criteria analysis. LUFs comprise economic, environmental and social indicators relevant for stakeholders at multiple scales. Instead of focusing only on the indicators that determine the problem (e.g., nutrient leaching in the Chinese case study), we take a broader perspective (considering also social, economic and institutional objectives and constraints), such that feasible policy options can be recommended. Stakeholders have a large role in discussing the selection of indicators and policies (pre-modelling), evaluating the impacts on indicators (modelling), and the weighing of indicators and LUFs (post-modelling). For the assessment of impacts on indicators (modelling), quantitative and qualitative approaches are combined. We present and discuss an impact assessment of policy options in Taihu Basin, for the current situation and towards 2015. Abstract: This paper describes a methodology to explore the (future) spatial distribution of biofuel crops in Europe. Two main types of biofuel crops are distinguished: biofuel crops used for the production of biodiesel or bioethanol, and second-generation biofuel crops. A multi-scale, multi-model approach is used in which biofuel crops are allocated over the period 2000–2030. The area of biofuel crops at the national level is determined by a macro-economic model. A spatially explicit land use model is used to allocate the biofuel crops within the countries. Four scenarios have been prepared based on storylines influencing the extent and spatial distribution of biofuel crop cultivation. The allocation algorithm consists of two steps. In the first step, processing plants are allocated based on location factors that are dependent on the type of biofuel crop processed and scenario conditions. In the second step, biofuel crops are allocated accounting for the transportation costs to the processing plants. Both types of biofuel crops are allocated separately based on different location factors. Despite differences between the scenarios, mostly the same areas are showing growth in biofuel crop cultivation in all scenarios. These areas stand out because they have a combination of well-developed infrastructural and industrial facilities and large areas of suitable arable land. Abstract: Economics is about problems of choice. In erosion control, both public authorities and private land users are faced with such problems. What is the impact of erosion, both on-site and off-site, and to what extent can this impact be quantified? If we conceptualize this impact in terms of sustainability, how can we compare one type of effect against another? The former question can be answered only by natural scientists, the latter by economists and other social scientists. Weighing different aspects of sustainability requires value judgments, and economists are sometimes accused of having a jaundiced view of reality, wrongly supposing that decisions are based on rationality and denying the importance of emotion. However, let us assume that there is some mileage to be gained out of attempting to estimate the cost of erosion in an economic sense—which consists of converting the various effects into a common denominator: euros. If we can predict the impact of erosion control measures on erosion rates, we can know the benefit of these measures. The cost also needs to be calculated, not in terms of money but in terms of resources expended (which could have been used for other purposes) and in terms of possible negative impacts of erosion control (for instance, increased use of herbicides in reduced-tillage systems). There are important other considerations which economists may study. Firstly, there is the comparison of present versus future costs and benefits: how much can we sacrifice today for higher sustainability tomorrow? Secondly, there is the issue of private versus public costs and benefits: how do the goals of private land users differ from (those of?) the public good, how can this help us to predict land users’ behaviour, and what incentives would be appropriate to make them behave in such a way as to maximize the public good? Thirdly, how do we deal with uncertainty and risk? These problems loomed large in a study to support an extended impact assessment for the EU Soil Thematic Strategy, in 2005. Whereas much research has been done on erosion and its impact, much of this is on a small scale. The extent of the problem on a national, let alone a continental or a global scale, is still poorly known. This paper is an attempt to apply the Driving forces–Pressures–State–Impact–Responses (DPSIR) framework to identify the issues of pollinator loss. The linkages between the significant pressures on insect pollinators, their underlying socio-economic driving forces and responses, with the focus on Europe, are addressed in the study. A review of literature revealed the shortage of empirical studies that prove direct links between policy responses and specific pressures on the pollinators. Based on written evidence and expert judgement, land use practices and the use of agrochemicals were regarded as the most significant pressures on different functional groups of pollinators. As demonstrated in the study, agricultural and rural development policy has been the key driving force of these pressures. The application of the DPSIR framework proved to be useful in identifying the pathway of human pressures on pollinators. The study also concludes that there is further need for specific empirical research on the effects and effectiveness of the Common Agricultural Policy (CAP) measures (agri-environment measures in particular) to support farming practices that facilitate the protection of the environment and the prevention of pollinator loss. Summary: This paper critiques state-led strategies for land consolidation in Central and Eastern Europe. The critique builds on empirical research about the dynamics of land fragmentation and its presumable effects on cropland abandonment in Albania. Research results indicate that cropland abandonment was driven by a massive turn to non-farm opportunities, especially migration. Land fragmentation was not a rigid constraint on production but resulted from producers’ strategic risk spreading. The negotiated nature of land tenure questions the emphasis on state initiatives and administrative procedures in post-socialist land consolidation. Agricultural land abandonment and its impacts on landscape features have been a striking characteristic of many European rural areas over the last decades. Although previous research identified drivers and environmental impacts of abandonment, few described the post-agricultural abandonment trajectories. However, examining the driving forces leading to different post-agricultural abandonment trajectories is key to understand how alternative uses of these lands can be developed to address the environmental, economic, and social challenges faced in these areas. This paper reviews the literature of the different trajectories observed after agricultural abandonment and the related drivers and processes. Based on the literature evidence, we proposed a novel categorisation of different abandonment trajectories, with their drivers and landscape outcomes. In most reported cases, lands transitioned towards semi-natural landscapes and few returned to different agricultural uses after abandonment. The most common driving force of the landscape trajectory was the absence of land management where secondary succession processes led to semi-natural landscapes. Quality and state of these landscapes were variable. Alternative trajectories were essentially driven by institutional and socio-economic drivers within biophysical constraints and opportunities for (re-)afforestation, re-farming, and multifunctional uses of the land after abandonment. While abandoned lands can bring opportunities to respond to biodiversity and other environmental policy goals, the evidence across case studies suggests that adequate resources with institutional and socio-economic incentives are required to stimulate favourable development, mitigate, potential trade-offs, and support land management. • Systematic review identified 135 cases of post-abandonment trajectories in Europe. • Spontaneous vegetation succession is a dominant post-abandonment trajectory. • Institutional and socio-economic drivers are key to support alternative uses. • Abandoned farmlands can contribute to biodiversity and environmental policy goals. • Considerations of local characteristics are key to mitigate potential trade-offs. Abstract: The impact of globalization on trade, production and land use is key to the Doha development round. This paper deals with the complex interaction between agricultural trade, production, land-use change and environmental consequences on the basis of four different scenarios. In these scenarios, major uncertainties from trade liberalization to maintained regional trade blocks are considered. Although economic growth is apparent in liberalizing scenarios, we also found that environmental threats of climate and nutrients to the sustainability of the global agricultural practices pose new challenges to future food production. Since most of the environmental threats will be experienced in tropical regions where most of the increase in population and food and feed demand is expected, an indirect pressure on the European agricultural market is likely. For the coming decades European agriculture is expected to decrease slightly, especially in liberalizing worlds. New demand for land for biofuels, carbon plantations and the global food market, will prevent the European agricultural sector from being eliminated. Moreover, current EU policies already result in less vulnerable farmers to additional liberalizing policies. Therefore, we conclude the global context is important for future European land use, especially in futures where environmental policies are ignored. Therefore, we conclude that environmental and trade agreements must be sufficiently integrated or coordinated, to assure they work together to improve the environment and attain the benefits of free trade. Abstract: The structure of agricultural production and spatial patterns of agricultural land use in Europe are expected to face major changes over the next decades due to changes in global trade, technology, demography and policies. This paper presents a set of 25 scenarios comprising information on quantitative land use changes in Europe. The scenarios have been selected from studies with different foci, operating on both different spatial scales and different time horizons. Given the diversity of quantitative scenarios this review illustrates the scenario design and its quantification, and evaluates the results of land use/cover changes on a European level. Major gaps of current scenario exercises and suggestions for improvement are topics of the discussion section (Section ). The focus of this review is on the comparison of selected driving forces and on agricultural land use/cover change in “Western Europe” (i.e. EU-15 plus Switzerland and Norway for some studies). Results show large differences in future land use/cover changes ranging from moderate decreases (15%) to large increases (30%) depending on the assumptions about global trade, increase in agricultural productivity and biofuel production. Domestic demand is a minor factor of land use/cover change since population is only changing slightly, and the consumption level is stable and decoupled from economic growth. Scenarios show that the rate and direction of land cover change differ over time. Considerable shifts towards grassland abandonment in many scenarios reflect the changes in agricultural management. Increasing biofuel production as a result of both increasing energy demand and pro-active climate policies takes up considerable areas in many scenarios and prevents substantial abandonment of agricultural land. Although comparable quantitative results concerning European agricultural land use/cover change are only available on a very aggregated level, the results are important to be dealt with when discussing future challenges of rural areas. Abstract: This paper presents a range of future, spatially explicit, land use change scenarios for the EU15, Norway and Switzerland based on an interpretation of the global storylines of the Intergovernmental Panel on Climate Change (IPCC) that are presented in the special report on emissions scenarios (SRES). The methodology is based on a qualitative interpretation of the SRES storylines for the European region, an estimation of the aggregate totals of land use change using various land use change models and the allocation of these aggregate quantities in space using spatially explicit rules. The spatial patterns are further downscaled from a resolution of 10min to 250m using statistical downscaling procedures. The scenarios include the major land use/land cover classes urban, cropland, grassland and forest land as well as introducing new land use classes such as bioenergy crops. The scenario changes are most striking for the agricultural land uses, with large area declines resulting from assumptions about future crop yield development with respect to changes in the demand for agricultural commodities. Abandoned agricultural land is a consequence of these assumptions. Increases in urban areas (arising from population and economic change) are similar for each scenario, but the spatial patterns are very different. This reflects alternative assumptions about urban development processes. Forest land areas increase in all scenarios, although such changes will occur slowly and largely reflect assumed policy objectives. The scenarios also consider changes in protected areas (for conservation or recreation goals) and how these might provide a break on future land use change. The approach to estimate new protected areas is based in part on the use of models of species distribution and richness. All scenarios assume some increases in the area of bioenergy crops with some scenarios assuming a major development of this new land use. Several technical and conceptual difficulties in developing future land use change scenarios are discussed. These include the problems of the subjective nature of qualitative interpretations, the land use change models used in scenario development, the problem of validating future change scenarios, the quality of the observed baseline, and statistical downscaling techniques. Abstract: This article introduces the contributions of this special issue on modelling of urban road pricing and its implementation. The issue focuses on the design of urban road pricing schemes, and their spatial and temporal impacts, using quantitative transport (and land use) models. The policy implications of road pricing, including welfare and equity aspects, are studied for Paris, Brussels and Oslo using state of the art planning models. The issue is completed with a study of public acceptability and the upcoming road-pricing trial in Stockholm, and a review paper on the history of thought and future prospects of road pricing. Abstract: The implementation of the European Water Framework Directive (WFD) will address land use issues in river catchments in order to reduce diffuse pollution and work towards the aim of achieving good ecological status, or good ecological potential in surface water bodies. The WFD also requires the active involvement of all interested parties in developing the best approach to achieve its objectives. The paper demonstrates how scenario analysis can be applied to investigate the impacts of land use changes and how stakeholder interviews can be used to evaluate the results of the scenarios. The study was carried out in the Havel Basin in the northeast of Germany. ‘Landscape-ecological spatial units’ were derived from similar characteristics of soil and groundwater conditions, ground relief and inundation to enable spatial allocation of potential land use and link different scales when describing possible changes in land use. As a first step, in three sub-catchments of the Havel River (distinguished by different physical characteristics) detailed surveys were carried out to investigate the various interests of the stakeholders. The interviews were used to identify the key problems of each area with respect to water quality and quantity and facilitated stakeholder engagement with the catchment planning issues in the Havel River Basin. The information from the stakeholder interviews was used to determine the initial conditions for the land use scenarios which were developed to demonstrate possible changes to land use for achieving better water quality. The land use scenarios also were required as an input into the hydrological modelling of their effects on water quality and to calculate their socio-economic effects. In a second survey, the results of the scenarios and the hydrological modelling were presented to the stakeholders. The consultation process identified the priorities of the stakeholders which could then be taken into account when developing management options. [Copyright &y& Elsevier]

Agriculture is the most important land use in Europe in geographic terms and because of this it plays a central role in the quality of the wider environment. Whilst the spatial patterns of agricultural land use have changed considerably in recent times, further changes are likely as a result of the influences of policy reform, socio-economics and climate change. Understanding, therefore, how agricultural land use might respond to global environmental change drivers is a research question of considerable importance. The first step, however, in projecting potential future changes in agricultural land use is to be able to understand and represent in models both the socio-economic and physical processes that control current land use distributions.Thus, this paper presents an approach to modelling the spatial distribution of agricultural land use at the regional scale. The approach is based on the simulation of farm-scale decision making processes (based on optimisation) and the response of crops to their physical environment. Regional scale applications of the model are undertaken through the use of spatially-variable, geographic data sets (soils, climate and topography) combined with economic data. Examples of the application of the model are given for two regions of England: the north-west and east Anglia. These regions were selected to give examples of contrasting land use systems within the context of northern European agriculture. The model results are compared statistically with observed distributions of agricultural land use for the same regions in a quasi-validation exercise. The comparison suggests that the model is very good at representing land use that is aggregated at the regional level, and at representing general spatial trends in land use patterns. Some differences were observed, however, in land use densities between the modelled and observed data.The results suggest that the basic hypothesis of the model: that farmers are risk averse, profit maximisers, is a reasonable assumption for the regions studied. However, further study of decision making processes would be likely to improve our ability to model agricultural land use distributions. This includes, for example, the role of farmer attitudes to risk, differing views on future prices and profitability, and the effect of time lags in the decision process. [Copyright &y& Elsevier]

There is a well-established need to monitor land use and ecological change so that appropriate policies for the maintenance and enhancement of biodiversity can be developed. By building such exercises around sound scientific principles the reliability of the results can be quantified and policy makers can have confidence that they are genuinely independent. This paper describes two case studies of the development of such systems, the Small Biotope project of Denmark and the Countryside Survey project of Great Britain. These systems illustrate the problems involved in studies at the landscape level and the way satisfactory results can be achieved. Monitoring is considered to be effectively repeated surveillance and needs especially strict protocols to separate real change from the artefacts of sampling. The lessons to be learnt from these studies are summarised as a number of guidelines. [Copyright &y& Elsevier]
