Malaysia's framework for energy development was established in the early 1970s. Henceforth, many successive policies were introduced as potential resources for electricity generation and utilization. Currently, as a signatory to the United Nations Framework Convention on Climate Change, Malaysia is sparing a number of effort to comply with the policy to meet the challenges of mitigating over-dependence on fossil fuels, reducing carbon levels, and achieving sustainable national development. This paper reviews the baseline studies on electrical energy policies and the measurement indicators used in Malaysia's electric power system. This research involves a comprehensive survey of electrical energy policies in Malaysia that focus on issues pertaining to energy supply, utilization, its environmental impact and considerations, renewable energy (RE) policies, production and consumption, energy efficiency, and feed-in tariffs. Fourteen energy indicators for sustainable development in Malaysia were investigated through the identification of energy policies in significant areas, such as reliability, safety, adequacy and cost-effectiveness of energy supply; increasing energy efficiency; minimizing environmental impact; and enhancing quality of life in terms of social well-being. The policies and the indicators are classified into different sustainable dimensions and summarized in tables along with the corresponding key references. In this study, future energy planning and options, especially in nuclear and RE programs, as well as the conflict between them, are illustrated through the overall performance relative to targets and benchmarks for past and future projections up to the year 2030. This review seeks to examine the past, present, and future policies and indicators to provide a sufficient overview of Malaysian energy policies for optimizing sustainable development. The goal is for this review to lead to increased efforts to accommodate the increasing demand for the management and utilization of RE, promote energy efficiency, and improve performance in achieving sustainable national development. Sustainable energy supply is essential for actualizing Malaysia׳s vision to become a high-income country. The current power production and demand trends show that Malaysia has a reserve margin that will only last for the next few years. This calls for further investment, research and development in the country׳s power sector in order to meet the ever increasing energy demand. The government׳s diversification policy and power sector expansion plan emphasizes on the incorporation of renewable energy sources (RESs) and other less CO 2 emitting sources like nuclear into the national energy mix. However, the environmental ramifications of this policy should be part of any future expansion plan of national grid. This paper presents a panoramic overview of the Malaysian energy sector, the energy policy revolution and the power sector expansion strategy towards secure sustainability. We want to bring into focus the benefits and challenges of Malaysia׳s power sector expansion plan with the aim of stimulating further discussion and research on the environmental ramifications of the plan. Abstract: This paper describes the synthesis of a rubber seed supply network to support the green energy demand in Malaysia. An optimised rubber seed supply network design, which maximises biomass utilisation, secures local biomass supply as well as reduces material loss and emissions resulted from inefficient logistic activities has been carried out. The utilisation of rubber seed oil (RSO) for biofuel production in Malaysia and its contribution to the national biomass renewable energy portion is forecasted. The supply network of the biomass is synthesised through mixed integer linear programming. Both centralised and de-centralised rubber seed processing facilities are studied. The network model shows that the selection of rubber seed processing plant is highly dependant on the volume of feedstock. A simplified real case study is presented to demonstrate the optimisation model. In addition, biodiesel price is largely dependent on the feedstock market. Thus, comparison of crude palm oil (CPO) and RSO production processes have been made in term of (i) energy and utility consumptions, (ii) feedstock price and (iii) environmental impact. Sensitivity analysis of rubber seed oil price for obtaining optimal blending ratio of rubber seed oil and crude palm oil has been performed in order to determine the market uncertainty of the biodiesel price. The potential of substituting rubber seed oil for crude palm oil as an alternative blending feedstock for biodiesel production has been validated. [Copyright &y& Elsevier]

Abstract: Today, energy crisis turn out to be a serious threat towards sustainability for developing countries since their energy demand is growing more rapidly than developed countries. On the other hand, fossil fuels cannot sustain anymore in the near future because of environmental impacts and depletion of the reserves. Malaysia is experiencing drastic growth in population and economy and requires exploring alternative energy sources to support its population and commercial energy demand. Biomass as the fourth largest energy resource in the world is abundant in the country. Malaysia is blessed with tropical and humid climate all year round which is a magnificent opportunity for fully exploiting agriculture and tropical forests potential. Since late 1990, the concept of waste-to-wealth had been promoted and became popular widely. This concept is based on unwanted wastes which are converted into valuable energy while reducing waste generated and increase the economy-efficiency mainly used for cooking, space heating and power generation. Currently, concerted efforts and various biomass energy programs are supporting by the government for development, demonstration and commercialization. Abstract: This paper aims to present a review on Malaysia''s national energy developments by looking at various angles in terms of renewable energy and energy efficiency. Energy demand and consumption by sectors are presented as well as the fuel mix in electricity generation. Key energy policies implemented from the incorporation of Malaysia''s national oil company, Petronas in 1974 until the National Green Technology Policy 2009 and a future policy will be addressed. The roles of key players as well as important agencies in energy development are briefly presented. Key programmes in energy development such as Malaysian Industrial Energy Efficiency Improvement Project, Small Renewable Energy Power Programme and Building Energy Efficiency Programme are discussed as well as successful initiatives from the programmes. Malaysia''s international involvements towards reduction of greenhouse gas emissions and carbon emissions especially Montreal Protocol and Kyoto Protocol are highlighted. As a conclusion, Malaysia is aware of its role in formulating its national energy development policies, sensitive towards the country''s development towards the environment and utilization of energy resources as well as conscientious and responsive towards the call for sustainable development in promoting renewable energy and energy efficiency. The recent policy of the Malaysian government to promote use of renewable, especially photovoltaic, energy has warranted a feasibility study on supplementing diesel generation in off-grid sites by solar (photovoltaic) electricity to be done in the Malaysian context. This paper addresses the technical viability and economy of using a photovoltaic (PV) system to supplement an existing diesel generator-based supply in a typical secondary school located at an interior, off-grid and rural site of Sarawak state in East Malaysia. The findings of the present study, would therefore, help the Government with a realistic picture of the techno-economic aspects in implementing its vision regarding renewable energy. Presently, a 150 kW diesel generator supplies electricity to the considered school. The study required simulation of the load sharing pattern of the PV–diesel hybrid system taking into account varied weather and insolation conditions of the chosen site. Also, the purchase price as well as the size of the supplementing PV system that would give the lowest life cycle cost have been determined. The PV system was considered in both forms, i.e. with and without battery back-up. It has been found that if the market price for purchasing a PV system would drop to RM 11.02/WP (Ringgit Malaysia; US$1.00=RM 3.80) i.e. US$2.90/WP, a 35 kWP PV system without battery back-up in conjunction with the diesel generator would be able to supply the selected school’s demand at a marginally lower energy cost than the existing diesel-only system. With continuous research and developments, PV price would keep falling in the near future so that a PV–diesel hybrid system with a higher sized PV is expected to be economically more viable.
