Renewable energy technologies are promising, yet, very little is known about its role as a limiting factor in fossil fuel-attributable environmental degradation — especially in high-income countries. This study investigated the dynamic effect of renewable energy consumption, economic growth, biocapacity and trade policy on environmental degradation in the United States from 1985Q1 to 2014Q4. To achieve this objective, the study applied an autoregressive distributed lag (ARDL) model to obtain the long-run and short-run dynamic coefficients. Toda-Yamamoto causality test was used to examine the direction of causality while Cholesky decomposition test was for innovative accounting to validate the estimated models. The empirical results divulged that a decline in environmental degradation can be attributed to an increase in renewable energy consumption through its negative effects on ecological footprint. Economic growth and biocapacity were found to exert upward pressure on ecological footprint; however, trade policy exerts downward pressure on ecological footprint. A two-sided causal relationship was established between economic growth and ecological footprint as well as economic growth and biocapacity. In contrast, a one-way causality was confirmed running from trade policy to renewable energy consumption and from renewable energy consumption to biocapacity. The innovative accounting revealed that 14.79% and 8.41% of renewable energy consumption and trade policy caused 0.60% and 9.88% deterioration in the environment. The increasing awareness of sustainability issues in industrialized countries has resulted in an unprecedented rise in the number of environmental innovations produced worldwide. However, while this is a general tendency, the amount and importance of environmental innovations is far from consistent across industrialized countries. The influence of countries' policy network styles – referring to which and how interest groups participate in making public policy choices is a dimension that has been subject to growing interest and controversy. We propose that companies from pluralistic countries will generate more environmental innovations, but the importance of environmental innovations will be higher in neo-corporatist countries. Our analysis, based on a longitudinal analysis of 84,274 environmental patents from the United States, Japan, Germany, and the UK during the period 1976–2003, indicates support for our prediction that neo-corporatist countries tend to generate more important environmental innovations than pluralistic countries. • The APEX model is used in a wide range of locations to evaluate conservation practices on farm land. • Of the several approximations to calculate Curve Number (CN) method for estimating runoff, the Variable Daily CN with Soil Moisture Index provided the best simulations of water content. • The diagnostic APEX performance in the Optimizing Production Inputs for Economic and Environmental Enhancement (OPE3) site suggested reasonably accurate Evapotranspiration (ET), soil water calculations, and corn yields. • APEX performance in the OPE3 site varied by season (pre-plant, growing and post-plant). The Agricultural Policy/Environmental Extender (APEX) is a complex mechanistic simulation model designed to evaluate agricultural management strategies and their effects on yields, water and soil quality, and resource use. It is one of the main models used in the Conservation Effects Assessment Project (CEAP) assessment program and has been employed to evaluate the effects of conservation practices in the Chesapeake Bay Watershed (CBW). Calibration of model parameters is an important process in order to apply a simulation model to a particular area. The APEX model is normally parameterized for each application using selected datasets from the region. However, the APEX application area is usually very large and all areas may not be well represented by the calibration. Thus, additional tests of APEX without site-specific calibration for crop yield and soil water content can provide information on the stability of the parameters related to these variables in the CBW. The objective of this study is to evaluate the performance of APEX for corn yields and water balance in a new location using parameters previously developed for the CBW. This study used observations from the OPE3 site (Optimizing Production Inputs for Economic and Environmental Enhancement) located at the US Department of Agriculture, Henry A. Wallace Agricultural Research Center, Beltsville, Maryland, USA. Data from the OPE3 site consists of water content at various layers, corn yields, and ET covering the period from 1998 to 2013. The results for total water in the soil profile (up to 100 cm deep) showed that the simulated water amounts were about 4.4 cm higher than the observed values, but the trends were very similar to the observed trends. The statistical error analysis of R-square (RSQ), Nash-Sutcliffe (E NS) efficiency coefficient and Root Mean Square Error (RMSE) are 0.59, 0.51 and 0.21 cm•day−1, respectively. The average simulated yields were 0.3 t•ha−1 (4%) lower than observed yields with an average absolute deviation between APEX and OPE3 of 1.3 t•ha1 where the average observed yields over the period was 5.18 t•ha−1, The year-to-year trends were very similar to the measured trends. The monthly evapotranspiration data also showed reasonable trends between observed data and model results with the model RSQ, E NS and RMSE being 0.56, 0.41 and 4.49 mm•month−1, respectively. These results suggest that APEX parameters for yield and water use simulations calibrated for the CBW can be considered applicable to other areas of the CBW where calibration data are not available. Abstract: As world's top two carbon emitters, driver analysis of China and the USA helped the governments to develop policies to cut or slow down carbon emission. Many studies identified the factors affecting carbon emission in China and the USA (emitting more than 40% of the global CO 2 emission), however, few studies considered stratified heterogeneity or the interactions of factors. Here, we adopted the modified Geographical Detector tool to investigate the main drivers of carbon emission from the perspective of stratified heterogeneity. The results of this analysis showed that human economic activities in China were the dominant effect of carbon emission changes, while energy intensity contributed toward controlling the carbon emission in China. Furthermore, population growth was the most significant driving force followed by energy intensity toward controlling the carbon emission of the USA. All these factors are mutually enhancing in changing carbon emissions, while oil share with energy intensity and coal share were more significantly enhanced in China's carbon emission than other interactions. The factors of human activities and energy mix posed a more powerful effect when they mutually enhanced each other to change carbon emission compared to other enhancing interactions. In some coastal cities there is an urgent need to decide on adaptation investments given the long periods needed to complete the relevant infrastructures. However such decisions are usually made under significant uncertainty due to local climate change and socio-economic impacts. The Intergovernmental Panel on Climate Change (IPCC) has developed four global scenarios according to different representative concentration pathways (RCPs); however, using these scenarios directly is equivalent to using incomplete information in the decision-making process because they do not provide information on what sea level rise behavior is most probable. In this study, I propose a model which assigns probabilities to IPCC scenarios with Local Sea Level Rise (LSLR) information. I obtain expected damage and risk measures for the world's 120 major coastal mega-cities at specific moments in time. That is, I consider uncertainty in both scenario selection and within each scenario. With this information it is possible to make adaptation investment decisions under uncertainty with a criterion of not exceeding certain risk levels in the future. The paper shows that in the year 2100 for the equal probability mixed scenario (25% RCP 2.6, 50% RCP 4.5 and 25 RCP 8.5) the expected damage is US$ 1,251,732 millions for New Orleans and US$ 1,196,517 millions for Guangzhou. The risk measurements show that in that year the damage in the 5% of worse cases will be US$ 2,800,756 millions for Guangzhou and US$ 1,832,466 millions for New Orleans. However, not all countries have sufficient resources to make the necessary adaptation investments, so we analyze expected damage and risk according to World Bank country income groups. Superstorm Sandy hit the northeastern United States in October 2012, knocking out power to 10 million people and highlighting energy and critical infrastructure system vulnerabilities in the face of a changing climate. The increased frequency and intensity of such disruptive events is shifting priorities in electricity system planning around the world, including how multiple stakeholders consider linkages between climate vulnerability and energy. This research links smart grid development with adaptation to changing climates and explores how different stakeholders grapple with system vulnerabilities and climate disruptions. To illustrate this, the in-depth case study assesses post-Sandy discourse to compare how electricity sector stakeholder groups in New York, Massachusetts and Vermont associate energy, smart grid, and climate change. To explore how different energy system stakeholders frame the impacts of Superstorm Sandy on energy system planning, we conducted 22 focus groups with a broad range of organizations representing diverse aspects of the electricity system including utilities, regulatory authorities, research and development agencies, regional transmission organizations, academic research institutions, consumer advocacy and environmental organizations across the three states. We used these data to examine post-Sandy discourse about climate mitigation and climate adaptation, routine system management, and the potential value of “smart grid” for future energy system planning. We found that both New York and Massachusetts stakeholders focused more on climate adaptation than climate mitigation, while stakeholders in Vermont focused more on mitigation. In all three states stakeholder discussions of adaptation focused most heavily on system resilience and reliability, whereas discussions of mitigation focused on demand-side management and demand response followed by alternative energy strategies. These results suggest that extreme weather and climate disruptions will differentially shape discourse around smart grid and energy system change and shift the focus among energy system stakeholders on climate adaptation compared to climate mitigation. This research demonstrates variation between political jurisdictions (states) and energy system stakeholders in energy system planning in the face of new challenges related to an uncertain and rapidly changing world. Natural resource managers of federal lands in the USA are often tasked with various forms of social and economic impact analysis. Federal agencies in the USA also have a mandate to analyze the potential environmental justice consequences of their activities. Relatively little is known about the environmental justice impacts of natural resource management in rural areas. Quantitative environmental justice analyses have so far heavily favored urban populations, in part owing to the difficulty of quantitative analysis of rural U.S. Census data. We developed a spatial method for integrating rural U.S. Census data with natural resource management data to address this gap. The method learns from methodological advances in overcoming the spatial limitations of Census data, but prioritizes a simple, efficient technique that is applicable not only for identifying potential environmental justice problems, but also to a potentially broad spectrum of natural resource management activities and spatial scales. We pilot test the method by analyzing the hazardous fuels reduction activities of two national forests in central Oregon, USA. The Environmental Policy Integrated Climate (EPIC) model was used to assess the impacts of climate change and proposed adaptation measures on yields of corn ( Zea mays L.) and soybean ( Glycine max L.) as well as aggregated yields of C 3 [soybean, alfalfa ( Medicago sativa L.), winter wheat ( Triticum aestivum L.)] and C 4 [corn, sorghum ( Sorghum bicolor L.), pearl millet ( Pennisetum glaucum L.)] crop types from representative farms in ten Southeastern US states. Adaptations included annual biochar applications and irrigation. Historical baseline (1979–2009) and future (2041–2070) climate scenarios were used for simulations with baseline and future CO 2 concentrations of 360 ppmv and 500 ppmv, respectively. Four regional climate models (RCMs) nested within global climate models (GCMs) were used to run future simulations. The experiment was analyzed as randomized complete block design with split-plots in time for baseline vs. future comparisons, and as a randomized complete block design with repeated measures for comparisons between future periods within each RCM_GCM model. Compared to historical baseline scenario, increases in future corn yield ranged between 36–83%, but yields decreased by 5–13% towards 2066–2070 due to temperature stress. Future soybean yields decreased by 1–13% due to temperature and moisture stresses. Future aggregated C 4 crops produced higher yields compared to historical C 4 yields. There were no differences between future aggregated and historical C 3 crop yields. Both crop types were negatively affected by progressing climate change impacts towards the end of 2066–2070 simulation period. Reductions in future aggregated C 3 crop yields ranged between 10–22%, and between 6–10% for C 4 crops. We explained lower reductions in C 4 compared to C 3 crops due to a lesser degree of photorespiration, better water use efficiency, and better heat tolerance under conditions of high light intensities and increased temperatures in C 4 crops. Irrigation resulted in increased future corn yields between 29–33%, and 3–38% of aggregated C 4 crop yields, with no effect on soybean or aggregated C 3 crop yields. In some regions, biochar applications caused significant yield reductions of 9.5–20% for corn, 5–7% for aggregated C 3 , and 3–5% for aggregated C 4 crops, depending on the model. Yield reductions were ascribed to alterations in plant nutrient availability. In the United States, the food industry alone accounts for approximately 19% of the total energy consumed. The objective of this study is to forecast the food-related energy consumption and evaluate policy alternatives for reducing food related energy consumption in the medium and long term. Influential factors of energy consumption in the food industry include population growth rate, GDP, agriculture's share of GDP, food waste, technologies, and agricultural investment. Based on the life cycle of the food industry, five life stages were considered: agricultural production, industrial processing and packaging, transportation, wholesale and retail, and household. In this study, based on the causal relationships and feedback loops between these factors and the energy consumed for each life stage, a system dynamics (SD) model was designed to simulate the situation for the US food industry. Policy options of reducing waste percentage and improving industrial energy productivity are incorporated for building the energy use mitigation scenarios. The United States has the largest and most diverse general aviation (GA) community in the world, with more than 220,000 aircraft, flying almost 23 million hours annually. Accurate and economic estimating the exhaust emissions of general aviation will effectively support the practice of mitigating the environmental impacts from general aviation. Fuel flow rate in each phase of the Landing and Takeoff Cycle is one of the necessary factors recommended by the International Civil Aviation Organization to be used to estimate the exhaust emissions. This paper explores statistical models of predicting the fuel flow rate of piston-engine aircraft using general aviation flight operational data, including the aircraft altitude, the ground speed, and the vertical speed. A machine learning technique is applied to adapt the variability of flight operational data due to flexible operations of general aviation and random errors in flight data. The Classification and Regression Trees (CART) and the Smoothing Spline ANOVA (SS-ANOVA) are adopted as the modeling approaches. The modeling results are compared and interpreted from the standpoint of general aviation phases of flight in the Landing and Takeoff Cycle. Both models demonstrate good accuracy in predicting the fuel flow rate. The CART model provides intuitive outputs by the phases of flight, and is more robust to flight data outliers. The SS-ANOVA model is relatively more accurate in predicting the fuel flow rate, and is better at explaining the interaction between variables. A robust fuel flow rate prediction model of predicting the fuel flow rate of piston-engine aircraft is believed to be practical and economic for GA exhaust emissions estimation. The United States lags other nations in adapting policy approaches that would stimulate cleaner consumption of Information and Communication Technologies (ICT) by limiting the use of potentially toxic materials in electronics production. This study analyzes nationally-representative U.S. data from a unique web-based survey to investigate whether American households are willing to support greening the ICT devices by paying a premium for a green cell phone. Green cell phone does not contain hazardous materials and can be safely disposed with general municipal waste. A survey-based economic technique of contingent valuation was utilized to examine the relationship between socio-psychological and economic parameters for evaluating and explaining a stated willingness to pay a green phone premium, controlling for socio-economic and demographic characteristics. The findings indicate that respondents with higher scores on general environmental beliefs, greater engagement in pro-environmental behavior, and positive attitudes toward recycling small electronics are likely to be willing to pay a premium to purchase a green cell phone compared to a conventional cell phone with similar capabilities. This suggests that educating the public about benefits of electronics recycling, promoting pro-environmental norms, and encouraging pro-environmental behavior can help increase public support for implementing policies aimed at greening ICT production and consumption in the United Sates. Understanding the acceptance of and support for transportation policies focused on the environment, such fuel economy standards, is important because of the positive impact policies can have on the environment and overall sustainability goals. This study investigates the acceptance of and support for fuel economy standards through an online survey of Maine residents. Specifically, we assess the Corporate Average Fuel Economy (CAFE) standards, which aim to increase fuel economy of vehicles, while decreasing greenhouses gas emissions and foreign fuel dependence in the United States. We assess how perceptions of the policy and economic views of the market affect acceptance and support. We differentiate acceptance and support on two dimensions, a temporal and attitudinal–behavioral dimension. In doing so, we improve upon traditional measures of these variables and provide evidence that acceptance and support are distinct constructs. We find that perceived fairness, perceived effectiveness, and a subscription to a free-market ideology play a role in acceptance and support. The implications of the findings are discussed in relation to survey methods, policy communications, and an interdisciplinary understanding of environmental policy. [ABSTRACT FROM AUTHOR]

This paper provides fuel price elasticity estimates for single-unit truck activity, where single-unit trucks are defined as vehicles on a single frame with either (1) at least two axles and six tires; or (2) a gross vehicle weight greater than 10,000 lb. Using data from 1980 to 2012, this paper applies first-difference and error correction models and finds that single-unit truck activity is sensitive to certain macroeconomic and infrastructure factors (gross domestic product, lane miles expansion, and housing construction), but is not sensitive to diesel fuel prices. These results suggest that fuel price elasticities of single unit truck activity are inelastic. These results may be used by policymakers in considering policies that have a direct impact on fuel prices, or policies whose effects may be equivalent to fuel price adjustments. This paper estimates fuel price elasticities of combination trucking operations in the United States between 1970 and 2012. We evaluate trucking operations in terms of vehicle miles traveled and fuel consumption for combination trucks. Our explanatory variables include measures of economic activity, energy prices, and indicator variables that account for important regulatory shifts and changes in data collection and reporting in national transportation datasets. Our results suggest that fuel price elasticities in the United States’ trucking sector have shifted from an elastic environment in the 1970s to a relatively inelastic environment today. We discuss the importance of these results for policymakers in light of new policies that aim to limit energy consumption and reduce greenhouse gas emissions from heavy-duty vehicles. Ecologists and economists have promoted the concept of ecosystem services as a means of assisting environmental decision-making. Currently, several U.S. federal agencies and international institutions are incorporating the ecosystem services approach into their decision-making processes. Since 1999, the concept has been included in guidance documents for environmental impact assessments under the U.S. National Environmental Policy Act (NEPA). More recently, the U.S. Forest Service approved a Planning Rule to include ecosystem services in Forest Plans. However, some people already describe the U.S. Forest Service NEPA process as cumbersome, which might be compounded by adding new layers of analysis. To assess the potential of incorporating ecosystem services into land management decisions, we surveyed over 500 U.S. Forest Service professionals about incorporating ecosystem services in environmental impact analysis processes. Our goal was to determine (a) whether and how the ecosystem services concept is currently used in Forest Service NEPA analyses, (b) staff perceptions about how influential NEPA guidance documents are, and (c) whether respondents think that the ecosystem services concept is useful in NEPA processes (and more broadly in environmental decision-making). Forty-one percent of respondents were unfamiliar with ecosystem services, but a majority of the respondents thought that ecosystem services could be helpful in the NEPA process. Opinions were divided about whether or not ecosystem services would improve communication with stakeholders. One finding with potentially broad implications for executive branch policy-making is that survey results indicate that U.S. Forest Service staff found Environmental Protection Agency and Council on Environmental Quality guidance documents less influential than internal Forest Service directives. At the same time, the guidance documents that include ecosystem services language were the least influential among the guidance documents listed in the survey. Cross Compliance (CC) is a mechanism for encouraging farmers to fulfill certain environmental conditions in return for governmental support payments. Introduced to United States (US) and European Union (EU) agricultural policy from the 80s onwards, upcoming new US (Farm Bill 2012) and EU (Common Agricultural Policy after 2013) policies will include CC. Cross Compliance is seen (i) as a policy for enforcing environmental objectives or (ii) as a way to organize and reward agricultural public good production. In recent years, the instrument's effectiveness and efficiency have been criticized. To validate the deviating understandings, we drew back on an economic institutionalist perspective. We found that regarding EU CC as payment for public goods does not generally align with the existing German property rights distribution. In both the EU and US, CC standards above those contained regulatory law have characteristics of a payment for public goods but create severe problems. We conclude that CC, even if useful for triggering and broadening environmental protection efforts, may cause several long-term problems. Therefore, the rights structure should be clearly communicated, law enforcement function should be temporary, the instrument should be included in an overall concept, and payments should be better linked to the environmental output. Aircraft emissions degrade air quality and cause adverse health effects. Here we quantify the impact of aircraft landing and takeoff emissions on air quality and public health across the contiguous United States. While the approach of using a detailed chemistry-transport model is feasible for specific policy assessments, computational requirements preclude the assessment of a wide range of policy options, quantification of uncertainty, sensitivity studies, or a timely response to policy questions. We therefore develop two surrogate modeling approaches to enable rapid assessment of the impact of aviation emissions scenarios on public health. First, we adapt an existing linearized source–receptor matrix. Second, we perform 25 Community Multiscale Air Quality (CMAQ) simulations to populate the emissions scenario space using a design of experiments approach, from which a response surface model is developed and validated. Using a 2005 aircraft emissions inventory and the response surface model developed from CMAQ model simulations, coupled with census data and fine particulate matter (PM 2.5 ) concentration–response functions, we estimate that 210 deaths per year are attributable to aircraft emissions (90% confidence interval: 130–340), with total monetized value across mortality and morbidity of $1.4 billion per year in year 2000 U.S. dollars (90% confidence interval: $550 million–$2.8 billion). Finally, we demonstrate the application of the CMAQ-derived surrogate model in a policy context by assessing the health impacts of (i) a possible low sulfur fuel standard, and (ii) a NO x stringency regulatory intervention. Abstract: The air quality impacts of aviation are becoming increasingly important given their impact on human health and the projected growth of aviation. In the United States, the government has set targets to manage and reduce the environmental impacts of aviation. In an environmental policy assessment context it is often necessary to rapidly evaluate many possible scenarios, and quantification of uncertainty is important. This makes direct application of comprehensive air quality models such as the Community Multiscale Air Quality (CMAQ) modeling system impractical due to computational cost. Here we develop a response surface model (RSM) – a form of rapid surrogate model – of the impact of aviation emissions on air quality in the United States. We develop an RSM design space and populate it with results from 46 CMAQ simulations, and perform cross-validation of the resultant RSM. The RSM models present-day as well as future impacts amid changing population and non-aviation emissions sources. This enables rapid estimates of the (particulate matter) air quality and human health impacts of aviation emissions scenarios. Cross-couplings between precursor gaseous emissions and PM2.5 species are found, consistent with competition for atmospheric ammonia. We apply the RSM to quantify the human health benefits of emissions reductions in 2018. Using the RSM we estimate that in 2005, aviation landing and takeoff emissions cause ∼195 [90% CI: 80–340] early deaths, while the same emissions cause ∼350 [90% CI: 145–610] mortalities in 2018. An emissions tradespace between aviation NO x and SO x emissions is constructed. It is found that with fleet-wide desulfurization of jet fuel, a 35% reduction in aviation NO x emissions would result in maintaining the same level of aviation-attributable early deaths in 2018 relative to 2005 levels, while an 80% reduction in NO x emissions would half aviation-attributable early deaths. Abstract: Some states are defining environmental justice areas geographically on the basis of demographic criteria alone. This is problematic as it does not consider distributive concentrations of environmental toxins. Although environmental justice is much more than avoiding concentrations of increased environmental risk, the identification of such areas could provide states with a roadmap for addressing concentrations and for the facilitation of appropriate community-targeted programs in response. This research proposes an applied quantitative approach for the geographic designation of areas determined to be at greater relative risk of exposure to environmental toxins as part of states'' broader environmental justice goals and policies. Using the U.S. Environmental Protection Agency''s Risk Screening Environmental Impact Tool (RSEI) and spatial analyses, the proposed method defines geographic areas reflecting calculated risk values pertaining to exposed populations and toxic releases. The method is applied to four counties of New York, and the results are juxtaposed with current state-declared environmental justice areas, which are defined on demography alone. This approach permits geospatial mapping and exploratory spatial data analysis. Abstract: Policy Relevant Background (PRB) ozone, as defined by the US Environmental Protection Agency (EPA), refers to ozone concentrations that would occur in the absence of all North American anthropogenic emissions. PRB enters into the calculation of health risk benefits, and as the US ozone standard approaches background levels, PRB is increasingly important in determining the feasibility and cost of compliance. As PRB is a hypothetical construct, modeling is a necessary tool. Since 2006 EPA has relied on global modeling to establish PRB for their regulatory analyses. Recent assessments with higher resolution global models exhibit improved agreement with remote observations and modest upward shifts in PRB estimates. This paper shifts the paradigm to a regional model (CAMx) run at 12km resolution, for which North American boundary conditions were provided by a low-resolution version of the GEOS-Chem global model. We conducted a comprehensive model inter-comparison, from which we elucidate differences in predictive performance against ozone observations and differences in temporal and spatial background variability over the US. In general, CAMx performed better in replicating observations at remote monitoring sites, and performance remained better at higher concentrations. While spring and summer mean PRB predicted by GEOS-Chem ranged 20–45ppb, CAMx predicted PRB ranged 25–50ppb and reached well over 60ppb in the west due to event-oriented phenomena such as stratospheric intrusion and wildfires. CAMx showed a higher correlation between modeled PRB and total observed ozone, which is significant for health risk assessments. A case study during April 2006 suggests that stratospheric exchange of ozone is underestimated in both models on an event basis. We conclude that wildfires, lightning NO x and stratospheric intrusions contribute a significant level of uncertainty in estimating PRB, and that PRB will require careful consideration in the ozone standard setting process. A semi-empirical endogenous growth theory was proposed by the authors in 2005. It is based on a model of the economy as a two-stage materials/energy processing system. Growth is simulated by a two-parameter production function with two traditional factors, labor and capital, and a non-traditional factor, namely ‘useful work’. The non-traditional factor is calculated from primary energy inputs multiplied by an empirically estimated average energy conversion efficiency, which is a function of changing technology over time. This model ‘explains’ past US growth from 1900 through 1973–74 with satisfactory accuracy but it slightly underestimates subsequent growth (i.e. it leaves a small unexplained but increasing residual) for the period after 1975. However, by subdividing capital stock into traditional and ICT components, we are able to extend the theory to explain US economic growth accurately. In this paper we also extend the results to Japan. The revised production function has only three independent parameters. The new model also has implications for future economic growth, energy and environmental policy that differ significantly from the traditional growth theory. These implications are discussed briefly. Abstract: Personal road transport sector poses a significant challenge in reducing carbon emissions. This paper evaluates a policy approach known as personal tradable carbon permits to reduce carbon emissions from personal vehicles. The policy is a downstream tradable permit where individuals are allocated carbon emission caps. The policy is qualitatively evaluated in the context of carbon taxes and some upstream tradable permit options. The biggest disadvantage of such a policy is the initial set up costs. Personal tradable permits, however, are more effective than carbon taxes and are also capable of stabilizing the gasoline prices faced by the consumers when the underlying oil prices fluctuate. Since equity effects are often a concern to policy makers, the effect of such personal carbon permits on the distribution of burden is quantified in a partial equilibrium framework for the US population. Different permit allocation strategies are investigated in this regard. Using US consumer expenditure survey data, and incorporating a differentiated price response for different households, we find that all three allocation strategies considered are progressive: a per adult based allocation is the most progressive, a per vehicle allocation nearer to proportional, and a per capita allocation in between the two. This paper examines the impact of environmental regulation on the productivity of manufacturing plants in the United States. Establishment-level data from three Censuses of Manufactures are used to estimate 3-factor Cobb–Douglas production functions that include a measure of the stringency of environmental regulation faced by manufacturing plants. In contrast to previous studies, this paper examines effects on plants in all manufacturing industries, not just those in “dirty” industries. Further, this paper employs spatial–temporal variation in environmental compliance costs to identify effects, using a time-varying county-level index that is based on multiple years of establishment-level data from the Pollution Abatement Costs and Expenditures survey and the Annual Survey of Manufactures. Results suggest that, for the average manufacturing plant, there is no statistically significant effect on productivity of being in a county with higher environmental compliance costs. For the average plant, the main effect of environmental regulation may not be in the spatial and temporal dimensions. [Copyright &y& Elsevier]

Abstract: This paper assesses US resident support for mandatory labeling of animal welfare information on pork and egg products and outlines policy considerations for assessment prior to implementing any mandatory labeling policies regarding animal welfare practices. Results suggest consumers support mandatory labeling indicating use of gestation crates (stalls) and laying hen cages. Estimates suggest consumers would be willing to pay about 20% higher pork and egg prices to obtain this production practice information. Demographic and latent perception drivers of this support are highlighted. Multiple issues that warrant consideration prior to imposing mandatory labeling are discussed revealing lines of corresponding future research. [Copyright &y& Elsevier]

Using the Environmental Scorecard ratings of Congressmen and Senators published annually by the League of Conservation Voters, we explore empirically whether political support for pro-environment legislation, aggregated across each legislative body, is sensitive over time to changing economic conditions — that is, whether there is a political trade-off between economic conditions and the environment. Using LCV scorecard ratings from 1970 to 2008, we find evidence, consistent across both the House and Senate, that political support for the environment is related to per capita income, but this general tendency can be decomposed into sharp differences by party. There is substantial concern that bioenergy policies could swamp other considerations, such as environmental values, and lead to large-scale conversions of land from forest to crops. This study examines how bioenergy and marketed environmental rents for forestland potentially influence land use in the Midwestern US. We hypothesize that current land uses reflect market values for environmental benefits of forestland, so that the marketed component of the environmental value of land can be captured as the difference between Census land values and value of land as a timber asset. We use a multinomial logit model to estimate the land use shares of forests, crops and urban in Ohio, Indiana, and Illinois. The results show that marketed environmental rents increase forestland relative to cropland. To examine the effects of biofuels on land use, we conduct policy analysis by altering future land rents. Our baseline scenario projects that urban development uses mostly cropland, but with higher crop rents resulting from increased demand for bioenergy, there will be significant losses of forestland to urban and cropland. On the other hand, if marketed environmental rents grow while crop rents are maintained at their baseline value, urban growth will occur, primarily at the expense of cropland. Abstract: The plug-in hybrid electric vehicle (PHEV) may offer a potential near term, low-carbon alternative to today’s gasoline- and diesel-powered vehicles. A representative vehicle technology that runs on electricity in addition to conventional fuels was introduced into the MIT Emissions Prediction and Policy Analysis (EPPA) model as a perfect substitute for internal combustion engine (ICE-only) vehicles in two likely early-adopting markets, the United States and Japan. We investigate the effect of relative vehicle cost and all-electric range on the timing of PHEV market entry in the presence and absence of an advanced cellulosic biofuels technology and a strong (450ppm) economy-wide carbon constraint. Vehicle cost could be a significant barrier to PHEV entry unless fairly aggressive goals for reducing battery costs are met. If a low-cost PHEV is available we find that its adoption has the potential to reduce CO2 emissions, refined oil demand, and under a carbon policy the required CO2 price in both the United States and Japan. The emissions reduction potential of PHEV adoption depends on the carbon intensity of electric power generation. Thus, the technology is much more effective in reducing CO2 emissions if adoption occurs under an economy-wide cap and trade system that also encourages low-carbon electricity generation. Abstract: The U.S. EPA Toxics Release Inventory (TRI) represents an extensive, publicly available dataset on toxics and, as such, has contributed to reducing the releases and disposal of toxic chemicals. The TRI, however, reports on a wide range of releases from different sources, some of which are less likely to generate a human or ecological hazard. Furthermore, the TRI is quantity based and does not take into account the relative toxicity of chemicals. In an effort to utilize the TRI more effectively to guide environmental management and policy, this work provides an in-depth analysis of the quantity-based TRI data for year 2007 at industry sector, state, and chemical levels and couples it with toxicity potentials. These toxicity potentials are derived from the U.S. EPA''s TRACI (Tool for the Reduction and Assessment of Chemical and other environmental Impacts) characterization factors for cancer, non-cancer and ecotoxicity. The combination of quantity-based and toxicity-based analysis allows a more robust evaluation of toxics use and priorities. Results show, for instance, that none of the highest priority chemicals identified through the toxicity-based evaluation would have been identified if only quantity-based evaluation had been used. As the chemicals are aggregated to the state and industry sector levels, the discrepancies between the evaluation methods are less significant. [Copyright &y& Elsevier]

Abstract: The Community Multi-Scale Air Quality model (CMAQ) is used to assess regional air quality conditions for a wide range of chemical species throughout the United States (U.S.). CMAQ representation of the regional nitrogen budget is limited by its treatment of ammonia (NH3) soil emission from, and deposition to underlying surfaces as independent rather than tightly coupled processes, and by its reliance on soil emission estimates that do not respond to variable meteorology and ambient chemical conditions. The present study identifies an approach that addresses these limitations, lends itself to regional application, and will better position CMAQ to meet future assessment challenges. These goals were met through the integration of the resistance-based flux model of with elements of the United States Department of Agriculture EPIC (Environmental Policy Integrated Climate) model. Model integration centers on the estimation of ammonium and hydrogen ion concentrations in the soil required to estimate soil NH3 flux. The EPIC model was calibrated using data collected during an intensive 2007 field study in Lillington, North Carolina. A simplified process model based on the nitrification portion of EPIC was developed and evaluated. It was then combined with the model and measurements of near-surface NH3 concentrations to simulate soil NH3 flux at the field site. Finally, the integrated flux (emission) results were scaled upward and compared to recent national ammonia emission inventory estimates. The integrated model results are shown to be more temporally resolved (daily), while maintaining good agreement with established soil emission estimates at longer time-scales (monthly). Although results are presented for a single field study, the process-based nature of this approach and NEI comparison suggest that inclusion of this flux model in a regional application should produce useful assessment results if nationally consistent sources of driving soil and agricultural management information are identified. Abstract: Carbon capture and storage (CCS) is seen as an important solution to solve the twin challenge of reducing GHG emissions, while utilizing fossil fuel reserves to meet future energy requirements. In this study an innovation systems perspective is applied to review the development of CCS technologies in the US between 2000 and 2009 and to come up with policy recommendations for technology managers that wish to accelerate the deployment of CCS. The analysis describes the successful built-up of an innovation system around CCS and pinpoints the key determinants for this achievement. However, the evaluation of the system''s performance also indicates that America''s leading role in the development of CCS should not be taken for granted. It shows that the large CCS R&D networks, as well as the extensive CCS knowledge base, which have been accumulated over the past decade, have not yet been valorized by entrepreneurs to explore the market for integrated CCS concepts linked to power generation. Therefore, it is argued that the build-up of the innovation system has entered a critical phase that is decisive for a further thriving development of CCS technologies in the US. This study provides a clear understanding of the current barriers to the technology''s future deployment and outlines a policy strategy that (1) stimulates technological learning; (2) facilitates collaboration and coordination in CCS actor networks; (3) creates financial and market incentives for the technology; and (4) provides supportive regulation and sound communication on CCS. A survey was designed to elicit donations for delaying inevitable aquatic invasions of inland water bodies within a respondent's region. Surveys were distributed throughout the United States. Assuming all aquatic species groups invade simultaneously, our results suggest that the average person was willing to make a one-time payment of $48 to delay low to high impacts one year (aggregates to nearly $4billion for all U.S. households). By comparison, the federal government currently (2006) invests $394million annually for all invasive species (aquatic and terrestrial) prevention and early detection/rapid response. The US Clean Air Act Amendments introduce an emissions trading system to regulate SO2 emissions. This study finds that changes in SO2 emissions prices are related to innovations induced by these amendments. We find that electricity-generating plants are able to increase electricity output and reduce emissions of SO2 and NO x from 1995 to 2007 due to the introduction of the allowance trading system. However, compared to the approximate 8% per year of exogenous technological progress, the induced effect is relatively small, and the contribution of the induced effect to overall technological progress is about 1–2%. Abstract: The corporate average fuel economy (CAFE) standard is the major policy tool to improve the fleet average miles per gallon of automobile manufacturers in the US. The Alternative Motor Fuels Act (AMFA) provides special treatment in calculating the fuel economy of alternative-fuel vehicles to give manufacturers CAFE incentives to produce more alternative-fuel vehicles. AMFA has as its goals an increase in the production of alternative-fuel vehicles and a decrease in gasoline consumption and greenhouse gas emissions. This paper examines theoretically the effects of the program set up under AMFA. It finds that, under some conditions, this program may actually increase the production of fuel-inefficient gasoline vehicles, gasoline consumption and greenhouse gas emissions. Abstract: Many perceive the implementation of environmental regulatory policy, especially concerning non-point source pollution from irrigated agriculture, as being less efficient in the United States than in many other countries. This is partly a result of the stakeholder involvement process but is also a reflection of the inability to make effective use of Environmental Decision Support Systems (EDSS) to facilitate technical information exchange with stakeholders and to provide a forum for innovative ideas for controlling non-point source pollutant loading. This paper describes one of the success stories where a standardized Environmental Protection Agency (EPA) methodology was modified to better suit regulation of a trace element in agricultural subsurface drainage and information technology was developed to help guide stakeholders, provide assurances to the public and encourage innovation while improving compliance with State water quality objectives. The geographic focus of the paper is the western San Joaquin Valley where, in 1985, evapo-concentration of selenium in agricultural subsurface drainage water, diverted into large ponds within a federal wildlife refuge, caused teratogenecity in waterfowl embryos and in other sensitive wildlife species. The fallout from this environmental disaster was a concerted attempt by State and Federal water agencies to regulate non-point source loads of the trace element selenium. The complexity of selenium hydrogeochemistry, the difficulty and expense of selenium concentration monitoring and political discord between agricultural and environmental interests created challenges to the regulation process. Innovative policy and institutional constructs, supported by environmental monitoring and the web-based data management and dissemination systems, provided essential decision support, created opportunities for adaptive management and ultimately contributed to project success. The paper provides a retrospective on the contentious planning process and offers suggestions as to how the technical and institutional issues could have been resolved faster through early adoption of some of the core principles of sound EDSS design. Abstract: The discussion about what reductions in greenhouse gas emissions are required and how the emissions rights might be distributed globally has fostered the belief that there is a fundamental conflict between the rich nations of the “North” and the poor but populous nations of the “South.” The argument is that grandfathering the rights will only reinforce existing global inequalities, while per capita distribution of the rights would lead to such huge transfers of wealth to the South as to be unacceptable to the North. However, a very simple general equilibrium model highlighting key elements of the global economy shows that this perception is incorrect under a plausible interpretation of the goal of the United Nations Framework Convention on Climate Change to “avoid dangerous anthropogenic interference with the climate system.” Instead of using an economic damage function to determine the optimal level of emissions reductions, the model''s utility functions are calibrated to reflect scientific understanding of what would be required to stabilize the atmosphere at safe concentrations of greenhouse gases. Among policy options that would accomplish this, the United States has a preference for grandfathering the allocation of emissions rights over a per capita allocation, but this preference is not strong and could be offset by other geopolitical considerations. In this paper, an attempt has been made to develop an expert system using fuzzy approach to investigate the effects of noise pollution on speech interference. The speech interference measured in terms of speech intelligibility is considered to be a function of noise level, distance between speaker and listener, and the age of the listener. The main source of model development is the reports of World Health Organization (WHO) and field surveys conducted by various researchers. It is implemented on Fuzzy Logic Toolbox of MATLAB using both Mamdani and Sugeno techniques. The results are found to be in good agreement with the findings of World Health Organization (WHO) and U.S. Environmental Protection Agency (EPA). The study reveals that for good communication at normal distances (‘short’ and ‘medium’) encountered in ambient environment, the noise level should not exceed 65dB(A) for ‘young’ and ‘middle aged’, and 55dB(A) for ‘old’ persons. The rebuttals by Christopher Cooper and Benjamin K. Sovacool to my article questioning the need for a national RPS leave their case as weak as ever. They provide no model that might help readers approach the foundational question: why should Congress enact this economically inefficient environmental policy when wide-ranging regulations, implementation plans, and emissions markets are in place, functioning reasonably well, and can be modified as new information arrives? Poultry production faces increasing environmental challenges, in the United States and globally. Although the environmental impact of poultry production has been decreased, regulatory and social pressures mandate that further improvements be made to decrease the pollution potential even more. Concerns over air and water quality to date have been related primarily to nutrient issues, specifically N and P. Air emission concerns include N and sulfur emissions. More recently, states have addressed emissions of volatile organic compounds. Although no regulations have been developed that are targeted at food production, greenhouse gas emissions are receiving a great deal of attention in the United States. Nutrient-related water quality concerns have focused on N and P contributions to ground and surface waters, respectively. To address nutrient-related air and water quality concerns, nutritional strategies have focused on reducing nutrient excretions. These strategies have been very successful. However, strategies beyond just reducing nutrient excesses will be needed to meet future challenges that are not nutrient-related. Challenges such as pathogens, antimicrobials, and endocrine-disrupting compounds have received considerable attention recently. The purpose of this review is to provide an overview of the findings from nutrition research with respect to reducing environmental impact and to identify areas that merit attention in the near future, recognizing that many of the emerging environmental issues are not nutrient-related. Critical habitat designation under the US Endangered Species Act (ESA) is not working as Congress intended. Issues include the use of science during designation, the costly and litigious delays in designation that have led to repeated lawsuits, and the potential overlap with other ESA protections. In this paper, we address a neglected aspect of critical habitat designation: how the biologically-based designation criteria of the US Fish and Wildlife Service are used during the designation process. We primarily examine whether taxon (within terrestrial animals) or legal status (whether critical habitat was designated after a court challenge) affect the use of the criteria. Court-ordered cases used more criteria than non-court-ordered cases. There were also differences in use of criteria with respect to taxon and region, and a weak relationship with the year of designation. Criteria that focused on discrete elements, such as nest sites or locations where required food species occurred, were used more often than criteria that addressed broader ecological needs such as space for normal behaviour or representation of historic range conditions. Revising the critical habitat designation criteria and enforcing their consistent use during designation would be helpful for conservation of imperiled species in the United States. In a set of US urban areas, this study documents patterns of association between multiple measures of sustainability policies and outcomes on the one hand and indicators of three principal political culture theories on the other. Five dimensions of urban sustainability attributes are examined (environmental, public health, economic utility, sprawl, and local government plans and policies) as well as a summative index across the five dimensions. The three political culture theories are creative class, social capital, and historical legacy. First, the analysis examines the relationships among the five dimensions of sustainability. Second, a correlation analysis exhibits further evidence of major effects attributable to social capital and historical legacy cultural heritage. Third, a multiple regression analysis predicts the summative sustainability index score by measures for creative class, social capital, moralistic cultural legacy, and controls for education level and percentage of low income households; both a moralistic cultural heritage and strong social capital are shown to be facilitative contexts for a US city making a commitment to sustainability, even in the presence of demographic controls. The results suggest that environmental professionals engaged in sustainability efforts must be cognizant of their cultural context and of the linkages among different sustainability domains. Abstract: Agri-environmental policies (AEPs) in the United States and the European Union are examples of payments for environmental services that pay farmers to reduce the negative externalities of agricultural production, while serving as a means to transfer public funds to farmers. We show that despite similar origins, AEPs in the two regions differ both in their specific objectives and in their implementation. For example, AEPs in most member states of the EU-15 have the additional objective of using agriculture as a driver for rural development. This objective is achieved by compensating farmers for the private delivery of positive public goods, such as attractive landscapes, produced by agriculture. The rationale is market failure, and there is empirical evidence that Europeans are willing to pay for such positive externalities. No comparable provision exists in U.S. policy. By contrast, U.S. AEPs focus almost entirely on reducing agriculture''s negative externalities, such as soil erosion. Second, we find that U.S. programs are more targeted than their EU counterparts, and take opportunity cost into account. The EU programs, on the other hand, address a wider range of externalities, and are focused more on the paying for a particular farming process than reducing specific negative externalities. The EU takes a broader view of AEPs than does the United States, both in terms of type of activity that can be funded, and by using less targeting by land characteristics, and so the European program could be more easily used as a mechanism for transferring income to producers. Abstract: The addition of hydrogen to the natural gas feedstocks of midsize (30–150MW) gas turbines was analyzed as a method of reducing nitrogen oxides and emissions. In particular, the costs of hydrogen addition were evaluated against the combined costs for other current and emissions control technologies for both existing and new systems to determine its benefits and market feasibility. Markets for emissions credits currently exist in California and the Northeast States and are expected to grow. Although regulations are not currently in place in the United States, several other countries have implemented carbon tax and carbon credit programs. The analysis thus assumes that the United States adopts future legislation similar to these programs. Therefore, potential sale of emissions credits for volunteer retrofits was also included in the study. It was found that hydrogen addition is a competitive alternative to traditional emissions abatement techniques under certain conditions. Assessing the public health benefits from air pollution control measures is assisted by understanding the relationship between mobile source emissions and subsequent fine particulate matter (PM2.5) exposure. Since this relationship varies by location, we characterized its magnitude and geographic distribution using the intake fraction (iF) concept. We considered emissions of primary PM2.5 as well as particle precursors SO2 and NO x from each of 3080 counties in the US. We modeled the relationship between these emissions and total US population exposure to PM2.5, making use of a source–receptor matrix developed for health risk assessment. For primary PM2.5, we found a median iF of 1.2 per million, with a range of 0.12–25. Half of the total exposure was reached by a median distance of 150km from the county where mobile source emissions originated, though this spatial extent varied across counties from within the county borders to 1800km away. For secondary ammonium sulfate from SO2 emissions, the median iF was 0.41 per million (range: 0.050–10), versus 0.068 per million for secondary ammonium nitrate from NO x emissions (range: 0.00092–1.3). The median distance to half of the total exposure was greater for secondary PM2.5 (450km for sulfate, 390km for nitrate). Regression analyses using exhaustive population predictors explained much of the variation in primary PM2.5 iF (R 2=0.83) as well as secondary sulfate and nitrate iF (R 2=0.74 and 0.60), with greater near-source contribution for primary than for secondary PM2.5. We conclude that long-range dispersion models with coarse geographic resolution are appropriate for risk assessments of secondary PM2.5 or primary PM2.5 emitted from mobile sources in rural areas, but that more resolved dispersion models are warranted for primary PM2.5 in urban areas due to the substantial contribution of near-source populations. Abstract: The global decline in trade barriers means that environmental regulations now potentially play an increasingly important role in shaping a country''s comparative advantage. This raises the possibility that pollution intensive industries will relocate from high regulation countries to developing regions where environmental regulations may be less stringent. We assess the evidence for this possibility by examining the USA''s revealed comparative advantage (RCA) and other measures of specialization. We demonstrate that US specialization in pollution intensive sectors is neither lower, nor falling more rapidly (or rising more slowly) than in any other manufacturing sector. We offer an explanation for this finding. Our analysis suggests that pollution intensive industries have certain characteristics – specifically they are intensive in the use of physical and human capital – that makes developing countries less attractive as a target for relocation. We demonstrate econometrically the economic and statistical significance of these factors and illustrate how they appear to oppose the effects of environmental regulations as determinants of US specialization. This article presents the development of some product-related environmental policy instruments such as ecolabeling, extended producer responsibility, and environmentally responsible public procurement. An effort of incorporating these policy tools taking an integrated life-cycle approach is introduced. This research studied governmental computer purchasing at state level in the United States, in order to explore the potential of using ERPP to integrate other product-related policy instruments in practice. In December 2000, the U.S. Environmental Protection Agency (EPA) published a notice of its determination that regulation of coal-fired utilities for mercury is appropriate and necessary as part of the hazardous air pollutant emission regulation for electric utility steam-generating units. To aid in the determination of mercury emissions from these sources, on-line mercury semicontinuous emission monitors (Hg SCEMs) have been developed and tested in recent years. Although Hg SCEMs have shown promise during these previous tests, rigorous field or long-term testing has not been done.In the past year, commercially available and prototype Hg SCEMs have been used by the Energy and Environmental Research Center (EERC) and others at several power plants. As part of the EERC work, Hg SCEMs were operated at a range of conditions and locations. In addition, the Hg SCEMs were operated for up to 1 month. The use of Hg SCEMs at these plants allowed for near-real-time data to be collected under changing plant conditions, as well as during normal ranges of operating conditions. Mercury emission data were obtained from different plants with different configurations. The plant configurations incorporated various pollution control technologies, including selective catalytic reduction (SCR), selective noncatalytic reduction, ammonium sulfate injection for flue gas conditioning, and flue gas desulfurization (FGD). The particulate control devices included electrostatic precipitators (ESPs), a fabric filter (FF), and a venturi scrubber. The testing at these sites included the operation of Hg SCEMs before and after particulate control devices, in wet and dry stack conditions, and at high temperatures (343 °C). The results from these field measurements have provided data that have been evaluated to determine the reliability, variability, biases, and overall capability of Hg SCEMs for monitoring mercury at coal-fired utilities.Even under the best conditions, operation of Hg SCEMs is by no means simple. Their operation at high-dust-condition locations (i.e., prior to the particulate control device), wet stack conditions, and high temperatures has tested the ruggedness of the Hg SCEMs. As a result of this testing, some of the critical factors affecting accuracy, precision, and reliability have been made apparent. The overall capability of Hg SCEMs to produce near-real-time data (data every 5 min) was also evaluated under these conditions.The duration of the tests ranged from short-term periods (1–2 h) up to 1 month. Evaluation of the data over the longer-term tests shows the range of mercury emissions due to the variability of mercury in the coal and the normal range of operating parameters for the unit. The range of data is important when control strategies and managing emission inventories are considered.EPA has not determined what type of monitoring or testing requirements will be included in the upcoming electric utility mercury regulations. There is, of course, interest in requiring the use of Hg SCEMs. However, our research to date has shown that commercially available Hg SCEMs are not capable of operating unattended to produce reliable and accurate emission data. In light of concerns that structural changes to US production may not be accompanied by similar changes to US consumption, this paper provides a detailed examination of US environmental load displacement over the period 1974–2001. The forces that drive such displacement are also examined, with particular attention paid to the scale and composition of US consumption, the share of imports in consumption, the role of environmental regulations and the potential impact of NAFTA. It is found that the USA as a whole has experienced environmental load displacement over the period under consideration, with the extent of this displacement seeming to increase over the last decade. It would appear to be the increasing scale of US trade that is increasing environmental load displacement. Indeed, the composition of US imports and exports have become significantly cleaner over the period considered. However, although imports from Mexico have grown more rapidly than exports to Mexico, no evidence is found to suggest that NAFTA is increasing displacement to Mexico. With regard to US domestic consumption patterns, although they have become cleaner, a greater share than ever is now met via imports. Sectoral pollution abatement costs are found to be a determinant of this increasing share of imports in domestic consumption. [Copyright &y& Elsevier]
