How important are coral reefs for food security and to what extent does coral reef conservation contribute to the food security of the coastal communities in the Coral Triangle? Based on the national fish production and consumption data from the Philippines and some data from Indonesia, Clifton and Foale (2017) [12] argued that the pelagic fisheries are far more important than coral reef fisheries for the food security of the Philippines and Indonesia. While it is true that, in totality, populations in both the Philippines and Indonesia rely heavily on pelagic fisheries for animal protein, this commentary demonstrates that coral reef fisheries contribute substantially to the food and livelihood security of coastal communities, which make up the poorest and most food insecure sector of the economy. There is also significant growth potential in nearshore fisheries that can be captured by working to recover currently degraded coral reef ecosystems. Nonetheless, research and institutional reforms in all sources of fish protein (pelagic, demersal, and aquaculture) are urgently needed to improve not only food security but also the lives and livelihoods of coastal fishing households in the Coral Triangle. Abstract: The Coral Triangle (CT) includes some or all of the land and seas of six countries: Indonesia, Malaysia, Papua New Guinea, the Philippines, the Solomon Islands, and Timor-Leste (CT6). It covers only 1.1% of the world''s area, but is the global hotspot for marine biodiversity and a rich spawning area for tuna. One-third of the CT6 population and millions more from outside the region are dependent on these resources. However, a range of human pressures threaten the biological health and diversity in the CT, affecting the food security and livelihoods of these people. A set of Crisis Sentinel Indicators (CSI) has been proposed to discuss the current state of affairs of the Coral Triangle based on the three dimensions of sustainability: Ecological, Socioeconomic, and Governance indicators. Furthermore, a Pressure-State-Response (PSR) analysis was performed for each CT6 country, using the three dimensions of sustainability, to capture and discuss the local state of affairs. Abstract: The Total Economic Value of the estimated 200 km2 of coral reef area straddling the municipalities of Alaminos, Anda, Bani and Bolinao in Pangasinan, Philippines is estimated to reach US$38 million per year consisting mainly of indirect benefits from shoreline protection. Direct use from fisheries, aquaculture, and tourism was valued at US$6 million based on the coral reef interaction index. Non-use values for coral reef conservation were based on estimates of willingness to pay across the three economic sectors plus the general public as a fourth sector. Results varied across sectors and municipalities although the ranges were not wide, especially for fishers. Fishers’ willingness to pay averaged at US$0.25 per individual per year. Except for aquaculture operators in Bolinao, which yielded willingness to pay values reaching US$3 per individual per year, the range of conservation funding was narrow for the three other municipalities for all sectors. Using binary logistic regression (logit model), differences in willingness to pay among fishers are explained by the age, number of children, and employment status. [Copyright &y& Elsevier]

Abstract: Management interventions to reduce pressures on coral reefs often include attracting fishers to non-extractive non-fishery supplemental livelihoods. We look at the case of coral reefs in Lingayen Gulf, Philippines to understand the impacts of local (i.e., aquaculture and tourism), regional, and national development on the artisanal fisheries sector. Using household surveys and a coral reef interaction index (CRII), we obtained relative levels of dependency and impacts of fisheries, aquaculture, and tourism on coral reefs for livelihood. Results show that overall dependency on coral reefs remains high despite its decreasing quality. Socio-economic profiles reveal steep hurdles in shifting fishers to aquaculture. Both aquaculture and fisheries will continue to grow and eventually compete for space if left unmanaged further resulting in reduced reef quality. Shifts of fishers to tourism-based and other low-capital requirement mariculture (e.g., sea ranching) are more realistic than the expectation of absorbing fishers into current aquaculture businesses. Strengthening local coastal governance capacity to improve proactive responses for micro–macro development interactive synergy will also help reduce the impacts of development on reefs. Improving safety nets for coastal communities through skills enhancement and supplemental livelihood options that facilitate stewardship and reef recovery is an imperative. Transforming the lessons learned at village level actions to sustain municipal scale programs and institutional cooperation among stakeholders such as through marine protected area networks remain a challenge. Sharing forums and joint financing of coastal resource management remain to be realized through public and private partnerships and expansion of development for investments in social enterprises. Climate change impacts on the fisheries can be short-term or long-term, making them highly vulnerable. Fishers' vulnerability encompasses several factors and includes, among others, their sensitivity, exposure to the elements, and their adaptive capacity. The main aim of this study was to help develop a vulnerability assessment tool that can be applied in the various nodes of the fisheries and aquaculture value chains with a long-term view of enhancing the resilience of the fisheries and helping increase the adaptive capacity of the fishing communities. A participatory technique using online workshops was conducted together with various stakeholders (N = 214) who gave insights and suggested indicators that drive climate change impacts and vulnerability. Based on the online workshops conducted, the common hazards/drivers were increasing temperature, typhoons, flooding (sea-level rise), and the recent pandemic, which consequently destroy coral reef ecosystems, affect fisheries yield, increases fish mortality, damage boats, fishing gears, pens, cages, pond dikes, erode beach properties, and devastate houses. In association with these impacts, mobility, travel, processing, and logistic operations are severely reduced. In the human dimension, the fishers and fish farmers are directly affected in terms of income loss, destroyed fishing gears, nutritional deficiencies and health impacts, less fishing operations, early or reduced harvest yield, and low market value of products. In the adaptation options, the infrastructure, social, economic, awareness/knowledge, and relevant governance/policy dimensions are needed to address and help mitigate various climate change impacts.
