Abstract

A two-sector model to explain the effect of information technology and automation on workforce changes under conditions of general equilibrium nonhomothetic preference is presented. The reallocation of labor from the traditional sector to the information sector is an effect of technological innovation which works in two ways: it pulls the labor sector towards the information sector and it pushes the labor sector out of its traditional mold into automation.

The European Union's DESIRE Project adopts a developing technology that seeks to promote continental-scale information services. The technology is specifically intended to create a European scenario in which information is obtained from a wide array of providers and is dispersed to a large and discerning collaborative community. Implementation of the technology in the DESIRE project has proven its effectiveness in addressing concerns associated with the establishment of continental-scale information services.
