Forestry and nature conservation can benefit from rapid on-line information on forest disturbances, such as insect attacks. This type of information would facilitate timely field studies and enable more rapid counter measures, as well as enable studies of the dynamics of an insect outbreak. In this study we developed a method based on MODIS derived NDVI for near real-time monitoring of insect induced forest defoliation in a subalpine birch forest in northern Sweden. The method is based on deviations from a seasonal trajectory of NDVI representing forest conditions without disturbances. A Kalman filter is applied to handle noise and satellite-derived NDVI observations of low quality, and cumulative sums (CUSUM) of the deviations from the seasonal trajectory representing undisturbed forests are used to detect disturbances. An annual offset of the seasonal trajectory is introduced in CUSUM to handle inter-annual variability in the start of season. Evaluation of the method showed that 74% of the defoliation was detected with a misclassification of undisturbed areas of 39% in MODIS pixels with at least 50% birch forest cover. The ability of the method to detect defoliation can be adjusted to fit the purpose of a study; with a higher threshold applied, 100% of the defoliation in the evaluation data was detected with 56% of the undisturbed areas misclassified as defoliated. The method also facilitates studies of the intra-seasonal temporal dynamics of an insect outbreak, which is a major advantage compared to methods that classifies pixels into undisturbed or defoliated for an entire season. Growing interest is awarded to the digitalization of the building permitting use case and many works are developed about the topic. However, the subject is very complex and many aspects are usually tackled separately, making it very hard for traditional literature reviews to grasp the actual progress in the overall topic. This paper unveils the detailed state of the art in Digital Building Permitting (DBP) by critically analysing the literature by means of a set of coding tags (research progress, implementation, affected DBP workflow steps, ambitions addressed) assigned by a multidisciplinary team. The executed research shows that the mainly addressed aspects of the digitalization of building permit process are the technologies to check the compliance of design proposals against regulations, followed by the digitalization of regulations. Improvable aspects identified in the entire building permit system are instead e.g. the involvement of officers, scalability of solutions and interoperability of data, intended both as data validation and as integration of geospatial data with building models. • There is an ever-increasing interest in digital building permit worldwide. • The literature mainly focuses on BIM-based automated code compliance checking. • Application content review (incl. regulation check and reports) is the focal point. • Machine-readable building codes and interoperability are the key requirements. • Gaps are in mindset change of officers and data interoperability and integration. Abstract: Forests are important from many perspectives. Forestry delivers products such as timber, fiber and fuel; forests are also important for recreational activities as well as for the global carbon balance. Consequently, it is important to develop methods that enable efficient monitoring of disturbances, such as insect attacks, over vast forested areas. These methods can be based on remote sensing, since satellites provide images with frequent spatial coverage. Insect attacks can be detected in these satellite data if the resulting defoliation or discolouration is sufficiently severe. Satellite data also facilitates monitoring of migration patterns of invasive insects since some sensors provide time series that enables tracing of insect attacks back in time. In this study, SPOT and MODIS data were utilized to map damage in Norway spruce (Picea abies) caused by Physokermes inopinatus, and the associated black encrustation formed by sooty mold during an attack occurring 2010 in Scania, the southernmost province of Sweden. This attack is the first known presence of P. inopinatus in Sweden. The study shows that damage can be detected with high accuracy in satellite data. In SPOT-data, 78% of the damage was detected with an overestimation of 46%. The larger damaged areas could be detected with MODIS 16-days composite NDVI-product with 250m resolution. In addition, the study indicates that there was damage already in 2009, the year before any damage was detected in field. Prior to 2009 no damage was detected, suggesting that this was the first year of the outbreak. This study documents the outbreak of P. inopinatus in S. Sweden and highlights the potential for remote sensing for monitoring and early detection of damage of this invasive insect. [Copyright &y& Elsevier]
