Abstract With the development of urbanization more focusing on quality and human-orientation in the transitional period, the mixed characteristics and challenges in peri-urban China are emerging. The emergence and promotion of Area Development PPP (ADP) as an effective and innovative development model in peri-urban areas offer a feasible way to address the development needs. This paper is trying to explore and examine this innovative model firstly by identifying the three main features of the mixed land development in peri-urban China in terms of properties, functions and the development patterns. Secondly, this paper tries to describe and review the practice and spatial pattern of PPP (Public Private Partnership) and ADP projects in China. Thirdly, this paper takes Gu'an Industrial Park PPP project as the typical case to further verify the effectiveness of the ADP model. Finally, this paper attempts to answer the question how to realize the mixed land use by discussing the rationale and key points of the ADP model in combination with the theory of urban growth coalitions. The research shows that the ADP model can be a successful solution for quality peri-urban development in terms of mixed land use. This model may lay the foundation for in-depth comparative study and provide useful references for other developing countries in their peri-urban development. [ABSTRACT FROM AUTHOR]

Global city formation has become an important goal for many cities in developing countries. However, the influence of governance strategies on a city's paths towards the formation of global city is rarely studied in literature. To explore how business-related governance strategies impact global city formation, this paper uses the fuzzy set qualitative comparative analysis (fsQCA) method to investigate the complex causality of determinants and different paths towards future potential of global cities. The results show that three configurative interactions of sufficient conditions consisting of the cordial and clean relationship between government and business yield high potential for global city formation, including Path 1: a combination of reducing tax burdens for enterprises and government transparency with the absence of political integrity. Path 2: a combination of reducing tax burdens for enterprises, absence of government's care and support for enterprises, and government transparency. Path 3: a combination of government's services for enterprises, reducing tax burdens for enterprises, and government transparency. The public–private collaboration process reinvents itself during policy diffusion. To reveal the cooperative-reinvention process, this study integrates theories of policy reinvention and collaborative governance to develop a framework outlining the interplay between initial conditions, learning, the reinvention process, the governance structure, and outcomes of reinvention. This study uses the framework to conduct an exploratory in-depth case study of Mobike urban bicycle-sharing service in China to examine such interplay. • We adopted the pressure-state-response (PSR) framework to analyze Shanghai's global-city development. • Shanghai is facing unbalanced and inadequate spatial fragmentation problems, such as social wealth gaps between urban and rural areas, and development disparity among different districts within the city. • To become an excellent global city, Shanghai's government is using the pathway of governance to restructure its space and improve its global and regional influence. More and more cities in transitional China (e.g., Beijing, Shanghai, Guangzhou, and Shenzhen) have been striving to become global cities in the past three decades. To systematically study global cities, this paper adopted the pressure-state-response (PSR) framework to analyze Shanghai's global-city development. The findings showed that Shanghai facing unbalanced and inadequate spatial fragmentation problems, such as social wealth gaps between urban and rural areas, and development disparity among different districts within the city. Causes were that urban development strategies (e.g., pursuit of economic growth, and differentiated development strategies between center city and suburban cities) in the past affected the spatial fragmentations. Public-private partnerships (PPPs) have become an important tool to build infrastructure and deliver public services. In China, infrastructure partners include both state-owned enterprises and private companies. We theorize that partners with different ownership types will have different preferences of revenue regimes for infrastructure projects and that regional corruption will moderate this relationship. We use data from the China PPP Center and official statistics to test these hypotheses, and the findings largely confirm our expectations. In comparison to private firms, SOEs and hybrids are more likely to pursue a government-payment mechanism, but the moderating effect of regional corruption is not supported. • We explain the variations of revenue regimes for infrastructure partnerships across firms. • We theorize that enterprises with various ownership prefer different revenue regimes, and corruption moderates investment choice. • In comparison to private firms, SOEs and hybrids are more prefer government-payment regime. • The moderating effect of corruption on the relationship between firm ownership and revenue regimes is not supported.
