1. How medicines are used in Italy: Data from the National Report 2018

Introduction In a context of financial constraints, an appropriate and efficient resource allocation represents the main issue of health care governance at any level of health decision-making processes. In these circumstances continuously monitoring how the resources are allocated, to make the necessary changes in a timely and efficient manner, is unavoidable. In this perspective, the Medicines Utilisation Monitoring Centre (OsMed), placed at Italian Medicines Agency (AIFA), develops and publishes the National Report on Medicines Use. It also provides with an updated overview on the Italian pharmaceutical market in relation to policies, data of inpatient and outpatient consumption as well as expenditure. Methods Data from the Medicines Utilisation Monitoring Centre, stated by a National Law in 1998, were used to describe the main figures on the Italian national pharmaceutical expenditure. Results In 2018 the overall Italian pharmaceutical expenditure (public and private) was 29.1 billion euro, almost the same as the previous year (-0.1%). The public outpatient expenditure amounted to 12.4 billion euro, corresponding to a decrease of 4% compared to 2017, while the inpatient public expenditure observed an increase. The total private expenditure, including the cost-sharing and pharmaceuticals directly paid by patients increased by 3.8% compared to 2017 (amounting to 8.4 billion euro). In 2018 the total consumption, including INHS and private purchase, was 1,571.5 DDDs per every 1,000 inhabitants per day. Conclusions The Report aims to provide a common and comprehensive information base to equally support the local policies interventions. This document has been subject to a constant evolution in order to meet the evolving information needs.
