17. Institutional arrangements for the management of marine protected areas in Taiwan

Abstract

With the growth of population and rapid development of economy in Taiwan, problems including the reduced number of marine habitats and increased sea pollution have continued to harm marine bio-resources and diversity. Although the Taiwanese government has established several kind of marine protected areas (MPAs) but the management performance is dissatisfactory. Therefore, the management arrangements of MPAs in Taiwan are discussed in this study, based on 3 institutional arrangement elements: governmental organization, legal basis, and non-governmental organizations (NGOs). A questionnaire survey was administered to 4 groups (industrial, governmental, scholar, and NGO) to understand how these groups perceive the institutional arrangements of the management of MPAs in Taiwan. Finally, the institutional arrangements of the management of the MPAs discussed. The research findings showed that most survey participants believed that governmental organizations most required improvement, particularly in “monitoring standard” and “financial budget allotment.” Other than “stability,” the participants disapproved of the legal basis in the institutional arrangements of the management of MPAs. Among the 4 participating groups, only NGOs agreed that NGOs should be involved in the institutional arrangements of the management for MPAs in Taiwan. All 4 groups approved the institutional arrangements regarding “participation and cooperation,” and none of the 4 groups approved the institutional arrangements regarding “more responsible behavior.”

20. Study on Safety of Anchored Discontinuous Jointed Rockmass Stability in Hydropower Energy Development

Abstract

In order to alleviate severe energy problems increasingly, large hydropower energy development project are constructed in our country. For underground engineering in these project, the existence of jointed rock mass will endanger the safety of project. Present numerical simulation of anchored discontinuous jointed rock-mass can not pertinently reflect the actual anchorage effects. This paper establishes complex calculation model in line with the actual condition: an entity element is used to simulate an anchor and a contact element is applied between the bolt and the rock-mass. The stress intensity factor at the wing crack tip is used as the basis for evaluating the stability and the calculated results are compared with the results produced by the virtual spring model (the calculation model which enables the anchor to be equivalent with the virtual spring). The crack-propagation prevention capacity of the entity element with bending degree of freedom is obviously better than that of the virtual spring anchor which only has tension and compression degree of freedom. The calculated results reveal the disadvantage of virtual spring model which is widely applied in engineering and more practical and effective method is brought forward. The conclusion can be offer reference to design and construction of similar engineering.

Abstract

We study disjointness preserving (quasi-)n-shift operators on C 0 ( X ) , where X is locally compact and Hausdorff. When C 0 ( X ) admits a quasi-n-shift T, there is a countable subset of X ∞ = X ∪ { ∞ } equipped with a tree-like structure, called φ-tree, with exactly n joints such that the action of T on C 0 ( X ) can be implemented as a shift on the φ-tree. If T is an n-shift, then the φ-tree is dense in X and thus X is separable. By analyzing the structure of the φ-tree, we show that every (quasi-)n-shift on c 0 can always be written as a product of n (quasi-)1-shifts. Although it is not the case for general C 0 ( X ) as shown by our counter examples, we can do so after dilation.
