Conservative-controlled Westminster council has been embarrassed by the revelation on Nov. 4, 1999, that some occupants of Dolphin Square, one of the most sought-after addresses in London, England, pay lower rents than tenants of the nearby Lillington Gardens council block. Some residents of Dolphin Square pay 62 pounds sterling/wk. for a two-bedroom flat while council tenants pay 90 pounds sterling/wk. The discovery that the trust that runs Dolphin Square is offering huge rebates to some occupants was made when the freeholder, Friends Provident, made a 50 million pound sterling offer for the site.

A senior Railtrack director admitted on Oct. 15, 1999, that Downing Street has made it clear that Chief Exec. Gerald Corbett must resign over the Paddington rail disaster. Poll findings published on Oct. 15, 1999, show that Labour Member of Parliament Ken Livingstone would easily win the contest for mayor of London, England, even if he stood as an independent. The poll, conducted for the Evening Standard, shows that, standing as an independent, Livingstone would push Prime Minister Tony Blair's preferred candidate, former health secretary Frank Dobson, into third place behind the Conservative candidate Jeffrey Archer. The poll also indicates that Livingstone would win almost 2/3 of the vote if he were selected as Labour's official candidate.

The public inquiry into the collision between a Thames Train commuter service and a Great Western express service near Paddington station, west London, England, on Oct. 5, 1999, will have to answer such key questions as whether the Thames driver, Michael Hodder, went through a red light. All the evidence indicates that Hodder passed through signal 109 when it was showing red. Signal 109 has a notoriously bad record, with eight SPADs (signal passed at danger) reported in six years. The crash would undoubtedly not have occurred had the Thames train been fitted with ATP (automatic train protection).

The two trains that collided outside Paddington station in west London, England, on Oct. 5, 1999, had been travelling at a combined speed of 120 mph. Michael Hodder, the driver of the Thames Train service for Bedwyn that collided with the Great Western service from Cheltenham, had qualified just two months earlier. The importance of obeying signals was drilled into Hodder during his 11 months of training but he passed through a signal at red, causing one of the UK's worst ever rail accidents. However rail drivers had complained on a number of occasions that the signal was difficult to see.

UK Trade and Industry Secretary Stephen Byers is to order a review of the cases of the coal miners sacked during the coal strike of 1984-85 who were subsequently refused re-employment. A Whitehall consultation panel will examine the cases of 170 miners who lost both their jobs and their occupational pensions as a result of ex-Prime Minister Margaret Thatcher's determination to crush the National Union of Mineworkers. The move is an attempt to heal the deep scars that remain in many coalfield areas and could lead to some of the miners receiving an occupational pension of more than 150 pounds sterling/wk.
