Marine Ecosystem-Based Management (EBM) approaches are a well-established and fundamental component of international agreements and treaties, regional seas conventions, assessment strategies, European Directives and national and regional instruments. However, there is the need to interrogate and clarify the implementation of EBM approaches under current marine management. Although particular focus here is within the European Union Marine Strategy Framework Directive (MSFD), all lessons learned are applicable to marine assessments and management in seas worldwide given that all marine management instruments aim to ensure sustainability in marine ecosystems and human uses. Notably, the MSFD aims to ensure that Good Environmental Status (GES) will be achieved thereby enabling the sustainability of coastal and marine ecosystems to deliver ecosystem services and societal goods and benefits while at the same time being adaptive to rapid climate and environmental changes. As a clear understanding of EBM and the tools available to achieve it is needed for practitioners, regulators and their advisors, the analysis here firstly presents the current understanding of EBM (including its origin and application) and the wider 26 principles on which it is based. Secondly, we identify the key elements that are addressed by those principles (18 key EBM elements). Thirdly, we identify the types of tools available for use in the EBM context (19 tool groups). Fourthly we analyze the suitability of tool types to deliver the key EBM elements using an expert judgement approach. Finally, we conclude with the lessons learned from the use of those tools and briefly indicate how they could be combined to help achieve EBM in the most effective way. It is emphasized that no single tool is likely to satisfy all aspects of EBM and therefore employing a complementary suite of tools as part of a toolbox is recommended.

The EMOD-PACE project, funded by the European Commission, aimed to promote international ocean governance between EU and China. One of the objectives of EMOD-PACE is to compare European and Chinese modelling approaches for ecosystem vulnerability assessment. In particular, our objective was to test the applicability of the Chinese evaluation approach of resource-environment carrying capacity (MRECC) and spatial development suitability (abbreviated as “double evaluation”) to a European sea (the Bay of Biscay), in the context of marine spatial planning. The methodology involves three different steps: (i) an evaluation of areas of ecological importance, which includes species and habitats (i.e., biodiversity protection) and coastal characteristics; (ii) assessment of current marine development and utilization; and (iii) an ecological risk identification and the evaluation of the MRECC, by intersecting results from (i) and (ii). After collating information for 31 species of interest (fish, reptiles, mammals and birds), seven habitats (seagrass, seaweeds, saltmarshes, fish spawning areas, tidal flats, estuaries and unique habitats), marine protected areas and eight current human activities performed at sea (aquaculture, ports, ocean energy facilities, shipping, aggregate extraction and dredging, fisheries, military areas and tourism and recreation), they were aggregated and intersected (ecological data vs. human activities), and the ecological risk was determined. Since the total area covered by Marine Protected Areas and areas of high ecological importance is 135,372 km2, the available carrying capacity for development of marine activities within the Bay of Biscay is 229,266 km2. When we apply weighting to the calculation of the ecological importance and human activities, the high importance areas increase and the available carrying capacity decreases by 0.2%, to 228,637 km2. In this work we demonstrate that the Chinese double evaluation approach can be adapted and applied to a European sea, but to obtain more accurate results, and more extensive application to different areas are needed. Also, we have identified essential improvements, including better information for a number of species and habitats; more robust methods to identify biodiversity priorities; additional fish life-story traits; include future human activities; risks posed by multiple activities; and use appropriate weights through a stakeholder consultation.

Environmental conservation is currently one of the main objectives of marine management. It is agreed that effective management requires evaluating the tradeoffs between protection and economic costs for negatively impacted maritime activities. For these reasons, integrated approaches combining ecological and socio-economic aspects are needed to achieve nature conservation and sustainability targets. Here, we present an approach to identify cost-effective priority marine areas for protection through a Systematic Conservation Planning method, adopting the Basque Country as case study (SE Bay of Biscay). Eight protection scenarios were defined, targeting a combination of protection features: benthic habitats, biological value of cetaceans, birds, macroalgae, and macroinvertebrates, potential provision of ecosystem services, and habitat sensitivity to human activities. In turn, the total fishing pressure produced by artisanal fisheries was adopted as a measure of the socio-economic costs of protection (assuming, for this research, that fishing would be banned in the protected areas). The results indicated that existing marine protected areas (MPAs) were very close to achieving prescribed protection targets, while these targets could be achieved by increasing the size of the existing MPAs. Higher costs were associated with the declaration of areas that were targeting a larger number of protection features. Nevertheless, cost/effectiveness was higher in these cases, with the environmental benefits outweighing a comparatively smaller increase in cost. However, the most cost-effective scenarios were those that included the extension of already existing MPAs. The method implemented can assist managers and decision makers in identifying conservation gaps and ecosystem components that require special attention. In addition, the approach can be used to develop management strategies that may be adopted under different protection scenarios. Thus, the approach proposed here could be used to inform ecosystem-based marine spatial planning.

Submerged sequences of marine terraces potentially provide crucial information of past sea-level positions. However, the distribution and characteristics of drowned marine terrace sequences are poorly known at a global scale. Using bathymetric data and novel mapping and modeling techniques, we studied a submerged sequence of marine terraces in the Bay of Biscay with the objective to identify the distribution and morphologies of submerged marine terraces and the timing and conditions that allowed their formation and preservation. To accomplish the objectives a high-resolution bathymetry (5 m) was analyzed using Geographic Information Systems and TerraceM®. The successive submerged terraces were identified using a Surface Classification Model, which linearly combines the slope and the roughness of the surface to extract fossil sea-cliffs and fossil rocky shore platforms. For that purpose, contour and hillshaded maps were also analyzed. Then, shoreline angles, a geomorphic marker located at the intersection between the fossil sea-cliff and platform, were mapped analyzing swath profiles perpendicular to the isobaths. Most of the submerged strandlines are irregularly preserved throughout the continental shelf. In summary, 12 submerged terraces with their shoreline angles between approximately: −13 m (T1), −30 and −32 m (T2), −34 and 41 m (T3), −44 and −47 m (T4), −49 and 53 m (T5), −55 and 58 m (T6), −59 and 62 m (T7), −65 and 67 m (T8), −68 and 70 m (T9), −74 and −77 m (T10), −83 and −86 m (T11) and −89 and 92 m (T12). Nevertheless, the ones showing the best lateral continuity and preservation in the central part of the shelf are T3, T4, T5, T7, T8, and T10. The age of the terraces has been estimated using a landscape evolution model. To simulate the formation and preservation of submerged terraces three different scenarios: (i) 20-0 ka; (ii) 128-0 ka; and (iii) 128-20 ka, were compared. The best scenario for terrace generation was between 128 and 20 Ka, where T3, T5, and T7 could have been formed.

In Europe, and around the world, the approach to management of the marine environment has developed from the management of single issues (e.g. species and/or pressures) towards holistic Ecosystem Based Management that includes aims to maintain biodiversity and protect ecosystem functioning. Within the European Union, this approach is implemented through the Marine Strategy Framework Directive (MSFD, 2008/56/EC). Integrated Ecosystem Assessment is required by the Directive in order to assess Good Environmental Status (GES). Ecological modeling has a key role to play within the implementation of the MSFD, as demonstrated here by case studies covering a range of spatial scales and a selection of anthropogenic threats. Modeling studies have a strong role to play in embedding data collected at limited points within a larger spatial and temporal scale, thus enabling assessments of pelagic and seabed habitat. Furthermore, integrative studies using food web and ecosystem models are able to investigate changes in food web functioning and biodiversity in response to changes in the environment and human pressures. Modeling should be used to: support the development and selection of specific indicators; set reference points to assess state and the achievement of GES; inform adaptive monitoring programs and trial management scenarios. The modus operandi proposed shows how ecological modeling could support the decision making process leading to appropriate management measures and inform new policy.

Overexploitation and degradation of water quality nearly depleted Olympia oyster stocks in Puget Sound, Washington, USA by the early 1900s. With an intended goal of creating self-sustaining Olympia oyster populations in a target region in Puget Sound, the Swinomish Indian Tribal Community began reestablishing Olympia oysters at two different sites, Kiket and Lone Tree, from 2015-2017. One of our primary objectives was to quantify the biological successes or failures of our reestablished populations. Our results provide a guide for the evolution of project-specific, evidence-based restoration plans that could allow for further use of adaptive management and conservation aquaculture. Following the creation of experimental plots and restoration beds across two sites using 735 m² of shell habitat, including 245 m² of seeded cultch, we measured temporal change in oyster length and density as proxies for growth, recruitment, and survival. Significant growth was observed each year in each lagoon. Despite the known presence of brooding oysters and competent larvae in the region, we found no evidence of recruitment at either site through six years of monitoring. Survival decreased significantly each year and at each site. Thus, while we quantify evidence of growth and reproduction, we are not meeting the success metrics of recruitment or survival therefore hindering the chances of long-term success. We hypothesize that our restoration efforts are hampered by the relatively small population size within our restored areas, insufficient amounts of appropriate surrounding habitat, and lower water residence time. Our study suggests managers need to consistently monitor restoration projects due to site-specific differences and to determine if local failure is a possibility. Low survival and recruitment do not necessitate termination of projects. However, these measurements do suggest that projects like ours need to consider expanding use of conservation aquaculture as a tool or employing adaptive management by developing and implementing novel strategies to increase naturally-occurring adult populations and available habitat. The article "Commentary: Demographic response of osprey within the lower Chesapeake Bay to fluctuations in menhaden stock" published in Frontiers in Marine Science discusses the decline in osprey reproductive rates and fish provisioning, particularly menhaden, in the Mobjack Bay subestuary of the lower Chesapeake Bay. The study suggests a link between osprey reproductive rates and coastwide indices of juvenile menhaden abundance, prompting calls for the restoration of menhaden stocks to 1980s levels. However, the article raises concerns about the statistical analysis used and the lack of a clear relationship between osprey demographics and menhaden abundance, emphasizing the need for further research and appropriate methodologies to assess their ecological linkage. Benthic species assemblages are groups of species that co-occur on the seafloor. Linking assemblages to physical environmental features allows for understanding and predicting their spatial distribution. Species identity and abundance are commonly quantified using a taxonomic approach to assess benthic diversity, yet functional traits that describe the behavior, life history, and morphology of a species may be equally or more important. Here, we investigate the biodiversity of five benthic species assemblages in relation to their habitat and environmental conditions in an Ecologically and Biologically Significant Area (EBSA) along Canada's east coast, using both a taxonomic approach and biological traits analysis. Random Forest regression was applied to map spatial patterns of functional and taxonomic diversity metrics, including richness, Shannon index, and Rao's quadratic entropy. We evaluate discrepancies between related taxonomic and trait measures, and the community-weighted mean of trait data was calculated to characterize each assemblage. Taxonomic and functional richness - representing the number of species and the species community volume in the trait space, respectively - showed similar spatial patterns. However, when considering diversity, which also accounts for the relative abundance and differences among species or traits, these patterns diverged. Taxonomically different assemblages exhibited similar trait compositions for two assemblages, indicating potential trait equivalencies, while one assemblage exhibited traits potentially indicating sensitivity to human activity. The taxonomic and functional metrics of richness and diversity were low close to the coast, which could be indicative of disturbance. Consideration of functional metrics can support spatial planning and prioritization for management and conservation efforts by assessing the sensitivity of traits to different stressors. Antarctic krill (Euphausia superba) aggregations are important in the Southern Ocean ecosystem; however, the amount of energy that krill swarms contain is unknown. We assessed the population structure of E. superba swarms in East Antarctica for two different sectors corresponding to the study areas of the ENRICH (2019) and TEMPO (2021) voyages. We also estimated swarm energy content based on calorific values for whole animals and key tissues (gonads, digestive gland, and muscle). A relationship between the energy content of muscle and gonads in gravid and adult females was detected: The higher the energy content in muscle tissue, the lower the energy content in the gonad tissue. This relationship was consistent for different female maturity stages, suggesting a trade-off in energy allocation between somatic growth and reproduction. Females will redirect energy to gonad development at the expense of somatic growth. Total swarm energy was calculated using the volumetric density of each swarm estimated from an acoustic survey. Four swarm types (A-D) were determined based on the body length and maturity stage of the individuals. The highest energy contents were found in Type B swarms, composed predominantly of adult males and females, and Type D swarms, comprising mostly gravid females. Trends in swarm demographic composition and energy content were consistent between surveys. The global oceans are facing a plethora of pressures, leading to cross-national impacts on marine ecosystems, wildlife, and resource users. Interdisciplinarity is integrating knowledge and methods from different disciplines to generate a comprehensive output. Due to the trans-boundary nature of marine habitats and stressors, interdisciplinary research forms the basis to addressing pressing matters in ocean health and conservation. To this end, the Marine Environment and Resources (MER) master programme was developed at the beginning of the century, enabling students to develop a well-rounded understanding of ocean science. The programme has since become a recognised Erasmus Mundus degree and has had almost 400 graduates. In September 2022, the first MER community summit was held, being a landmark for the building of a long-lasting global community to discuss and deal with priority challenges of the UN Decade of Oceans Science. This summit has highlighted that to understand the state of the oceans and improve conservation efforts, international collaboration is required (including those out with the academic realm). The following article aims to highlight the successes of the programme in aiding the development and training of interdisciplinary researchers from a plethora of backgrounds, uniquely suitable for addressing current problems. Seagrass meadows provide important ecosystem services including carbon sequestration, coastal protection from erosion, and sustained biodiversity and fisheries thereby improving the wellbeing and livelihoods of coastal communities. The erosion of millenary deposits of intertwined roots and rhizomes of Posidonia results in the formation of three-dimensional structures named escarpments that constitute a biogenic reef habitat. However, the natural history of seagrass escarpments including their formation processes and their role as habitat for reef fauna and flora remains poorly understood. This research located and characterized Posidonia oceanica escarpments in Menorca (Balearic Islands) and compared structural complexity and fish assemblages among seagrass escarpments, seagrass meadows, rocky substrates and bare sand with emphasis on its role as habitat and shelter for typical rocky fish. Fish abundance and biomass were similar between seagrass escarpments and rocky substrates (P > 0.05), but significantly lower in seagrass meadows (P < 0.001). The large number of caves found along seagrass escarpments provide shelter to fish, including species only associated to rocky substrates. Seagrass meadows form a rather homogenous habitat within their canopy, but the presence of seagrass escarpments enhances habitat heterogeneity and structural complexity along with fish abundance and biomass at the seascape level. Foundation species that modify their habitat can facilitate other species, including other foundation species. Most studies focus solely on a single foundation species, overlooking such facilitation cascades. In this study, we investigated the interactions between the two coastal foundation species Mytilus edulis (blue mussel) and Lanice conchilega (sand mason worm). We investigated whether these species engage in facilitative interactions or if their association simply reflects a shared ecological niche on the soft-sediment intertidal flats of the Dutch Wadden Sea. To do so, we performed species distribution modeling, manipulative field experiments, and field surveys. We found a positive association between both foundation species, with a 2.45 times higher occurrence of both species compared to a random distribution. In addition, these species partially occupied the same ecological niche. We demonstrated that L. conchilega provided settlement substrate for M. edulis spat, increasing densities by 400 times compared to bare plots. Furthermore, M. edulis reefs facilitated L. conchilega occurrence in the wake of the reef. Biogenic reef development revealed that this interspecific facilitation resulted in spatial habitat heterogeneity. Therefore, we conclude that interspecific facilitation can significantly enhance the occurrence of these two important intertidal foundation species. The Secchi disc depth (Dsd) measurement is widely used to monitor eutrophication and the quality of the aquatic environment. This study aimed to investigate the relationship between Dsd and various factors, including the coefficient of attenuation of photosynthetically active radiation [Kd (PAR)], the depth of the euphotic zone (Deu), PAR at the Secchi disk depth (Esd) and the absorption coefficient of PAR (F) in the Neva Estuary, one of largest estuaries of the Baltic Sea. Environmental variables impacting these indices were identified using data collected from midsummer 2012 to 2020. The Dsd values in the estuary ranged from 0.3 to 4.0 m, with an average value of 1.8 m, while the Deu/Dsd ratio ranged from 1.5 to 6.0 with an average value of 2.8. These values were significantly lower than those observed in the open waters of the Baltic Sea. The highest Deu/Dsd ratio was observed in turbid waters characterized by high Kd(PAR) and low Dsd. Contrary to expectations, Dsd did not exhibit a significant relationship with the concentration of chlorophyll a, raising doubts about the utility of historical Dsd data for reconstructing phytoplankton development in the estuary. Principal component analysis did not identify the primary environmental variables strongly affecting the optical characteristics of water. However, recursive partitioning of the dataset using analysis of variance (CART approach) revealed that the concentration of suspended mineral matter (SMM) was the primary predictor of Deu/Dsd, Kd(PAR), and F. This SMM was associated with the frequent resuspension of bottom sediments during windy weather and construction activities in the estuary. Concentrations of suspended organic matter and the depth of the water area were found to be less significant as environmental variables. Furthermore, the CART approach demonstrated that different combinations of environmental variables in estuarine waters could result in similar optical indicator values. To reliably interpret the data and determine the optical characteristics of water in estuaries from Dsd, more complex models incorporating machine learning and neural connections are required. Additionally, reference determinations of Esd in various regions with specific sets of environmental variables would be valuable for comparative analyses and better understanding of estuarine systems. 2022 marked the third consecutive La Niña and extended the longest consecutive stretch of negative Oceanic Niño Index since 1998-2001. While physical and biological conditions in winter and spring largely adhered to prior La Niña conditions, summer and fall were very different. Similar to past La Niña events, in winter and spring coastal upwelling was either average or above average, temperature average or below average, salinity generally above average. In summer and fall, however, upwelling and temperature were generally average or slightly below average, salinity was close to average and chlorophyll a was close to average. Again, as during prior La Niña events, biomass of northern/southern copepods was above/below average off Oregon in winter, and body size of North Pacific krill in northern California was above average in winter. By contrast, later in the year the abundance of northern krill dropped off Oregon while southern copepods increased and body sizes of North Pacific krill fell in northern California. Off Oregon and Washington abundances of market squid and Pacific pompano (indicators of warm, non-typical La Niña conditions) were high. In the 20th century, Northern anchovy recruitment tended to be high during cold conditions, but despite mostly warm conditions from 2015-2021 anchovy populations boomed and remained high in 2022. Resident seabird reproductive success, which tended in the past to increase during productive La Niña conditions was highly variable throughout the system as common murre and pelagic cormorant, experienced complete reproductive failure at Yaquina Head, Oregon while Brandt's cormorant reproduction was average. At three sampling locations off central California, however, common murre reproduction was close to or above average while both pelagic and Brandt's cormorant were above average. California sealion reproduction has been above average each year since 2016, and pup weight was also above average in 2022, likely in response not to La Niña or El Niño but continuous high abundance of anchovy. The highly variable and often unpredictable physical and biological conditions in 2022 highlight a growing recognition of disconnects between basin-scale indices and local conditions in the CCE. Ocean-based industries like shipping, aquaculture, and wind energy are growing at an unprecedented rate resulting in challenges related to siting and environmental management. As marine aquaculture and other oceanbased industries continue to expand, robust marine spatial planning analyses that reconcile existing ocean uses and integrate pertinent environmental and planning data are critical for identifying compatible locations. In this study, a series of geospatial analyses were used for aquaculture siting within and around a heavily trafficked and highly utilized maritime port in the San Diego Bay area of California, USA. Using a centralized geodatabase representing key aquaculture planning spatial datasets, recommendations for specific areas for aquaculture were developed based on appropriate environmental conditions for candidate shellfish and algae aquaculture species culture systems. Areas that were known constraints were first identified to determine potentially usable areas for shellfish and macroalgae (i.e., seaweed) aquaculture using an exclusion analysis, a type of multi-criteria decision analysis, to eliminate all areas without compatibility. Within the remaining usable area, we further considered shellfish and macroalgae culture system-specific factors within a 'culture systems analysis' to determine where different culture systems have potential for success. This analysis provides a foundation of coastal intelligence for guiding the aquaculture industry and natural resource managers towards appropriate siting decisions. Domoic acid-producing blooms of the diatom genus Pseudo-nitzschia are pervasive in coastal environments globally. Domoic acid, a neurotoxin, accumulates via trophic transfer into marine food webs and is often associated with mass marine mammal mortality and stranding events. In Southern California, California sea lions (Zalophus californianus) are an indicator species for food web impacts of domoic acid because they are abundant secondary consumers, sensitive to domoic acid intoxication, and are actively monitored by stranding networks. However, domoic acid exposure may occur a distance from where a sea lion ultimately strands. This spatiotemporal variation complicates coupling domoic acid observations in water to strandings. Therefore, we sought to quantify whether monitoring data from four pier sites across the region, covering nearly 700 km of coastline from 2015-2019, could be used to predict adult and subadult sea lion strandings along the 68 km Orange County coastline surveyed by the Pacific Marine Mammal Center. We found that increased sea lion strandings were often observed just prior to an increase in particulate domoic acid at the piers, confirming that clusters of subadult and adult sea lion strandings with clinical signs of domoic acid intoxication serve as indicators of bloom events. In addition, domoic acid concentrations at Stearns Wharf, nearly 200 km from stranding locations, best predicted increased total sea lion strandings, and strandings of sea lions with domoic acid intoxication symptoms. Particulate domoic acid concentrations greater than 0.05 µg/L at Stearns Wharf were linked to stranding probabilities in Orange County ranging from 2.2% to 55% per week, and concentrations of 0.25 µg/L resulted in weekly stranding probabilities ranging from 16% to 81% depending on the stranding scenario modeled.
