The northern sand lance (Ammodytes dubius), a key species in the food web supporting the Stellwagen Bank National Marine Sanctuary (SBNMS), feeds primarily on the lipid-rich copepod Calanus finmarchicus. Climate change poses a significant threat to this dynamic, as C. finmarchicus populations are at the southern edge of their subarctic distribution and are vulnerable to warming waters and changing oceanographic conditions. Declines in the advective supply of C. finmarchicus to Stellwagen Bank could adversely affect sand lance populations and, consequently, the ecological and economic resources that depend on them. To quantify the connectivity between SBNMS and potential sources of C. finmarchicus , we used the Finite-Volume Community Ocean Model (FVCOM) coupled with Lagrangian particle tracking over the years 1978 to 2016. Numerical experiments revealed that Stellwagen Bank is highly connected to upstream areas in the Maine Coastal Current (MCC), where existing time series monitoring stations observe C. finmarchicus populations. The connectivity exhibited strong seasonal patterns, with peak connectivity occurring during spring and early summer, aligning with the sand lance feeding period on C. finmarchicus. We found significant interannual variability, influenced by changes in the strength of the MCC and circulation patterns in the western Gulf of Maine. Years with stronger MCC flow showed higher connectivity and a greater potential supply of C. finmarchicus particles to Stellwagen Bank. Conversely, periods of reduced flow corresponded with decreased connectivity, potentially limiting the availability of C. finmarchicus to sand lance populations. Meanwhile, observations from drifters and buoys since 2001 have documented decreases in MCC current speed which has been linked to a climate driven strengthening of southwesterly winds. These findings underscore the importance of pelagic habitat connectivity in assessing the climate vulnerability of marine protected areas (MPAs) like SBNMS. Furthermore, monitoring C. finmarchicus populations at upstream time series stations can provide information on downstream foraging habitat in MPAs, and potentially in other vulnerable areas of ecological and socioeconomic interest. By incorporating these indicators of connectivity and upstream C. finmarchicus population abundance into decision support tools, Sanctuary managers and stakeholders can make informed decisions to mitigate potential climate impacts. Historically, there have been few observations of orca predation on large elasmobranch species nor are they commonly identified in the stomach contents of deceased orcas. In recent years there has been an increase in observational records of orca predation, such as on white sharks (Carcharodon carcharias) in South Africa, which could indicate that elasmobranchs serve a greater importance in their diet than previously considered. These events are often documented by members of the public due to the development and affordability of innovative cameras, including the use of the drones (unoccupied aerial vehicles). Here we describe new predator-prey interactions between orcas and large shark species in Cabo Pulmo National Park (CPNP), a small no-take marine protected area located in the Gulf of California. In this paper, we were able to successfully identify individuals from the described orca pods in the region; specifically, the same individuals hunting sharks over a period of nearly two years. We discuss the potential implications of these new ecological interactions, given the importance of tourism to sustain the management of CPNP, as cascading impacts have been documented elsewhere in light of orca predations on sharks. The authors studied the structure of the coastal fish assemblage in a temperate coral reef within a marine protected area in order to provide a baseline information on the occurrence and temporal distribution of fish and to highlight the importance of the coral reef to ichthyofauna. The coastal fish assemblage was investigated at two sites in Veliko jezero (Mljet National Park) in the southern Adriatic Sea with a non-destructive SCUBA visual technique in the period from 2013 to 2021. Altogether, 38 fish taxa were recorded on the right bank (coral reef) and 36 species on the left bank. The presence of the coral reef at a depth range between 9 m to 12 m is the main factor differentiating the fish fauna in these two areas, which are otherwise governed by the same environmental factors. Off Northern Chile, baleen whales use the area around Isla Chañaral as a feeding ground where they forage on euphausiids. Isla Chañaral is part of the highly productive Humboldt Archipelago (~ 28°S-29°S) within the Humboldt Current System (HCS). In this study, we seek to understand the submesoscale spatial distribution of fin and blue whales and their prey around Isla Chañaral using systematic and opportunistic visual sighting data of whales and systematic acoustic backscatter data of zooplankton from an Acoustic Zooplankton and Fish Profiler (AZFP); and to examine the oceanographic dynamics of the wider Humboldt Archipelago area with remote-sensing oceanographic data. We completed a total of 512.6 km of survey effort over 20 days in 2018 and 318.3 km over 16 days in 2019 collecting systematic whale sighting and backscatter data. A total of 42 fin whales, 0 blue whales and 66 unidenti fied whales were sighted in 2018, and 7 fin whales, 3 blue whales and 12 unidentified whales were sighted in 2019. Observed spatial distribution of backscatter and whales was strongly associated with a bathymetric feature, i.e., the submarine canyon that curves around Isla Chañaral. Generalized Additive Models showed that fin whale presence was associated with high levels of backscatter and shallow depths similar to those of the canyon. We found that long-term average geostrophic currents form a recirculation system between 28°S and 31°S that can transport nutrient-rich upwelled surface waters back towards the Humboldt Archipelago and contribute to high biological productivity in this area. However, in summer 2019 geostrophic flow occurred away from the coast and a warm low-productivity spring explained low backscatter and whale sightings around Isla Chanaral. The unique oceanographic features of Isla Chanaral and the Humboldt Archipelago that contribute to high concentrations of Endangered baleen whales and their prey justify the extension of the Isla Chanaral Marine Reserve to include the canyon between the mainland and the island, and the implementation of a Multiple Use Marine Protected Area for the entire Humboldt Archipelago area that explicitly protects this critical feature. Demersal deep-sea fish assemblages from islands and seamounts are poorly described, even in the Hawaiian archipelago. Knowledge across all depths, in similar settings, is even sparser for other archipelagos in the central and western Pacific. However, recent remotely operated vehicle (ROV) explorations and archived video from human-occupied submersible dives conducted by the Hawai`i Undersea Research Laboratory (HURL) provide an opportunity to explore the structure of these assemblages. Here we describe demersal fish assemblages across the central and western Pacific, including in four Marine National Monuments, and examine the relationship of the assemblages to depth and environmental conditions. We used data collected from 227 underwater vehicle dives resulting in the identification of 24,837 individuals belonging to 89 families and 175 genera. The most frequently occurring genera at depths of 250-500 m were Epigonus, Setarches, Polymixia, and Antigonia, between 500-1000 m were Chlorophthalmus, Aldrovandia, and Neocyttus, and between 1000-3000 m were Synaphobranchus, Kumba, Halosaurus, Ilyophis, and Ipnops. There are strong changes in the fish assemblages with depth and region, and assemblages become more similar between regions with greater depth. Depth and region explained the most variance in assemblage structure followed by seafloor particulate organic carbon flux (a food supply proxy), concentrations of dissolved oxygen, and salinity. The Line Islands and Tokelau Ridge had the highest values of seafloor particulate organic carbon flux for all depth zones investigated (250-3000 m) and the highest abundance of fishes at 250-500 m and 500-1000 m, respectively. Taxon accumulation curves indicated that diversity at the genus level within all regions and depth bins (except 1000-2000 m and 2000-3000 m) had not been reached with the existing sampling effort. However, when combining samples from all regions, diversity generally appeared to decrease with depth. Overall, this study demonstrates that there are significant regional differences in the composition of the deep-sea fish fauna as well as differences across depth. Such distribution patterns suggest that the four Marine National Monuments (Papahānaumokuākea, Marianas Trench, Pacific Remote Islands, and Rose Atoll Marine National Monuments, encompassing an area of 3,063,223 km2) are not replicates of diversity, but complementary components of the regional fauna.

Longlining represents a cost-effective fishing modality for catching tuna, but its use is contentious due to the unintended catch of endangered, threatened, and protected (ETP) species. In 2000, longlining was banned in the Galapagos Marine Reserve, Ecuador. Since then, local small-scale fishers have contested this decision. In contrast, longlining ban supporters argue that this regulation is fundamental for conserving ETP species, despite scientific and anecdotal evidence indicating that its effective implementation is unfeasible. We conducted an online survey to investigate Galapagos residents’ perceptions concerning longlining, its ecological impact, and diverse potential management strategies. Our findings revealed misconceptions about longline fishing, which highlight the need for improved public awareness and education regarding longline fishing practices, their impact on ETP species, and possible solutions to this complex social-ecological problem. Our study also highlights Galapagos residents’ openness to find a solution that addresses both fishers’ livelihoods and the conservation of ETP species. Galapagos residents are receptive to implementing evidence-based solutions, including testing new bycatch mitigation methods and more selective fishing gears, enhancing monitoring and enforcement, and creating market-based incentives that encourage progressive and adaptive improvements in fishing practices. To solve the Galapagos longline controversy, we recommend a holistic, adaptive, and evidence-based approach that encourages stakeholders to engage in open dialogue, fosters cross-sector collaboration, and promotes research, communication, and educational initiatives. By raising awareness through comprehensive, rigorous, and unbiased scientific information, this ecosystem-based management approach aims to ensure the sustainable development of the small-scale tuna fishery, while conserving the Galapagos’ invaluable and unique marine biodiversity.

Ocean biodiversity loss is being driven by several anthropogenic threats and significant efforts are required to halt losses and promote healthy marine ecosystems. The establishment of a network of Marine Protected Areas (MPAs) can help restrict damaging activities and have been recognised as a potential solution to aid marine conservation. When managed correctly they can deliver both ecological and socio-economic benefits. In recent times, MPA designations have increased rapidly while many countries have set future MPA targets for the decades ahead. An integral element of MPA management is adequate monitoring that collects data to assess if conservation objectives are being achieved. Data acquired by monitoring can vary widely as can the techniques employed to collect such data. Ideally, non-destructive and non-invasive methods are preferred to prevent damage to habitats and species, though this may rule out a number of traditional extractive sampling approaches such as dredges and trawls. Moreover, advances in ocean observation technologies enable the collection of large amounts of data at high resolutions, while automated data processing is beginning to make analyses more logistically feasible and less time-consuming. Therefore, developments to existing marine monitoring techniques and new emerging technologies have led to a diverse array of options when choosing to implement an MPA monitoring programme. Here, we present a review of new and existing non-extractive techniques which can be applied to MPA monitoring. We summarise their capabilities, applications, advantages, limitations and possible future developments. The review is intended to aid MPA managers and researchers in determining the suitability of available monitoring techniques based on data requirements and site conditions.

This paper summarises the occurrence of Risso’s dolphin (Grampus griseus) over 12 years (2009 to 2021) in the northwestern Mediterranean. The study was conducted off the central coast of Catalonia (NE Spain) in an area covering 8,026 km2 and featuring a system of submarine canyons. The habitat is suitable for a wide diversity of species, including deep-diving cetaceans. In addition, a different dataset from other projects was included to compare distances to the coast from different periods. A visual effort of 8,756 km was carried out with the recording of 17 Risso’s dolphin sightings. The relative mean density of Risso’s dolphin was 0.0078 individuals/km2 (SD 0.1, n = 17), and the densities were higher in the southern canyons than in the northern canyons. Furthermore, the distance to the coast and the depth of any sighting were compared by gathering data from different periods and surveys (first period 1985–2014; second period 2016–2021) with 34 sightings analysed. Significant differences were found related to the distance to the coast, showing a displacement of the animals to more pelagic areas between periods. The spatial distribution of Risso’s dolphins was investigated by applying a generalized additive model based on sighting data collected during standardized vessel surveys. Four predictive variables were considered, taking into account the local physiographical features. The model showed that the spatial distribution of Risso’s dolphin in the area was related to the slope and slope variation. The species showed preferences for offshore areas as significant differences were obtained in terms of the distance of sightings to the coast. This paper provides new insights into the distribution of Risso’s dolphin in the central western Mediterranean Sea and identifies the submarine canyons of northern Catalonia as an essential habitat for the species.

The Yokozuna Slickhead Narcetes shonanmaruae is a recently described deep-sea fish species and an active-swimming, relatively large top predator in Suruga Bay, Japan. Its only known habitat is the deepest part of the bay (>2,000 m); six individuals have been collected thus far (up to 138 cm in total length). During our monitoring survey of faunal diversity on seamounts within marine protected areas in Japanese waters, environmental DNA (eDNA) metabarcoding revealed the Yokozuna Slickhead 12S ribosomal RNA gene sequence on/around three seamounts belonging to the Nishi-Shichito Ridge (at depths of around 2,000 m) located 400–600 km south of the known locality. A baited camera system deployed at the foot of one of the three seamounts at a depth of 2,091 m captured a Yokozuna Slickhead individual that was over 250 cm in total length, threatening Pacific Grenadiers Coryphaenoides acrolepis around the bait and attacking the bait cage. A combination of eDNA metabarcoding and baited camera observation represents a powerful tool for the detection of rare predatory fish species and the study of their ecology even in the deep sea, thus helping to better understand vulnerable marine ecosystems and reveal the impact of the rapidly changing global ocean.

Marine Protected Areas (MPAs) require effective indicators to assess their performance, in compliance with the goals of relevant national and international commitments. Achieving and prioritizing shortlists of multidisciplinary indicators demands a significant effort from specialists to depict the multiple conservation and socioeconomic interests, and the large complexity of natural systems. The present paper describes a structured expert-based methodology (process and outputs) to co-define a list of multidisciplinary MPA performance indicators. This work was promoted by the management authority of coastal MPAs in mainland Portugal to gather a consensual and feasible list of indicators that would guide the design of a future national monitoring program. Hence, Portuguese coastal MPAs served as a case study to develop such a process between 2019 and 2020. In the end, participants (1) agreed on a shortlist of prioritized indicators (i.e., environmental, governance, and socioeconomic indicators) and (2) defined minimum monitoring frequencies for the indicators in this list, compatible with the potential replicability of the associated survey methods. The present approach recommends that management plans incorporate monitoring procedures and survey methods, with a validated list of indicators and associated monitoring periodicity, agreed among researchers, MPA managers and governance experts. The proposed methodology, and the lessons learned from it, can support future processes aiming to define and prioritize MPA performance indicators.

The effects of fishing have been documented across coral reefs worldwide. No-take marine reserves do not only act as a conservation tool but also allow an opportunity to study impacts of fishing, by acting as control sites. In addition, well-planned and well-managed no-take marine reserves (NTRs) provide conservation benefits that are essential to marine biodiversity and ecosystem-based management. The Abrolhos Marine National Park, off the tropical Brazilian coast, protects part of the largest coral reef system in the South Atlantic. To investigate the effects of fishing on reef fish richness, abundance, biomass, and functional diversity of the fish assemblage, we compared sites across two protection levels considering the variation in habitats (Fringing Reefs—Protected; Pinnacles Reefs—Protected; and Coastal Reefs—Open Access), using Baited Remote Underwater Stereo-Video systems (stereo-BRUVs). We adjusted generalized additive mixed models of fish assemblage characteristics with protection levels and environmental variables, such as topographic complexity (mean relief and relief variation), visibility, and benthic cover percentage. Inside NTRs, we found higher total biomass and biomass of fishery target species and carnivores, specifically for the Carcharhinidae (sharks) and Epinephelidae (groupers) families, indicating direct fisheries effects on these groups. In contrast, the ecological parameters of non-target fish were positively correlated with habitat characteristics, including mean relief and variance of relief. Moreover, fish functional diversity was higher within NTRs, demonstrating an even distribution of functional entities. The presence of large mobile predators and the overall higher biomass of carnivores inside the NTR indicate the effect of fishing exclusion. Our results point to the value of NTRs to study the effects of fishing and achieve biodiversity conservation and suggest the importance of using remote sampling methods to assess large mobile predators.

Most seabirds forage far from land, making them hard to observe when foraging. Satellite tracking of seabirds shows where they come into conflict with human uses of the ocean, and whether they use protected areas. Because tracking data are expensive, data from one colony and/or year are sometimes used to design marine protection for a species across its range. Two assumptions commonly made are that foraging distance increases with colony size and individuals are uniformly distributed around colonies. We tested these assumptions using Magellanic penguins Spheniscus magellanicus as an example. We used a large tracking dataset of 338 penguins foraging for chicks at 10 colonies in Argentina from 1996 to 2019. Foraging distance increased with population size among colonies, but predicted distances would not cover foraging areas for all colonies. There was no relationship between population size and foraging distance within colony among years for colonies with ten and 23 years of data. Penguins were not uniformly distributed around colonies. Penguins used ~24% (12-40%) of the ocean available within the colony’s maximum foraging distance. We also show that overlap between penguin foraging areas and marine protected areas (MPA) and hydrocarbon concessions varied among colonies partly because of variation in how far offshore penguins forage. Overlap with MPAs was low (0% – 20%) for seven of the ten colonies and high (23% – 100%) for the other three. Overlap with a large area permitted for hydrocarbon exploration (seismic surveys) was relatively high (23% – 81%) for seven colonies where penguins forage offshore. Data from one colony are unlikely to indicate the most effective marine spatial planning for all colonies. Our data show that to be effective, marine planning should consider the temporal and spatial dynamics of ocean conditions and the response of marine wildlife to these changes. Climate variability is predicted to increase, making knowledge of foraging-location variation among colonies and years critical to conservation planning.

Marine protected areas (MPAs) are a key tool for achieving goals for biodiversity conservation and human well-being, including improving climate resilience and equitable access to nature. At a national level, they are central components in the U.S. commitment to conserve at least 30% of U.S. waters by 2030. By definition, the primary goal of an MPA is the long-term conservation of nature; however, not all MPAs provide the same ecological and social benefits. A U.S. system of MPAs that is equitable, well-managed, representative and connected, and includes areas at a level of protection that can deliver desired outcomes is best positioned to support national goals. We used a new MPA framework, The MPA Guide, to assess the level of protection and stage of establishment of the 50 largest U.S. MPAs, which make up 99.7% of the total U.S. MPA area (3.19 million km2). Over 96% of this area, including 99% of that which is fully or highly protected against extractive or destructive human activities, is in the central Pacific ocean. Total MPA area in other regions is sparse – only 1.9% of the U.S. ocean excluding the central Pacific is protected in any kind of MPA (120,976 km2). Over three quarters of the non-central Pacific MPA area is lightly or minimally protected against extractive or destructive human activities. These results highlight an urgent need to improve the quality, quantity, and representativeness of MPA protection in U.S. waters to bring benefits to human and marine communities. We identify and review the state of the science, including focal areas for achieving desired MPA outcomes and lessons learned from places where sound ecological and social design principles come together in MPAs that are set up to achieve national goals for equity, climate resilience, and biodiversity conservation. We recommend key opportunities for action specific to the U.S. context, including increasing funding, research, equity, and protection level for new and existing U.S. MPAs.

Exposure to a variety of anthropogenic stressors has prompted the creation of a growing number of marine protected areas (MPAs). Unfortunately, long-term changes in both the sources of stress and the extent or operation of the MPAs have also occurred, at a pace that is often faster than the research trying to understand the consequences of those changes. This study addresses this challenge by focusing on two MPAs located in the southern Romanian Black Sea, namely the Cape Tuzla and the Mangalia Sulfur springs. Using 95 seafloor samples collected over a 7-year period, we explored distinct benthic habitats and their associated communities in a depth gradient common to both MPAs. We described benthic communities, their density, biomass, and diversity and subsequently used them as indicators of the health of the seafloor. Specifically, we used the M-AMBI*(n) index to assess the ecological status of the benthic habitats found in both MPAs. Our results identified seven distinct habitats across infralittoral and circalittoral areas and described species composition and diversity levels, reaching up to a grand total of 119 benthic taxa. These communities were often dominated by polychaetes and crustaceans in terms of density and by mollusks in terms of biomass. Several mollusks represent key ecosystem engineer species creating or modifying their local habitat conditions. Our results revealed that two thirds of the sampling stations could be characterized as having a good ecological status (GES), and were therefore dominated by species normally considered as either sensitive or indifferent to organic pollution. Meanwhile, the other third of the stations was labeled as non-GES, was dominated by opportunistic species and represent a concern for the coastline system. This study calls for further research to carefully describe the valuable coastal habitats under the frame of MPAs, and to assess the effects of specific pollutants and the response of organisms that seem most affected by these stressors.

Like many small island communities, the United Kingdom Overseas Territories (UKOTs) are directly dependent on their marine resources for a range of ecosystem services, such as income generation, subsistence, leisure, recreation and wellbeing. Healthy marine ecosystems also play a broader role in climate regulation, coastal resilience and habitat provision. With Blue Belt Programme assistance, the UKOTs are developing enhanced protection and sustainable management strategies for their marine environments, using an Integrated Marine Management (IMM) approach. This coordinates cross-sectoral planning and management to carefully balance marine conservation and sustainable use of resources in order to minimize socio-cultural and economic impacts to the local community. We describe the IMM approach taken in two UKOT case studies. In Ascension Island, a conservation planning and resource management process was initiated with an objective to protect at least 50% of Ascension’s waters from commercial fishing, resulting in the designation of one of the largest Marine Protected Areas (MPAs) in the Southern Atlantic. In St Helena, a new licensing framework for marine developments was developed within an existing sustainable use MPA. From these two approaches, we highlight aspects of the process, lessons learned and recommendations that may be useful for other small islands planning to implement IMM, particularly regarding the importance of effective stakeholder engagement, coordination across different governance scales, and long-term financial resources.

Deployment of long-term, continuously recording passive-acoustic sensors in the ocean can provide insights into sound sources related to ocean dynamics, air–sea interactions, and biologic and human activities, all which contribute to shaping ocean soundscapes. In the polar regions, the changing ocean climate likely contributes to seasonal and long-term variation in cryogenic sounds, adding to the complexity of these soundscapes. The Korea Polar Research Institute and the U.S. National Oceanic and Atmospheric Administration have jointly operated two arrays of autonomous underwater hydrophones in the Southern Ocean, one in the Terra Nova Bay Polynya (TNBP) during December 2015–January 2019 and the other in the Balleny Islands (BI) region during January 2015–March 2016, to monitor changes in ocean soundscapes. In the BI region, we found distinct seasonal variations in the cryogenic signals that were attributed to collisions and thermal/mechanical fracturing of the surface sea ice. This is consistent with sea-ice patterns due to annual freeze–thaw cycles, which are not clearly observed in TNBP, where frequent blowing out of sea ice by katabatic winds and icequakes from nearby ice shelves generate strong noise even in austral winters. Another advantage of passive acoustic recordings is that they provide opportunities to measure biodiversity from classifying spectral characteristics of marine mammals: we identified 1. Leopard seals (Hydrurga leptonyx; 200–400 Hz), most abundant in the BI region and TNBP in December; 2. Antarctic blue whales (Balaenoptera musculus; distinctive vocalization at 18 and 27 Hz), strong signals in austral winter and fall in the BI region and TNBP; 3. Fin whales (B. physalus; fundamental frequency in the 15–28 Hz and overtones at 80 and 90 Hz), maximum presence in the BI region during the austral summer and spring months; 4. Antarctic minke whales (B. bonaerensis; 100–200 Hz), strongest signals from June to August in the BI region; 5. Humpback whales in TNBP; 6. Unidentified whales (long-duration downsweeping from 75 to 62 Hz), detected in TNBP. Long-term soundscape monitoring can help understand the spatiotemporal changes in the Southern Ocean and cryosphere and provide a means of assessing the status and trends of biodiversity in the Ross Sea Region Marine Protected Area.

One of the main priorities of marine scientific research is to provide practical information and guidance for biodiversity conservation and management. In this context, the identification of key and fragile habitat-forming species is particularly important. Despite their ecological importance, whip corals in the order Antipatharia remain poorly studied around the world, and especially in the South Pacific. During recent expeditions to explore mesophotic and deep benthic habitats around Rapa Nui (Easter Island), dense assemblages of whip black corals were observed in situ. We here report the first detailed description of the distribution and abundance of these black coral assemblages and their associated fauna and habitat. These descriptions were based on analysis of video surveys collected on 67 remotely operated vehicle dives conducted in 2014 through 2019 at three sites (Pukao seamount, Apolo peak, and Rapa Nui Island shelf and slope) within the Easter Island Ecoregion at depths between 50 and 330 m. At least four morphotypes (yellow, red, white/orange, and Pukao) of unbranched black corals were detected. Each morphotype had polyps arranged in a single row on only one side of the corallum, a diagnostic morphological character currently assigned to the antipatharian genus Stichopathes. Samples of the yellow and red morphotypes were collected and studied using morphological and molecular techniques. These analyses indicate that the genus Stichopathes is not monophyletic and requires further revisions, a conclusion that is consistent with previous studies. Extensive fields of whip black corals, primarily of the yellow and red morphotype, were present at 28 sites from 60 to 245 m on rocky substrates, coarse sand, or rhodoliths. Densities of these assemblages per frame were up to 58.2 ± 5.2 colonies m–2 (average: 13.2 ± 0.8), which represent some of the highest reported densities for black corals to date. Numerous faunal groups, including ophiuroids, echinoids, and fishes, were associated with these whip black coral assemblages. Our observations should be considered in future management and conservation efforts around Rapa Nui, where a multi-use marine protected area was established in 2018, as well as in adjacent international waters that remain unprotected but likely harbor similar assemblages.

Cold-water coral (CWC) habitats dwell on continental shelves, slopes, seamounts, and ridge systems around the world’s oceans from 50 to 4000 m depth, providing heterogeneous habitats which support a myriad of associated fauna. These highly diverse ecosystems are threatened by human stressors such as fishing activities, gas and oil exploitation, and climate change. Since their life-history traits such as long lifespan and slow growth rates make CWCs very vulnerable to potential threats, it is a foremost challenge to explore the viability of restoration actions to enhance and speed up their recovery. In contrast to terrestrial and shallow-water marine ecosystems, ecological restoration in deep marine environments has received minimal attention. This review, by means of a systematic literature search, aims to identify CWC restoration challenges, assess the most suitable techniques to restore them, and discuss future perspectives. Outcomes from the few restoration actions performed to date on CWCs, which have lasted between 1 to 4 years, provide evidence of the feasibility of coral transplantation and artificial reef deployments. Scientific efforts should focus on testing novel and creative restoration techniques, especially to scale up to the spatial and temporal scales of impacts. There is still a general lack of knowledge about the biological, ecological and habitat characteristics of CWC species exploration of which would aid the development of effective restoration measures. To ensure the long-term viability and success of any restoration action it is essential to include holistic and long-term monitoring programs, and to ideally combine active restoration with natural spontaneous regeneration (i.e., passive restoration) strategies such as the implementation of deep-sea marine protected areas (MPAs). We conclude that a combination of passive and active restoration approaches with involvement of local society would be the best optimal option to achieve and ensure CWC restoration success.

Soundscapes represent an intrinsic aspect of a habitat which, particularly in protected areas, should be monitored and managed to mitigate human impacts. Soundscape ecology characterizes acoustic interactions within an environment, integrating biological, anthropogenic, climatological, and geological sound sources. Monitoring soundscapes in marine protected areas is particularly important due to the reliance of many marine species on sound for biological functions, including communication and reproduction. In this study we establish a baseline understanding of underwater soundscapes within two marine National Park Zones (NPZs) along the east coast of Australia: Cod Grounds Marine Park and an NPZ surrounding Pimpernel Rock within Solitary Islands Marine Park. In each of the NPZs, underwater recorders were deployed twice during the austral winter (33–35 days, 2018 and 60–69 days, 2019) and once during the austral summer (35–71 days, 2018–2019). We used the resulting acoustic recordings to determine hourly presence of anthropogenic and biological sounds between 20 Hz and 24 kHz and analyze their contributions to patterns of received sound levels. Sounds from vessels were recorded on most days throughout monitoring but were not found to influence long-term patterns of sound levels over their corresponding frequencies. Biological sources included dolphins, snapping shrimp, fish choruses, humpback whales, and dwarf minke whales. Dolphins, snapping shrimp, and fish choruses were present in all deployments. Median ambient sound levels showed a consistent diel pattern with increased levels resulting from crepuscular fish choruses combined with a higher intensity of snapping shrimp snaps during those times. Singing humpback whales strongly influenced the overall sound levels throughout the winter migration, while dwarf minke whales were consistently detected in the 2019 winter deployment but were only present in 2 h among the earlier deployments. Patterns of acoustic spectra were similar between the two NPZs, and patterns of soundscape measurements were observed to be driven by seasonal differences in biological contributions rather than anthropogenic sound sources, indicating that these NPZs are not yet heavily impacted by anthropogenic noise. These baseline measurements will prove invaluable in long-term monitoring of the biological health of NPZs.

One of today’s greatest conservation challenges is balancing policies, laws, and management strategies established to achieve economic goals that depend on extracting ocean resources with those established to conserve marine biodiversity. We use the Northeast Canyons and Seamounts Marine National Monument (NCSM) as a case study to explore the consequences of changing from a policy that prevents fishing to a fisheries management policy. We found that opening the NCSM to commercial fishing reduces species protections. Fishing with pelagic and bottom tending fixed gear exposes species inhabiting the sea surface and midwater regions to entanglement and bycatch risk. Fishing with bottom tending fixed gear also exposes deep-sea coral habitat to gear known to have detrimental impacts. The NCSM was designated as a marine national monument due to the area’s unique ecological resources that are a subject of scientific interest. Our case study demonstrates that a fisheries management policy is insufficient to protect these ecological resources.

Seasonal and ontogenetic variations in depth use by benthic species are often concomitant with changes in their spatial distribution. This has implications for the efficacy of spatial conservation measures such as marine protected areas (MPAs). The critically endangered flapper skate (Dipturus intermedius) is the designation feature of an MPA in Scotland. This species is generally associated with deeper waters >100 m; however, little is known about its seasonal or ontogenetic variation in habitat use. This study used archival depth data from 25 immature and mature flapper skate tagged in the MPA over multiple years. Time series ranged from 3 to 772 (mean = 246) days. Generalised additive mixed models and highest density intervals were used to identify home (95%) and core (50%) highest density depth regions (HDDRs) to quantify depth use in relation to time of year and body size. Skate used a total depth range of 1–312 m, but home HDDRs typically occurred between 20 and 225 m. Core HDDRs displayed significant seasonal and ontogenetic variations. Summer core HDDRs (100–150 m) suggest high occupancy of the deep trenches in the region by skate of most size classes. There was an inverse relationship between body size and depth use and a seasonal trend of skate moving into shallow water over winter months. These results suggest that flapper skate are not solely associated with deep water, as skate, especially large females, are frequently found in shallow waters (25–75 m). The current management, which protects the entire depth range, is appropriate for the protection of flapper skate through much of its life history. This research demonstrates why collecting data across seasonal scales and multiple ontogenetic stages is needed to assess the effectiveness of spatial management.

Although Southeast Asia is a hotspot of global seagrass diversity, there are considerable information gaps in the distribution of seagrass beds. Broad-scale seagrass distribution has not been updated in the global seagrass database by UNEP-WCMC since 2000, although studies on seagrasses have been undertaken intensively in each region. Here we analyze the recent distribution of tropical seagrass beds, their temporal changes, causes of decline and conservation status in Southeast Asia (plus southern mainland China, Taiwan and Ryukyu Island of Japan) using data collected after 2000. Based on the 195 literature published since 2000, we identified 1,259 point data and 1,461 polygon data showing the distribution of seagrass beds. A large discrepancy was found in the seagrass bed distribution between our updated data and the UNEP-WCMC database, mostly due to inaccurate and low resolution location information in the latter. Temporal changes in seagrass bed area analyzed for 68 sites in nine countries/regions demonstrated that more than 60% of seagrass beds declined at an average rate of 10.9% year–1, whereas 20% of beds increased at an average rate of 8.1% year–1, leading to an overall average decline of 4.7% year–1. Various types of human-induced threats were reported as causes for the decline, including coastal development, fisheries/aquaculture, and natural factors such as typhoons and tsunamis. The percentage of seagrass beds covered with existing marine protected areas (MPAs) varied greatly among countries/regions, from less than 1% in Brunei Darussalam and Singapore to 100% in southern Japan. However, the degree of conservation regulation was not sufficient even in regions with higher MPA coverage. The percentage of seagrass beds within EBSAs (Ecologically and Biologically Significant Area determined by the Convention of Biological Diversity) was higher than that within MPAs because EBSAs cover a greater area than MPAs. Therefore, designating EBSAs as legally effective MPAs can greatly improve the conservation status of seagrass beds in Southeast Asia.

Marine mammal sightings were recorded during research cruises to three remote, mid-ocean British Overseas Territories in the South Atlantic and Southern Ocean. In March to April 2018 and 2019, the Exclusive Economic Zones (EEZs) of tropical St Helena and temperate Tristan da Cunha were surveyed. The sub-polar waters of South Georgia and the South Sandwich Islands (SGSSI) were surveyed in February to March 2019. At St Helena in 2018, five species were recorded during 11 sightings, and in 2019, four species, with one additional unidentified species, during seven sightings. Most of these sightings were of dolphin species, which are known to be resident around the Island and seamounts. In Tristan da Cunha in 2018, a total of five identified and one unidentified species were recorded during six sightings, half of which were associated with the Islands or seamounts. In 2019, due to rough weather, no sightings were recorded in the Tristan da Cunha waters. Around SGSSI, 162 sightings of 236 cetaceans were made in 2019, mostly of baleen whales, with seven species identified with certainty. Sightings around the southern South Sandwich Islands included beaked whales and large dolphins, whereas baleen whales dominated in the northern South Sandwich Islands. These results provide new data for rarely surveyed regions, helping to build a spatial picture of important areas for marine mammals, which will help inform marine spatial protection strategies.

The push to meet global marine conservation targets has significantly increased the scope and scale of marine protected areas (MPAs) worldwide. While the benefits derived from MPA establishment are often optimistically framed as a “win-win” for both marine biodiversity and for the wellbeing of coastal peoples, this assumption is challenged for several reasons, including the fact that current science and practice frequently fails to account for the full impact of MPAs on human wellbeing. This context poses a danger that the context specific, place based aspects of wellbeing, like relations to others and the marine environment, will not be accounted for, examined, or reported in evaluation and decision-making processes. To address this challenge, this research investigates how MPA implementation can change and challenge the relational wellbeing and relational values of small-scale fishers (SSFs) living in Mnazi Bay-Ruvuma Estuary Marine Park, Tanzania. Fieldwork occurred over 2019–2020 and used qualitative data collection methods, including: 140 semi-structured interviews, document analysis, and observation. Results highlight a dynamic interaction between the MPA and SSFs relational wellbeing, including how relational values inform everyday fishing practices, cultural and place identities, as well as interactions with others and connections to the marine environment. Top-down approaches used in MPA development worked against key relational values, including social cohesion, reciprocity, place, agency and self-determination to dismantle and disrupt the practices SSFs viewed as fundamental to their livelihood and collective wellbeing. Our findings serve as a starting point to better recognize the context specific factors that underlie relational wellbeing and give insight into how relational values shape social-ecological complexity within coastal communities. The paper highlights how the international marine conservation community can better account for and foster relational wellbeing and relational values to achieve the goals of both human wellbeing and marine biodiversity conservation.

The global COVID-19 pandemic caused a sharp decline in vessel traffic in many areas around the world, including vessel-based tourism throughout Alaska, USA in 2020. Marine vessel traffic has long been known to affect the underwater acoustic environment with direct and indirect effects on marine ecological processes. Glacier Bay National Park in southeastern Alaska has monitored underwater sound since 2000. We used continuous, calibrated hydrophone recordings to examine 2020 ambient sound levels compared with previous years: 2018, the most recent year with data available, and 2016 for historical perspective. Park tourism occurs mainly in May–September. Overall, the number of vessel entries in Glacier Bay was 44–49% lower in 2020 (2020: n = 1,831; 2018: n = 3,599; 2016: n = 3,212) affecting all vessel classes, including the complete absence of cruise ships and only three tour vessel trips. In all years, we found clear seasonal and diurnal patterns in vessel generated noise, focused from 06:00 to 20:00 local time (LT) in the summer months. Broadband (17.8–8,910 Hz) sound levels in the 2020 Visitor Season were 2.7 dB lower than 2018 and 2.5 dB lower than 2016. Focusing on morning (06:00–09:00 LT) and afternoon (15:00–18:00 LT) time-blocks when tour vessels and cruise ships enter and exit Glacier Bay, median broadband sound levels were 3.3–5.1 dB lower in 2020 than prior years. At the 95th percentile levels, morning and afternoon peak times in 2020 were 6.3–9.0 dB quieter than previous years. A 3 dB decline in median sound level in the 125 Hz one-third octave band in 2020 reflects a change in medium and large vessel noise energy and/or harbor seal vocalizations. Our results suggest that all types of vessels had a role in the quieter underwater sound environment in 2020, with the combined acoustic footprint of tour vessels and cruise ships most evident in the decrease in the 95th percentile loudest sounds. This and other descriptions of the pandemic-induced quiet, and the gradual return to increased activity, can help inform efforts to improve existing methods to mitigate vessel noise impacts and maintain the ecological integrity of marine protected areas.

Deep-sea ecosystems provide services such as food, minerals, and nutrient recycling, yet baseline data on their structure is often lacking. Our limited knowledge of vulnerable deep-sea ecosystems presents a challenge for effective monitoring and mitigation of increasing anthropogenic threats, including destructive fishing and climate change. Using data from two stations differing in total epifaunal abundance and taxonomic composition, we compared the use of imagery collected by two non-invasive tools [remotely operated vehicle (ROV) and drop camera] and data collected with a trawl system, commonly used to quantify epibenthic megafauna in the deep sea. Imagery and trawl data captured different epifaunal patterns, the former being more efficient for capturing epifauna, particularly Pennatulacean recruits. The image-based methods also caused less disturbance, had higher position accuracy, and allow for analyses of spatial structure and species associations; fine-scale distributions could not be elucidated with a trawl. Abundance was greater for some taxa, and diversity accumulated faster with increasing sample size for the drop camera than the ROV at one station. However, there are trade-offs between these tools, including continuous and discrete sampling for the ROV and drop camera, respectively, which can affect follow-up analyses. Our results can be used to inform monitoring frameworks on the use of appropriate sampling tools. We recommend further research into tool sampling biases and biometric relationships to help integrate datasets collected with different tools.

Marine protected areas (MPAs) are one of the most efficient conservation tools to buffer marine biodiversity loss induced by human activities. Beside effective enforcement, an accurate understanding of the eco-evolutionary processes underlying the patterns of biodiversity is needed to reap the benefits of management policies. In this context, integrating population genetics with demographic data, the demo-genetic approach, is particularly relevant to shift from a “species-based pattern” toward an “eco-evolutionary-based processes” conservation. Here, targeting a key species in the Mediterranean coralligenous, the red coral, Corallium rubrum, in an emblematic Mediterranean MPA, the “Réserve Naturelle de Scandola” (France), we applied demo-genetic approaches at two contrasted spatial scales, among populations and within one population, to (i) infer the demographic connectivity among populations in the metapopulation network and (ii) shed new light on the genetic connectivity and on the demographic transitions underlying the dynamics of a near-pristine population. Integrating different spatial and temporal scales, we demonstrated (i) an apparent temporal stability in the pattern of genetic diversity and structure in the MPA in spite of a dramatic demographic decline and (ii) contrasted levels of genetic isolation but substantial demographic connectivity among populations. Focusing on the near-pristine population, we complemented the characterization of red coral demographic connectivity suggesting (iii) temporal variability and (iv) the occurrence of collective dispersal. In addition, we demonstrated (v) contrasted patterns of spatial genetic structure (SGS), depending on the considered stage-class (adults vs. juveniles), in the near-pristine population. This last result points out that the overall SGS resulted from a restricted dispersal of locally produced juveniles (SGS among adults and juveniles) combined to mortality during early life stages (decrease of SGS from juveniles to adults). Demonstrating the occurrence of two management units and the importance of two populations (CAVB and ALE) for the network of connectivity, we made recommendations for the management of the Réserve Naturelle de Scandola. Besides, we contributed to the implementation of scientifically driven restoration protocols in red coral by providing estimates for the size, density, and distances among patches of transplanted colonies.

Assessments of species distributions are crucial for informing conservation and management action. In this study, we used ensemble modelling to explain the distribution of Near Threatened Indo-Pacific (IP) bottlenose dolphins (Tursiops aduncus) in coastal waters at the North West Cape (NWC), Western Australia (WA), an area encompassing a marine protected area (MPA) and adjacent unprotected coastal waters. Analyses used dolphin sighting data collected during boat-based surveys conducted from 2013 to 2015 and 2018 to 2019. Overall, the distribution of IP bottlenose dolphins was best explained by distance to coast (up to 2,000 m) and distance to boat ramp (up to 7,000 m). Areas of high probability of occurrence for dolphins extended from the tip and down the eastern side of the NWC and overlapped with designated sanctuary zones as well as waters beyond the boundaries of the Ningaloo Marine Park (NMP). Distribution and habitat preferences varied slightly with season. In autumn, dolphin distribution was best explained by distance to coast and water depth with a higher likelihood of observing dolphins 1,000–2,000 m from the coast and in water depths of 7–10 m deep. During winter months, distance to coast (1,000–2,000 m) and sea surface temperature (SST) (21.5–23.5°C) were the most important explanatory variables, with presence in coastal lagoons to the west of the NWC more likely than other seasons. During spring, areas of moderate to high probability of dolphin occurrence were mainly located outside the NMP, with marine park zone (outside the NMP and Sanctuary zones within the NMP, the two zones with the highest probability of IP bottlenose dolphin occurrence) and water depth (waters 7–13 m deep) best explaining dolphin distribution. This study highlights the importance of inshore areas of the NWC for IP bottlenose dolphins and the potential vulnerability of this species to increasing and cumulative anthropogenic stressors associated with these areas. Results of this study should be considered in future zoning reviews and adaptive management efforts of the NMP allowing for effective management of this Near Threatened species.

It is not enough to simply designate a protected area. According to the Convention on Biological Diversity’s Aichi Target 11, these sites should be governed and managed effectively and equitably. Equitable (i.e., fair and inclusive) conservation is vital to ensuring effective protection of natural resources while maintaining human well-being. Yet, equity tends to be overlooked in protected area assessments. Three marine protected areas (MPAs) in Great Britain, Northern Ireland, and the Republic of Ireland were selected to assess equitable governance and management in the Irish Sea. This is one of the first studies to assess equity across multiple stakeholder groups in MPAs. The Site-level Assessment for Governance and Equity (SAGE) toolkit, developed by the International Institute for Environment and Development (IIED) to address the gap in equity assessments, was used to evaluate equitable governance and management in these MPAs. Based on the three dimensions of equity (recognition, distribution, and procedure), SAGE contains Likert-scale questions to assess good governance by evaluating how different stakeholder groups perceive their protected area’s management and how included they feel in decision-making. Quantitative data from SAGE is complemented by qualitative data from semi-structured interviews with stakeholders to understand the impact MPA management has on local communities and MPA users. The results of this study reveal a lack of communication between MPA authorities and local stakeholders. They highlight the need for co-management in the form of inclusive partnerships as an alternative to the current top-down governance approach favoed in the United Kingdom and Ireland.

Area coverage of large-scale marine protected areas (MPAs) (LSMPAs, > 100,000 km2) is rapidly increasing globally. Their effectiveness largely depends on successful detection and management of non-compliance. However, for LSMPAs this can be difficult due to their large size, often remote locations and a lack of understanding of the social drivers of non-compliance. Taking a case-study approach, we review current knowledge of illegal fishing within the British Indian Ocean Territory (BIOT) LSMPA. Data stemming from enforcement reports (2010–20), and from fieldwork in fishing communities (2018–19) were combined to explore and characterise drivers of non-compliance. Enforcement data included vessel investigation reports (n = 188), transcripts of arrests (20) and catch seizures (58). Fieldwork data included fisher interviews (95) and focus groups (12), conducted in two communities in Sri Lanka previously associated with non-compliance in BIOT LSMPA. From 2010 to 2020, there were 126 vessels suspected of non-compliance, 76% of which were Sri Lankan. The majority of non-compliant vessels targeted sharks (97%), catching an estimated 14,340 individuals during the study period. Sri Lankan vessels were primarily registered to one district (77%) and 85% operated from just two ports within the fieldwork sites. Social Network Analysis (SNA) showed that 66% of non-compliant vessels were linked by social ties, including sharing crew members, compared with only 34% of compliant vessels. Thematic analysis of qualitative data suggested that perceptions of higher populations of sharks and social ties between vessels may both be important drivers. We discuss our findings within a global context to identify potential solutions for LSMPA management.

Photo-identification methods depend on markings that are stable over time. Using a large dataset of photographs taken over a 31-year period, we evaluate the reliability, rate of change and demographic trends in different mark types on northern bottlenose whales (Hyperoodon ampullatus) in the Endangered Scotian Shelf population, and assess the prevalence and severity of anthropogenically caused markings. Only fin notches and back indentations were stable over long timescales, leading to 48% of the overall population being assessed as reliably marked. Males and mature males were found to have higher incidence of most mark types compared to females and juveniles. The proportion of reliably marked individuals increased over time, a trend that should be accounted for in any temporal analysis of population size using mark-recapture methods. An overall increase in marked individuals may reflect the accumulation of scars on an aging population post whaling. Anthropogenic markings, including probable entanglement and propeller-vessel strike scars, occurred at a steady rate over the study period and were observed on 6.6% of the population. The annual gain rate for all injuries associated with anthropogenic interactions was over 5 times the annual potential biological removal (PBR) calculated for the endangered population. As entanglement incidents and propeller-vessel strike injuries are typically undetected in offshore areas, we provide the first minimum estimate of harmful human interactions for northern bottlenose whales. With low observer effort for fisheries across the Canadian Atlantic, photo-identification offers an important line of evidence of the risks faced by this Endangered whale population.

The Pitcairn Islands, located in the central South Pacific, contain near-pristine marine ecosystems which support unique fish assemblages, together with both endemic and threatened species. Pitcairn itself is the only inhabited island in the group and, before this study, the environmental impact of local fisheries was unclear, with little data to inform conservation and management. In 2014–2015 coastal fish populations were assessed using a mixed methods approach: a newly introduced system of fishers’ catch monitoring and Baited Remote Underwater Video Systems (BRUVS). Thirty-nine BRUVS deployments recorded 88 species in total, with small-bodied herbivores (e.g., Kyphosus pacificus) and mesopredators (e.g., Xanthichthys mento) dominating a “bottom heavy” assemblage. Several large pelagic predators were recorded, but reef-associated predators were rare with only one shark observed. Pitcairn’s top predator assemblage was relatively impoverished compared to global “pristine” sites, including other islands within the Pitcairn group. Top predator scarcity may be explained by local artisanal fisheries, which have historically targeted sharks and other large reef carnivores, and these taxa may not have recovered despite subsequent declines in fishing pressure. The dominant small-bodied species may have proliferated as a result of diminished top predator populations. Subsequent to BRUVS sampling, a local fisheries officer post was created to collate catch data from coastal fishers. Regular returns were obtained from over half of the active fishers (representing approximately 80% of catches), with K. pacificus also dominating catches and the small grouper Epinephelus fasciatus frequently targeted. Thirty fish species were represented in the recorded catch over a 12 month period. Results were shared with the local community, providing a basis for the cooperative design of a Fisheries Management Plan. This plan ensured traditional fisheries could continue in a sustainable manner within Coastal Conservation Zones around each of the four Pitcairn Islands, established within the large, no-take Marine Protected Area designated in 2016, covering the entire Pitcairn Exclusive Economic Zone. Monitoring of Pitcairn’s artisanal fisheries should be continued beyond this one-off study in order to inform adjustment of the Fisheries Management Plan, as the ongoing island fishery may still have consequences for long-term sustainability, particularly for pelagic species caught in coastal waters which remain a significant data gap.

Deep-water environments make up 64% of the world’s oceans (nearly 202 million km2). In the past, the belief that this environment represented one of the most stable and unproductive ecosystems on the planet has been refuted by scientific research and the interest of potential productive sectors evaluating seabed resources. Human activities that threaten the health of deep-sea threats are uncontrolled and unregulated fishing, deep-sea mining, oil spills, marine litter, and climate change. With recent advances in technology, the study of deep-sea coral communities is a growing subject. The deep-sea corals are long-lived, slow-growing, and fragile systems, making them especially vulnerable to physical damage. In the last 40 years, Colombia has discovered these communities’ existence scarcely distributed in its territorial waters. A representative and irreplaceable sample of deep-sea coral formations triggered in 2013 the establishment of the Corales de Profundidad National Natural Park, a Marine Protected Area (MPA), which holds 40% of the marine biodiversity known in the Colombian Caribbean continental shelf-slope break. The MPA’s essential ecological value is the Madracis myriaster species’ presence as a primary habitat-forming organism, a unique habitat for the Caribbean and the world. Here we describe the MPA creation process in three phases. Firstly, in the provisioning phase, three main threats from human activities are identified. Secondly, in the preparation phase, the area’s conservation objectives and management category are defined, and the negotiation process with the fishing, communications, and oil and gas economic sectors is described. Lastly, in the designation phase, three MPA scenario proposals were evaluated, assessing the minimum distance, the possible effects of activities in the area as the main criteria for the buffer zone and the management of possible future impacts. As a result, the most extended boundary was adopted, guaranteeing these communities’ conservation despite the limited information to carry out a complete planning process. The MPA designation is considered the first experience of deep communities in the Southern Caribbean and an example that it is possible to have effective conservation agreements with economic sectors.

The Ross Sea, Antarctica, is amongst the least human-impacted marine environments, and the site of the world’s largest Marine Protected Area. We present research on two components of the Ross Sea benthic fauna: mega-epifauna, and macro-infauna, sampled using video and multicore, respectively, on the continental shelf and in previously unsampled habitats on the northern continental slope and abyssal plain. We describe physical habitat characteristics and community composition, in terms of faunal diversity, abundance, and functional traits, and compare similarities within and between habitats. We also examine relationships between faunal distributions and ice cover and productivity, using summaries of satellite-derived data over the decade prior to our sampling. Clear differences in seafloor characteristics and communities were noted between environments. Seafloor substrates were more diverse on the Slope and Abyss, while taxa were generally more diverse on the Shelf. Mega-epifauna were predominantly suspension feeders across the Shelf and Slope, with deposit feeder-grazers found in higher or equal abundances in the Abyss. In contrast, suspension feeders were the least common macro-infaunal feeding type on the Shelf and Slope. Concordance between the mega-epifauna and macro-infauna data suggests that non-destructive video sampling of mega-epifauna can be used to indicate likely composition of macro-infauna, at larger spatial scales, at least. Primary productivity, seabed organic flux, and sea ice concentrations, and their variability over time, were important structuring factors for both community types. This illustrates the importance of better understanding bentho-pelagic coupling and incorporating this in biogeographic and process-distribution models, to enable meaningful predictions of how these ecosystems may be impacted by projected environmental changes. This study has enhanced our understanding of the distributions and functions of seabed habitats and fauna inside and outside the Ross Sea MPA boundaries, expanding the baseline dataset against which the success of the MPA, as well as variability and change in benthic communities can be evaluated longer term.

Resource selection functions (RSFs) have been widely applied to animal tracking data to examine relative habitat selection and to help guide management and conservation strategies. While readily used in terrestrial ecology, RSFs have yet to be extensively used within marine systems. As acoustic telemetry continues to be a pervasive approach within marine environments, incorporation of RSFs can provide new insights to help prioritize habitat protection and restoration to meet conservation goals. To overcome statistical hurdles and achieve high prediction accuracy, machine learning algorithms could be paired with RSFs to predict relative habitat selection for a species within and even outside the monitoring range of acoustic receiver arrays, making this a valuable tool for marine ecologists and resource managers. Here, we apply RSFs using machine learning to an acoustic telemetry dataset of four shark species to explore and predict species-specific habitat selection within a marine protected area. In addition, we also apply this RSF-machine learning approach to investigate predator-prey relationships by comparing and averaging tiger shark relative selection values with the relative selection values derived for eight potential prey-species. We provide methodological considerations along with a framework and flexible approach to apply RSFs with machine learning algorithms to acoustic telemetry data and suggest marine ecologists and resource managers consider adopting such tools to help guide both conservation and management strategies.

Overfishing is notorious for triggering population collapses and disrupting marine biological functioning worldwide. To counter such a threat, policy-makers have created and implemented multiple management strategies, but most were incapable to prevent the decline of several key species. Here, we discuss a new management strategy in force since June 2019 in Brazil that aims to deter the overfishing of parrotfish species of the genera Scarus and Sparisoma. This innovative strategy, here referred to as inverted management, allows the capture of endangered parrotfish species inside management areas, such as partially protected marine areas—MPAs, but bans it elsewhere. This initiative is supposed to be built in a partnership among the government, scientists, managers, and fishers. If implemented correctly, endangered species would recover in the much larger area outside MPAs, and fishers would benefit from the conservation-value of the scarce and valued product. However, to succeed, the strategy depends on the adoption of a series of challenging management rules that are not currently being enforced along an extensive coastline. So far, few MPAs have incorporated rules for endangered species in their management plan, and those that have done so have no plans or the means to enforce them. Therefore, fishing of endangered species is currently ongoing without any management or monitoring in the entire Brazilian coast. Concerned with the challenges to develop plans to recover populations of endangered species faced by Brazilian managers, we suggest wide communication and a ban on the fisheries until management plans are implemented. Additionally, we suggest that the effectiveness of the inverted management strategy for parrotfishes should be assessed before it’s applied to other endangered species.

Global targets for area-based conservation and management must move beyond threshold-based targets alone and must account for the quality of such areas. In the Southern Ocean around Antarctica, a region where key biodiversity faces unprecedented risks from climate change and where there is a growing demand to extract resources, a number of marine areas have been afforded enhanced conservation or management measures through two adopted marine protected areas (MPAs). However, evidence suggests that additional high quality areas could benefit from a proposed network of MPAs. Penguins offer a particular opportunity to identify high quality areas because these birds, as highly visible central-place foragers, are considered indicator species whose populations reflect the state of the surrounding marine environment. We compiled a comprehensive dataset of the location of penguin colonies and their associated abundance estimates in Antarctica. We then estimated the at-sea distribution of birds based on information derived from tracking data and through the application of a modified foraging radius approach with a density decay function to identify some of the most important marine areas for chick-rearing adult penguins throughout waters surrounding Antarctica following the Important Bird and Biodiversity Area (IBA) framework. Additionally, we assessed how marine IBAs overlapped with the currently adopted and proposed network of key management areas (primarily MPAs), and how the krill fishery likely overlapped with marine IBAs over the past five decades. We identified 63 marine IBAs throughout Antarctic waters and found that were the proposed MPAs to be adopted, the permanent conservation of high quality areas for penguin species would increase by between 49 and 100% depending on the species. Furthermore, our data show that, despite a generally contracting range of operation by the krill fishery in Antarctica over the past five decades, a consistently disproportionate amount of krill is being harvested within marine IBAs compared to the total area in which the fishery operates. Our results support the designation of the proposed MPA network and offer additional guidance as to where decision-makers should act before further perturbation occurs in the Antarctic marine ecosystem.

Marine protected areas (MPAs) have emerged as potentially important conservation tools for the conservation of biodiversity and mitigation of climate impacts. Among MPAs, a large percentage has been created with the implicit goal of protecting shark populations, including 17 shark sanctuaries which fully protect sharks throughout their jurisdiction. The Commonwealth of the Bahamas represents a long-term MPA for sharks, following the banning of commercial longlining in 1993 and subsequent designation as a shark sanctuary in 2011. Little is known, however, about the long-term behavior and space use of sharks within this protected area, particularly among reef-associated sharks for which the sanctuary presumably offers the most benefit. We used acoustic telemetry to advance our understanding of the ecology of such sharks, namely Caribbean reef sharks (Carcharhinus perezi) and tiger sharks (Galeocerdo cuvier), over two discrete islands (New Providence and Great Exuma) varying in human activity level, over 2 years. We evaluated which factors influenced the likelihood of detection of individuals, analyzed patterns of movement and occurrence, and identified variability in habitat selection among species and regions, using a dataset of 23 Caribbean reef sharks and 15 tiger sharks which were passively monitored in two arrays with a combined total of 13 acoustic receivers. Caribbean reef sharks had lower detection probabilities than tiger sharks, and exhibited relatively low habitat connectivity and high residency, while tiger sharks demonstrated wider roaming behavior across much greater space. Tiger sharks were associated with shallow seagrass habitats where available, but frequently transited between and connected different habitat types. Our data support the notion that large MPAs afford greater degrees of protection for highly resident species such as Caribbean reef sharks, yet still may provide substantial benefits for more migratory species such as tiger sharks. We discuss these findings within the context of species-habitat linkages, ecosystem services, and the establishment of future MPAs.

For almost two decades, marine protected areas (MPAs) have been a central instrument of coastal conservation and management policies, but concerns about their abilities to meet conservation goals have grown as the number and sizes of MPAs have dramatically increased. This paper describes how a large (15 years) program of transdisciplinary research was used to successfully measure MPA management effectiveness (ME)—how well an MPA is managed, how well it is protecting values, and how well it is achieving the various goals and objectives for which it was created. This paper addresses the co-production and uptake of monitoring-based evidence for assessing ME in coastal MPAs by synthesizing the experiences of this program conducted with MPA managers. I present the main outcomes of the program, many were novel, and discuss four ingredients (learned lessons) that underpinned the successful uptake of science during and after the research program: (i) early and inclusive co-design of the project with MPA partners and scientists from all disciplines, (ii) co-construction of common references transcending the boundaries of disciplines, and standardized methodologies and tools, (iii) focus on outcomes that are management-oriented and understandable by end-users, and (iv) ensuring that capacity building and dissemination activities occurred during and persisted beyond the program. Standardized monitoring protocols and data management procedures, a user-friendly interface for indicator analysis, and dashboards of indicators related to biodiversity, uses, and governance, were the most valued practical outcomes. Seventy-five students were trained during the projects and most of the monitoring work was conducted with MPA rangers. Such outcomes were made possible by the extended timeline offered by the three successive projects. MPA managers’ and scientists a posteriori perceptions strongly supported the relevance of such collaboration. Local monitoring and assessment meets the needs of MPA managers, and forms the basis for large-scale assessments through upscaling. A long-term synergistic transdisciplinary collaboration between coastal MPA managers and research into social-ecological systems (SESs) would simultaneously (i) address the lack of long-term resources for coastal monitoring and SES-oriented research; (ii) increase science uptake by coastal managers, and (iii) benefit assessments at higher levels or at broader geographic scales.

Coral reefs are widely regarded as one of the top science and conservation priorities globally, as previous research has demonstrated that these ecosystems harbor an extraordinary biodiversity, myriad ecosystem services, and are highly vulnerable to human stressors. However, most of this knowledge is derived from studies on nearshore and shallow-water reefs, with coral reef ecosystems remaining virtually unstudied in marine areas beyond national jurisdiction (ABNJ), commonly known as the high seas. We reviewed information on the spatial distribution of reef-building corals throughout their depth range, and compiled a total of 537,782 records, including 116 unique records from ABNJ at depths between 218–5,647 m. The majority of reef-building coral records in ABNJ were in association with geomorphological features that have steep topographies. These habitats, which include escarpments, seamounts, and submarine ridges accounted for >74% of the records in international waters. Such geomorphological features, particularly those that occur within close proximity to the sea surface, should be prioritized for future scientific exploration. The majority of the reef-building coral records in ABNJ (>77%) were recorded in unprotected waters, and this study discusses the challenges and opportunities for protecting marine biodiversity in ABNJ. Finally, this study offers a definition of high seas coral reefs, and provides a framework to better understand and conserve these fragile ecosystems.

Identifying sources of variability in public perceptions and attitudes toward sharks can assist managers and conservationists with developing effective strategies to raise awareness and support for the conservation of threatened shark species. This study examined the effect of several demographic, economic and socioenvironmental factors on the quality of knowledge about and perceptions toward sharks in two contrasting scenarios from northeastern Brazil: a shark hazardous coastal region and a marine protected insular area. Ordered logistic regression models were built using Likert data collected with a self-administered questionnaire survey (N = 1094). A clear relationship between education, knowledge and perceptions was found, with low education level and knowledge of sharks resulting in more negative perceptions toward these species. Prejudice toward sharks stemmed as a potentially limiting factor because the positive effects of other variables such as affinity for nature and specific knowledge about sharks were superseded by the effects of negative prejudice. Other practical factors such as age, economic level, and gender, also influenced respondent’s knowledge and perceptions and could provide a guidance for optimizing socioenvironmental gains relative to public engagement efforts. Results also suggested that populations inhabiting regions with high shark bite incidence likely require distinct outreach methods because some factors underlying knowledge and perception dynamics exhibited structural differences in their effects when compared to the trends observed in a marine protected area. Altogether, public perceptions and attitudes toward sharks could be feasibly enhanced with educational development and nature experiencing strategies. Moreover, disseminating shark-specific knowledge across the society might catalyze support for the conservation of these species in a cost-effective way. This study provides a potentially useful socioenvironmental framework to deal with the human dimensions of shark management and to strengthen conservation policies aimed at promoting societal compliance with pro-environmental values, which is crucial to endow shark populations with effective protection from anthropogenic threats.

The Northeast Canyons and Seamounts Marine National Monument (NECSMNM) was designated by President Barack Obama in 2016, using his authority under the Antiquities Act of 1906. The Act allows a President to proclaim as national monuments “historic landmarks, historic and prehistoric structures, and other objects of historic or scientific interest” that are “upon the lands owned or controlled” by the United States but to reserve each designation to “the smallest area compatible with the proper care and management of the objects to be protected.” Protection in general excludes commercial scale extraction and is in perpetuity. Here we present analyses of physiographic and ecological datasets that facilitated assessment of the conservation benefits of protections for a new monument. We also review and synthesize the ecological literature to describe processes that operate in continental margin and deep-sea settings, in order to demonstrate the monument area is bounded for proper management and is an object of scientific interest. Results indicate that the current monument designation is an area of high diversity and ecological connectivity across depths and along the continental margin. The monument boundaries contain hot spots (areas of high abundance and species richness) for seafloor communities (inclusive of benthic invertebrate and demersal fish) as well as marine mammals in the epipelagic. Many species are sensitive to disturbance and vulnerable to human activities (e.g., deep-sea corals and sponges) with very long recovery times and extremely low resilience. The monument contains at least nine exemplars of offshore northwest Atlantic marine wildlife communities and habitats (e.g., deep shelf invertebrates, shelf fish, deep sea corals and sponges in canyons and on seamounts, deep sea fish, chemosynthetic communities, deep sea soft sediment, shelf edge cetaceans, and seabirds). The region is relatively undisturbed and can serve as a reference site to focus future research on ecological processes in an increasingly industrialized ocean and one subject to the synergies of regional climate effects. These results suggest that there is great potential for discovery and novel research in this first Atlantic Ocean Marine National Monument.
