The radio block center (RBC) is one of the most essential ground systems in a high-speed train control system both in Europe and in China. The RBC handover procedure is an important function of RBC, which affects the transport efficiency, reliability and safety of railways. Analysis of crucial states in the RBC handover procedure is helpful to determine whether there are potential risks in the procedure, and to locate the fault in time when a fault occurs. In this paper, we study a property, called C-detectability, of the RBC handover. This property has been defined in discrete event systems and requires that the crucial states can be determined uniquely by observing the system output. Taking the RBC handover procedure in the Chinese train control system level 3 (CTCS-3) as an example, we first model the RBC handover procedure using Petri nets, which are a graphical and mathematical modeling tool to formalize the behavior of discrete event systems. Then, based on the notion of basis reachability graph, an efficient approach is used to check C-detectability of the Petri net modeling the handover procedure. It is necessary to provide formal methods to model the system and analyze its properties. The motivation of this work is to present a general modeling framework of railway systems for the crucial states estimation. The crucial states estimation of the railway system has not been discussed yet in the literature despite its importance due to its relationship with the safety of the railway. In particular, estimating the crucial states in the railway system helps to determine whether there are potential risks in the system. In this paper, we investigate a new state estimation property (C-detectability), which is related to fault diagnosis, marking estimation and fault identification. In view of the uncertainty and intermittency of wind power, this paper proposes an optimal economical dispatch (ED) model and develops a method to estimate risk and manage hybrid power systems (traditional + wind~power~systems) for the short-term (24 h) operations. The model and the method have taken into account the large wind power penetration and the wind variability. The particle swarm optimization (PSO) refid="ref1"/ algorithm with constraints is applied to solve the ED problem. Value at risk (VaR) refid="ref2"/ and integrated risk management (IRM) refid="ref3"/ are used separately to assess the risk, so that an optimal tradeoff between the profit and risk is made for the system operations. Synchrophasors, widely used in the monitoring and analysis of power systems, evolved from the phasor method presented by Charles Proteus Steinmetz in 1893. The phasor method is a mathematical method for solving linear sinusoidal steady-state circuits and time-varying electromagnetic fields. This paper traces the history and diffusion of the phasor method in the discipline of electrical engineering in China. In 1914, Sidney Roby Sheldon, an American teacher at the Government Institute of Technology of the Communications Ministry, Shanghai, China, introduced the phasor method to his students in his Alternating Currents course. The textbook used was Elements of Electrical Engineering (Volume II) by William Suddards Franklin and William Esty. In 1920, The Electrical Magazine published a paper “Complex number and its application” by Sijiu Shi (editor of the electrical engineering section of this periodical). This is the earliest example found of Chinese literature introducing the phasor method. In the 1930s, Principles of Alternating Currents, an American electrical engineering textbook that includes the phasor method, was translated by Chinese scholars; this Chinese version promoted the use of the phasor method in China's electrical engineering field. Alternating Current Circuits, authored by the Chinese university professor Pen Tung Sah and published in 1948, may be the earliest example of the phasor method being included in a Chinese electrical engineering textbook; it played an important role in popularizing the phasor method in China. During the last decade, neural networks have emerged as one of the most powerful and accurate nonlinear models for load forecasting. However, using neural networks requires users to have in-depth knowledge to determine the model structure and parameters, which limits their wide application. To overcome this weakness, this paper proposes an integrated approach which combines a self-organizing fuzzy neural network (SOFNN) learning method with a bilevel optimization method. SOFNNs can automatically determine both the model structure and parameters, while the bilevel optimization method automatically selects the best pre-training parameters to ensure that the best fuzzy neural networks be identified. Therefore, the proposed approach is able to automatically identify the best fuzzy neural network for a given forecasting task and is much easier to use in practice. The proposed approach is tested on real-load data from the Southern Power Network of Hebei Province, China, and on the EUNITE competition data. Traditional methods used to predict the ground-wave field strength at low frequency are not applicable for terrains with serious irregularities because of the analytical approximations. In this paper, the two dimensional finite-difference time-domain (FDTD) algorithm is applied to calculate the field strength of the low frequency (LF) ground wave propagating over irregular terrains. The propagation characteristics are studied as functions of the mountain's gradient, height, and width, respectively. We also focus on studying the cases with multiple mountains in the path. Moreover, the error of the traditional integral equation method is analyzed by comparisons. The results show that when the mountain's gradient and height are high, additional oscillations in the field strength will appear in front of and in the mountain region due to the wave reflection and scattering. At last, measurements of the Loran-C signals are taken along a real path between Pucheng and Tongchuan in Shaanxi province, China. It is found that most of the measured and FDTD results have good agreements while some still have big errors owing to the model approximation. Planetary rovers may traverse terrains with complex geometries and variable physical properties, but their mobility behaviors are complicated and difficult to simulate precisely. This article focuses on high-fidelity dynamic modeling and simulation for a type of rovers that incorporate single-input-multi-output joints to enhance terrain adaptability, which has been used on China's Tianwen-1 Mars rover. A novel multibody dynamic model and its solutions are derived first with consideration of single-input-multi-output joints. Then, a unified terramechanics model is proposed, considering variable terrain surfaces and covering rover's motion states of skidding, slipping, and steering, solved the problem of simulation instability caused by model switching between soft and hard terrains. As the contact areas of wheels with various terrains and resultant sinkage are dominant factors to ensure fidelity but difficult to determine, a new terrain modeling method for calculating contact area and wheel sinkage is developed using digital elevation map with physical properties. A simulation system is developed, integrating all the above models, and verified with physical experiments and commercial software. The relative simulation errors that have been achieved are less than 5.9% for bogie angles, 6.1% for drawbar pull, and 3.4% for slip ratios, demonstrating high fidelity simulation results. Long-term electricity consumption forecasting has been a hot issue due to its importance in power systems planning. Recently, system dynamics (SD) have been considered a potential method for electricity consumption forecasting. However, traditional SD methods are failed in forecasting future power systems toward low-carbon, due to the complex influencing factors and the simple SD model structure. In this study, a novel method combining SD and the ImPACT equation is proposed to solve the above problem. First, a new influencing factor system including emerging factors is established to consider the development of future power system. Subsequently, the ImPACT equation is employed to decompose the electricity consumption into four subsystems. By doing this, the linkage between factors and electricity consumption can be better revealed, which helps to improve the forecasting accuracy. Next, models for quantifying the correlation between subsystems and factors are established using SD. Finally, the proposed method is verified by forecasting the power consumption of China in the future year 2030 to 2050. Furthermore, various scenarios are set to analyze the changing trend of future power consumption by different influencing factors. Continuously monitoring surface ozone (O3) spatial distribution and forecasting its variations are beneficial to improving air quality and ensuring public health in China, although achieving this goal faces challenges from currently available observations and retrieval techniques. Hence, we introduce a coupled surface O3 estimation framework (LESO) to address these challenges by integrating ground-level observing networks and satellite remote sensing. LESO features easy-to-use deep learning algorithms, independence on chemical transportation models (CTMs), and consistent performance using data from different satellites. LESO includes a deep forest 21 (DF21) model to interpolate O3 concentration by learning spatial patterns and a long short-term memory (LSTM) model to forecast O3 concentration by learning data from the past. We used sites of city-level in situ networks as the control sites to manifest short-distance O3 transportation. Satellite-based observations of O3 precursor indicators were incorporated to capture O3 photochemical reactions. DF21 explained a larger fraction of O3 variability (90%) with a mean bias error (MBE) of smaller than $1~\mu \text {g/m}^{3}$. We also investigated the impact of the number of training sites on the DF21 performance, which suggested that five training sites could ensure a good DF21 performance for the most areas ($R^{2} > 0.85$ and bias $< 2~\mu \text {g/m}^{3}$). The forecast O3 concentration via LSTM showed a good and stable agreement ($R^{2}\approx 0.85$ and bias $< 5~\mu \text {g/m}^{3}$) with ground-based measurements for 8-, 24-, 28-, and 72-h time periods, respectively. Three-phase unbalance could have significant impacts on the secure and economic operation of a low-voltage distribution system. With the deployment of smart meters and the emergence of phase switch devices (PSDs), more efficient schemes for mitigating three-phase unbalance are expected by utilizing numerous measurement data and the installed PSDs in low-voltage areas. Therefore, a bi-level optimal phase switch device placement model for mitigating three-phase unbalance is proposed in this work. In the upper-level model, the PSD placement strategy is optimized by minimizing the total costs of PSD installation and operation costs of low-voltage areas determined in the lower-level model. In the lower-level model, the operation costs of low-voltage areas for typical days are minimized based on the PSDs and their locations determined in the upper-level model. The proposed bi-level model is tested by an actual low-voltage area of Zhejiang province, China, and the effectiveness of the optimal PSD placement model for reducing the total investment and operation costs of the low-voltage area demonstrated. Data-driven control without using mathematical models is a promising research direction for urban traffic control due to the massive amounts of traffic data generated every day. This article proposes a novel distributed model-free adaptive predictive control (D-MFAPC) approach for multiregion urban traffic networks. More specifically, the traffic dynamics of the network regions are first transformed into MFAPC data models, and then, the derived MFAPC data models instead of mathematical traffic models serve as the prediction models in the distributed control design. The formulated control problem is finally solved with an alternating direction method of multipliers (ADMM)-based approach. The Atmospheric Infrared Sounder (AIRS) is the first of a new generation of high spectral resolution atmospheric sounders, which are expected to obtain atmospheric temperature and water vapor profiles with high accuracy. We are interested in investigating the validation of AIRS surface air temperature retrievals, particularly in the region of China. The surface air temperature observations obtained from 540 ground meteorological stations over China were collected, and quantitative comparisons were performed between the AIRS Version 4 retrievals and the ground observations. Then, the main causes of retrieval errors are discussed in detail. Results show that the rms errors of the AIRS surface air temperature retrievals are correlated with the terrain altitudes of the meteorological stations. With the altitude increasing, the rms errors have a trend of gradual increase. The rms errors are insensitive to the ground-observed cloud fraction. With the observed cloud fraction increasing, the small-scale oscillations of rms errors occur. In mountainous and desert regions, the rms errors are larger and can reach up to 11 K sometimes. Furthermore, the AIRS surface air temperature retrievals have better performance in January than in July. In central and eastern China, even the accuracy of accepted quality products in January approaches the goal of the AIRS Team. [ABSTRACT FROM AUTHOR]
