H.264/AVC, the result of the collaboration between the ISO/IEC Moving Picture Experts Group and the ITU-T Video Coding Experts Group, is the latest standard for video coding. The goals of this standardization effort were enhanced compression efficiency, network friendly video representation for interactive (video telephony) and non-interactive applications (broadcast, streaming, storage, video on demand). H.264/AVC provides gains in compression efficiency of up to 50% over a wide range of bit rates and video resolutions compared to previous standards. Compared to previous standards, the decoder complexity is about four times that of MPEG-2 and two times that of MPEG-4 Visual Simple Profile. The lack of interoperable (and thus standardized) solutions is stalling the deployment of advanced multimedia packaging and distribution applications although most of the individual technologies are indeed already present. This motivated MPEG (ISO/IEC JTCl SC29 WGI I) in June 2000 to start working on the definition of enabling normative technology for the multimedia applications of the 21st century: MPEG-21 "Multimedia Framework." MPEG-21's approach is to define a framework to support transactions that are interoperable and highly automated, specifically taking into account digital rights management (DRM) requirements and targeting multimedia access and delivery using heterogeneous networks and terminals. This article first outlines the context and background of the MPEG-21 initiative. Then, an overview of MPEG-21 technology is given. Subsequently, it is discussed how MPEG-21 can provide solutions for universal multimedia access (UMA). UMA is also one of the use cases that has led to the creation of a new part in MPEG-21 dealing with digital item adaptation. Data transfers and storage are crucial cost factors in multimedia systems. Systematic methodologies are needed to obtain dramatic reductions in terms of power, area and cycle count. Upcoming multimedia processing applications will require high memory bandwidth. In this paper, we estimate that a software reference implementation of an MPEG-4 video encoder typically requires five Gtransfers/s to main memory for a simple profile level L2. This shows a clear need for optimization and the use of intermediate memory stages. By applying our ACROPOLIS methodology, developed mainly to relieve this data access bottleneck, we have arrived at an implementation which needs a factor 65 less background accesses. In addition, we also show that we can heavily improve on the memory transfers, without sacrificing speed (even gaining about 10% on cache misses and cycles for a DEC Alpha), by aggressive source code transformations [ABSTRACT FROM PUBLISHER]
