This paper studies on the main factors of developing low-carbon economy in Heilongjiang Province. We develop the hypotheses based on the connotation of low-carbon economy and then analyze what are the main factors of developing low-carbon economy through multiple regression analysis according to the statistics over the years. The resuluts show that the industrial structure, level of urbanization and energy utilization are the main factors of developing low-carbon economy and have significant impact on developing low-carbon economy. Then we have some advice about how to develop low-carbon economy. First, the Heilongjiang Province can achieve its development goals based on the country policy of ‘Revitalizing North-east Old Industrial Bases’. Secondly, the Heilongjiang Province must promote urbanization actively based on the country policy of ‘Revitalizing North-east Old Industrial Bases’. Thirdly, the Heilongjiang Province must build ecological protection strategy by combining with the advantage of forestry in Heilongjiang Province. Finally, the Heilongjiang Province must implement the supporting strategy of new energy industry is led by the government so that it can improve energy efficiency and conservation.

How to realize the low-carbon economy has drawn great attention of our government in recent years. This paper will base on the nature of the low-carbon economy to construct a metric model by analyzing 28 Chinese provincial administrative units' panel data which are from 1999 to 2009. The finding proves that there really exists a long-term balanced relationship between carbon productivity, economy and population; GDP and carbon productivity prove the positive relation, while population and carbon productivity prove the negative one. The basic carbon productivity differs relatively one province from another in China, especially from variable regions. Basing on the conclusion of all the findings, the author will present three policy suggestions :first, the provinces should make full use of their self advantages to develop the economy, so as to improve the carbon productivity depending on the economic increase; second, the provinces which are abound in natural resources should actively push forward the transformation of the industrial structure; third, we should further stabilize the achievements of the birth control policy, and then reduce the life carbon consumption.

The biology treatment process for the oil-containing wastewater of low concentration have produced by coal-to-liquids was studied. COD, oil, NH 3 -N, SS removing effect of PACT and ordinary active sludge process were compared. The research results show that: when the experimental conditions are the COD between 108–172mg/L, pH is 7, HRT is 10h, COD, oil, NH 3 -N, SS removing of rate ordinary active sludge process were 49%, 50%, 46% and 32%, respectively. Comparing with the PACT after addition 0.5g/L powder activated carbon(PAC)into bioreactor, the removing rate of COD, oil, NH 3 -N, SS were 75.5%, 70%, 60% and 69%, respectively. Through the contrast test, the contaminant removal efficiency of PACT is obviously superior to the ordinary active sludge process, and the anti-impact loading ability and subsidence performance of the active sludge was improved when adding PAC.

In this paper, based on the comprehensive analysis of current situation of the Chinese forest products trade, forecasting the development trend of Chinese forest products trade in the future, that is to say, the industrial structure will adjust and upgrade, the development of international trade still shows a grate power, diversified exports will become inevitable, many enterprise will strengthen the home market digging and promotion campaign, the condition of market access will be improved,enterprise conformity come into the essential stage; after that analyzing some problems which are existed in the construction of the Chinese forest trade electronic commerce platform; and finally put forward forest products trade electronic commerce platform framework which is improved, the framework mainly stress on the electronic commence platform of trading, constantly, affordability on-line, public advocacy, industrial visualization shaping, internationalism, openness and service.
