It is a critical issue of glass refractive index measurement that enhancing low contrast slit image. In order to solve this problem, the paper proposes a solution that is feasible and adaptive to enhancing low contrast image in engineering. The CLAHE algorithm is used to globally preprocess the slit image acquired by CCD in the meantime and adaptive smoothing filtering is used for filtering. The improved stretching window is used to suppress the brightness of the single line in the slit, and enhance the brightness of the slit image to improve the extraction accuracy of the single line. The experimental results show that the accuracy of glass refractive index measurement can be improved to ±5×10−6 in the case of low contrast image, which provides a new method of low brightness and low contrast for improving the measurement accuracy of V -prism refractometer and has a significant in its high precision measurement.

Image fusion is the method of merging information from many images of the same scene taken from various sensors. In this paper, a fusion method based on CLAHE and sparse representation is proposed, which can effectively extract the texture detail information of visible image and infrared image. Firstly, CLAHE and adaptive smoothing filtering is aimed to improve the contrast of the image. Sparse representation is aimed to fuse visible and infrared image. Experimental results show that the proposed algorithm can obtain state-of-the-art performance than DWT and NSCT algorithm.

In order to realize farmland quantity and quality protection and socioeconomic development coordination, this paper took Shunyi District, Beijing as a case, based on quality evaluation of farmland status quo (2009) and other planning systems, the quantity and spatial distribution of prime farmland plots in Shunyi District were identified. And the results indicate that, the amount of planned prime farmland plot (PFP) is 270.67 km2, within which the amount of first grade prime farmland is 129.10 km2. Additional 11.56 km2standby PFPs were planned to balance future encroachment by urban growth, strategic projects and other construction land. This research can provide proposals and theories for Chinese farmland protection and management.

In order to find out effective methods to improve scientific literacy level of contemporary college students, this study establishes system of evaluation indicator in the field of scientific awareness degree, scientific understanding degree, scientific influence degree and scientific attendance degree. The study uses AHP to grant each indicator right, adopts CQA (Classification Quantification Assignment) as evaluation and puts forward increasing college students' scientific activities in the light of evaluation results.

The enterprise development pattern at the cost of environment has been questioned constantly. In people's opinon, the enterprise should be responsible for social and environmental responsibility, and should bring environmental impacted target into the assessment of productive efficiency. In connection, with the issue of assessment on environment impacting production efficiency, this paper divides assessment target into three levels such as input, output and emission, utilizing fuzzy theory and RBF network technology to establish the model for the assessment on the environment impacting production efficiency, and using empirical examples to make network training and assessment. Through comparing BP neural network model and DEA assessment model, it is found that the assessment method combining fuzzy theory with RBF network has obvious advantage and feasibility of fast constringency and undivergent primary simulated value.

The factors that influence on the improvement of the innovation ability in an area are extensive. In order to separate the facilitated function of the logistics from a lot of factors, this paper adopts the analysis method of grey-relationship principle divisor to screen out the evaluation target of the innovation ability of logistics, and establishes the evaluation model of NN of the innovation ability of zone logistics, also according to the NN having the unique functions on the aspects of dealing with the vague, random, large-amount, low-precision information, and so on, and in order to prove its practicability, this paper uses this model to evaluate the innovation ability of the logistics in northeast area. The research indicates that this method debases efficiently the complex degree of network caused by multiple target evaluation, advances the performance of network, which doesn't only evaluate the discretion of innovation ability in different areas, but also can find the reason that causes the differences, through the comparison of each divisor. Besides, comparing with the arithmetic of BP of principle divisor, the evaluation model of NN basing on the analysis of grey-relationship principle divisor can make the evaluation goal more definite, which improves the precision of input data of network, so that it reduces the error more effectively.
