The 2013-2015 drought in the Metropolitan Region of São Paulo exposed the lack of resilience of the regional water supply system, highly dependent on the Cantareira reservoirs. In this paper, inflows to each of the four main Cantareira reservoirs are tested for systematic change. Persistent trends in streamflow, rainfall, temperature and evapotranspiration are first evaluated. Streamflow was also tested for step change. Double-mass curves were employed to assess modification in the precipitation-runoff relationship. Subsequently, we used the climate elasticity method and the ABCD model to quantify the relative contribution of climate and human activities into the detected trends. Only Cachoeira and Atibainha sub-basins showed a significant downward trend in streamflow. The results for step change were also significant, and the year of occurrence coincided with breakpoints in precipitation-runoff relationship. For both Cachoeira and Atibainha, human activities had a more significant impact on streamflow reduction than climate variability. Land use and cover maps suggest that the reduction of pasture/abandoned land parallel to an increase in reforestation/silviculture is behind streamflow reduction. The results highlight the importance of coordinating land-use patterns and water management, as an important contributor beyond any considerations of a changing climate. Temporal streams are vitally important for hydrology and riverine ecosystems. The identification of wet channel networks and spatial and temporal dynamics is essential for effective management, conservation, and restoration of water resources. This study investigated the temporal dynamics of stream networks in five watersheds under different climate conditions and levels of human interferences, using a systematic method recently developed for extracting wet channel networks based on light detection and ranging elevation and intensity data. In this paper, thresholds of canopy height for masking densely vegetated areas and the 'time of forward diffusion' parameter for filtering digital elevation model are found to be greatly influential and differing among sites. The inflection point of the exceedance probability distribution of elevation differences in each watershed is suggested to be used as the canopy height threshold. A lower value for the 'time of forward diffusion' is suggested for watersheds with artificial channels. The properties of decomposed and composite probability distribution functions of intensity and the extracted intensity thresholds are found to vary significantly among regions. Finally, the wet channel density and its variation with climate for five watersheds are found to be reasonable and reliable according to results reported previously in other regions. This paper analyses the present condition of the water shortage in north China where annual rainfall is low and per capita water resource is below the line of regular water stress, or even the line of absolute water scarcity. Of the available water resources, the percentge of water withdrawal in all the north basins is high - the Yellow River and Huai River basins being greater than 80% and the Hai River basin mainly depending on interbasin water transfer. Over-withdrawal of water also results in serious water environmental problems including ‘flow cut-off’ of the Yellow River main channel and water pollution of many rivers. The paper also analyses the potential of wastewater as a resource and the demand for treated wastewater re-use. In north China, due to low rainfall and high potential evaporation environmental re-use, gardening, afforestation, etc. is considered as the main usage of the treated wastewater. As the central product of the BMBF-KLIMZUG-funded Joint Network and Research Project (JNRP) 'dynaklim - Dynamic adaptation of regional planning and development processes to the effects of climate change in the Emscher-Lippe region (North Rhine Westphalia, Germany)', the Roadmap 2020 'Regional Climate Adaptation' has been developed by the various regional stakeholders and institutions containing specific regional scenarios, strategies and adaptation measures applicable throughout the region. This paper presents the method, elements and main results of this regional roadmap process by using the example of the thematic sub-roadmap 'Water Sensitive Urban Design 2020'. With a focus on the process support tool 'KlimaFLEX', one of the main adaptation measures of the WSUD 2020 roadmap, typical challenges for integrated climate change adaptation like scattered knowledge, knowledge gaps and divided responsibilities but also potential solutions and promising chances for urban development and urban water management are discussed. With the roadmap and the related tool, the relevant stakeholders of the Emscher-Lippe region have jointly developed important prerequisites to integrate their knowledge, to clarify vulnerabilities, adaptation goals, responsibilities and interests, and to foresightedly coordinate measures, resources, priorities and schedules for an efficient joint urban planning, well-grounded decision-making in times of continued uncertainties and step-by-step implementation of adaptation measures from now on. Water and resource availability in sufficient quantity and quality for anthropogenic needs represents one of the main challenges in the coming decades. To prepare for upcoming challenges such as increased urbanization and climate change related consequences, innovative and improved resource management concepts are indispensable. In recent years we have developed and applied the urban harvest approach (UHA). The UHA aims to model and quantify the urban water cycle on different temporal and spatial scales. This approach allowed us to quantify the impact of the implementation of water saving measures and new water treatment concepts in cities. In this paper we will introduce the UHA and its application for urban water cycles. Furthermore, we will show first results for an extension to energy cycles and highlight future research items (e.g. nutrients, water-energy-nexus). [ABSTRACT FROM AUTHOR]

This paper explores the fate and transport of microbial contamination in a cold climate and coarse aquifers. A confirmed norovirus outbreak in a small rural water supply in the late summer of 2004, which is estimated to have infected over 100 people, is used as a case study. A septic system, 80 m upstream of the water intake, is considered to have contaminated drinking water. Water samples tested were negative for coliform and strongly positive for norovirus. Modelling predicts that a 4.8-log10 removal was possible in the 8 m thick vadose zone, while only a 0.7-log10 and 2.7-log10 removal in the aquifer for viruses and Escherichia coli, respectively. The model results support that the 80 m setback distance was inadequate and roughly 900 m aquifer transport distance was needed to achieve 9-log10 viral removal. Sensitivity analysis showed that the most influential parameters on model transport removal rate are grain size diameter and groundwater velocity, temperature and acidity. The results demonstrate a need for systematic evaluation of septic systems in rural areas in lesser studied coarse strata at low temperatures, thereby strengthening data used for regulatory requirements for more confident determination on safe setback distances. Long range planning for water reuse is very complex due to the interplay of numerous factors. A multi-faceted study was conducted to improve the understanding of these factors, to analyze how different scenarios of the future may affect these factors and water reuse, and to help determine which of these factors and issues are most important to address in order to ensure that water reuse is a successful water supply option in the future. This paper follows a series of surveys, expert workshops and scenario studies that were conducted, with the goal of refining a list of factors and issues that affect water reuse down to a few key items. From this process, the following aspects were concluded to be most important to focus on because they have the most impact, and thus will affect the future of water reuse the most: expanding the perceived role of water reuse; taking action to improve public acceptance; creating a supportive regulatory and legal environment; integrating resource management; expanding economic analysis; considering energy, climate and sustainability issues; creating water reuse institutions and associations; and, encouraging technology advancement and innovation. South Africa's water resources are unequally distributed over space and time and an already stressed water resource situation will only be exacerbated by climate change if current predictions are correct. The potential for conflict over increasingly strained water resources in South Africa is thus very real. In order to deal with these complex problems, national legislation is demanding that water resource management be decentralized to the local level where active participation can take place in an integrated manner in accordance with the principles of Integrated Water Resource Management (IWRM). However, administrative and political boundaries rarely match those of catchments as, throughout South Africa, rivers have been employed extensively to delineate administrative and political boundaries at a number of spatial scales. The aim of this research is to determine if rivers act as dividing or uniting features in a socio-political landscape and whether topography will influence their role in this context. The Orange-Senqu River is used as a case study. This paper goes on to consider the implications of this for catchment management in South Africa. No study known to the authors has explored the effect of the river itself, and its topographic setting, on the drivers that foster either conflict or cooperation, and allow for participatory management. This study presents evidence that the topography of a catchment has the ability to aggravate or reduce the impact of the variables considered by water managers and thereby influence the role of a river as a dividing or uniting feature. South Africa's proposed form of decentralized water management will have to contend with the effects of different topographies on the way in which rivers are perceived and utilized. The steady increase of urban population and the possible effects of climate change that may adversely affect the amount of water available in current water supply systems, makes the study of stormwater and rainwater harvesting and wastewater recycling a high priority. The basic proposition is that any system of water supply that can reduce the amount of water drawn from main reservoirs will be of benefit to the whole supply region especially in terms of drought security. This paper describes a versatile modelling framework which can simulate a wide variety of combinations of centralised and decentralised Integrated Urban Water Management schemes from the allotment to the whole suburb scale. The framework combines two modelling approaches. The first, called urbanCycle, simulates water supply and demand, stormwater and wastewater using allotments as the basic building block. Although urbanCycle can simulate processes in great detail, it assumes that the network forms a directed acyclic graph. This simplifies the connectivity logic but precludes investigation of systems with decentralised storage, feedbacks and multiple supply paths. To overcome this, a second model, called urbanNet, based on network linear programming, is embedded in the urbanCycle framework to enable the modelling of recycling and harvesting options, as well as on-the-fly supply and demand decision making, based on objectives rather than pre-set operating rules. With the widespread realisation of the significance of climate change, urban communities are increasingly seeking to ensure resilience to future uncertainties in urban water supplies, yet change seems slow with many cities facing ongoing investment in the conventional approach. This is because transforming cities to more sustainable urban water cities, or to Water Sensitive Cities, requires a major overhaul of the hydro-social contract that underpins conventional approaches. This paper provides an overview of the emerging research and practice focused on system resilience and principles of sustainable urban water management Three key pillars that need to underpin the development and practice of a Water Sensitive City are proposed: (i) access to a diversity of water sources underpinned by a diversity of centralised and decentralised infrastructure; (ii) provision of ecosystem services for the built and natural environment; and (iii) socio-political capital for sustainability and water sensitive behaviours. While there is not one example in the world of a Water Sensitive City, there are cities that lead on distinct and varying attributes of the water sensitive approach and examples from Australia and Singapore are presented. Climate change will induce an increasing drought risk in western and southern Europe and a resulting increase in water stress. This paper investigates the impact of both the extreme hot and dry summer of 2003 and the PRUDENCE CHRM climate change scenario summer for 2071-2100 on the monthly water balance (available water resources versus water demand) within the Kitzbueheler Region in the Austrian Alps. As a baseline period the climate normal period from 1961 to 1990 was chosen. In both summer scenarios total flow and ground water recharge decrease substantially, due to the decrease in precipitation and increase in evapotranspiration However, regional water availability is still sufficient to serve all water demand stakeholders. As a result of decreased snow cover duration, flow seasonality changes within the CHRM scenario. Especially springs are very vulnerable to these climatological conditions; average local groundwater recharge is reduced by 20% up to 70% within both scenarios. Due to the hydrogeological characteristics of the case study area and the typical small structured alpine water supply infrastructure, local deficits can occur. But also groundwater aquifers in the valleys show a decrease in water availability. These results are supported by observations made in 2003 throughout Austria and Switzerland. Waternet supplies clean and safe drinking water to the homes of almost one million Amsterdam citizens, and also collects and treats the resulting wastewater, ensuring its safe discharge back into the water system. Climate change poses a growing challenge. Firstly Waternet is affected by the consequences of climate change, such as longer periods of drought and heavier bursts of rainfall. Secondly, the company also plays a role in causing climate change, as emissions from the Amsterdam water chain contribute to global warming. This paper aims to focus attention on mitigation as an inseparable part of adaptation-programmes. The Climate Footprint methodology is applied to the integrated Amsterdam water chain: from the point of withdrawing water from the surface/groundwater water system for drinking water production, to the point of returning the purified wastewater to the surface water/groundwater system. In-between, the water is pre-treated with chemicals, transported, purified by dune-filtration, again treated for drinking water quality, distributed over the area of Amsterdam, used in households and industries, collected from there by sewers and pumps, transported to purification plants and finally again treated with chemicals and purified to end with acceptable surface water quality. The whole process generates CO2-emissions in three different ways: • Sewage treatment transforms the remains of human food consumption into CO2. These emissions do not originate from fossil fuels, but from food. They remain in a short carbon cycle and do not contribute to global warming. In fact, the sludge remaining from the purification plant is an important energy source. • Transport and purification processes require energy; this results in direct emissions e.g. in the case of fuel or natural gas use, and indirect emissions in the case of electricity. • The use of chemicals and materials for construction, transport systems, and all other facilities and services to keep the system running does require suppliers of these goods and services to consume energy and thus causes indirect emission. An inventory of these three different types of emissions is made for the (about) 1990 situation, the 2004 situation, and prognosticated for the 2007 situation. The 2004 situation reveals a 0.16 ton CO2 equivalent emission per person. Compared to the worldwide 4 ton emission per person, this would mean a 4% contribution from the urban water system. With all the improvements scheduled, a 50% elimination of greenhouse gas emissions looks attainable for the 2007 situation. Climate change raises many concerns for urban water management because of the effects on all aspects of the hydrological cycle. Urban water infrastructure has traditionally been designed using historical observations and assuming stationary climatic conditions. The capability of this infrastructure, whether for storm-water drainage, or water supply, may be over- or under-designed for future climatic conditions. In particular, changes in the frequency and intensity of extreme rainfall events will have the most acute effect on storm-water drainage systems. Therefore, it is necessary to take future climatic conditions into consideration in engineering designs in order to enhance water infrastructure investment planning practices in a long time horizon. This paper provides the initial results of a study that is examining ways to enhance urban infrastructure investment planning practices against changes in hydrologic regimes for s changing climate. Design storms and intensity - duration -frequency curves that are used in the engineering design of storm-water drainage systems are developed under future climatic conditions by empirically adjusting the general circulation model output, and using the Gumbel distribution and the Chicago method. Simulations are then performed on an existing storm-water drainage system from NE Calgary to investigate the resiliency of the system under climate change. [ABSTRACT FROM AUTHOR]

Reliable modelling of climate-water interactions at the river basin and regional scale requires development of advanced modelling approaches at scales relevant for assessing the potential effects of climate change on the hydrological cycle. These approaches should represent the atmospheric, surface and subsurface hydrological processes and take into account their characteristic temporal and spatial scales of occurrence. The paper presents a climate change impact assessment performed for the Elbe River basin in Germany (about 100000km²). The method used for the study combines: (a) a statistical downscaling method driven by GCM-predicted temperature trend for producing climate scenarios, and (b) a simulation technique based on an ecohydrological semi-distributed river basin model, which was thoroughly validated in advance. The overall result of the climate impact study for the basin is that the mean water discharge and the mean groundwater recharge in the Elbe basin will be most likely decreased under the expected climate change and diffuse source pollution will be diminished. Our study confirms that the uncertainty in hydrological and water quality responses to changing climate is generally higher than the uncertainty in climate input. It is known that climate impacts can have significant effects on the environment, societies and economies. For human populations, climate change impacts can be devastating, giving rise to economic disruption and mass migration as agricultural systems fail, either through drought or floods. Such events impact significantly, not only where they happen, but also in the neighbouring areas. Vulnerability to the impacts of climate change needs to be assessed, so that adaptation strategies can be developed and populations can be protected. In this paper, we address the issue of vulnerability assessment through the use of an indicator approach, the climate vulnerability index (CVI). We show how this can overcome some of the difficulties of incommensurability associated with the combination of different types of data, and how the approach can be applied at a variety of scales. Through the development of nested index values, more reliable and robust coverage of large areas can be achieved, and we provide an indication of how this could be done. While further work is required to improve the methodology through wider application and component refinement, it seems likely that this approach will have useful application in the assessment of climate vulnerability. Through its application at sub-national and community scales, the CVI can help to identify those human populations most at risk from climate change impacts, and as a result, resources can be targeted towards those most in need. This paper describes a probability-based method for assessing the potential impact of climate change on urban water supply systems. Specifically, the assessment method uses probability distributions to place a confidence level on the plausible values of response variables. The Benalla water supply system has been used to demonstrate applicability of the proposed assessment method. For the application, the impact of the 2030 climate change scenarios on streamflows and system yield has been examined. The preliminary results have demonstrated that the proposed assessment method can provide valuable insights into the impact of climate change on water supply systems, allowing it to be incorporated into planning decisions.
