Abstract

A research project on a college of Further Education offering vocational courses to the students who are still of compulsory school age but have been excluded by or fail to attend or achieve in school is presented. The tensions between pressures for accountability and outcome-driven measures and the aims of increasing participation and using education to address issues of social inclusion are considered.
