The Qaidam Basin in China, recognized for its copious salt lake mineral resources, holds immense significance for the nation's sustenance and industrial progression. However, the escalating exploitation of these resources has led to substantial conflicts between economic pursuits and ecological conservation. Ongoing activities like water diversion for flood control and brine extraction are hindering the preservation of the lake's natural ecosystem. This study examines the challenges of salt lake exploitation and ecological conservation, proposing measures for environmental stewardship. These include delineating the responsibilities of production zones designated for salt lake development; advocating the comprehensive harnessing of flood resources; and establishing a collaborative platform for integrating ecological data among government entities, regulatory bodies, and private enterprises. This research aims to lay the groundwork for ecological management policies for salt lakes in the Qaidam region to balance the development of a top-tier salt lake production base with environmental preservation. This article analyzes the appropriate types of water rights systems for different regions with varying water resource conditions in China. The most appropriate water rights systems for various zones were determined by comparing the value of influencing factors with corresponding thresholds in China's second-class zones of water resources. It is shown that a riparian rights system under water withdrawals permission could be adopted in most regions of southern China. For most northern Chinese regions, the quantity proportional water rights systems should be adopted and further improved. In contrast to the implementation of a single quantity proportional water rights system, this paper innovatively proposes a zoning scheme for China's water rights system. The appropriate type of water rights system can be identified according to the region's specific water resource conditions. Vegetation water consumption in the Sanjiangyuan Region is of direct significance to the utilization of local water resources. To measure the actual evapotranspiration of various typical vegetation with different vegetation types in the Sanjiangyuan Region, a Lysimeter was used between November 2019 and October 2020. Additionally, the Penman–Monteith equation was used to estimate the condensation water of different vegetation types. Based on the measured data, this paper analyzes the spatial distribution of annual water consumption and annual runoff of various vegetation types. Furthermore, the spatial and temporal distribution of monthly water consumption of vegetation types on different underlying surfaces are discussed. To establish the relationship between the precipitation and runoff of various vegetation types, an artificial rainfall test was conducted. This study's results reveal several key findings: (1) Condensation water is widespread and can be observed throughout the year. The annual condensation water volume ranges between 28.47 and 56.88 mm, which is particularly significant for the growth of alpine desert steppe and alpine steppe vegetation. (2) The annual water consumption in the Sanjiangyuan Region was higher in the south than in the north. Shrub water consumption was found to be 58.1–73.3 mm higher than that of grasses. Water consumption primarily occurred during the growing season, spanning from May to October. (3) The total water consumption in the growing season of the alpine meadow was less affected by precipitation compared to the non-growing season (from November to the next April). (4) The runoff yield can be ignored in the non-growing season when calculating water balance. To achieve the transformation of water rights institution in China from the administrative management to the property rights institution, it is of high significance to discuss the principle of rights confirmation, institution connection, and change. In this paper, we present the process, result, experience, and problems of the authors' involvement in water rights confirmation and registration in Delingha as the methods designer of water rights confirmation. The conclusions of this paper follow: (1) Equity must be the priority while considering the principles of water rights confirmation. Complying and verifying the results of historical water distribution, strengthening public participation, and selecting persuasive and scientific indicators are the main components that are embodied in the concept of equity. (2) Water rights confirmation is to recognize and revise the distribution result of the old institution. Macroscopically, based on the administrative upper limits set by the "Three Red Lines" and ecologically sustainable requirements, the dual-control method of "matching water use and the Three Red Lines" and "matching water consumption and available water resources" was used to control the total distribution of water rights. From a microscopic point of view, the water abstraction permit was the core indicator of water rights confirmation, after checking with other data. (3) The institutional logic, the responsibilities and roles of the government, and the intellection of water users have changed after the confirmation of water rights. There is a strong link between water infrastructure and development outcomes. As such, water infrastructure challenges could have an adverse effect on the economy at large. This study investigates the drivers of water infrastructure performance and analyzes how investment in water infrastructure affects economic growth, focusing on a panel of thirty-one Sub-Saharan African (SSA) countries. An integrative theoretical framework using panel regressions was developed. The result showed that an increase in water infrastructure performance due to a 1% increase in per-capita income growth and trade openness was 0.2% and 0.03%, respectively, and the constraint on water infrastructure performance due to a 1% increase in population density was 0.76%. The result showed that the impact is mostly driven by the effect of per-capita income growth and population density on lower- and middle-income countries. Our results also revealed that one additional increase in water infrastructure investment leads to a higher impact on economic growth. We further complement our study by investigating the policy interventions that the support water infrastructure outcome effect. We found that investment in water infrastructure along with the provision of credit to the private sector is a strong driver of economic growth; however, access to credit beyond a certain threshold—relative to the level of investment in water infrastructure in these countries—investment in water infrastructure would lead to an adverse negative macroeconomic effect. The objective of the study was to configure the Hydrological Modeling System (HEC-HMS) in such a way that it could simulate all-important hydrological components (e.g., streamflow, soil moisture, snowmelt water, terrestrial water storage, baseflow, surface flow, and evapotranspiration) in the Three-River Headwater Region. However, the problem we faced was unsatisfactory simulations of these hydrological components, except streamflow. The main reason we found was the auto-calibration method of HEC-HMS because it generated irrational parameters, especially with the inclusion of Temperature Index Method and Soil Moisture Accounting (an advanced and complex loss method). Similar problems have been reported by different previous studies. To overcome these problems, we designed a comprehensive approach to estimate initial parameters and to calibrate the model manually in such a way that the model could simulate all the important hydrological components satisfactorily. The water resource shortage is a crucial factor in restraining the development of society and the economy in Xinjiang, where there is drought and little rain. The assessment of the water resources carrying capacity (WRCC) is a prerequisite for socioeconomic sustainable development in Xinjiang. In this paper, a convenient and effective model is established for assessing the WRCC under the influence of social welfare and water use efficiency. Meanwhile, a pedigree chart for WRCC is put forward. Then the developed approach is applied to investigate the sustainable utilization of water resources in Xinjiang. The results indicate that the WRCC of Xinjiang is not overloaded in 2018. The status of the WRCC is worse in northern Xinjiang than in southern Xinjiang, especially in Karamay, Shihezi, and Urumchi. The areas with potential water resource exploitation in Xinjiang are mainly located in the Yili Kazak Autonomous Prefecture and Altay Prefecture. The efficiency of agricultural water use is of vital importance to the WRCC in Xinjiang. The WRCC of Xinjiang can be improved by saving agricultural water, water recycling, and optimizing industrial structures. The maximum population carried by the water resources in Xinjiang is predicted to be 33.63 million and 35.80 million in 2035 and 2050, respectively. Recent evidence of regional climate change impacts on hydrological cycle directed us to study the floods in a high elevated and rapidly urbanized river basin, the Kabul River basin (KRB), Pakistan, which is susceptible to frequent flooding. Therefore, we analyzed the changes in flood regime at various spatial and temporal scales and their possible causes, which is accomplished by using flood indicators, trend analysis, change point analysis, and hydrological modeling. The results showed that the northern and northwestern parts of the KRB were more exposed to flood hazard than the southern parts under long-term scenario (1961/64-2015). However, after the change points, the flood risk decreased in the northern and increased in the southern regions. This spatial shift increased the vulnerability of population to the flood hazard, because the majority of population resides in the southern region. The extreme precipitation has also increased, especially the maximum one-day rainfall and maximum five-day rainfall throughout the basin. Particularly, the major cause of the decrease in different flood indicators in the northern parts of the KRB is the corresponding decrease in the annual and monsoonal rainfall and corresponding positive mass balance of glaciers in the northern region after the occurrence of change point in flood regime. However, the major cause of the increase in flood hazard on the southern part of the KRB is associated with maximum five-day rainfall. A 68% variability of annual maximum flood for the Kabul River at Nowshera and an 84% variability of annual maximum flood for Bara River at Jhansi post are explained by maximum five-day rainfall. In addition, a considerable decrease in forests (–5.21%) and increase in the urban area (88.26%) from 1992–2015 also amplifies the risk of higher flood peaks. The results of hydrological modeling suggest that the six-hourly flood peak increased by 6.85% (1992–2010) and 4.81% (2010–2015) for the extreme flood of 2010 for the Kabul River at Nowshera. The flood peak per decade will increase by 8.6%, as compared to the flood peak under the land use scenario of 2010. This article explores the water policy narrative in Pakistan, and identifies its historical trajectories and influences, as well as the impact of the global agenda setting of water for 2030. For this purpose, water sector reforms in Pakistan are examined as a case study. The National Water Policy (NWP) 2018 and Participatory Irrigation Management (PIM) reforms are critically evaluated and loopholes identified, in terms of both theoretical aspects and constraints in their practical implementation. The overall analysis reveals that the engineering narrative is dominant in policy circles and large-scale infrastructure construction is seen as an exceptional measure to overcome the current loss of storage potential due to sedimentation. On the other hand, the adoption of the Integrated Water Resource Management (IWRM) framework reflects the desire of state institutions to imbue water policy reform with international credibility. The IWRM framework has been adopted as isomorphic mimicry to appease international financing institutions and donors. PIM reform is thus far from delivering the desired results due to ideological battles among new (i.e., the Participatory Farmers Institution) and traditional bureaucratic irrigation institutions. As adopted, the global agenda setting of water, in the shape of IWRM, is a repackaging of existing activities, and prevents alternative thinking in the setting of water priorities according to developmental needs. Hydrochemical processes under intense human activities were explored on the basis of the hydrochemical characteristics of 109 surface water samples and 129 groundwater samples collected during August 2015 to September 2016, in the Kaidu River Basin. Results obtained in this study indicated that the water in the basin was neutral to slightly alkaline with low total dissolved solids. Rock weathering and evaporation controlled the natural hydrochemical mechanisms. Mountain groundwater and stream water were dominated by Ca2+-HCO3− type water, whereas the plains groundwater was dominated by mixed type water. The results of principal component analysis demonstrated that water-rock interaction and human activity explained 71.6% and 12.9% of surface water hydrochemical variations, respectively, and 75.1% and 14.2% of groundwater hydrochemical variations, respectively. Sulfate, chloride, and carbonate weathering were the major water-rock interaction processes. Livestock farming and agricultural activities were the primary human activities influencing the water hydrochemistry. In addition, cation exchange is another important process influencing the hydrochemical characteristics in the study area. This study would be helpful in forecasting of water quality in arid areas. Recent evidence of regional climate change associated with the intensification of human activities has led hydrologists to study a flood regime in a non-stationarity context. This study utilized a Bayesian framework with informed priors on shape parameter for a generalized extreme value (GEV) model for the estimation of design flood quantiles for "at site analysis" in a changing environment, and discussed its implications for flood management in the Kabul River basin (KRB), Pakistan. Initially, 29 study sites in the KRB were used to evaluate the annual maximum flood regime by applying the Mann–Kendall test. Stationary (without trend) and a non-stationary (with trend) Bayesian models for flood frequency estimation were used, and their results were compared using the corresponding flood frequency curves (FFCs), along with their uncertainty bounds. The results of trend analysis revealed significant positive trends for 27.6% of the gauges, and 10% showed significant negative trends at the significance level of 0.05. In addition to these, 6.9% of the gauges also represented significant positive trends at the significance level of 0.1, while the remaining stations displayed insignificant trends. The non-stationary Bayesian model was found to be reliable for study sites possessing a statistically significant trend at the significance level of 0.05, while the stationary Bayesian model overestimated or underestimated the flood hazard for these sites. Therefore, it is vital to consider the presence of non-stationarity for sustainable flood management under a changing environment in the KRB, which has a rich history of flooding. Furthermore, this study also states a regional shape parameter value of 0.26 for the KRB, which can be further used as an informed prior on shape parameter if the study site under consideration possesses the flood type "flash". The synchronized appearance of a significant increase and decrease of trends within very close gauge stations is worth paying attention to. In this study, a linear scaling method, precipitation extended linear scaling (PELS), is proposed to correct precipitation simulated by GCMs. In this method, monthly scaling factors were extended to daily scaling factors (DSFs) to improve the daily variation in precipitation. In addition, DSFs were also checked for outliers and smoothed with a smoothing filter to reduce the effect of noisy DSFs before correcting the GCM’s precipitation. This method was evaluated using the observed precipitation of 21 climate stations and five GCMs in the Jhelum River basin, Pakistan and India, for the period of 1986–2000 and also compared with the original linear scaling (OLS) method. The evaluation results showed substantial improvement in the corrected GCM precipitation, especially in case of mean and standard deviation values. Although PELS and OLS showed comparable results, the overall performance of PELS was better than OLS. After Evaluation, PELS was applied to the future precipitation from five GCMs for the period of 2041–2070 under RCP8.5 and RCP2.6 in the Jhelum basin, and the future changes in precipitation were calculated with respect to 1971–2000. According to average all GCMs, annual precipitation was projected to decrease by 4% and 6% in the basin under RCP8.5 and RCP2.6, respectively. Although two seasons, spring and fall, showed some increasing precipitation, the monsoon season showed severe decrease in precipitation, with 22% (RCP8.5) and 29% (RCP2.6), and even more reduction in July and August, up to 34% (RCP8.5) and 36% (RCP2.6). This means if the climate of the world follows the RCP8.5 and RCP2.6, then there will be a severe reduction in precipitation in the Jhelum basin during peak months.
